The Biden administration has announced a 100 day review of strategic vulnerabilities in America's supply chain. President Biden has said he supports funding of incentives for production in the US, to become independent of China and Taiwan. From 1990 onwards chip production in the US went from 37% to about 12% today. It will now go back up. Biden's National Security Adviser noted in an article in Foreign Policy that advancing industrial policy like Japan and France once considered out of tune is now essential, "something close to obvious."  At one point in the post war period America's most advanced jet engines were made in West Berlin, surrounded by the army of Russia and its ally the GDR. There is new realization that dependence on Taiwan which makes 22% of semiconductors worldwide and 50% of advanced designs cannot go on the way it is exposing a critical vulnerability for American industry. A 40% tax credit for the cost of new semiconductor fabrication plants and other incentives are now supported in the Biden administration. The whole idea is to turn this around quickly where US no longer depends on uncertain supplies from overseas. With population shifts to the south Texas has grown in population in 5 years to 2025 by roughly 2 million from 29 million to 31 million. In 2025 about 40% are Hispanic and 40% White evenly divided, with 11% black and 6% Asian, and 3% other. It remains a conservative state in the South with a focus on faith and on traditional values. Along with Florida and the two Carolinas it remains a major part of the Conservative South.

This article in the Los Angeles Times "Shifting tides for Obama in 2012" puts things in perspective for the situation Biden faces in the 2024 campaign.  The LA Times points out in its report by David Lauter October 30, 2011, that among white working class voters the defeat Obama experienced in 2008 will turn into a rout in 2012. It says the rising racial diversity and increase in college graduates were only two factors helping Obama and this also was in doubt in 2012. The 2009 financial crisis had led to high unemployment and poverty among Hispanic households and also affected black people. The soured economy put Obama at risk in 2012. The rout among white working class voters for Obama in 2012 turned into a complete rout for Clinton in 2016. The Obama coalition looks like a one time affair and an aberration in America where white non college graduates almost all vote Republican. By putting white working class and factory voters firmly in the Democrats camp as they were for the last century and building a strong economy and manufacturing Biden now brings back the America of TR, Wilson, FDR, Truman and Eisenhower. By putting the struggle to improve the lives of working people at the heart of the democratic process Biden is rebuilding the America that transformed a less developed agricultural nation into a modern industrial economy. ...

Try to do it on your own for most flexibility so you can improvise to suit your mood and inclination. Stay in fewer places and at least 3 nights to feel at home in a place, less packing and unpacking that can be tiring. Choose secondary destinations not big name crowded places. Do a few things well that you enjoy and stop there, don't stretch yourself thin. And talk to the locals, don't be shy with strangers, you can make the trip come alive with what you can learn from people and places when we talk to the locals and people traveling like us. This Explainer by Lisa Thomas-Darbois shows how the National Assembly is elected and how it works with the president and their respective powers under the Fifth Republic set up in 1958 during the Algiers Crisis and decolonization by Charles De Gaulle. In 1962 a constitutional amendment led to direct popular election of the president. De Gaulle was elected in 1965. Though De Gaulle resigned in 1968 much of the work of modernizing French agriculture from a backward local regional basis to a national technological basis was done by De Gaulle, and French infrastructure postwar rebuilding started. This was continued through the 5 year presidency of DeGaulle's assistants Pompidou and seven year presidency of Giscard Destaing till 1981, modernizing France over 2 decades. To get elected to the National Assembly one has to get 50% of the vote in the first round and 25% of eligible voters. In the second round only the top two parties and parties with more than 12.5% of vote participate. A change was made to make the president's term 5 years and have the election of the National Assembly after the presidential election. Under this change Macron was able to get a majority in the Assembly after his election as president in 2017. In the event the opposition parties get a majority in the National Assembly cohabitation happens and the prime minister is from the opposition ranks as is likely in 2024. This transfer authority on domestic policy to the majority in the Assembly with foreign policy run by the president. It happened twice under presidetn Mitterand and once under president Chirac. ...

Melinda Gates says even though she spent years at Microsoft immersed in technology she was not prepared as a parent when she had her youngest child, who is part of what is called the iGeneration. This term is used for children born between 1995 and 2012. Many of the children born since 2000 find themselves in a new world of smartphones, iPhones, iPads and social media apps. Melinda Gates says she would have preferred to put computer devices in children's pockets at a later age, and worries about their effects on children. It exacerbates the problems of growing up and reduces some of the empathy that comes from face to face human contact. Parents have to find other ways of giving their children much needed empathy and understanding that is missing when children spend many hours in front of such tech devices. The professor who coined the word iGeneration says many of this group spend as much as 6 hours in front of these devices with different apps. Yet the development of these children lags behind that of children of previous generations. It is hard not to say out loud that one worries about this- that the tech devices after all the hype really aren't that great when it comes to giving children an advantage in life. That human interaction, the use of imagination, motivation from family and school, live human interaction, cannot be replaced by staring at a screen for hours at a time. After all the hoopla about tech making children smarter and better, it is a huge let down. One must depend more on the basics that have served children and parents well over generations- the human interaction that spurs the imagination and motivates leading to exploration, reading on one's own, and curiosity to learn. Tech is just a tool, not the real thing. ...

Levin hads a son who was a teacher in the New York city schools helping disadvantaged and poor young adults who died in the violence that has become part of this school system. Could Levin with his knowledge and contacts in New York city done something for the very school system that has so much violence and poverty and difficulties with education, working with coworkers like Mayor Bloomberg,on improving the city environment of schools, homes and neighborhoods, as a way of healing the wounds and seeking redemption and quiet for the soul through others?

Mulayam Singh Yadav was mentored by Indian Socialist leader Ram Manohar Lohia who was an activist in the Independence Movement after Quit India was launched by Mohandas Gandhi. Lohia is rare in India's independence struggle because he studied at Humboldt University in Germany 199-1933 and did his doctoral thesis on Salt Taxation in India following the Salt Tax protests of Mohandas Gandhi with Dandi March in 1931.  Lohia contested elections in parliament with Mr. Nehru in 1962 in Phulpur constituency Uttar Pradesh. In this sense Mulayam Singh continued the work of Lohia to provide India with an effective opposition for its democratic framework covering a billion people with as many languages as Europe and a caste system. German economy contracts in second quarter 2024 by 0.1%. Growth is forecast at 0.3% for 2024 and 1.1% for 2025, according to country statistics office Destatis. The contrast could not be greater in Biden's management of the economy as US economic growth was much higher at about 2.8% in 2024. Biden has taken cost of living action including canceling student debt and calling for limiting rent increases for apartment rentals to 5%.
