For the 3 months Oct-Dec. 2014 the growth in GDP was at 7.5%. Changes in methodology include computing it at market price, not at factor cost. This adds up consumer and firm spending instead of producer costs.

President Macron announces plans to bring a draft law that aims to fight separatist cultural influences in France through the education system and through children being educated at home. These separatist influences stem from France's colonial past in Arab North Africa and influx of Arab immigrants as well as immigrants from Asian countries practicing Islam. Macron said there has been a hardening of positions in Islamic communities worldwide which has created a crisis in Islam making it important to emphasize France's tradition of secular values. Macron says Islam practiced in France must be freed from foreign influence as part of France's long tradition of laicite or state secularism values set by a law first enacted in 1905 separating church from state. In saying this Macron said he accepted the failings of French policy in letting ghettoization of communities of Muslim residents happen in France. And added that "where we stepped away other stepped in." In referring to the colonial legacy he said "we have not unpacked our past. We have grandparents who have passed their scars onto their children." ...

About half of people in Britain in a recent poll taken during the second wave of coronavirus say they see a negative impact on mental health. Depression is affecting a fifth of the population in Britain. It has never been more important to be kind to each other and ourselves as the second wave hits a weary and fatigue stricken society.  People found many activities and hobbies to do during the 6 week lockdown period and there was an expectation that spring would bring better conditions. During the second wave of coronavirus there is a sense of a dreary period that goes on through Christmas. The uncertainty from the U.S. elections, Brexit in Britain, the reopening in countries such as India, the loss of jobs and income in countries that range from severe in Brazil, Mexico and Argentina to moderate in China, adds to the anxiety of daily life with surging cases. Creating what amounts to a low grade depressive effect during the second wave that needs to be addressed by the authorites, by health agencies, and in other ways, says this report in The Times. ...

Bill Clinton, says about his foundation, in talking to voters in Detroit- " all we have done is save lives. If creating jobs and saving lives is bad, I guess you can zing me with it." He told another crowd in Durham, N.C, that he was tickled by Trump's comment that the Clinton Foundation was a "criminal enterprise." The criticism of the foundation hurts Mr. Clinton because of the lifesaving work it has done for AIDS, malaria and saving lives. The Clinton Foundation made the error of taking donations from overseas in the zeal for donations, which gave some critics an opportunity to smear the foundation. Another error was not to strictly separate the work of Bill Clinton from Hillary's work at the State Department. Even though in its activities it has been exceptional in its work. In poor countries like Haiti it has helped people overcome poverty. On one achievement alone the Foundation's work is exceptional- bringing HIV/AIDS medication at affordable prices to 11.5 million people in 70 countries. It has also worked to reduce obesity among American school children, and improved lives through its health initiative, including lives of farmers in African countries. George W. Bush did exceptional work in Africa for AIDS/HIV. Clinton's activities continue an American tradition of helping people in Africa's poorest regions.  In this case the funds raised aggressively by Bill Clinton during speeches, were used to save lives or improve lives. This has been lost in the criticism of the Clinton foundation, as if the good work done by George W. Bush for AIDS in Africa can ever be fairly diminished in the slightest way by criticism of the Bush family. ...

The U.S. Federal Reserve, America's central bank, is staying away from riskier investments, junk bonds, leveraged loans, non government backed mortgage bonds, as it intervenes to support U.S. capital markets. On March 23 the Fed said it would launch facilities to buy not just Treasurys but also corporate bonds carrying investment grade ratings. Companies from Nike to Pfizer were able to issue $177 billion of invesrment grade bonds, according to Dealogic. As a result the corporate bond market is stabilizing. The Fed is not supposed to take credit risk, and just as the government intervention with aid to business has focused on keeping down unemployment, the Fed focus is on helping the parts of the market that are not leveraged, to help companies that were doing fine before the pandemic hit. As the president says repeatedly this pandemic was not their fault.

Currently Asian-Americans make up 62% of students at top high schools in New York. Mayor Blasio aims to give 20% of the seats to students who almost reach the qualifying scores on an entrance exam for Stuyvesant and seven other specialized high schools. Under Blasio's plan Discovery program for economically disadvantaged students would get 800 of the 4000 specialized high school seats for ninth graders in fall 2020 up from 250. 

Another view is presented by Parenting While Black organization of low income parents and children, who say that more important is to improve the quality of education for the city's 1.1 million students and start at the early grades. They see the high school debate for these 7 specialized schools as taking attention from the real problem to focus on s small sliver of students. The mass of students, the vast majority, they say are left to dangle in the wind.

Over $700 million in aid was provided in 2013 to struggling Chinese automakers from the central and local governments in an overcrowded industry, according to Wind Information Company. Companies receiving aid include Dongfeng Motor, BYD, Geely, Great Wall Motor, Guangzhou Automobile. Both domestic and foreign makers of cars are increasing capacity in an oversupplied market as sales decelerate. Domestic brands market share is declining compared to foreign car makers. Domestic makers market share declined to 37.1% in April 2014 from 39.6% in 2013, according to the China Association of Automobile Manufacturers. Ford Motor has added large SUV capacity to increase sales, and VW plans to increase capacity further. By 2015, overcapacity in China's market could reach 8 million cars, according to UBS Securities.

With Democrats controlling 51 votes and 11 Republican votes needed in the Senate to reach the 60 votes for passing aid to automakers legislation, the whole issue remains clouded for now. Politicians of both parties made statements but the reality is that there is not enough support in Congress for aid to automakers. And if the $25 billion that has been already approved for retooling plants for higher fuel efficiency is now released for salaries and operations by congressional vote to change this it still has to pass a poosible veto by President Bush. And Republican opposition is hardening as they call for real changes in how these companies are being run and at the same time some Democrats may also support this position.

Germany's parliament, the Bundestag, ratified the fiscal pact agreement of eurozone countries of December 2011 on June 29, 2012. A two thirds majority was needed to approve the pact and the rescue fund called the European Financial Stability Facility or European Stability Mechanism. To get the opposition Social Democrats support chancellor Merkel had to agree to a "growth pact" at the June 2012 EU summit, a condition made by the opposition. Facing persistent German opposition in the negotiations for short term measures to allow the rescue fund to buy Spanish and Italian bonds directly in private markets and give direct aid to Spanish and Italian banks, prime minister Monti of Italy and prime minister Rajoy of Spain as a last resort told chancellor Merkel they would block the EU growth measures. It is at that point that Merkel made the concessions to allow direct aid by the rescue fund. Blocking the growth measures would have blocked the approval of the fiscal pact which Merkel had negotiated in December 2011, as the opposition Social Democrats would then withdraw their support. It is this manouevre that finally achieved a breakthrough in the marathon 14 hour negotations between Mario Monti and Angela Merkel, which Monti described as "hard and tense" but "worth it." ...

Bill Keller of the NYT points out that getting Syria right means getting over the obsession over what went wrong in Iraq and looking objectively at the situation in Syria. He points to the failure of president Obama in grasping what the Assad regime has done to Syria, the refugees in Jordan, the use of artillery and air raids on civilian population, and inviting the support by fundmentalist Islamic countries such as Saudi Arabia in the absence of U.S. and European support, making delay after delay by president Obama leading to a paralysis in response. It took a week longer for each country to impose a lockdown. In China first Wuhan then the whole country went into lockdown and quarantine. The same process is repeated in Europe and in America as authorites see numbers of infections increasing rapidly without strict controls. First the Lombardy region in Italy around Milan, then the provinces in Northern Italy, followed by a complete lockdown in the country on March 10 as infection spread faster without lockdown and enforcement of lockdowns. Germany and Britain follow Spain and Italy on March 20. France followed Spain in the days after Italy's complete lockdown. Macron ordered the lockdown on March 16 with stringent enforcement. Infectious Disease specialists at Imperial College warned of "unintended consequences for the entire nation" if a lockdown of Britain did not take place. The goal is to limit the spread of infections from rapid to slow as public health systems and economic measures are ramped up in preparation for the crisis. Most countries were lacking the preparatory steps having lost time waiting to see what happens next or analyzing data in the vain hope the virus does not spread.  Bad economic results of lockdowns were initially a concern, but this concern became less important as the coronavirus spread rapidly in Europe. Decision makers in Europe decided that not acting forcefully would lead to equally or worse economic outcomes. Public health systems overwhelmed would diminish public confidence rapidly and lead to equally bad or much worse economic outcomes. The European Union executive body has supported state aid, stimulus action and border controls in this crisis. In America and in Europe the hope is that shoring up the safety net with massive aid to businesses and households would buy time to tackle and overcome the coronavirus through a combination of lockdowns, quarantines, contact tracing, large scale testing and medical technology measures. The examples of China, South Korea, Taiwan showed this pathway exists for phased control and reducing fatalities to zero. ...

If only there was some way to get this farm produce to homes. For the government to buy the farm produce and Kroger, Walmart, or some other volunteer agency to distribute it to homes and food banks. Much of it is now being destroyed, even as people stocking up canned foods in their pantry are not able to eat healthy for months, as fresh fruits and vegetables are  needed now more than ever with so much time spent inside. The ample time to cook and learn, to try new recipes, also makes this waste of fresh fruit and vegetables a poor national response in this crisis. A supplement to the government farm aid program should be set up and money set aside for the purpose of getting this produce out of farmers hands and into homes at little cost to families, in the effort to keep them healthy with so much time spent inside.

The controversy surrounding the statement by Trump following the hacking of the DNC emails and putting it out on the 1st day of the Democratic National Convention was covered widely. Trump said: "Russia, if you are listening, I hope you're able to find the 30,000 emails that are missing. Let's see if that happens." This coupled with Trump statements that he would not assure the Baltic Republics and other parts of Eastern Europe  that the U.S. would come to their aid in the event of a Russian attack have created new tensions in Europe. This has also led to heavy criticism from U.S. military commanders, from NATO leaders, and from leaders in the Republican and Democratic parties including Speaker Ryan. Some called it "a seismic development," and unprecedented, with involvement of foreign powers in the U.S. elections generally resented by the American people, according to experts.

Leonhardt says that there is little reason to think that the flatter rates are better always. With the need to finance Medicare and health care for all, the government can use the extra dollars from taxing the very wealthy, the very rich in different tax brackets. The top bracket in 2008 started at 357,000, and you paid 35% whether you made 400,000, or $4 million, or $40 million. So basically the upper middle class was lumped in with the extremely wealthy. And considering the cost of college tutions for 2 or 3 kids, the upper middle class is only middle class. It makes sense not to lump the two together. Considering that there has been a lot of wealth accumulated at the the very high end, it would also reduce inequality, generate tax revenues for health care, and not have much effect in the incentives for generating economic growth. It is something he says the Obama adminisstration may and should consider.
