A new foreign investment law passed by the Chinese People's Congress is designed to address concerns of western companies facing problems operating in China. This includes unequal market access, forced technology transfers, unfair treatment in public procurement. It was passed in only 3 months after the first draft was debated showing the importance Beijing places on the bill. Its a step designed to help in the trade talks with the U.S. about leveling the playing field. China amends its intellectual property law and introduces a punitive damages "mechanism" so that infringements are fairly dealt with. The new Chinese law replaces three foreign capital laws passed between 1979 and 1990, and is a unified legal standard for foreign investment in China. It eliminates the requirement for foreign companies to transfer proprietary technology to Chinese joint venture partners and protects against "illegal government interference." The European Union Chamber of Commerce says Article 40 still allows for"political issues to influence investor-state relations." Kathryn Ruemmler is legal counsel at Goldman Sachs, and adviser to the CEO. The WSJ looks at Epstein file releases by the US Justice Department on Ruemmler's connections to Epstein in 2019 as a legal adviser. Some of it is after FBI arrested Epstein. Other files released show Ruemmler had consulted with Epstein on jobs she was interviewing for with Goldman, and potential jobs at Google, Facebook and Citadel, according to this report. This aspect is similar to what is reported in the media about Mandelson having consulted with Epstein for job offers at large financial companies. In the case of Mandelson he described his access to influence in Labour government decisions. The Mandelson connections are rocking the British government of PM Keir Starmer for his poor judgement in appointing Mandelson as UK ambassador to the US and lack of due diligence on his background.  WSJ report says Ruemmler had helped try Enron executives and this brought her attention that led to her going to the White House as Barrack Obama's counsel. She left in 2014 and was a white collar defense lawyer at Latham and Watkins.  ...

India's Russian oil imports Indian OMC's (oil marketing companies) say Russian discount for oil was about $8.50 per barrel in FY24, and dropped to $3-5 in 2025 with at present in August 2025 it being $1. CLSA/Citic Securities research report uses an average of $4 per barrel to get the $2.5 billion gain for India per year in 2025. Note that Russian oil is of inferior quality and the CIF landing cost used by Indian companies is much higher because of long supply routes insurance costs compared to Saudi oil. India could shift to buying from Saudis and UAE in 2026, and reports suggest India is already making this shift as Jamnagar and other refineries in India shift to non Russian sources. India's gains from Russian oil imports estimated at $2.5 billion lower than the $10-25 billion figures says a CLSA/Citic Securities research report. In 2025 Indian oil imports are at present 36% or 1.8 million barrels a day from Russia of 5.4 mbd total oil imports. Saudis provide 14%, Iraq 20%, UAE 9%, USA 4%. One alternative for India would be to shift much of it's oil imports to the Saudis, UAE and US to shift to the situation before the Ukraine war and Russian discounts for it's large population.   ...

A provision in tax code letting companies expense investments in US including R&D in 5 years expired in 2022. For budget reasons it was not renewed. The DJT Big Beautiful Bill lets US companies expense R&D in 1 year compared to the 15 years in overseas investments. This is leading to a surge in R&D investment and hiring by companies. Fed's Powell sees this as one of the big positive factors for the US economy in 2025-2028.

The change lowers cost of hiring by 20-25% and this means more engineers and other people are going to be hired.

A survey of 11,000 Japanese companies shows remote work continuing to be supported by about 38% of companies, an almost equal number of 39% support workers going back to the office. In the US major cities downtowns have high vacancies for office space with a strong tendency of some companies to keep practice of remote work or only 2-3 days in office from the pandemic period. About 23% of companies say they are undecided.
