The new CEO of Stellantis, the company formed by Carlos Tavares with the merger of Chrysler-Fiat with Peugoet Citroen of France, is Antonio Filosa. Filosa was the head of Americas operations of Stellantis and is Italian from the Fiat operations. Current responses to China's different posture in international relations obscure the huge investments made by US and European Union business in China that lead to about $1 trillion in exports from China to US and EU in 2021. This could not happen without the hyper investment in China by business in the US and EU that not only neglected manufacturing technologies in the home country but did this on a immense scale that would end up shipping almost the whole of the manufacturing supply chains to China from the US and EU. Done as a carefully planned shift of some manufacturing operations it could have benefitted both China and the US and EU. In what way was this hyper move in pace and scale damaging? China's water, air and land was contaminated at a rapid pace never before seen in history, seen as early as 2005. And the hyper shift by 2015 and in 2020 is now showing the severe effects of climate change with droughts, floods and fires all over the world. The German Environment Ministry today counts the cost at 90 times in the use of coal and fossil fuels over time. On the scale that this massive and fast shift was done of manufacturing to China even more so- a hugely imprudent response of US and EU business management and executives. Instead of tackling and confronting head on the challenging problems of quality control and cost in the 1990's through 2000 and beyond at home, management at Apple and other companies simply shifted all manufacturing to China. The other ill effect of the imprudent response of American business was in the massive and wholesale shift of supply chain to China by offshoring practically the entire manufacturing base. It was to lead to the massive losses that workers, families  and communities in the US and EU that countries could not cope with as it moved on an accelerated hyper level and pace. The result was to lead to intense criticism of China and a level of rancor that has poisoned the relations with China. Some of this counsel to China was given to leaders of the Communist party who had little knowledge of American capitalism operating within constraints of social democracy in 1990. Some of that counsel was self interested given by investment banks to Chinese officials- investment bankers that have now disappeared from view- who themselves lacked an understanding of the social constraints of American and European democracies. It is that rancor that is now leading to China and the US disconnecting the supply chains leading to questions one is certain within China about how this will affect unemployment in China in the years to come. The pandemic simply accelerated this realization on both sides of this untenable situation. Still a trillion dollars in exports are taking place even as the political situation is now totally adrift -as the situation in Taiwan in August 2022 shows- the political and trading relationships at opposite ends and seemingly at war with each other. ...

The U.S. faces a critical gap in its coronavirus effort - the lack of one centralized source of reliable quality data. What we have today says this report in WSJ, are many disparate sources of information, without any uniform set of rules, different chronologies, and lacking consistency, all feeding into national or global databases run by individuals or private organizations that lack the resources needed. Not  the centralized government source for quality data that is being used in other countries. This is the second of articles in the WSJ on this problem. The first was on the John Hopkins database run by students and a professor lacking the funding or the resources for such a critical task, dependent on disparate and multiple sources of information without any set of rules. Other sources at the University of Washington or run by private institutions face similar problems. The data coming out of these databases is only as good as the data going in, say experts. As a substitute for quality data from a centralized U.S. government source these sources cannot give the decision makers in states the confidence they need, and the federal public health decision makers the confidence they need in their decisions for reopening in stages, says this report in the WSJ. ...

As a Sunday school teacher Jimmy Carter brought evangelical Christians in the South into the political process. And it encouraged the emergence of other southerners such as Bill Clinton of Arkansas from small towns into Democratic politics. In doing so it distanced the Democratic party from it's roots as a party of the working man, of the working class and labor, of farmers and small business owners, that it had been from 1902 with TR taking up this stance and followed by FDR, Truman, Kennedy-Johnson. Leading to the situation today after Clinton brought China into the WTO and changed world trade, exchanging places with China as a leader in manufacturing, integrating Silicon Valley into the Democratic party under Obama and distancing from working class concerns. Gerald Seib in his tribute to Cater says in WSJ that he was a good man who was president at a bad time. The problems of inflation and cost of living at 10.4% and mortgage rates at 13%, oil prices with the Iran crisis under Carter were problems that were a result of actions taken by the US in the period going back to the 1950's for Iran and embargoes on oil from lack of conservation in oil use in the US. What Carter accomplished is to open the door to new faces out of nowhere- a small town in Georgia was not a place where a presidential hopeful cold be found in previous eras. Washington, Adams, Jefferson, Adams, TR, Wilson, Harding, Hoover, FDR were all from well known families in the East Coast and Northeast. Only Abraham Lincoln emerged from a small town in Illinois. It opened the door for other southerners Clinton from Arkansas and new faces Reagan and Trump.   ...

A wind farm out at sea to start in 3 years, small renovation projects across France and Germany, a couple of billion dollars from the French government for home renovations- this kind of approach is considered completely unrealistic say EU legislators. One Danish legislator asks what is more unrealistic? Setting serious targets for conversion to renewable energy or depending on Putin's gas and oil?  These EU legislators are calling for aggressive action now. The European Commission set a 9% goal for energy savings by 2030, this has now been moved up to 13%. EU legislators are calling for 23% in savings by 2030. And even this may not be enough to meet the goals for climate change to prevent the disaster from climate change with fires and floods and heat waves that hurt agriculture and food supplies. A savings target of 19% is about the gas that runs 40% of the cars and trucks on American roads in 2021 or 214 million metric tons of oil. The French government has set aside 3 billion euros for comprehensive renovations of homes to save energy with a target of 300,000 homes in 2022. This is completely inadequate as it will cost 23 billion euros say experts on the Paris city council. Renovations are only running at 60,000 a year. A big part of the conversion in Europe is converting from gas heating to electric heating. France is boosting subsidies for new electric heat pump installations.   ...

The propaganda war taking place in Russia and China, and anti-western sentiment promoted on Chinese social media Weibo with the linking of Ukraine with the issues China faces in Taiwan. A kind of Monroe doctrine thinking that prevails about legitimate spheres of influence of Russia and China. Under the Monroe doctrine the US considered South America its sphere of influence during the administration of US president Monroe in the 19th century when such thinking about spheres of influence prevailed. A closer look shows that this was a policy against restoring Spanish or French colonization of newly independent nations in South America such as Argentina, Brazil, Colombia, Peru, Chile and Mexico. It was put forth in an annual message to Congress in 1823 by president Monroe.  It had the support of Thomas Jefferson and James Madison, founding fathers of America. Originally it was intended to be a joint British-American declaration by Canning and Monroe. In this sense even the superficial notion of America supporting such spheres of influence is based on protecting liberty of nations that suffered colonization such as Mexico, Venezuela, Peru, Argentina and gained independence from Spain. Around 1823 when it was stated it was the British Navy that prevented any recolonization by Spain or France. Under president Theodore Roosevelt it was used to keep European powers from invading Venezuela in 1903 to enforce the payment of debts Venezuela had with European countries. ...

The new faces in the Biden administration on economic policy are Janet Yellen, as head of the central bank, the Federal Reserve, and Cecilia Rouse, a Princeton labor economist, as head of the Council of Economic Advisors. In this report WSJ looks at the economic policies of the new administration after Mr. Trump rejected globalization and international trade agreements that were not in America's interest or that hurt American workers.  Informal conversations with experts suggest WSJ says, that globalization is now suspect as a way that benefitted China and other countries including Germany, and hurt the U.S. France, Britain and other countries in Europe that were not strong exporters. This hurt their industries which were eroded by imports resulting in the three decades long destruction of communities across these countries that depended on manufacturing. It has also hurt countries like India that let their markets be dominated by Chinese imports, with a reversal of policy in 2020 with self reliant economy under "Atman Nirbhar" policy as the new goal. Mr. Trump's tactic in this trade war was to fight back to regain America's position in manufacturing with tariffs on imports. The trade deficit had to come down with China just as it had done with Japan decades earlier. This was starting to happen. One problem in bringing down the imports was the increase in the value of the dollar, as Janet Yellen has noted. The new policies will look at what the effective policy will be while keeping this goal in mind.  Both Yellen and Ms. Rouse have spent years studying labor markets and Ms. Rouse is quoted here as saying: " With open trade there are winners and losers. The losers are really losing, and we need to take care of them and take on more nuanced models of international trade as a result." Other experts from the earlier Democratic administrations such as Prof. Frankel at Harvard say that there needs to be increased focus on American workers left behind by trade, technology and unequal education, with more spending on preschool, infrastructure and health. All this suggests that there will be a continuation of U.S. policy in challenging Chinese use of globalization to advance its interests, chastening Americans on the use of the very word globalization which can mean different things to different people based on how they can gain advantage. The word may even be entirely dropped in favor of what the policies are and what they do for the American worker, American communities including small towns, and the American people, spelling each of these out every time supply chains and the global economy is mentioned. The new administration will get an opportunity to show that it too can come up with new ideas and action plan to strengthen American manufacturing and jobs. It will also have to show substantial results as people have lost patience with Democrats and Republicans on the lack of progress in rebuilding America's leadership role in the world economy, and in defending American workers and factories. Clinton, Obama and Bush all offered false promises on trade with China ignoring the damage this had done to American leadership in the world economy. Clinton with support for China's entry into the World Trade Organization, Bush with foreign wars and costly diversions and regulatory failures with banks that led to the 2009 deep recession hurting Americans, and Obama with the lack of will and interest in America's leadership role in the world as the dominant nation in manufacturing,   ...

Hancock County, Iowa, is one of those rural counties in the American heartland that did not support Mr. Trump in 2016. This county now supports Trump by a large margin because they see his policies benefitting rural America, and see him as a way for the Republican party to be back in power to pursue a conservative agenda. WSJ reports from Hancock County in Iowa. The American voting system gives more importance to states with smaller populations in the Electoral College relative to larger states. States with large farming communities such as Wisconsin, Michigan and Iowa play a larger role in elections in the US than population alone would suggest. John McCormick of the WSJ talks to farmers in this rural county in Iowa with a higher proportion of less educated voters than the rest of the counties in Iowa. One of five voters have a bachelors degree in Hancock County compared to one in three in Iowa as a whole and 38% nationally. The median age is 44 years compared to 39 years nationally and in Iowa. This part of rural Iowa is also in farmland that is many miles away from large cities and urban areas and more isolated and homogenous as 9 out of ten people are non-Hispanic and white. About a fourth of these voters are supporting his candidacy over Nikki Haley because they see it as more likely to win because of polls, even though Haley is according to the WSJ editorial opinion the stronger candidate for Republicans across the suburbs critical for 2024, which are slightly younger, more educated, and less isolated from the rest of the country. Biden and Obama are a sharp contrast when it comes to rural America. Janet Yellen is nominee to be Treasury secretary in the new administration of Joe Biden. The economic rebound from the pandemic that started in the summer is faltering without additional stimulus and help to businesses and people affected by the pandemic. She is the former chairman of the U.S. central bank the Federal Reserve.  Yellen faces a divided country and likely a divided Congress on many issues facing the country. She says of these divisions and the challenging task she faces of forging compromises- "Right now we live in a country where people look at the same set of facts and come to diametrically opposite conclusions, so that is a big challenge to anyone who takes that job, to build support for your policy outcomes." Yellen believes that the slow recovery after the 2009 financial crisis was because of a lack of a big enough stimulus and policy consensus across parties and with public opinion backing this up. During the pandemic in March 2020 the first stimulus was passed for $3.3 trillion  with support from the Congress and the Trump administration. Today Congress is split on the second stimulus with Democrats pushing for about $2.2 trillion for aid to state and local governments, jobless workers virus testing strategy. Republicans calling for about one third of this or $650 billion to help small businesses and industries such as tourism, retail and airlines. Because  interest rates are near zero much depends on getting an effective stimulus for speedy economic recovery. Conversations between the Treasury Secretary and the Federal Reserve, America's central bank, are critical to getting things done. A lot also depends on how Democrats and Republicans can put aside differences for the sake of getting the recovery back in place where it was during the summer. The media has a role to play in not stoking differences in public opinion which was the case close to the election to an unprecedented degree. One critical aspect of American process in getting things done is to bring Congress and the public with an elected president. Without a conciliatory approach and humility few presidents have succeeded as Congress and public opinion is also critical to getting things done. The House changes every 2 years so that even with  majorities- made transient by the founders of the constitution- nothing is certain without getting the other political party on your side. For the sake of the country and the people devastated by the pandemic, the professional class, media and politicians, Congress and the president need to bring a clear and transparent willingness to look at the national interest going forward.  ...

The European Union was faced with a baseline tariff of 10% which after slow progress on negotiations is up now to 15%. EU frustration is evident in this story in the WSJ. But this could also be just a negotiating tactic of the EU. Bottom line the EU needs the US as Germany faces an assertive Russia. Germany is aware that France and Britain are further away than Germany from Eastern Europe and Russia.  Under chancellor Merz there is  much more rapport with the US than ever existed under the Merkel government or the Scholz government. Merz has disagreed with the sale of stake to COSCO in Hamburg port and many decisions from the Merkel period on immigration, being more aligned with the US in spirit. This was evident in the visit and meeting of DJT with Merz at the White House. DJT says even of Starmer of Labour that "I like him a lot." This could easily be said about the relationship between DJT and Merz. The decision by DJT on Patriots to replenish German supplies and by Merz to finance this and shift Patriots in Germany to Ukraine is a clear example of the path chosen by the two leaders for cooperation. German decisions will be driven by Merz in the direction of economic cooperation with the US with none of the condescending attitude that Merkel and even Scholz showed towards the US out of a lack of grasp of what is happening both inside Germany and the US, the need to rebuild the US and Europe after the trade disasters and lack of investment in the home base of 30 years. ...

Macron faces parliamentary deadlock in France after efforts to pass legislation on a bill by bill basis and use of an unpopular mechanism to ram laws through without a vote. Serious problems are ailing the television channels in the US. This is because the siloing of channels into political spaces as audiences converge to watch particular channels is resulting in these channels unable to take positions based on the merits of issues. Climate change is one example- today no television channel in the US asks the question what would happen to the climate if the US loses another 4 years 2024-2028 in dealing with the climate challenge- makes no investment in climate change action. This is a grave and serious matter that needs to be at the top of discussions alongside the forest fires and floods that show up at the top of news pages every day. This is now the central issue at one of the channels as James Murdoch and his wife Kathryn ask this question of their own family business in television channels in the US and Europe. This is also a larger issue facing the television business.  Another issue is that internet business such as Twitter X, Facebook, TikTok are also concerned with ratings, and think mistakenly that being neutral about climate change action is acceptable, that it is someone else's problem, not theirs. It would cost upwards of 1 trillion dollars in 2028 for the US to simply to address the climate change problems arising from no action for the next 4 years. The problem may become hard to control by then regardless of how much money is put into tackling it, making life difficult on this planet. ...

WSJ's Jon Emont shows how a combination of environmental activists, the fires in Indonesian rainforests in 2015- that at one point emitted as much carbon as the US hurting investment in Indonesia- and action taken by the Indonesian government to limit deforestation, have led to cleaning up supply of palm oil through deforestation. Maps show the deforestation that took place before 2015 and between 2015-2021, in Borneo and Sumatra, islands in the Indonesian chain. Opaque supplier connections to plantations all over the country made it difficult to trace the supply of oil from suppliers such as Wanda, KPN and others to Unilever for Dove soap, Mondelez for cookies, and other users of palm oil. It was the concerted and persistent effort of Greenpeace, the Indonesian government and of the companies that made it possible to clean up the supply chain. In 2018-2021 palm oil production increased by only 1%, compared to 22% for the period 2015-2018.
