Xi Jinping visited Hong Kong in 2017 and again this year. Jinping wanted to see Hong Kong integrated with mainland China after years of British rule and a transition period in which control remained with Beijing. This has happened after protests that sought to maintain Hong Kong's special status collapsed with huge differences on both sides. Jinping says "no country on earth would allow unpatriotic and even treasonous or traitorous people to take power." He stated his view on this trip that "political power must be in the hands of patriots." 2022 marks 25 years since the handover to China of Hong Kong by Britain in 1997. The period of transition set was 50 years. It could be said that the speed of China's integration with the economies of the US and Germany allowed by Clinton, Bush, Obama, Schroeder  and Merkel may have unwittingly determined the duration of the transition to integration with China from 50 to 25 years. In 1997 China was just beginning the transition to a market economy- 50 year seemed a long distance away.  The Clinton, Bush, Obama and Merkel years accelerated China's integration into the ports of Los Angeles and Hamburg for manufactured imports at a breathtaking pace eventually leading to the collapse of the relationship as American and European workers were ignored and communities depending on factories in parts of US and Europe were thrown out of work. With it collapsed the arrangements of Hong Kong as China by 2022 was economically already where it thought it would be in 2047. Shenzen region's economy's size exceeded the Hong Kong economy. China no longer needed Hong Kong as a entry point for foreign technology and capital. Hong Kong had lost relevance as a city state from the British period with British values for sons of the veterans of the Communist revolution of the nineteen thirties and forties, one of whom was Xi Jinping. ...

Xi Jinping is said to have brought up the collapse of the Communist Party in Russia under Gorbachev in a closed door Dec. 2012 meeting of Communist Party officials in Guangdong province. A summary of comments obtained by the media shows Jinping bringing up the situation in Russia, where he said the "ideals and convictions wavered," the system suffered decay, the military and the party went in different directions, leading to collapse of the Communist party system. In Jinping's words it took only one word from Gorbachev for dissolution of the Communist Party, and nobody else came out with a different view. Jinping faces several challenges- tackling corruption in the party, making changes in the economy that move it in a different direction from the dominance of the state owned enterprises, improving the condition of people left out by the economic boom from unemployed students and migrant workers to people in rural areas.

He comes away perplexed by the range of questions that come up in his mind. The wealth of the coastal cities is stunning, and at the same time as the leaders insist China is still a poor country with deep regional imbalances, and what is less mentioned, the rising inequality in society. How to pull it all together to make possible a transition to development that is evened out across all regions and sections of society and to allow freedom of expression, is a challenge for the new leadership of Xi Jinping in 2011.

Chinese president Xi Jinping has set strict carbon emissions targets for 2021, in his commitment to achieve peak carbon emissions by 2030 and carbon neutrality by 2060. Power cuts for industry are put in place to meet the targets. A 56% rise in coal prices is also making it less profitable for power plants to generate electricity. This will further reduce Chinese GDP growth. Banks have cut year over year GDP growth for quarters three and four to 4.7% and 3%.

An effort to deepen India China cultural ties and tourism visits, people to people contact, with president Xi Jinping's visit to Mamallapuram in southern India near Chennai. It is from this region that under the Pallava dynasty Bodhidharma went to China bringing Buddhism in 527 AD, and Xuanzang came here in 627-643 AD from Fujian province to collect precious Buddhist manuscripts for translation. The deep historical connections between the two countries have withered under British imperialism in the modern period. There is also a sense that the best way to deepen the relationship is for people to come and have face to face contact with the culture, history and development.

We give here what is left out in the review of US China relations in the NYT. In 2012 the Bo Xilai incident highlighted the dangers of China veering off its path of development in new directions with demagogic leaders.  The effects of hypergrowth in creating excessive debt, regional inequality and corruption, waste of capital allocation in China, and in the US alienating communities that lost factories to China and major parts of its manufacturing base. Misgivings about this path were becoming more pronounced in the minds of China's new leadership under Xi Jinping. None of this is mentioned by Chris Buckley in his review of US China relations.

Li Keqiang, China's new premier, is a member of the "Class of 77," who gained entry to Peking University when university entrance exams were reinstated after Mao's death. This is a period of great curiosity in China about the outside world. Li described it this way in 2008: "In this period knowledge was expanding with the speed of an explosion. I came here not just for knowledge, but to mold a kind of temperament, to master a kind of academic discipline." This he did by working extremely hard trying to master the English language and Western legal theory. He is now the only leader in China who can speak fluent English and is familiar with western concepts of law. For this he owes much to one of his professors, Gong Xiangrui, who studied at the London School of Economics in the 1930's and supported a multiparty system for China. Li was selected as one of the students to translate "The Due Process of Law" by Lord Denning, a British jurist. He spent the next 15 years in the Communist party's Youth League and moved up through the ranks. Many of the "Class of 77' " are still close friends and in academic positions in Singapore, Hong Kong and other universities. He understands the weaknesses in China's legal system because many of his close friends are lawyers, judges and law professors. Evidence of his intellectual openness, is his return to Peking University for a masters degree in economics years later, his thesis on urbanization, and his sponsorship through the Development Reform Commission think tank and the World Bank's Zoellick, of the report published in 2012, "China 2030." That report called for China to change course and reverse the role of state owned firms in the economy, giving consumers a bigger role. Like many of China's leaders this openness also meant during the period of turmoil of the Mao period and the decades following this, of a reticence to talk about political change that came over the entire country, in the words of the 2012 Chinese Nobel Prize Laureate's name, Mo Yan, a kind of "Don't Speak." Taking any kind of political position was simply too risky. The presence of 4 older Politburo members in their mid-60's who are close allies of former president Jiang Zemin and likely to preserve the status quo, also suggests a cautious approach in making changes. One key difference between Jinping- Keqiang from the Jintao-Wen Biao leadership is that Jinping has experience in provincial leadership positions in Hebei, and Keqiang was provincial leader in Henan, China's most populous province, as well as leader in industrial Liaoning province. By odd contrast Hu Jintao was a leader in the remote Tibet region and Wen Biao was a geologist in the northeast for many years. This gives the new leadership team a first hand knowledge of conditions in populous provinces, and the connections with the World Bank's Zoellick a kind of window to the outside that no other leader has had. Jiang Zemin, a former mayor of Shanghai, China' most westernized city in the 1930's and today, was himself a experimenter in his own right when he initiated the changes tht gave China entry into the World Trade Organization. His support of Xi Jinping gives Xi the needed backing for making change happen when the time comes....

A gradual deterioration in people's confidence in government from illegal activities was the threat XI Jinping saw early by 2013, after over 60 years of a single party running China. It has affected his entire outlook on what China's policy needs to be for its long term interest in modernization. A reminder is this account by Chinese state media that says Tomorrow Group run by a Chinese Canadian illegally collected $45 billion in deposits. Illegal collecting of deposits is connected to collecting on false pretenses money for investment or real estate without proper licenses. Shanghai Intermediate Court says $100 million was given to government officials. This company was dismantled between 2016 and 2020 and was run by a 50 year old Canadian Chinese businessman. It included 4 insurers, 2 trust firms, 2 securities firms and a futures company. Other such scandals including for stock manipulation were revealed by 2016. Xi Jinping was made president in 2013. He realized the danger to China of the extent to which the country's economy was exposed to illegal activity in business and what this could do to the country if the Communist party- the only party that China has known since 1900 and Japanese imperialist invasion other than the Nationalist Koumintang party-lost the confidence of the people and failed. The Nationalists party collapsed because of such illegal activities that profited a small group of business people and led to deep discontent in China in the 1930's and 1940's, the period when the Japanese overran most of China and setup puppet regimes. Corruption Control in Authoritarian Regimes- Lessons from East Asia by Cambridge University Press points out that this type of illegal activity led to the delegitimization of the Nationalists party which ruled parts of China not overrun by the Japanese during the period 1920 to 1949. This led to defeat to the Communists in the Civil war with little that even US help under General Joe Stilwell could reverse shown in Barbara Tuchman's book Stilwell and the American Experience in China. The US had not chosen to work with the Nationalists under Stillwell's leadership and Stilwell was even asked to resign by the Nationalists because he protested these illegal activities that undermined confidence in the government and made FDR deeply uneasy about the relationship with the Nationalists. Xi Jinping understood very well that this could happen again if these types of illegal activities were allowed to continue leading to policies he has pursued since 2013. He grasped that this would leave China without strong leadership at a time that was critical for its modernization. ...

President Xi Jinping to introduce regulation into what was once an essentially unregulated economy, including a housing sector with financial risks built on ever increasing leverage, are expected to slow the economy to 6-7% growth rate. This is seen as acceptable to address the other goals president Xi sees as essential for the long term future of China. China urban is what most people in the US and Europe see. This is only 60% of China. The other 40% is stuck with lower incomes at about a third of urban areas and with few opportunities. Within urban areas there are the people with moderate incomes who are spooked at housing prices and living in small flats, and now with the pandemic there are many more who are unemployed as China lacks an unemployment insurance system like the US. This and Xi's close connections to farmers in Hebei, and other provinces where he has spent time as party secretary, mean he will now give all of China's people an even chance for a better life. Just as in the US with president Biden, president Xi is tackling social and economic problems left after decades of tech driven expansion aggravated income inequality and poverty. ...

The Biden administration has set new rules for restricting leading edge chip manufacturing in China. The policy is intended to prevent military use of advanced chip technologies by China, a policy adopted by Xi Jinping in China. US and China have differences on Taiwan and the Asia-Pacific region. Companies making chips will have to decide if they will invest in the US or China. Any leading edge manufacturing in China of chips over $100,000 or increasing manufacturing capacity by 5% will lead to restrictions being placed on these manufacturers for working with the US. This sends a clear message about US policy for leading edge chip technologies that the US seeks to protect from misuse by other countries.

Xi Jinping's 3 day visit to Russia and his meetings with Mr. Putin. China presents the trip as an effort to start peace talks between Russia and Ukraine based on its proposals. China is also affected by the war in Ukraine as it works against China's recovery from the economic effects of the pandemic. This report in the WSJ gives a detailed profile of Liu He, who as vice premier and top regulator is now a top economic official in charge of the financial system and the industrial sector. The appointment will be confirmed at the annual meeting of China's legislature in March 2018. Liu He is a classmate of Jinping at Beijing's Middle School 101, went to Renmin University for a degree in Industrial Economics, and studied at the Kennedy School of Government, Harvard. As the superregulator and overseeing the central bank, Liu He's team has set the goal of bringing financial risks in the Chinese economy under control in 3 years. This team also setup the 2018 economic blueprint that made "Xi Thought" the guiding principles for running China's economy. Financial risks in China's economy from the high debt to GDP ratio which worsened after the 2008 financial crisis and higher lending practices, are seen as a threat to the economy. Policy now is focused on stabilizing the economy and setting a long term path to slower but sustained growth, so that the entire country can share in the benefits of modernization that the coastal regions and parts of the country in the east have experienced during a period of rapid growth. Even the quashing of term limits for presidentcould be seen in the light of this economic blueprint as financial risks could lead to other serious problems if a stable path for the economy is not set and followed over the next decade. As part of this effort Xi Jinping has focused his efforts on corruption to improve perception of the party in the country. Liu He is the main economic official speaking for Jinping at Davos Forum. Another member of the circle advising Jinping is Wang Quishan, who has helped run the anti-corruption campaign. Both Liu He and Wang are expected to handle the future relationship with the U.S. Liu He's policy ideas are for strengthening the state sector with mega mergers, closing less profitable competitors, reducing industrial overcapacity, and making the remaining companies stronger and more profitable. This includes making firms more efficient, better run and more profitable- in the words of the economic blueprint to make "state capital stronger, better and bigger."   ...

Xi's speech at the 20th CCP party congress is strikingly similar to the speech he gave at the 100th anniversary of the CCP on July 23, 2021. Xi sees the CCP, the Communist party of China, as carrying the mission of the May 14, 1919 Movement for modernization of China that spans the period of semicolonialism with China not much different from British India, and split into spheres of foreign influence, particularly British and Japanese, the May 14, 1919 Movement after the revolution of 1912 that ended the royal dynasty, the Japanese invasion and loss of tens of millions of lives, the founding of the People's Republic in 1949 under Mao, and the reforms of market economy under socialist rule under Deng. The foreign lobbying by Pakistan and then India in Washington DC for access to the White House using lobbyist firms in the US. This enabled leaders from Pakistan to visit the White House in the US soon after conflict between Pakistan and India erupted over terrorist incident. Terrorist incidents happened in New Delhi and Islamabad in November 2025. The DJT administration may have gained support from Pakistan/Turkey for the Hamas settlement through this lobbying effort. Most people may not realize that for the average Chinese Jimmy Carter was the benevolent American. This report overs Carter's effort to bring China into the world economy and world relations during the Jan 1979 visit of Premier Deng Xiaoping.

Carter said in his dairy that day- "It was a pleasure to negotiate with him."

He later wrote in his diary the trip was "one of the delightful experiences of my Presidency… to me, everything went right, and the Chinese leader seemed equally pleased."

This was the start of the American journey with China that has resumed between Joe Biden and Xi Jinping in California after the Covid pandemic and is still being navigated today.

Senator Corker calls it a transformative moment for president Trump, as Trump acted decisively once he had talked to his advisers, and after having several options prepared for him, and acting on the same day as he met Xi Jinping at the White House dinner. Trump unlike Obama who let the chemical attack go without a response and had many deliberations that ended up with inaction, acted decisively. Unlike Obama in 2013 after a similar chemical attack Trump also showed emotion that reflected normal human reaction after something of this kind, says this report.

This reorganization comes as the company had grown too large and become a competing center for financial direction for China rivalling the government. Jack Ma was critical of financial regulation in China leading to a period in which the internet company founder was seen as providing a different direction for the Chinese economy from that of Xi Jinping. As China cracked down on some of the problems from lack of regulation of the economy, pollution of the environment,  worsening of climate change, and wide disparities in wealth in the country, Jack Ma was becoming increasing at odds with the new trend for better distribution of wealth, and attention to problems of neglected regions, tackling problems of corruption that had developed in the boom period of the economy.

BYD is China's largest EV automaker. It boosted employment by 50% to 630,000 in 2023, with growth of 73%. This WSJ report shows how the Chinese government is now favoring EV automakers and the EV industry over Chinese internet companies such as Alibaba and Tencent that once played a large part in the economy.  $72 billion in tax breaks are provided by the government to EV automakers. Jobs have shrunk in internet companies during the pandemic with the Xi Jinping government moving away from housing and internet industries creating higher unemployment. Youth unemployment had reached 21%. The growth of BYD by 73% in the 8 months of 2023 shows how the EV industry will play a larger role in the economy, along with other new industries and technologies. It will also become an export leader with domestic innovation in technologies.
