Plans for the Quad countries to launch a new effort in the last quarter of 2021 to produce 1 billion vaccines in 2022 for adding to supplies in the Indo-Pacific region that includes Indonesia, Malaysia Thailand and Vietnam. Japan would provide the financing for the manufacture of vaccines in India using American technology and raw material supplies. Australia would help with delivery in the Indo-Pacific region. Trust in government in the US was highest under FDR, Truman, Eisenhower and LBJ, right upto the escalation of the Vietnam War and remained above 70 percent. It changed in the seventies and hit new lows ever since to the 40% level since the 1980's through the Reagan, Bush, Clinton administrations. The 2009 financial crisis caused by banks led to a drop to 16%. It dropped to 20% under Obama and Trump administrations. By 2023 it remains at about 20%. Does the ICC, the International Criminal court have jurisdiction over US policy in the Western Hemisphere? The ICC was founded in 1998 with the Rome Statute which was signed by US president Clinton but never ratified. President Bush unsigned for the US and Congress passed the ASPCA American Servicemen's Protection Act to protect Americans in the armed forces from prosecution by ICC. The US sees the ICC as infringing on its sovereignty. As most UN institutions with members from 125 (ICC) or 193 countries (UN) the tendency or bias is to be critical of the US in a "anti-imperialist" sense and for European states that practiced colonialism to also have the same tendencies. For instance the Monroe Doctrine was to keep European colonial powers out of the western hemisphere, out of Latin America, so that institutions modeled on the US and the UK including democratic representation, courts and rule of law could thrive. In today's context it is for the US to keep drug trafficking gangs and crime out of the western hemisphere. The ICC easily ignores the lack of rule of law, drug trafficking, and millions of of refugees, in favor of single incidents where violation has not caused massive harm to tens of millions of people and enormous deaths such as the Mexican drug trafficking that has cost more lives from fentanyl than the Korean, Vietnam and World War 1 combined.  In fact without the US and the UK on which US institutions are modeled, much of the framework of civil liberties, rule of law, independent court, democratic representation would be lost.  The ICC is part of institutions that are answerable to no one and made up of the many independent states emerging from the colonialism of Europeans in the 20th century that have little experience in such institutions that are with science and industry the achievements of the modern world, and in many cases these new and numerous states are proof of egregious violations. It took many centuries for the UK to develop these institutions from the 16th century and the US from the 18th century, and it is American and UK institutions that are the foundations for protecting the rights of citizens and of the people in the modern world. ...

This report in WSJ looks at the impact of the 2018 Trump tariffs retained by president Biden as the US seeks to reduce its overdependence on Chinese imports and bring back American manufacturing. This followed misguided policies of previous administrations since Clinton that weakened American manufacturing strengths. Have the US tariffs on Chinese goods worked? The WSJ graph with information from US Census Bureau shows that imports from China in 2022 going down to the levels in 2007 of about 16-17% as a share of US imports, down from a high of 21% before the Trump tariffs halted a rapidly rising curve. Imports from Germany, South Korea and Japan in 2022 were down slightly hovering around 4.5%. Imports increased from Canada and Mexico, the US's traditional partners in North America, around 13.5% as a share of US imports for each country. Also increasing were imports from Vietnam. Some of the imports from Vietnam are Chinese products shipped through Vietnam to evade tariffs, and it is not clear whether the figures from Vietnam have been adjusted for this. President Biden is looking at different scenarios in an effort to tackle inflation. One supported by Janet Yellen, an economist at US Treasury is for the US to relax some of the China tariffs. Most economists in previous administrations including Yellen failed to understand what surrendering American manufacturing to China on the scale and speed that happened would do to communities across America that depended on factory jobs. The devastation of these communities has led to increased divisions in America, weakened American manufacturing, and led to outflow of technologies vital for national security and national well being.  Republican senators, US Trade Representative Katherine Tai and National Security Advisor Jake Sullivan are opposed to any relaxation of tariffs. Studies show the removal of the tariffs would have only a small impact on the consumer price inflation index reducing inflation by 0.26%. Lifting some tariffs on school supplies and summer bicycles as proposed by the US Chamber of Commerce would have little or no impact on the consumer price index for inflation. This is because the inflation is triggered by oil and gas price increases stemming from the Russian policies and invasion of Ukraine. This has also aggravated food and grocery costs  through blocking of agricultural imports from Ukraine. An additional factor was the increased demand after the pandemic easing in 2022, but that demand is already easing in July with glut in inventories at Walmart and Target, and excess warehouse capacity at Amazon. It would also send the wrong signal to China that the tariffs imposed by president Trump after a Section 301 trade investigation and based on improper loss of technologies to China are not being taken seriously by the US, says Republican Senator Hagerty of Tennessee. The Labor advisory committee to the US Trade Representative Katherine Tai also opposes any such move after the serious damage done to US workers and to US national well being and security. This happened under the Clinton, Bush and Obama administrations with failed trade policies that ceded manufacturing to China. ...

WSJ reporters McDowell, Otto and Murray's interview with Indonesia's president Joko Widodo in December 2014, focusses on Indonesia's need for foreign investment for badly needed infrastructure development. Widodo says Indonesia will compete with Vietnam, Malaysia and other countries to attract foreign investors and offer better terms to attract projects. Widodo plans to take up reform of state electricity company PLN, open a limited, national one-stop investment center, and tackle land acquisition for the Adaro power project in central Java to be built with Japanese investment, in coming months, always following a deadline. His goal is to streamline processing and approval of foreign investment projects so that the time is cut from about a year to a few weeks. Investors such as Samsung have preferred to invest in Vietnam, and other investors have preferred to invest in Malaysia, because of a deteriorating foreign investment climate under the previous administration. Indonesia remains dependent on coal and commodity exports to China. The goal says Widodo is to increase the growth rate from 5% to 7% by 2016. This includes revising the old structure of contracts with oil companies to encourage oil exploration investments by foreign oil companies, according to Economics Minister Sofyan Djalil. Indonesia's oil production has declined in the last decade and it is now a net importer, a situation similiar to that in Mexico....

In this WSJ column Russell Mead describes the Middle East as an opportunity when in reality it has done serious damage to the US and the European Union. With the shift to renewable energy and localized sources for natural gas and oil within EU and the US, the Middle East may no longer be relevant to the US and Europe. Afghanistan which has cost so much for the US and Europe in trillions of dollars that could have been invested in badly needed infrastructure is an extension of the Middle East. Iran is also part of the Middle East. These reserves of oil and gas in countries deeply imbedded with thinking and policy against modernization are more risk than opportunity for the US and European Union. The US and European Union need to look to bringing back manufacturing and renewing supply chains with India and Vietnam, the rest of South East Asia as an opportunity and shift mightily to renewables to fight climate change. This is the opportunity facing the US and the EU today. In a sense the chapter that started with the efforts of British oil companies in Iran in 1900 and Franklin Roosevelt's meeting with the Saudi King on an American ship during World War II is now coming to its closing and a new chapter has to be written on renewables and rebuilding US and EU strength in manufacturing in alliance with India and Vietnam, rest of South East Asia in what is called the Indo-Pacific.  ...

Apple makes most of its products in China. This exposes Apple to high risk with the Chinese tariff set at 46% on April 2, 2025. If it passes on the tariff to customers it faces a loss in sales, if it does not pass onto customers the higher tariff price and cuts margins it will affect Apple profits. Apple's high margin strategy by making in China is now at risk. Apple had been given a warning to shift from over concentrating manufacturing in China. It did not heed the warning since 2016 and only made small shifts of manufacturing to India and Vietnam.

WSJ report by Jon Emont warns that Indonesia has too much capital going into mineral resource develooment such as lithium and too little for development of a manufacturing bas as is happening in neighbors India and Vietnam. Indonesia lags far behind in manufacturing and as the supply chain shifts with its aging population there is need for policies that build the kind of infrastructure that is needed for foreign investment in factories in Indonesia that can employ its young people. Emont says just seeing that 60% of young people are employed in the informal sectors such as delivery and  transport is not the policy for a country with a large young demographic.

The continued trade tensions between U.S. and China are leading to many companies looking at diversifying their supply chains away from China.Manufacturing high end phones in India would help Apple get around the 20% tariff on imported phones because Apple is losing market share with its high prices. Foxconn already makes phones in India for Xiaomi. Foxconn is also looking at Vietnam.

Us continues to take strong action against drug trafficking. US Foreign Minister Rubio says this will continue as the US reasserts the Monroe Doctrine in this hemisphere after suffering staggering losses in the fentanyl trafficking to its territory of three times the 100,000 lives lost in the Korean and Vietnam Wars, more than World War I and 75% of the deaths in World War II on the front against the Nazis and the Imperial Japanese Army that invaded China. Today that fentanyl trafficking involves China and Mexico, two trade partners that depend on US trade for job and the economy. Yet politicians have failed the American people by not taking the action on the Monroe doctrine of no colonial powers in this hemisphere, and US ensuring good government in this hemisphere based on it's centuries traditions of the rule of law dating back to 1600 with the founding of these colonies under the British laws and institutions.

A U.S. Navy destroyer travels within 12 nautical miles of the Spratly Islands on October 26, 2015. The Spratly islands are reefs that are submerged under high tides and only recently turned into islands through land reclamation by China. Under international law all nations can uses the seas near the reefs as opposed to rock. The U.S. wants to keep the sea lanes open for all countries. The Spratly Island reefs are located in the shipping lanes near Vietnam and Indonesia in the South China Sea, a great distance from the Chinese mainland. U.S. Secretary of Defense Ashton Carter made it his top priority when he took this position in 2015 to assert the freedom of navigation in the South China Sea. The action was taken after the Xi Jinping visit to the U.S. to tackle this issue without affecting bilateral economic and global cooperation relations with China.

Harry Truman changed this in 1947.Since then the US has been on the back foot even in its on backyard, where once the Monroe Doctrine made clear that colonial powers had no place in this hemisphere, today even in places like Venezuela and central America regimes operate against the interests of their people and create a massive refugee problem for the United States of America and other countries in the neighborhood. The USA was also on the back foot in the Korean and Vietnam Wars, and after prematurely declaring victory in the Cold War finds that nothing of the sort of a win in the Cold War happened, as the adversaries in the Cold War reassert their interests. And the US faces crises of refugees and on its borders, Europe faces crises of refugees and on its borders.    ...
