Biden as vice president in the Obama administration has watched as time slipped by and much of the hopes remained unfulfilled for infrastructure and other plans including climate change. Biden also has long experience in Congress and long experience working with Congressional rules. He also understands that the Democratic majority may not last beyond 2 years, better to go all out now and lose no time. This is the thinking behind his plan for $2 trillion in infrastructure spending in the first 100 days of his administration, and the idea that he does not need to win Republican support by watering down his plan.

The American people now support this kind of bold vision and bold plan after the pandemic showed the weak nature of presidential plans and aspirations till now for three decades.

Under Article 23 of the Basic Law, Hong Kong's constitution stated Hong Kong would pass legislation to stop national security crimes such as treason, secession and espionage. The Basic Law also had a provision to grant universal suffrage. It is important that the universal suffrage or democracy was never granted or made a priority by Hong Kong people during the boom years under the British, as a French commentator for La Croix aptly points out in FR24. He says he watched incredulous as Hong Kongers selfishly pursued money.  The Article 23 also provides for the National Peoples Congress to add laws for national security. The last time that Hong Kong people were faced with the National Peoples Congress passing such laws was in 2003 when half a million came out in protest. This was shelved at that time. It is now law today. Why now? More protests are expected and an election in July would bring more seats in the legislature for the pro-democracy parties, says the WSJ. Another factor is that Hong Kong at one time represented 16% of China's GDP in 1997, today it is down to about 3% in 2019. It is no longer that important to China, even while continual protests from Hong Kong detracted from other vital issues facing China as it shifts away from its trading relationship with the U.S. and as the U.S. imposes strict conditions on trade, investment and technology flows. Under the Hong Kong Human Rights and Democracy Act passed by U.S. Congress in 2019 an annual assessment has to be made by the State Department whether "one country, two systems" is operating. This is why Mike Pompeo, U.S. Secretary of State has made his comments that "no reasonable person can assert today that Hong Kong maintains a high degree of autonomy from China." The new assessment would diminish confidence among foreign businesses in the city, in addition to ending its special trading status with the U.S. ...

The U.S. Deputy Attorney General, Rod Rosenstein, defends the Mueller investigation into Russian meddling in elections in a Congressional hearing. He says most of the employees at the agency with very few exceptions are honest and trustworthy. He is working with Mueller to ensure that the investigation is not affected by the political affiliations of any of its prosecutors. Fund estimates are that almost $4 billion in extra fees will have been collected in addition to interest charges by the IMF. The US pays the largest share of IMF revenues. Letters went to Janet Yellen, US Treasury Secretary from members of US Congress saying that the fund was a lender of last resort but intended to do this "without resort to measures destructive of national and international prosperity."

Latest data from the U.S. Treasury shows it has collected $63 billion in tariffs over the preceding 12 months. Even though there is no agreement on trade with China, president Trump says the U.S. is benefitting from higher tariffs by tens of billions of dollars. In May he estimated tariff revenues could reach $100 billion.This report in the WSJ says this could happen if the the new tariffs of 10% on additional $300 Chinese goods imported to U.S. goes into effect on September 1. This is likely considering that China sees this in different terms than the U.S. such as its sovereignty, whereas the U.S. sees it simply in terms of fair trade. With new elections China may be simply putting things off till the election is decided as Mr. Trump has pointed out. The tally of what the U.S. Treasury gets annually if $100 billion is generated in tariffs goes something like this. Of this $30 billion was generated previously for the U.S. government, so the incremental amount is $70 billion. Of this about $16 billion goes to offset the effect of loss of farm exports to farmers, mainly soyabeans exports to China, through a rescue fund. This leaves additional $54 billion for the U.S. Treasury. Money that could conceivably be put back into infrastructure that the U.S. badly needs in mobile and fixed to improve internet speeds and move up from its low rankings compared to China and other countries. A WSJ report this week shows Germany in worse shape than the U.S., both countries having dismal status in mobile infrastructure- the U.S. at No. 37, and Australia No. 4, Canada No. 3, and even Croatia No. 9. This throws some light on why this trade dispute has become intractable, for China the right of a sovereign nation to move past middle income status even as its telecom technology with Huawei 5G is top class, and for the U.S. the right not to fall behind in advanced technologies such as Telecom. It is also why one hears so much about Huawei and why it has become a flashpoint of the conflict in trade and trade practices. It is thought Mr. Trump is conducting this trade dispute. Yet less known is the fact that prominent Republicans in Congress such as Senator Warner have stated on television talk shows that they are concerned Mr. Trump may give up too much in negotiations that lead to the U.S. not being able to compete in telecom advanced technologies that matter for competitiveness and for national security. What was treated by Bush and Obama administrations routinely without much attention to the consequences is now a top concern for Republicans and others in Congress and business. ...

Republicans had a 9 seat gain in the House to be close to 245 seats. Republicans won Senate seats in Colorado, Georgia, Arkansas, Kansas, and in West Virgina for the first time since 1956. The US president tells the King it was special that all members of Congress stood up for a standing ovation many times- something that in recent years rarely happens. The King "has shown his class" in the last 24 hours says BBC, it is now up to Starmer and the British government, DJT and the Americans to make it count. And caution in Washington's advice to America in Annual messages when it comes to these Empires. Right after 1945 when NATO was created- as it was throughout its Empire in Asia  in 1750-1950- Britain opposed Russia and was the most vocal opponent of Soviet Russia in 1950's and saw NATO in this mission. Times have changed with the emergence of Russia after 1990, China in 1950 and again in 1990's, and America as a world power is best following Washington's advice not to get involved in or inherit the British anti-Russian attitude as it has interests in the Western hemisphere and around the world that require cooperation with other world powers such as Russia, China, India, and Germany to create a peaceful world  and not the kind we have today that puts Russia and China on the wrong side just for opposition, as no powers have any interest in drug and people trafficking in the western hemisphere form places like Mexico and Venezuela, or creating small wars in other parts of the world. A situation NATO as seen by Britain in 1950 as Anti-Russian creates for the US- Lord Hastings Ismay first Secretary General of NATO set British goal for NATO (not the US interests or consistent with George Washington's advice to distance from) in 1949 as "Keep the Russian Out, the US Involved, and the Germans Down." ...

U.S. president Trump pulls back from a threat to pull out of NAFTA trade agreement after calls from U.S. business, and calls from the leaders of Mexico and Canada. Mexico said the threat would hurt constructive negotiations, Mr. Trudeau told Trump it would hurt jobs on both sides of the border. The interference in the 2016 election was done with the hope that a Trump administration could make a difference in the sanctions after the deterioration of relations in the last year of president Obama.The U.S. Congress has moved to extend the sanctions, with Democrats and Republicans coming together on this issue. Monetary easing through QE I,II and III, which reduces the borrowing costs of the U.S. government by keeping interest rates low, cannot be seen as taking pressure off Congress and the administration, as critics claim.
