GM and Peugeot Citroen are in talks for sharing the cost of developing new engines and other costs. GM and Citroen Peugeot face declining sales and intense price competition in the European market. With declining sales in Europe there is a need to reduce capacity. GM showed a $747 million loss for Europe in 2011. Peugeot Citroen's automotive division showed a loss of 92 million euros in 2011. A decline of 3-5% is expected in European car sales for 2012.

This splits the conservative Brexit "yes" vote between Conservative Party and Brexit Party in seats that Labour has a small advantage, a situation Conservatives had hoped to avoid. This article in The Times says UK business has already moved to ESG, the idea that business is also about environment, social and governance, ahead of Thatcherite era cabinet ministers Rishi Sunak, Priti Patel, Liz Truss and Dominic Raab. This was evident during the Tory conference in Manchester.  Boris Johnson is moving in line with voters and ahead of his ministers who are aware of the changes in the conservatives appeal to voters. Johnson is not attached to any preconceived idea of what the Tories are about. His only concern is to be where voters are and think like the voters, this is where he is happy being. Voters in Britain today think business is more than being about profits. New polling by the Social Market Foundation shows changing attitudes in the Conservative party and its supporters. In 2016 48% of Conservative voters thought it was important to remove regulations and rules for business. In 2021 this has fallen to 27%. Today economic fairness is a big concern. Inequality was a concern for 15% of Tory voters, today it is 28%, higher than Tories concern about removing regulations. Business leaders have also moved on after the Brexit referendum and see the need for meeting a social purpose. Some business leaders think the Thatcherite thinking of some cabinet ministers is "decades out of date." ...

Only 2 migrants were sent to Rwanda under a British government program of the Tories party to send migrants to Africa. The program if it took off was to spend 490 million British pounds to send migrants to Rwanda from Britain. A payment of 120 million pounds was made to Rwanda. WSJ says it is a huge waste of money. Each of the 2 migrants were paid $3000. Meanwhile record numbers of migrants entered Britain through the English Channel. Over 500 migrants crossed over in small boats each day in 2024, a 23% jump.

Italy's governing coalition of the Five Star Movement and the Northern League retreats from its plans to raise welfare and pension spending after spending plans leads to loss of investor confidence. Disputes on fiscal discipline with the European Union hurts Italy as ten year bond yields rise from 1.7% to 3.7% after the coalition took office. Italy's GDP declined by 0.5% in the third quarter of 2018 with lower business investment and consumer spending, creating risks of falling into recession. The result is that the coalition government led by Matteo Salvini and De Maio is looking for ways to meet the EU fiscal discipline rules after statements that it would follow its spending plans. Italy's national debt of 2.3 trillion euros is equal to 131% of GDP and perceived as riskier than most other euro countries. Promises made by the coalition government include: allowing retirement at age 62 instead of 67, and intoroducing "citizenship income" or basic welfare of around 780 euros a month for poor and unemployed. These plans are in the budget. Political leaders want to avoid losing face with voters by removing this from the budget. The alternative of the EU opening fiscal disciplinary proceedings against Italy would lead to further loss of investor confidence worsening the economic situation, is also a step Italy wishes to avoid. The EU Commission's view is that the budget plan would increase the structural deficit by $22 billion or 1.2% of GDP. ...

Recruiting in the Afghan army from predominantly Pastun areas in the south and southeast is way down, almost nonexistent. For Kandahar, Helmand, Oruzgan, Zabul, Paktika, and Ghazni provinves with largely Pashtun people, the numbers show they make up 17% of the population and contributed only 1.5% of new recruits to the army since 2009. Kandahar and Helmand with 2 millon people contributed about 1200 recruits, or less 1% of 173,000 new recrutis since 2009. The northern provinces make up a large number of the new recruits, with Kunduz having a population of 900,000 and contributing 16,500 recruits. There are about 42% Pastuns in the population and a similiar number of Pastuns in the Afghan army, but most are from the northern or northeastern provinces where the insurgency has been weaker. One third are from one northeastern province- Nangarhar. The reason for this is fear of the Taliban finding out that that a young man has enlisted in the south and retaliation against the enlistee or his family. The lack of a southern Pastun presence in the army makes the army more of a northern institution. With withdrawal of American and NATO forces by 2014, this leaves Afghanistan deeply divided between the northern and southern regions. The southern region Pastuns have a significant presence across the border in the northern part of Pakistan, and the southern Pastuns draw support and resources from this region. Removing the foreign presence shifts the balance towards the southern Pastuns and Pakistani Pastuns in the largely mountainous country of this region. This is why the project in Afghanistan requires the support of all factions and ethnic communities in the South Asian region to succeed, setting aside differences and animosities of the past. D. Mahmood Khan, a member of parliament in Kandahar says ordinary Afghans in Kandahar see the Afghan government of Karzai collapsing in a week or two without foreign support and sense a much stronger Taliban....

The shadow economy is about 24% of Greece's economy, according to a study at the University of Chicago. Unreported income is $28 billion or 15% of GDP. The Greek government of Antonis Samaras is taking new steps to tackle this problem. New regulations allow customers to go without paying if service providers refuse to give a receipt for the transaction. Restaurants will be required to post the regulation in their menus. Doctors, lawyers and other service providers will have to follow the new rules.
