Krugman looks at Project 2025 that has received the backing of the former president. He points to one aspect of this blueprint for a Trump second term, how civil service would be overhauled to remove civil servants not meeting the requirements put forth by the new administration. He says this takes America backwards. Till 1883 when president James Garfield set up an independent civil service in the US people employed by the government were routinely chosen from the winning party leading to flaws and much instability, weak administration. In Britain this type of effort of Project 2025 was tried under Boris Johnson by using an adviser who wanted to blow up parts of the British civil service for not cooperating. That experiment failed badly and the adviser was fired with much recrimination, Johnson being discredited, and administrative failures. Project 2025 would shut down the Education Ministry and the Homeland Security Ministry, for even more upheaval of the civil service. Not to mention the proposal to reverse the founding of the central bank the Federal Reserve in 1909 under Woodrow Wilson that stabilized the economy after banking panics. Republicans in Congress led by Speaker Johnson and Senator Lindsay Graham insist that a reform of the asylum and parole system for the US border is a must before an appropriations bill for the government to aid Ukraine and Israel, Gaza humanitarian aid can be passed. At a meeting at the White House Speaker Johnson came to an agreement on immigration reform of the asylum and parole system. A large number of people from Venezuela were admitted to the US in 2023 as the US has no agreement with Venezuela for return of people coming from that country. 2023 migrant entry could surpass 1 million as a result of this influx from Venezuela. This is a huge problem as 7.7 million people have left Venezuela of which 6.5 million are in Latin America, leading to the effort to cross the US border. About 286,000 Venezuelans crossed the border in 2023 by one estimate.

The meeting of G7 leaders and of leaders from India, Indonesia and Argentina, South Africa, ended with a sense that economic sanctions the preferred tool against the Russian invasion are not working after 3 months. Discussions with India, Indonesia and other poor countries show the need for the developing countries for access to their large populations of oil at reduced prices from the recent skyrocketing prices. With oil and energy purchases made by China and India and other poor countries for reasons of price discounts from $125 per barrel oil, Russia is able to sell oil in other markets making up in price for the drop in volume.

The old Fifth Avenue NYC building that Lord & Taylor department store opened in 1914 is remodeled by Amazon for offices that will have 2000 employees or a fifth of its New York workforce. Konrad Putzier of the WSJ looks at the problems of renovating old spaces in cities across the US. The cost is a factor as it cost Amazon $978 million. Renovating it means staying within what the old Italian Renaissance based design would allow without too much cost. This means less natural lighting, putting more interior meeting space which does not require windows. Only the new rooftop 2 floors have flexibility to put in modern windows.

Mr. Zelensky of Ukraine makes his first official visit to Warsaw, Poland in April 2023. He was welcomed in Poland with an outpouring of support. About 10 million Ukrainians have crossed into Poland since the war began in February 2022. Of this 1.5 million Ukrainians have settled in Ukraine, the rest have gone to neighboring countries or returned to Ukraine. Poland has also opened its market to Ukrainian grain causing unrest among farmers because of lower prices. Poland has a population of 38 million, Ukraine a population of 43 million. These two nations are now the countries that are in the frontlines of the war after Russia's invasion. Other countries that have seen Soviet invasion such as Finland in 1939, Czech Republic in 1968, are now part of the NATO alliance force that faces Russia across a long common border. The Finnish border with Russia stretches for 830 miles through vast forested regions. The US is building a vast warehouse complex in Warsaw that will store US and NATO tanks. As the war continues a year later the resolve of the US and of Ukraine and Poland remain undiminished to the Russian invasion. This is unlike the events of post 1945 when Europe as a whole had seen the effects of 5 years of war and America faced the Soviet expansion into war ravaged Eastern Germany, Poland, Hungary, Czechoslovakia, and Greece. In 2023 the economies of the US and European Union have survived the economic effects of the war and the US is embarking on a huge plan to rebuild its infrastructure and its manufacturing capacity. The US and European Union through NATO remain united to reject any nation changing borders with impunity by force- the issue they see in Ukraine and in Taiwan. On the issue of Taiwan the US, EU are joined by Japan, Australia, Philippines, Vietnam and India. The issue of impunity and allowing borders to be changed by force will remain a strong one for the US and EU, on which there may be little room for concessions because of the principle. In his History of Europe- The Struggle for Supremacy 1453 to the Present, Cambridge historian Brendan Simms has shown that no nation by itself or with its allies has been able to use its dominant position to exercize power with impunity without meeting formidable combined opposition of other countries  in Europe. Over 500 years of history France, Russia, Austria-Hungary, have in turn had to agree to give up claims after meeting a formidable opposition of other countries in Europe. This Russian invasion does not appear to be any different.  ...

US president Biden visits the southern border with Mexico where there is a surge of migrants mostly from Nicaragua. He meets Texas Governor Abbott and visits the El Paso border area and El Paso county Migrant Support Center. He will then meet Lopez Obrador of Mexico and Justin Trudeau of Canada in a summit meeting in Mexico. This report in the WSJ says Mr. Biden is pursuing policy that will send back migrants including Title 42 used by the Trump administration. Republicans have made the border a top priority. Trump era policy requires Mexico to take back 30,000 migrants a month from Cuba, Haiti, Nicaragua and Venezuela. Biden plans to continue these policies for illegal entry to stem the surge.

The new interim board chairman of GM i Kent Kresa, 71 years old, who was CEO of Northrop Grumman Corporation between 199o and 2003, and previously served on the board of Chrysler. He is described as being very down to earth, pragmatic, who is expected to do well dealing with the government, by a senior partner at Korn Ferry International recruiters. Mr Kresa said in a statement that a new slate of directors will be submitted at the next annual meeting that will include a majority of new directors. That meeting is scheduled for August but might be pushed up. Kresa and Philip Laskawy, Ertnest & Young's retired CEO, had tried for 2 years to persuade fellow directors to replace Wagoner. They felt that Wagoner had fialed to change GM's corporate culture but were opposed by George Fisher, retired CEO of Eastman Kodak, and Eckard Pfeiffer retired CEO of Compaq. Of the 11 outside board members, seven are in place since 2003. Interestingly they are all retired CEO's except for Kathryn Marinello, CEO of Ceridian Corp. This has prompted one remark at ameeting of the administration task force that the board was "a collection of failed CEO's". Many experts advising the taskforce and the bondholders put some pressure on the task force to replace the board because of its complete failure....

After a 90 minute meeting with Putin in Hangzhou, China, president Obama wonders aloud whether Putin " is willing to live with constant, low-grade conflict." Richard Haas of the Council of Foreign Relations, says its affirmative, that low grade conflict is Putin's thing. Other experts say Putin's intention is largely to build up his image at home at a time when the Russian economy is facing problems, and to create confusion through cyberattacks. In the case of cyber intrusions into voter rolls of Arizona and Illinois, FBI Director Comey says it  may be intended to just sow seeds of doubt on the whole election process."

Saudi Arabia needs current oil price of $60 a barrel to move up to $80 a barrel to balance its national budget. To do this OPEC needs to coordinate its oil production cuts with a group of 10 countries led by Russia that includes Mexico. These countries include countries in the former Soviet Union.  In December cuts of 1.2 million barrels a day were coordinated between the 2 groups to push up oil prices. Now the OPEC cartel plans regular meetings with the Russian led group to push up oil prices. Under a draft document an alliance between the 2 groups would last 3 years and include regular meetings. Earlier Prince Salman led Saudi government proposed replacing OPEC with a new group combining Russia and Saudi Arabia and the other countries in OPEC, yet giving most of the decision making power to Russia and Saudis. This was rejected by Russia and was received poorly by Iraq, Iran  Nigeria, Angola, Algeria. The Iraqis reminded Saudis that OPEC was started in Baghdad. ...

"My economic plan is working and we are just getting started," says president Biden about the US economy as it registers growth of 2.4% in the second quarter. Inflation is cut to 3% from about 9% last year. Even US central bank Fed increases in rates by 5 percentage points since March 22 at consecutive bank meetings has not slowed down the US economy enough. Biden says there is nothing accidental about this. Biden pushed investment in the US. Business investment increased by 56% in the last quarter accounting for a third of the economic growth, much of it in infrastructure, in bridges and roads, in manufacturing plants. Biden administration has allocated $299 billion in infrastructure funding for projects, another $503 billion is done by private investment. And more is coming down the pipeline.

Kansans come out at a town hall meeting in rural Palco, Kansas, setup by Senator Moran, to say they have serious problems with the healthcare bill in a Republican Congress. Kaplan of the NYT says few Republicans in Congress have setup town hall meetings to hear the views of people in their constituency because of the strong criticism from older Americans hurt by the bill's provisions. Rural Kansas is affected by the bill. Senator Moran says of the bill that he is from rural Kansas and wants to hear what people think. Senator Moran is one of the few Republican Senators who have come out against the bill. Kansans are realizing that policy matters after the experience with actions taken by Governor Brownback to cut taxes and spending. Now Kansans are also realizing that there is a cost to being ideologically driven in coming up with solutions whether from the right or the left of the spectrum. Senator Moran after all is in the mainstream and led the 2014 effort to give Republicans control of Congress. It is also the state of Dwight Eisenhower, whose hometown was Abilene, Kansas, known for being moderate on issues, a descendent of down to earth Pennsylvania Dutch families, and for saying- "a people that values its privileges above its principles soon loses both." Here Moran does exactly that, listening to how the Republican healthcare bill affects rural Kansas, without getting muddled up with the politics on the issue. ...

Germany faces serious problems in its vaccination drive and efforts to control the pandemic in November 2021. The rate at which people are getting vaccinated has slowed to 150,000 a day and the percentage of the population that is vaccinated is stuck at 67%. This percentage of 67% fully vaccinated in Germany as of November 3 is much lower than that in Spain, France and Italy.  Spain is at 78%, France at 69% and Italy at 72%. (Data from NYT) This report in the Guardian points out that most of the remaining one third of the population is not eager to get vaccinated as surveys show that the those who have refused to get a jab are unlikely to change their minds.There is also the problem of booster shots. Germany's 16 regions conduct the vaccination drives and with many of the vaccination centers not active since September staff has to be retrained or rehired. This makes it harder to give booster shots to everyone that was vaccinated early by the start of winter. Why is it that Germany lags behind Spain in vaccination? There is a great deal of trust in Spain and Portugal in the health service and people are 100% behind their health system. The other countries that have a low rate of fully vaccinated are the US at 58%, Brazil 57%, Russia at 33%. Even the UK with its well respected National Health Service remains at 68% fully vaccinated. Today the US, Russia, Brazil, European Union countries and India have many of the 5 million deaths from coronavirus. India's vaccination drive is approaching 1100 million vaccinated, yet there is along way to go in getting most of the population fully vaccinated because of the large population of 1.3 billion. This is why the Indian prime minister on the first day of returning from the COP26 climate summit devoted his time to meeting with leaders of different states and heads of districts with low vaccination rates to press home the idea that the effort had to be taken up vigorously in the coming months. ...

Habeck said this at a G7 economy ministers meeting in September- "the naivety towards China is over." Habeck has denied the VW group guarantees for investments in China in May. German companies business in China was supported by government guarantees for exports and investments in China. Germany has about 90 billion euros of investments in China. The relationship began in 1972 when China was a poor developing country, and surged particularly in the Merkel years when China was no longer a developing country. Today Germany and the US face technological competition from China and the reappraisal of global supply chains overly dependent on one country.

This WSJ report by Collins, Belkin, Parti and Whyte takes an indepth look at the issues surrounding anti-semitism on US campuses, in particular UC Berkeley, U Penn, Harvard, Columbia universities. It looks at what happened in the first term and how with the Gaza war the issues of antisemitism on US campuses increased and the DJT administration, Education Secretary McMahon, Assistant Attorney General for Civil Rights Harmeet Dhillon, and domestic advisers in the Trump administration, decided it was time to rein in the antisemitism seen at top ranked universities.  On the campus of UC Berkeley in Feb 2019, Hayden Williams was a young conservative activist who set up a table to recruit students to Turning Point USA. He was punched in the face in an argument which attracted media attention. DJT said at the time that "we got to do something about this." In meetings with Hayden Trump discussed actions such as cutting off federal funding to universities with free speech violations. This is the genesis of the current action says WSJ where Harvard faces cut offs of funding for lack of action to control antisemitism on campus and the president asking Harvard to stop enrollment of international students. Some international students have been involved in the activism tending towards antisemitism.  There is also the sense that some universities are admitting far too many, as many as 40% of the enrolment, from overseas students- a form of neglect of local American students, who now have less access to the resources that the federal government is giving to these universities which they should be entitled to as Americans. U Chicago, Harvard and Penn are in the 30%+ range for overseas students and Columbia around 40%. ...

The children's commissioner in the UK says the internet is a powerful and positive resource, but social media is a negative force from which children need protection for mental health that is fast and effective. Anne Longfield was responding to the comments of the NHS head Simon Stevens who stated that the web giants are "fuelling" a crisis and should come under tough scrutiny. Many experts see social media as a negative force, especially for children. Not taken up yet is the crisis in reading and reading comprehension that leaves about half of children in schools and students in high school without adequate reading skills- with about half of school children not meeting the reading comprehension requirements of the ACT test for 2016. Social media and smartphones have cut into reading time in schools, in ways that were never anticipated with iPads for reading not making a difference. Trade in services is not enough. Services won't build ships for the US Navy. Services don't provide jobs for factory workers. Trade in services won't rebuild the US manufacturing base. It won't rebuild the middle class. Trade in services won't make pharmaceuticals Made in America that are available always, including in times of war, pandemics and disruptions. Bottom line as DJT pointed out in a Cabinet meeting on April 10 is that the US could no longer be a world power without its industrial base, it's manufacturing base. Americans companies doing the outshoring are really the targets of the Tariffs because they are at the heart of the mechanisms causing the destruction of the industrial and manufacturing base of America, vital for it's security and for it's leadership of the free world and western civilization. It started with Apple in 1998 and I witnessed this as a consultant seeing the production line at the Apple Colorado Springs plant in 1997 with rework and defective product before Steve Jobs returned to Apple. By 1998 Apple started shipping it's entire production base to China. DJT told the Cabinet meeting on April 10, 2025, all previous presidents had to tell companies firing all their workers and outshoring their machines was- "there will be a tariff of 50 or 100% on your products imported into the US."  And these companies would never have fired all their workers and sent their factories to China or some other country. Economists and experts who have turned their backs on American workers see the $1 trillion deficit countries have with China and the loss of their industrial and manufcturing base with one excuse or another. Trade in Services in which the USA has an advantage does not do much for American workers, or for the 5 million manufacturing jobs lost and tens of thousands of factories that have been outshored.  National Security and Jobs, the Middle Class, factory communities across all 51 states are all at stake. ...

China's loans and projects in Latin America and the unwinding of projects in 2026. China had shifted policy to collecting back $10 billion of loans to Venezuela in meetings of its envoy with Maduro the day the US acted to remove Maduro, says this report in WSJ. China is shifting to reduce losses in the region from loans. Over last 2 decades China has loaned Venezuela $100 billion in exchange for oil shipments. As its oil industry production declined without US assistance Venezuela went deeper in debt. This is another aspect of the problems that this type of model of development brings to finance building of rail and transport, seen across the world from Venezuela down to small countries like Sri Lanka and Zambia. For China this could amount to hundreds of billions of dollars in loans that lack transparency and are opaque to Africa and Latin America, when its construction industry debt and local government debt has led to problems. Germany's views on DJT Putin meeting in Alaska- proceeding to next step of peace talks with European efforts to ensure a peace that holds. Can OpenAI pay? Does it have $300 billion? These are the questions analysts are asking. Remaining Performance Obligations is RPO's which refer to a company meeting probable targets which are not certain. Oracle stock went up 36% in one day because it was saying it would get thei $300 billion from OpenAI. Now as analysts look carefully at Oracle surge they are saying wait a minute who has this $300 billion. This report in the WSJ says RPO's for Oracle are now up to $523 billion. Oracle stock is now down 43%. Analysts are questioning these outlandish claims. Another claim is from the "circularity" in the AI sector, which means A is connected to B is connected to C. OpenAI expects $100 billion in investment from Nvidia which makes advanced chips, but is it definite? Nvidia says in it's latest quarterly report that "there is no assurance that any investment will be completed, on expected terms, it at all." Note that OpenAI makes hardly any money today and is in fundraising stage- it has expectation to make $20 billion. And the $300 billion where does all this come from? When most people in the Nation are living from paycheck to paycheck there is this wild speculation and mania in the AI sector.   ...
