The French under Macron commit to build a new aircraft carrier to come into service in 2038. This will be nuclear powered like the Charles De Gaulle, France's current aircraft carrier. U.S. carriers are also nuclear powered to reduce port stops for fuel. 

French and U.S. ships use American suppliers for some of the flight systems on carriers so that French aircraft and American aircraft can operate off of each others ships. For France it preserves "strategic autonomy" a policy France has pursued since Mr. De Gaulle. It also means tighter U.S. French cooperation with France being America's key ally in Europe. France has plans to increase defense spending by 4.5% and spends over 2% of GDP on defense like the U.S. 

India, Britain, China and Russia are the only other countries with aircraft carriers.

After the German election the next election in France in 2022 will provide new direction for Europe. As in Germany with Olaf Scolz of the Social Democrats, in France an alternative is emerging with Xavier Bertrand of the Les Republicains. Like Scholz Bertrand was Labor Minister working to tackle difficult problems of increasing employment in the French economy going back a decade. In recent elections the party French president Emmanuel Macron created as a member of Francois Hollande's government has floundered. Macron hastily put together the En Marche in Amiens on April 16, 2017, when he was minister of Economy, Industry and Digital Affairs in the government of president Hollande. During the eight year period in which the centre right Christian Democrats CDU and center left Social Democrats SPD had ruled in a coalition government in Germany some version of centrist politics and government had also prevailed in France. After the Sarkozy years 2007-2012 under the centre right Les Republicains party  France turning to the centre left Socialists under Francois Hollande. As a young minister 39 years Macron lacked experience, and the initial enthusiasm that helped him win the 2017 presidential election is now missing. As in Germany voters are looking for change not just in slogans but in substance in a new Trans Atlantic partnership of US, Germany and France to tackle the may problems that were neglected in the last two decades of changing administrations in US and France and the Merkel administration in Germany- problems of social cohesion, of income inequality, division of country into rural and urban, eastern and western in Germany, southern and northern in the US, neglect of infrastructure, and failure to invest in the future.  France is now turning to the Les Republicains party in recent elections, and away from Le Pen's far right party and Macron's party.  Both Macron and Le Pen did very poorly in recent regional elections. This report in FR24 points out that the candidate for the Les Republicains party will be chosen at a convention, and not at a primary as happened in 2017 leading to the elimination of former Republicains president Nicholas Sarkozy. The president of the Haute France regional council Xavier Bertrand is the leading candidate from the regional election results. Bertrand was Sarkozy's minister of Labor and Solidarity from 2007 to 2009, and Minister of Labor, Employment and Health in 2009. Today Olaf Scholz, winner of the German elections in September 2021 was also Minister of Labor- in the Social Democrats/ Greens government under Gerhard Schroeder 1998 to 2005. Voters now realize that it is important to value experience, stability, combined with humility and a determination to get things done, compared to charismatic leaders with little to show in results, and tangible improvements in the quality of life, in national renewal.      ...

Pocketbook issues are taking increasing importance in the French election on April 24. Greg Ip of the WSJ says inflation has risen in importance more than immigration, the war in Ukraine, and other issues related to Islamist separatism. About 45% cited purchasing power as the main issue in a BVA poll, and this is even higher for people who voted for Jean-Luc Melenchon who came within 1% percentage point of Ms. Le Pen in the first round. Greg Ip says that in economic issues France has done better than Germany, Italy or the UK. Unemployment is at 7.4% the lowest since 2008. Economic output has risen more than in Germany, Italy or the the UK since Mr. Macron took office. And one study shows disposable income has risen higher under Macron than under predecessors Hollande and Sarkozy. France also spent heavily to tackle the Covid pandemic's effect on workers and companies. Ip says Macron's efforts to liberalize labor markets, simplify taxes and wage bargaining and make training programs more effective could be the reason. Youth unemployment is the lowest in nearly 40 years, and the number of apprenticeships doubled from 2019 to 2021, according to BNP Paribas. Pisani-Ferry, economist at Sciences Po says compared to past performance the French economy did much better. Le Pen has promised to cut the value added tax to tackle inflation's effect on voters. Macron has said he will be flexible when it comes to raising the age for retirement and pensions and calls Le Pen's lowering the retirement age creating problems for the solvency of the pension system and highly unrealistic.   ...

President Macron announces a curfew from 9.00 pm to 6.00 am in Paris and eight other metropolitan regions of France covering about a third of the population. The cities are in addition to Paris region, Grenoble, Lille, Lyon, Marseille, Montpellier, Saint Etienne, Rouen, Toulouse.  Macron said "we have to act now." The president called for bringing the daily cases which have reached a high of 27,000 by October 14 to about 3000 or 5000. About 1600 of the 5000 ICU beds in France are now taken for coronavirus cases and the curfew is an effort to keep the numbers from jumping as they did in March  and April 2020. To do this he said: "we won't be leaving the restaurant after 9.00 pm and we won't be partying with friends because we know that that's where the contamination risk is greatest." Macron made it clear that scientists are all in agreement on the pandemic continuing till the summer of 2021. He urged people to limit gatherings at home to 6 people and wear masks.  Financial support will be given to people affected by the curfew in the hospitality industry.  Anyone found outdoors after 9.00 pm will be fined 135 euros and 10 times that for repeat offences.  ...

French president Macron on a dawn to dusk two week effort to prove that he takes voter concerns for the cost of living for pensioners, elderly, young people, poorer communities in rural areas and smaller urban areas very seriously now that inflation is surging. The French presidency is seen in the Gaullist tradition as invested with huge concentration of powers, forgetting that De Gaulle helped bring about the major social changes in France by bringing farmers across France from scattered small plots to the modern agriculture and technology that was unknown in rural areas, and investing heavily in infrastructure building to build a modern France. The strong presidency itself was designed to give the president the power to make these changes.

Lucie Castets, candidate for prime minister of the largest parliamentary group in the National Assembly of France, the NFP,  is interviewed in The Guardian. Kim Willsher interviews Lucie Castets at a cafe in the Marais district of Paris.  Castets says- “France is a rich country but people are getting increasingly poor, they don’t know if there’s going to be a teacher in front of their kids, they don’t know how long they’re going to wait in casualty if they break a leg, they don’t know how much their salary will be in a year. Who can accept that? Well apparently, Emmanuel Macron accepts that, but I think it’s unacceptable.” A government is needed in France for a budget to be passed by January 2025. A caretaker government of Macron's party cannot do this following its poor showing in the recent election. Macron refuses to let NFP form a government with outside support saying he was doing this for "institutional stability." Macron wants to see cuts of $25 billion. The NFP wants to spend $150 billion for the government to meet the needs of the people. It would like the US, recover most or all of this $150 billion from higher taxes for the ultra rich, and billionaires which would not affect 95% of the French people.  Castets says- Castets rejects the ideas this would be “impossible to apply or finance” and cost jobs. “We will finance each measure with new revenue, unlike the government. The accusation of economic irresponsibility irritates me because that’s not what we’re proposing at all. The NFP’s programme was heavily attacked on this aspect, so it’s important to say that these measures will only affect the ultra-rich. We want to correct flagrant tax injustices, with billionaires paying a lower percentage of tax than the middle classes.”   ...

President Macron of France tests positive for coronavirus on the morning of Dec. 17. He will now self isolate for 7 days. Leaders who he has met recently are the prime ministers of Spain Pedro Sanchez and Portugal Antonio Costa. He was seen embracing Antonio Costa. Mr. Macron was part of the tough negotiations for the European trillion dollar stimulus, for a recent all night EU negotiation, and involved in Brexit talks. He met with Charles Michel of the European Council and Ursula Leyen, head of the European Union. All or most of these leaders will now have to self isolate. Mr. Macron wore a mask during the entire period and was careful not to shake hands.

Moderate far right, right and socialist have less meaning in the context of the French government of prime minister Michael Barnier. The NFP as the largest single party sees the turning down of it's moderate candidate Lucie Castets by Macron as not representative of the vote. Michael Barnier's choice as prime minister from the Les Republicains party with 47 members in the new National Assembly, the smallest of the top four parties NFP, Renaissance, RN and LR, means he will have to depend on Marie Le Pen's RN party to remain prime minister. Together the Les Republicains of Sarkozy and the Ensemble of Macron  have 213 members in the National Assembly representing the status quo, 168 for Ensemble Macron and 45 Les Republicians the Gaullist party. These two parties are the largest bloc combined compared to 182 seats for the socialist NFP Front Populaire and the Le Pen party with 143 seats. The strange twist is that Macron started out in the Socialist Party and was part of the Socialist administration of Francois Hollande, who formed his own party Renaissance (now Ensemble) to bring younger faces and replace the old political parties. This led to the decline of the Gaullist Les Republicains party. In 2024 Macron is back to the old parties- becoming part of an alliance with the old Les Republicains Gaullists. Yet the financial crises of 2009, the pandemic, and the inflation crises in France have changed France from what it was in the Gaullist De Gaulle period in the 60's to 90's, with a struggling lower and middle class who have shifted their support to Le Pen and to the Socialist Front Populaire. Barnier is left with the challenging job of combining new immigration policies (Le Pen) with socialist policies to help the middle and working class. A new consensus that says stopping migrants is part of helping working class (in Denmark and other EU countries) is how Barnier has to approach this situation to bring together different parties. ...

The yellow vest protests in France puts Macron as a change agent as out of step with the broader changes taking place in France as fears of economic security and financially struggling families take precedence over other issues. Macron had hoped to setup business friendly policies but has only a small support base. Only about 24% supported Macron in the first round of voting with 40% claimed by parties to the far right and left.  The yellow vest protests are spontaneous and do not have nationalism or race, migration as motivating factors. No far right party is involved, or far left party, or the socialists. It is basically about the institutional and political structures not able to respond to the fears of economic insecurity in rural France and in smaller towns. It is about loss of social cohesion in the economic progress of the last two decades. The focus is now on minimum wage, salaries, and a sense of fairness and opportunity that existed in a previous era that now appears ruptured. ...

President Macron takes up a difficult part of his promised changes in the election campaign- an effort to rewrite the rules and consolidate disparate pension plans in France. It comes at a difficult time and requires considerable courage as yellow vest protests against inequality had led to Macron holding townhall meetings in France to hear public opinion, after what appeared as a presidency that had lost touch with ordinary people. Macron has revised his plan to allow a retirement age of 62, yet the plan calls for combining many disparate plans with different rules into a streamlined national plan. Most affected are transport workers, lawyers and other professions that have generous benefits, with early retirement, leading to more strikes. Not taking action means the pension plans would become insolvent in the near future.

US naval blockade of Iran in Arabian Sea starts April 13 2026. US destroyed Iran's larger ships 158 of them, yet Iran also has a fleet of smaller attack boats which it plans to use in Hormuz. These are harder to detect and can be hidden in coves along the Iranian coast and used against ships. The US with its naval blockade is now prepared to do what it has done also in Venezuela, stop and interdict fast drug boats on the Venezuelan side in the Atlantic ocean. By blockading Venezuela in the ocean US is using its strengths, and stopping drug boats its ability to pinpoint traffic on the ocean. Similar capabilities are well suited to Arabian Sea and Red Sea on the open oceans and away from narrow Hormuz playing to US strengths and capabilities. Aircraft carriers and destroyers and the US Air Force is in a position to do what it does best control open seas like the British did in their heyday of the Royal Navy for most of 1750-1920. This avoids options of Hormuz itself with its narrow 15 mile gap of water between Oman and Iran too close to mountainous terrain on either side, and of the Kharg Island option which would require special forces to be backed up with more ground forces. This is the most viable option and the interlude of couple of weeks has given the president an opportunity to make a better choice for positioning the US forces where the US has its strongest points. What is lacking is the individual powers of Britain and France whose leaders Starmer and Macron have popularity below 20%. Yet the US is better off making good choices and not having these nations alongside. The posturing by European nations is limited to France and UK, as Germany and Italy are in sync with the US position. Much of the media operates as if the goal of preventing the spread of nuclear weapons to the Middle East is not important for long term peace for nations such as China and India with about 3 billion people and the billions of people of Asia, Latin America and Africa. For the first time in 400 years since 1600 as Asian civilizations began a long decline China and India have emerged in 2000-2030 into the kind of modern economies and societies that exist in Europe and the US. The last thing they need is the risk of destroying the Modern World with nuclear proliferation when it took centuries to get to the right opportunity after 1950 to modernize China and India. This video and reports from the G-7 Summit in Les Bains, France is notable for one aspect that was missing throughout previous administrations and provides clues on the discussions that must have taken place for the Iran peace memorandum approach for 90 days of talks. India's Modi is at the table, so is Lula of Brazil, for the first time a G9. Both Lula and Modi are shown at the opposite side of the table from the European leaders. Another picture of the table shows Modi on the right of DJT and Macron on his left suggesting the important role that India has played behind the scenes to the memorandum approach to put the burden of talks on the details to a next 90 day phase of discussion. It makes sense after so many missile attacks and bombing to create a period of calm for discussions. It has also benefits for the US and EU/Japan in G7 now the G-9 with India and Brazil and G-9 plus 1 with Egypt brought in for discussions. This type of involvement and intense discussions to solve conflict are unknown in previous administrations and with no details about the agreement the media is left without a clue. Yet it is clear from this involvement of every major nation, as Lyrarc.com shows however rancorous the disagreements and back and forth including from Merz, Starmer, Macron to DJT, that something significant has been achieved- getting everyone to the table for frank and open discussions for a path forward. That includes G-9 as Lyrarc calls it and Russia, China where talks were held by DJT in Alaska and Beijing in 2025 and 2026. It could be called G-9 + 3 (China, Russia and Egypt). The importance of Egypt is that it is the most populous nation in the Middle East. The issues of food security (fertilizer supply), energy (oil and gas), and nuclear free Middle East are important to all these nations. In addition Pakistan serves on the Board of Peace.  This brings as collective world opinion to help the US lead in its shared goal with these 13 nations to bring about a solution for the people of the world on the nuclear issue and restore each to the path of development and modernization, including Iran with its neighbors support in the best way possible. A good insight into this is evident just from looking at the situation facing Pakistan and also India, both are nuclear powers yet both have suffered (even more so nations with military structures such as the Pakistan military and the Iranian RGC with diversion of resources to military), both Pakistan and India have suffered from the economic crisis with nuclear power making little difference in the lives of the people with shortage of energy and decline in growth.  By bringing in all nations into the discussion on nuclear free Middle East- the US and its partners India, Japan, Brazil, along with Russia and China- a first major step has been achieved to set the path for reindustrialization/infrastructure building in the US and Europe. And for modernization/infrastructure building in India, Pakistan, Egypt and Brazil, sustained development out of middle income status for China. ...

Macron is keen on making this trip to Britain his first overseas after the pandemic. Earlier during the pandemic Macron on May 17 visited a battlefield in northern France for a battle in which De Gaulle took part. On this trip he will go to Clarence House, home of Prince Charles, to commemorate the June 18, 1940 speech given by De Gaulle, a moment which gave birth to the French resistance.

Macron is eager to associate his presidency with memories of De Gaulle, the resistance and France during wartime, as it recovers from the pandemic. This also coincides with his meeting with Merkel, the German chancellor, after Germany announced the 500 billion euros grants to small and medium sized businesses in Europe as a show of solidarity and faith in the vision for Europe.

Serge Galam says in this NYT piece that abstention can affect the election in France. He says abstention from the far left voters is likely to favor Marie Le Pen. He says an overall abstention rate of 25% shown in polls can make it possible to have an uncertain result, and that Le Pen may need much less than 50% of the vote if abstentions are high. If 95% of Le Pen voters turn out and less than 61% of Macron voters turn out there is an opening for Le Pen, says Galam.

Another way of looking at this is the disaffection of the electorate with parties in France, with a high abstention vote even if Macron wins, especially on the far left.

Adam Nossiter of the NYT describes the coalition of right and left parties in France that have united against the National Front, called in France "the Republican Front." In the 2002 Marine Le Pen's father made it to the second round of the presidential election, but lost to centre right party leader Jacques Chirac who won 78% of the vote. Analysts say the Republican Front is coming up this time once more for daughter Marine Le Pen, as she goes into the second round of the election in 2017 fifteen years later with support in the north and northeast of the country and in the coastal south east around Marseille and Nice. Le Pen appeals to working class people with nationalist slogans. The Republican Party of former president Sarkozy represents the centre right, and it is combining with the centre left Socialist Party of president Hollande to call for the election of Emmanuel Macron and for support to Macron's En Marche movement. One expert predicts the National Front may leave the centrist views of Le Pen adviser Philippot, and return to hard right roots. Former president Sarkozy was mentioned on French television Fr24 as hoping to make a comeback by boosting the chances of the Republican Party in the June parliamentary elections, and creating a situation in which a future president works with a prime minister from the Republican Party. As the Macron En Marche movement is only one year old, it is not well prepared to contest the parliamentary elections, opening the door to the formation of new coalitions for government in France. ...

Improving business conditions and lower unemployment are helping president Macron of France recover from a drop in popularity following the yellow vest protests. Macron tackled the crisis by changing his style of governance from top down to a listener style with regular town hall meetings and meetings with people who were critical of his government. Recent poll from Elabe shows 33% approve of the French leader compared to 23% in December 2018 at the height of the yellow vest protests. The yellow vest protests were from people who felt left out at the lower end of the wage scale who were protesting increasing inequality. Macron also offered minimum wage earners billions of dollars and shelved his economic agenda till he had a better grasp of the French public's opinions. The recovery in the economy means Macron has more flexibility in taking up priority items in the national agenda. The French pension system is fragmented with about 43 different plans, with some plans for transport workers offering generous retirement by age 52. The system is also likely to go into deficit of 10 billion euros in 2022. Brazil has run into major economic crisis from generous pension plans taking up a major part of the budget. Macron wants to increase the number of years people work before they collect pensions, not just increase the retirement age of 62. Most major European countries are at 65 years retirement age, the U.S. is at 66 years. Transport workers paralysed the nation's transport system including subways and bus systems recently to keep their generous benefits. Macron sees himself as promoting a national agenda similar to India for GST, and other countries tackling shortfall in pension systems by increasing the retirement age, even though in the short run people who benefit from the old system oppose it. By addressing grievances at the lower wage levels and tackling glaring issues in the way benefits such as pensions are distributed Macron can win enough support to offset the opposition of entrenched groups. Lawyers will see their pension contributions double for lower benefits and are opposing the pensions overhaul. For decades workers in different groups or sectors took to the streets in protest making any changes even if well thought out and in the national interest hard to make in France. By taking on entrenched groups tactically and first letting the groups express their sentiment before announcing top down changes, and by being an empathetic listener, Macron is showing that he has learned a lot from the past year without losing his sense of what is best for France. It just maybe that in the short run there is an offset gaining some support from neutral groups and losing support of entrenched groups. Yet in the long run when the dust settles there is more overall support particularly through empathetic listening and carefully planned flexible approach to making changes that improve the economy and reduce unemployment. ...
