A year long study by the Washington Post of all shootings by the the police in incidents of law enforcement in the U.S. shows only about 4% of the incidents involve police killing unarmed black persons. Yet a disproprotionate number of unarmed men shot are black or Hispanic- 3 of 5 people. The large majority of incidents involved people who were mentally troubled most of whom carried a weapon, persons carrying a weapon, or persons running from the police when asked to stop. The WP has compiled every police shooting in its database for analysis, something even the FBI does not have and is only now starting to put together. For police the hard part is when to know a certain behaviour such as reaching into the pocket after a police chase was harmless or risking the officer's life, as shown in a video carried by officer Lisa Mearkle in Hummelstown, Pennsylvania, for one of the shootings. Mearkle was acquitted by the jury.

In Germany during the first wave efforts for contact tracing and isolation worked reasonably well. During the second wave in November things have changed. In Germany authorites do not know in November where 75% of the people testing positive for coronavirus got it. In Spain this figure is 93% for the last week of October. In France and Italy it is at 80%. In New York it is over 50%. Other problems are the increasing number of cases where the coronavirus is spread in an home setting, the lack of restaurant data collected on who visits, and the delay in getting test results. In Germany frequently people say they cannot remember where they were. President Trump agreed to a reopening of the government for 3 weeks, till a compromise could be worked out between Democrats and Republicans in the House and Senate. He did not call it a concession but as a way to help 800,000 federal workers who have not received paychecks for 35 days. The president says if the situation is not resolved by Feb 15 there could be another shutdown on the issue of the border wall.

This report says in the month of negotiations both sides have seen that a border wall from end to end  is not needed but that sensors and other devices could also be used to monitor the border. In the impasse in Congress not all Republicans agreed with Mr. Trump leading to the decision by Mr. Trump to take a pause to rethink this issue for a compromise. In recent days air traffic controllers called in sick causing delays, and criticism from federal agencies including the FBI increased creating pressure for a resolution of the dispute.

Indian Finance Minister Sitharaman on the need for the G-20 to set regulation for cryptocurrency. "Crypto currency involves a lot of technology, it's 99% technology. We are talking to all the countries to setup a standard operating procedure that will be effective while following a regulatory framework. It's under discussion with G-20 nations." The federal government in India provides support for loans to farmers on the interest rates paid after the interest rate increase by the central bank RBI. An additional budgetary provision for Rs 34,856 crores has been made for this purpose for the period 2022-2023 to 2024-2025. It will keep interest rates below 7% for farmers. Difficulty attracting foreign investors to India's bond market. After adjusting for consumer inflation India's three month Treasury bill pays a negative 2.3%, according to Citi. Official foreign funds data for India shows as of Dec. 16, 2013, that foreigners used up only 32% of the quotas assigned to them in the bond market. If they were to use up the entire quota this would be $81 billion compared to the deficit for the year ending March of $50 billion. Foreign investors also have to deal with the risk that the currency could depreciate as in the summer of 2013, for which they need higher interest rates. The RBI increased interest rates twice since Rajan's taking office in September 2013. During 5 months of 2013 foreigners made a net withdrawal of $12.9 billion.

Attorney General nominee William Barr sayshe will not interfere with the Mueller Russia investigation, calling it "vitally important" that this investigation be completed. This happens as there is increased scrutiny of President Trump's interactions with Russia. This follows a report that the Federal Bureau of Investigation had opened a counter intelligence probe into Mr. Trump in 2017, as questions were raised about the abruptness of the firing of FBI Director Comey.  Mr. Barr defended a memo he had written critical of Mr. Mueller for his theory of obstruction of justice by Mr. Trump. He said he considers that a minor aspect of Special Counsel Mueller's probe. Barr says the memo did not question the special counsel's core investigation into Russian interference in the 2016 election. Mr. Barr was Attorney General under George H.W. Bush and would follow his earlier prioritizing of crime fighting and immigration policies. He needs some support from Democrats to be nominated, and to win this support he reiterated that "where judgements are to be made by me, I will make those judgements solely on the law."  ...

On immigration and crime it was David Muir who reminded Trump that the FBI had stated crime was down in the country. On Ukraine, Afghanistan Harris clearly explained that US was not at war for the first time in one hundred years and was saving the US $300 million a day it cost for the war in Afghanistan. On Ukraine she said Biden-Harris had strengthened NATO and ties with allies, in an answer to David Muir's repeated question to Trump "Is it in the US interest for Russia to win the war in Ukraine?" To which Trump offered only a reply that suggested this was not important for him, disavowing US policy from 1900 to preserve the rule of law in international relations that no country should violate sovereignty of other nations through invasion. Among Republicans this is an issue with Mitch McConnell and others supporting Biden-Harris. ...

Chris Coon accidentally calls her "Attorney General," and says he looks forward with working with her. Coons is the Senator from Delaware that was closest to president Biden.  Senators questioned Pam Bondi, a former Attorney General of Florida who has done work for companies seeking to work with DJT, and defended DJT in the first impeachment hearing, at her confirmation hearing in the US Senate. The back and forth exchanges happened with Democrats Adam Schiff and Hirano. With Padilla Pam Bondi was not given the opportunity to respond as he insisted on a yes or no answer. Democrats Schiff wanted to know whether she would investigate Lynn Cheney or Jack Smith. Bondi said she had not seen the file and it would e improper for to say anything without studying the matter, and that she did not want to drag politics into the work at the Justice Department as had been the situation before. Hirano asked if president Biden won the 2020 election. Pam Bondi responded that "Joe Biden is the president of the US."   ...

Jonathan Portes, professor at Kings College, London, even calls the Singapore comparison, that Britain would even resemble a low cost Asian economy "a fantasy."

People with an arrest record are twice as likely to be in incomes below the poverty level.
