Wind and solar finally overtake coal in power generation for the European Union. 30% of EU electricity is now generated by wind and solar. Power generation from coal and gas dropped by 17% in first 6 months of 2024, resulting in one third drop in sector emissions, according to climate think tank Ember. In 13 member states power generation from solar and wind was higher than coal and gas with Germany, Netherlands, Belgium and Hungary achieving this for the first time. This makes US commitment to climate change all the more critical for 2024-2028. EU is a big contributor to emissions for climate change. It is also setting aggressive goals. This progress brings into view zero power from coal and gas.  Andrea Hahmann , scientist at Denmark technical University, author of one chapter in the IPCC report on energy systems says “The ‘crossing of the lines’ demonstrates that the EU’s electricity transition is possible, and we should not give in to pessimism. The renewable energy targets that must be met are substantial but achievable with the proper policy measures.” ...

France and Germany support the EU coronavirus rescue package of 750 billion euros with 500 billion euros in grants to struggling businesses. Four countries- Austria, Sweden, Denmark and Netherlands- which supported the austerity policies that hurt working families in Europe for a decade after the financial crisis of 2009, do not support grants and instead call for loans to be made. This time Germany has swung over to the French side and southern European countries such as Italy and Spain that suffered badly from the virus. Without solidarity in such a situation the EU concept becomes meaningless and Merkel says these countries that oppose common borrowing do not understand the gravity of the crisis facing Europe's economies after the virus.

President Macron calls it "the moment of truth" for Europe. The European Recovery Fund includes $500 billion in nonrepayable money to be handed out to countries hit hardest by the pandemic as a show of solidarity and support for the European community. Only one lone holdout are the Dutch, who have not earlier and today show little solidarity with the European community. It is supported by Merkel and the CDU, Macron, EU president Leyen, the head of the European Central Bank's Lagarde. The chairman of the high level group on Financial Supervision for the EU says central banks neglected their roles as guardians of financial stability. He is proposing asystemic-risks council with central bankers from all over Europe as members , and with the clear intent of overseeing financial stability. Jacques Larsiere's plan is part of the overhaul of the regulatory framework for the EU. It has been endorsed by the European Commission.

The EU moves to support Egypt's precarious economy with 7.4 billion in euros of aid and help for its economy. This comes at a crucial time for a country with 106 million people facing economic difficulties. 5 billion euros of concessional loans, 1.8 billion euros of investment, 600 million euros of grants including 200 million euros to manage migration. This is a positive proactive step taken by Leyen and EU. Leyen visited Cairo. Lessons have been learned. Joining Leyen in Cairo were leaders of Austria, Belgium, Greece and Italy in a new strategic partnership of European Union nations with Egypt. Pandemic and war in Ukraine affecting food supplies, higher energy costs, have hit Egypt hardest . No matter which government was running Egypt the problems simply were too big for a fragile economy in a difficult region. For the first time the EU has learned from the migration crisis and its own eurozone crisis, to work and cooperate with regions outside to ensure a better future for all. And not to be deflected with wars and other crises in making the right decisions ahead of time not reacting to crises but staying ahead of them. How many years have been lost- because the ideas for better lives of all was what president Kennedy's New Frontier was all about when he talked about it in the years 1956-1963. EU needs a new vision for Africa and Arab North Africa. ...

Pope Francis spoke against the effort by the European Union bureaucracy to limit the use of "Happy Christmas" and called it a form of "ideological colonization." He told reporters "many, many dictatorships" had tried this and all had failed on a trip back from Greece and Cyprus. The European Union bureaucracy then withdrew the 32 page guide on use of sensitive language.  Francis said European Union was "necessary" but warned against the EU bureaucracy trying to iron out the differences of culture and religion around the EU bloc countries. "This could end up dividing the countries and causing it to fail. The EU must respect each country as it is structured and not make them uniform." One of the main influences for the European identity, of western civilization, is Christianity. Less known is that King Alfred in his reign 871-899 AD, in one of the most stirring periods of British history, relied on Christianity as a civilizing influence on tribes of the Nordic countries that were invading Britain. The same process of bringing a civilizing influence on heathen tribes happened in mainland Europe. And a similar process took place in India with Vedanta and Buddhism as it spread to China, Japan, Sri Lanka and the rest of Asia. Civilization meant education, learning, wisdom, and came at this time through the ideas of the Bible or the Upanishads, or the Buddhist ideas.  Alfred struggles with how that wisdom once lost, may be retrieved by being written in the English language from Latin. He writes during this period of tumult and invasions- Learning had declined so thoroughly in England, that there were very few people on this side of the Humber who could understand their divine services in English. There were so few of them that I cannot recall a single one south of the Thames when I succeeded to the kingdom. Thanks be to God Almighty that we have any supply of teachers at all! Therefore I beseech you to do as I believe you are willing to do, as often as you can, free yourself from worldly affairs so that you can apply that wisdom that God gave you where ever you can. Remember what punishments befell us in this world when we ourselves did not cherish learning nor transmit it to other men. We were Christians in name only and very few of us possessed Christian virtues." What a contrast from the time of Alfred when Christian thought was identified with learning and wisdom, and the loss of learning and wisdom felt so deeply in this way. In the 12th century Dogen brought Buddhist thought and learning from China to Japan, before that Bodhidharma from India to China in the sixth century AD, and Buddhist thought evolved out of the Upanishads in the 6th century BC, in the same spirit of reflection.   ...

In new developments German chancellor Scholz visits London and European Union president Von der Leyen visits Bucha and Kviv in Ukraine. Von Der Leyen is accompanied by Joseph Borell, the EU commissioner for foreign and security affairs. For the first time the European Union offers membership in the EU to Ukraine. In handing a document with a questionnairre to Ukraine president Zelensky she says- "This is where your path towards the European Union begins." Adding "It will not be, as usual, a matter of years, but rather a matter of weeks" to complete this step. The questionairre forms the basis of an opionion she said that gets passed on to the European Council this summer. Ukraine now becomes the first country in Europe to have fought a war and suffered from millions of refugees just to join the European Union. It also shows how much has changed since Angela Merkel left office with her policies that offered Ukraine no such prospect even as it integrated the German economy with the Russian economy and China's economy during 4 terms in office. Leyen said "Ukraine is marching towards a European future." Chancellor Scholz addressed the German parliament after the invasion and hundreds of thousands of people turned out in Berlin that day.  Europe is voting with its emotions having been completely shaken by this experience. Leyen writes " It was important to start my visit in Bucha. Because in Bucha our humanity was shattered." ...

Six European Union states pass Britain, France and Germany in fully vaccinated percentages on August 5, 2021- Belgium, Denmark, Ireland, Spain, Portugal and Malta. Fully vaccinated are very close to 60% in these states. The fully vaccinated person in the EU gets a EU Digital Covid Certificate as shown here. The vaccination drives in Britain, France and Germany have now stalled due to the vaccine hesitant groups. To get some idea of this the second dose was given to 265,000 in France and 165,000 in UK on August 4. In the US southern states vaccination drive never got off to a good start adding to the problem of unvaccinated who are most of the people in new daily cases, leading to a new surge by August 4. France will soon overtake the UK in fully vaccinated percentage, showing that an early start as in UK is not enough. One in three in the UK in the 18-30 years age group has not taken the first shot, which is alarming. The US has a similar problem in the southern states in an aggravated form and also across the US in some form where young people have not taken up vaccination. ...

During the Ukraine war this special feature on the European Council website shows what it is doing to mitigate the impact of the war when it comes to the food supply for the world. 48 million tons of agricultural products were exported by the land routes opened by the EU when sea routes were blocked. $1 billion is allocated by the EU finance for this purpose. Ukraine makes up 50% of the world's food exports- it is a breadbasket to the world. Getting food supplies out is essential to keep down the cost of food. Half a billion euros go to keeping EU food production strong. Nine billion euros support the effort to keep food supplies flowing to poor countries.

The pound falls in value to $1.30 as Mr. Boris Johnson rejects the requirement stated by Mr. Macron of France that Britain must follow EU rules. Mr. Johnson says Britain  will choose sovereignty over anything else, creating the possibility of a hard Brexit. He says the UK should not be expected to follow EU rules, anymore than the EU should be expected to follow UK rules. Business leaders hope these are opening statements only. 

Mr. Johnson want a Canada style agreement or failing this an Australia style agreement, and failing this he would stay with the existing Withdrawal Agreement with the EU he negotiated earlier. The UK wants to complete negotiations for a deal by December 31, 2020.

The European Union plans to reduce greenhouse gas emissions by at least 55% by 2030, based on 1990 levels. The 21 hour summit of EU leaders met in Brussels. It was a constant worry about climate proposals said Angela Merkel. After a 21 hour debate agreement was reached including overcoming concerns of coal dependent countries. Merkel says "it was worth a sleepless night."

The long and bruising process of exiting the European Union for Britain is being seen across EUrope as a lesson. Marie Le Pen in France and Salvini in Italy have dropped ideas of France or Italy leaving the EU. Nationalist politicians are now shifting to a new agenda of reforming the European Union from within. Voters are being reassured by politicians that it is best to remain inside the European Union. Chancellor Merkel has carefully guided the European Union through this crisis, first through the eurozone financial crisis, then through a period of migration to Europe from war torn Middle Easter and African countries, and more recently with president Macron of France facing the effort to get Britain to leave the EU. After Boris Johnson's win in British elections with 44% of the vote Britain now faces the difficult choice especially for hard line Brexiters such as Mr. Jacob-Lees Moog and Johnson, to either accept European rules, regulations and standards over which it has little control or lose market access to the EU. There is also the issue of Scotland which favors being inside the EU and a Scottish independence referendum. ...

US president Biden says efforts are being made to provide emergency assistance to India for vaccine making supplies, as well as therapeutics, ventilators and other equipment. The White House says "The United States has identified sources of specific raw material urgently required for Indian manufacture of the Covishield vaccine that will be immediately be made available for India." Joe Biden said that "Just as India sent assistance to the United States as our hospitals were strained early in the pandemic, we are determined to help India in its time of need." This assistance is now being coordinated at the highest levels and being done round the clock. Chancellor Merkel of Germany - "The fight against the pandemic is our common fight. Germany stands in solidarity with India and is urgently preparing a mission of support."  The European Union's von der Leyen said "The EU is pooling resources to respond rapidly to India's request for assistance via the EU Civil Protection Mechanism. Britain's Labor Party leader makes a speech favoring strong Britain- EU relations in an effort to attract support from pro-EU Conservatives in parliament and bring about early elections. Corbyn says he favors Britain's membership in the EU customs union putting pressure on prime minister Theresa May who favors Britain leaving the EU customs union so it can strike free trade deals on its own. A thin majority in parliament for Theresa May means this issue could lead to a parliamentary defeat and early elections.  The other facet of this is that the delicate peace process in Northern Ireland could be upset by having a hard border between Northern Ireland and the Republic of Ireland which is part of the European Union. Irish peace process and the views of the Republic of Ireland and of Scotland would be respected with the Corbyn approach. Other benefits are keeping good trade relations with the EU intact because 44% of Britain's exports go to the EU and 50% of Britain's imports are from the EU. ...

EU foreign policy is process driven and requires the agreement of 27 countries in the EU, which is called the coalition of the unwilling. British foreign policy is ideologically driven. After the Brexit deal was reached in the last week of December 2020, no mention was made of coordination in foreign policy. The Boris Johnson government has quietly dropped the whole idea of cooperation with the EU in foreign affairs that the government of Theresa May supported. May supported deep cooperation between Britain and the Eu at the Munich security conference in 2018.  Today most cooperation is absent and Britain sees itself freed from the constraint of coordinating its foreign policy. Britain is now free to act independently in foreign policy they very reason for Brexit. It means Britain will negotiate its own relationships with other countries based on what is good for  Britain. British euroskeptics were always critical of the French way of saying France would act independently in making foreign policy and at the same time saying it was working within the EU. ...

Both the EU and US see another wake up call from China's position of on again off again diplomacy using rare earth as a bargaining chip. US and China separately and in coordination work to develop policy and actions to secure access to rare earth and technologies that is independent of China. China sees it's action on rare earth diplomacy as robust diplomacy in response to DJT tariffs, yet this is getting the US to move quickly to develop its own rare earth access including working with Australia, and taking action to support US industry. The European Union is not far behind in doing the same. This and the action taken by the US to restructure world trade for a level playing field, and getting Asian partners to acknowledge their abuse of the international trading system for two decades and accept some level of temporary tariffs is changing world trade. The US can regain the position it has held for the better part of the period 1900-2000, overcoming periods that included the rise of Russia and Japan after 1945. ...
