She is desperate paying the mortgage of 3700 yuan, works several part time jobs, and is mortified at the drop in price of the apartment, in this report. For decades housing prices were going up, now the government has sent clear messages that housing speculation has to stop and home prices for the first time are moderating to increases of about 4% a year and are falling in some cities including Beijing, Tianjin, and Guangzhou. The governments message is that people should use apartments for living, not for speculative price increase and profit. Local governments have their own reasons to prop up this speculation as they have for decades now depended on land sales to meet economic growth targets, a situation unique to China, which has financed a lot of the local infrastructure including overspending. ...

The US is requesting talks with China at the World Trade Organization with the objective of ending hundreds of millions of dollars of subsidies China gives to increase wind energy production. The wind power grants are being targeted because Chinese producers are required to use domestic parts to be eligible for the grant, which range from $6.7 million to $22.5 million. In the last 5 years foreign companies' share of the Chinese market has dropped from 79% to 13%, according to Goldman Sachs, with China's efforts to promote Chinese manufacturers. The renewable energy market in China is expected to reach $100 billion by 2020. And wind energy is the fastest growing sector. The effort comes after the US Steelworkers union alleged that China was using import substitution subsidies in violation of WTO rules, in a 5800 page petition. Steelworkers union president, Leo Gerard, says this doesn't address most of the billions of dollars of clean-tech subsidies and other support provided by the Chinese government. Gerard says the goal is not litigation but to put an end to these practices that are trade distorting, and act as a barrier to US exports to China....

Johnson continued Cold War policies from earlier administrations which sidelined the non aligned movement of Indian prime minister Nehru. However it is not clear how this would have happened. President Trump says the U.S. could permanently cut off funding to the WHO and revoke U.S. membership if the group does not make changes in the way it operates showing a lack of transparency in its operations and dependence on China. Mr. Trump says the WHO has shown "alarming lack of independence" from Beijing. In a direct letter to the Director-General Tedros Ghebreyesus -"it is clear the missteps by you and your organization in responding to the pandemic have been extremely costly to the world." Mr. Trump gave the WHO 30 days to make "major substantive improvements" or he would cut funding and reevaluate U.S. membership. Mr. Trump said in the letter that the WHO ignored early reports of the virus spreading in Wuhan, failed to share information with other countries. The U.S. which has the largest contribution by far to the WHO was unable to influence the organization. The U.S. has influence in finance at the IMF, the World Bank, and in the tech world, yet this did not extend to important matters of public health. It could be that public health had become an afterthought in the rush to prominence in tech and finance. The contributions of the U.S. exceed anything any other country has made. During the 2 years 2018 and 2019 the U.S. contributed $893 million, according to WHO records, cited in the WSJ. During this period the contribution of China was $86 million with an additional $50 million added recently. The $2 billion Mr. Xi said China will contribute is incorrectly reported as for the WHO, it is what China says it will use to support Africa and other countries in the world to fight the pandemic. ...

This report in WSJ looks at the impact of the 2018 Trump tariffs retained by president Biden as the US seeks to reduce its overdependence on Chinese imports and bring back American manufacturing. This followed misguided policies of previous administrations since Clinton that weakened American manufacturing strengths. Have the US tariffs on Chinese goods worked? The WSJ graph with information from US Census Bureau shows that imports from China in 2022 going down to the levels in 2007 of about 16-17% as a share of US imports, down from a high of 21% before the Trump tariffs halted a rapidly rising curve. Imports from Germany, South Korea and Japan in 2022 were down slightly hovering around 4.5%. Imports increased from Canada and Mexico, the US's traditional partners in North America, around 13.5% as a share of US imports for each country. Also increasing were imports from Vietnam. Some of the imports from Vietnam are Chinese products shipped through Vietnam to evade tariffs, and it is not clear whether the figures from Vietnam have been adjusted for this. President Biden is looking at different scenarios in an effort to tackle inflation. One supported by Janet Yellen, an economist at US Treasury is for the US to relax some of the China tariffs. Most economists in previous administrations including Yellen failed to understand what surrendering American manufacturing to China on the scale and speed that happened would do to communities across America that depended on factory jobs. The devastation of these communities has led to increased divisions in America, weakened American manufacturing, and led to outflow of technologies vital for national security and national well being.  Republican senators, US Trade Representative Katherine Tai and National Security Advisor Jake Sullivan are opposed to any relaxation of tariffs. Studies show the removal of the tariffs would have only a small impact on the consumer price inflation index reducing inflation by 0.26%. Lifting some tariffs on school supplies and summer bicycles as proposed by the US Chamber of Commerce would have little or no impact on the consumer price index for inflation. This is because the inflation is triggered by oil and gas price increases stemming from the Russian policies and invasion of Ukraine. This has also aggravated food and grocery costs  through blocking of agricultural imports from Ukraine. An additional factor was the increased demand after the pandemic easing in 2022, but that demand is already easing in July with glut in inventories at Walmart and Target, and excess warehouse capacity at Amazon. It would also send the wrong signal to China that the tariffs imposed by president Trump after a Section 301 trade investigation and based on improper loss of technologies to China are not being taken seriously by the US, says Republican Senator Hagerty of Tennessee. The Labor advisory committee to the US Trade Representative Katherine Tai also opposes any such move after the serious damage done to US workers and to US national well being and security. This happened under the Clinton, Bush and Obama administrations with failed trade policies that ceded manufacturing to China. ...

How sensitive is Japan to slowdown in the USA? Sure Japan's biggest trade is with China, the USA accounts for only 20% of Japanese trade with other countries. But China depends on exports to the US, and its infrastructure spending and spending by the Chinese consumer is also indirectly dependent on China's export economy, making it not clear how this will work out. Goldman Sachs is predicting that Japan is already in a recession. Its new weakness is is its two tier workforce with lower wages and no benefits for part time workers, leading to lower consumption.

The protest vote in Uttar Pradesh is just that a protest vote intended to get a message that the work of the Modi government to modernize and industrialize the economy needs to be accelerated to see its effects felt in rural agricultural areas of Indian states. Modi said yesterday- "If you work for ten hours I will work for 18 hours" showing that he sees the need for acceleration, even harder work ahead to modernize and industrialize India.  Disconnect with lower caste untouchable voters called Dalits and economic distress felt from the effects of the pandemic, decades of neglect that take time to correct in one of India's largest and least industrialized states Uttar Pradesh, led to prime minister Modi failing to get most of the 80 of 543 seats as it had done in three previous elections. Lower caste Dalits form 20% of the population, other lower castes another 40% of the population and 20% are Muslim voters. With this mix of voters and the time it takes to modernize and industrialize its economy in a state that was neglected for over 60 years the Modi government's best intentions have not delivered election results in the state in 2024 after the pandemic. Delivery on schemes for sanitation, clean running water, affordable housing, cooking gas for poor households, that have brought 250 million out of poverty nationally and about 40 million in Uttar Pradesh alone, was overlooked by voters, and younger voters. This does not change the path of modernization that countries such as China have taken and which require a strong administration with full public support working with industry and all parts of society to build infrastructure and manufacturing rapidly over 15-20 years. In China this happened from 1990 to 2010. In India this will take 2014- 2030 to achieve. In Bihar, UP, Orissa, Maharashtra, Andhra Pradesh, in all these states with large areas of backwardness in development the only path to realize the aspirations of the people is the path offered for modernization by prime minister Modi. The protest vote of 2024 is then a way of saying to prime minister Modi that the level of development needs only to be accelerated to see its benefits for hundreds of million of people in rural agricultural areas. ...

It happened even in Gujarat but was corrected in time by Mr. Modi.  This analysis in Indian Express says the reason the vote share of 36% led to 104 seats in 2019 and only 66 seats in 2023 is that a lot of the votes were concentrated not all over Karnataka as in 2019 but only in Old Mysore and in Bengaluru, and also in south Karnataka where it cut into JDS party votes without winning seats. Negative interest hurt the vulnerable the most- consider how much in interest would have to be deposited in retirement accounts savings of retirees to make up for lost interest over two decades. It could be in the hundreds of billions of dollars. It has added to the poverty in the Nation as interest income went gradually to negligible amounts. It also disincentivised savings,  and reduced the cost of capital so that hundreds of billions of dollars of retirees and other people's income was shifted into startups and dubious investments that did little to add to essential public services, education, healthcare, that would improve the quality of life for workers, families and children.It was in effect a misuse of economic policy to serve one section of the population at the expense of the large majority of the people in the Nation, and a shift of hundreds of billions of dollars over two decades from the vulnerable who needed it most to other uses. And aggravating the situation resulting from the failures in investing in manufacturing in the US that put whole communities at risk, neglecting the investment in infrastructure that helps ordinary people the vast majority in the nation the most. Only now are these investments being taken up by the Biden administration reallocating funds to infrastructure, manufacturing and clean energy, to retirees, and to communities across America. During this time of two lost decades for America, and into the future, the great nations of Asia, China and India, have advanced and are advancing with focused attention on the needs of all the people in their nations, and most importantly of all in advanced infrastructure and advanced manufacturing.  ...

After over two decades of focus on GDP growth targets, China under prime minister Li Keqiang is giving more emphasis to job growth and problems of air pollution, education, and quality of life indicators. Premier Keqiang tells a news conference in Beijing in March 2014 that China needs to create 10 million new jobs each year. More bond defaults can be expected as the financial system is being changed with new rules. Li says China will no longer be "preoccupied" with GDP growth targets. Lee Zeldin said "climate change is real," and DJT was talking in "the context of the economic cost of some policies where there is a debate and a difference of opinion among parties."

In responding to Senators Lee Zeldin promised cooperation with a bipartisan spirit to tackle climate change, talk to other countries including China about climate change action, and work with individual states including Alaska and Utah which have clean water and air concerns. His demeanor and responses were calm and collected and expressed a desire to fulfill the hopes of most of the Committee Democrats and Republicans through actions of the EPA on climate and the environment.

Simon Jenkins of The Guardian says it is time to clear some of the myths around migrants, tariffs, and NATO and in this way action by the current Republican administration can be a positive step. Jenkins says DJT is moving quickly in the first 100 Days because most presidents get only 2 years to make changes before losing the House or the Senate making legislation difficult to pass. If it appears that things are happening on many fronts too quickly that is just the nature of things under a democratic process where checks and balances mean all three parts of government- executive powers of the president are balanced by powers of Congress and of the Supreme Court. Jenkins points out that action on migrants with the unease about millions of migrants coming in illegally, putting tariff barriers to bring manufacturing back and rebuilding America's forgotten middle class, cutting the bureaucracy and misuse of funds, sending education back to the states, and rethinking NATO bringing Russia back into the community of nations, will have long term positive effects long after the chaotic nature that they appear in the news cycle and the media presentation has passed. He cites China being invited back into the community of nations under Nixon. And today disarmament possible only by working with Russia, when China is moving in the direction of increasing nuclear missiles with trouble spots in Taiwan. He does not mention the sending back of about 1 million people back to Mexico under President Eisenhower in Operation Wetback in 1954, Harry Truman a senator from Missouri who led the effort to cut waste and fraud in government spending in the Second World War, the ED Hirsch graph showing reading comprehension scores of American K-12 headed one way - straight down since the 1960's showing education is failing in the US and needs parents and states to come up with new solutions.   ...

 President Trump says China is backing off in negotiations to address U.S. demands for a fair relationship on trade. He says the U.S. will increase tariffs from 10% imposed in September 2018 to 25% on $200 billion of Chinese goods starting May 10, 2019. China has put tariffs of 10% on $60 billion of American goods exported to China responding to the American tariffs in last September.  The U.S. says since China joined the World Trade Organization in 2001 with the approval of president Clinton it has unfairly benefited in trade with the U.S., leading to closure of factories and loss of jobs in the U.S. with state subsidized Chinese exports to the U.S. contrary to the spirit of the WTO and its rules. China has made promises to correct this and not kept them says the U.S. side in negotiations led by Robert Lighthizer. The tariffs moves are a tactic of president Trump to get China to relent and make fundamental changes in the way it exports to the U.S.  So far the Chinese response has been tit for tat. But this can change. As this report points out what is already known that China benefits far more and exports far more to the U.S. than the U.S. does to China. The $60 billion of American goods exports on which China placed tariffs represent two fifths of China's imports from U.S. With smaller exports from the U.S. to China, China has not much leverage in trade negotiations in this kind of tit for tat retaliation. It hurts China's exporters and economy much more than it does U.S. consumers. The increase in prices for U.S. consumers are also not expected to be significant, according to this report in the NYT, if China increase tariffs further. Aware of this and China's belief that past administrations have not responded is a guide to what the Trump administration can or will do, has convinced president Trump that there is no other way to get a fair trading relationship that respects U.S. interests, its jobs and workers. As Robert Lighthizer who leads the U.S. negotiating team faced this type of response from the Japanese when he negotiated with them (shoving off U.S. demands to reduce Japan's trade surplus in the eighties before accepting them), the U.S. thinks this strategy will work again. In any case it sees no alternatives to achieve its goal of a fair and balanced trading relationship. The U.S. international trade deficit in goods was up to $891 billion in February 2019 even after the tariffs on Chinese goods in September, showing that it will take a lot more to turn this as well as other trading relationships around.   ...

This piece in the WSJ misses a deep understanding of India just as the US media failed to understand China in the years of Japanese imperialism in Asia. India with 1.4 billion people and Indonesia with over 300 million people form 1.7 billion people moving towards modernization by 2047. Much of this will accelerate and be achieved by 2037 by which time India will have the third largest economy in the world and have one that is likely to surpass China in its dynamism and youthful energies. DJT's first responsibility was to America and the World- to bring a quick end to the war in South Asia, and the presence of nuclear weapons is a factor too important for the president to not take this responsibility seriously. DJT also made it clear that the economy is where it is all going to happen- the modernization of India and Indonesia in the way the US had helped each of these nations modernize- Japan, South Korea, Taiwan, China, and now India over 1900-2037. The 2018 state elections leave an inconclusive result says Soutik Biswas of the BBC.On one side an arrogant government and on the other side a older party from the Independence struggle that has not developed younger leaders and lacks a compelling narrative. Rajasthan has tended to give only 1 term to an incumbent government, and in Madhya Pradesh Congress party had 113 to BJP's 111, a very close vote, with the BJP facing anti-incumbency sentiment in an effort to win a fourth time in succession.  A lot depends on regional allies for the Congress says Biswas, and here it is not clear how well this will work. The Modi government faces discontent of farmers, and the loan waiver for farmers promise by Congress helped it with voters. In the general election much also depends on how well prime minister Narendra Modi keeps the narrative focused on development and retains the support of younger voters, and his personal popularity. This only leaves an embattled Republic between a government that has struggled to create jobs and modernize the country even with good intentions, and a older centrist party that has not cultivated new leaders from within its ranks and lacks a compelling narrative to take the country into the ranks of close to developed nations the way its neighbors South Korea, and China have rapidly developed. ...

American companies have deindustrialized the US taking out it's manufacturing by shipping it overseas destroying the American middle class and working class.  An insult to the American worker whose pride and dignity and efforts rebuilt the world after the Second World War helping Europe and Japan, China, rebuild. Pouille and Thibault of Le Monde of France look at how China advanced in the years 2004 to 2024 and surged from 9% of industrial production in the world to 29% more than US, Japan, Germany and India combined.   This is also the period of three wars Iraq and Afghanistan and Syria and two presidents Bush and Obama 16 years in which the US took its eyes of the ball and let this situation take hold, which would inevitably lead to a response from the US which started with US president DJT in 2016 and is now in its 10th year. Having failed to limit the China 2025 Plan so that there is no overconcentration of manufacturing in the world disproportionately affecting the rest of the world. The consequences for the rest of the world are clear to see with the 1.7 billion people in India and Indonesia who were late in industrialization by 10-15 years compared to China, the deindustrialization of Europe and the US as this enters its final stages leading to the fissures in the societies of Europe and the US, the destruction of the middle class. ...

Ford. will still make $8 billion to $11 billion this year even after losses of $3 billion in electric cars. By 2026 Ford says it will earn 8 to 9 percentage points in profit from EV's. Ford is basically investing in the EV industry now for the long run. It is also part of the effort to move away from fossil fuels. Government incentives and subsidies will help companies and buyers of vehicles make the transition to EV's to fight climate change.  Companies that have not invested in EV's such as Toyota risk falling behind in EV's at a time when climate change is a major priority for buyers and governments around the world. Toyota is moving to a new CEO who can better take up the challenge of EV's. Under the previous CEO Mr. Toyoda Toyota clung to a mistaken belief that hybrid cars were all that is needed to reduce use of fossil fuels. German, Chinese and US manufacturers are taking the lead in EV's and Japan has fallen behind.  WSJ has never favored government subsidies and is critical for this reason. Yet it is clear that in some situations such as fighting climate change, building infrastructure, and redesigning the supply chain, government has to take the lead. Eisenhower in the 1950's with a government led effort helped build the national highway system, the first in the world. Biden is making a similar effort on multiple fronts. The redesign of the supply chain comes after private industry without proper direction from the government over concentrated manufacturing in China with Japan as a supplier into China. Presidents Bush and Obama wasted time and resources better devoted to national priorities at home on wars in remote places such as Afghanistan and Iraq. President Biden wrapped up the war in Afghanistan and completely disengaged from an area that is of no constructive interest to America. Resources are now concentrated in the right way on real national priorities from manufacturing at home to fighting climate change, fighting the cost of living crisis and building better infrastructure for workers and families. ...

US Trade Representative Lighthizer in the Report on China's Entry into WTO sees this as a mistake in the policy of president Clinton. Clinton has said that was a mistake. David Sacks raised this issue in a podcast with Larry Summers, an economist who was deputy to Robert Rubin and Deputy Treasury Secretary, then Treasury Secretary succeeding Rubin in 1999. Clinton on the advice of Rubin and Summers set up the framework for China to join the World Trade Organization without the safeguards and the setup that would prevent it using state capitalism and subisidies to build its own economy with exports, to ally with American corporations to support the outshoring of almost the entire industrial base of the US. Shocking as it sounds this has happened, had happened by 2016, when Donald Trump with the advice of USTR Lighthizer took the first steps to reverse this with Tariff policy, which was supported by president Biden, and continues in its new phase under DJT in 2025. Rubin and Summers had supported deregulation of financial markets and removal of the Glass Steagall Act by 1999. This was to led to the financial crisis of 2009 that was to be one of three body blows to the American working and middle class. The others China entering WTO without safeguards that led to deindustrializing US and loss of its manufacturing base, loss of 5 million jobs, tens of thousands of factories. This report in WSJ shows the European response to China's effort. A survey by the EU Chamber of Commerce in China shows 58% of companies have not been able to participate in Made In China initiatives. There is concern that global supply chains are not being utilized in robotics, aerospace, and electric vehicles, three areas under China's program.  62% of companies say they didn't know whether this was leading to increased discrimination against foreign companies.

During the period of the Fukushima nuclear disaster Akihito broke tradition to visit homes of survivors from the disaster kneeling in Japanese manner and talking to people like ordinary citizens. From Jakarta to Beijing Akihito brought a message that showed Japan's resolve to maintain peace with its neighbors in Asia, and heal the wounds left after the war under his father Hirohito. He made a trip to China in 1992 and acted as the chief emissary of reconciliation.  He drew his greatest contentment knowing that Japan has not lost a single life to wars since 1945.
