Here we learn that Judge Pal's opinion sealed a friendship between him and Abe's grandfather Nobusuke Kishi charged with war crimes but never tried. Mr Abe visited the Netaji Subhas Bose museum in Calcutta and said that he was determined to strengthen Japanese Indian bilateral relations that Bose wanted to see. A Nikkei poll shows only 36% of people in Japan support a reinterpretation of Article 9 of the Japanese Constitution to allow "collective self defense," and 51% disapprove. Prime minister Abe cites the need for "thorough debate," and legislative moves in this area will be held back, to gain support for reforms in the agriculture and other sectors. Abe appears to have lost some goodwill for reform measures to launch the Third Arrow. In an address to the Australian parliament in English Abe made a committment to the principle underlying Article 9 by saying- "This vow that Japan made after the war is still fully alive today." He also stated that Japan woud never let the horrors of World War II be repeated. Japan and Australia have agreed to share military equipment, and Japan has a role in developing a submarine fleet for the Australian navy of 30 billion Australian dollars (US $28.1 billion). At about this time in Beijing U.S. leaders for the foreign and finance ministries, Lew and Kerry, met for the Strategic and Economic Dialogue sixth round in Beijing's Diaoyutai State guest house. China's president Jinping, probably aware of the waves created by its own assertive stance in the region and the response of neighbors and Japan, said that the Pacific was large enough to accomodate both the U.S. and China....

Japan's Foreign Minister tells Martin Fackler of the NYT in an interview that the Abe government will follow previous governments in the postwar period that apologized for colonial policies that caused suffering in other parts of Asia. He repeatedly calls for Japanese to be humble about the past. Previous statements by persons seen to be close to the government, including the head of NHK broadcaster, were interpreted negatively in S. The 22 states that formed the state of Rajasthan 22 months after independence in 1947 were part of the Rajputana Agency under the British Empire in India. It spanned 330,000 square kilometres with an agent under the Governor General in charge at Mount Abu. All had Hindu rulers except Tonk and most of them were Rajput except for Jat rulers in Bharatpur and Dholpur. These states were not affected by the 1857 revolt against British rule because they remained loyal to the British. Sardar Patel, deputy prime minister, headed the States Ministry with VP Menon as Secretary. The integration to form the new state happened in stages. The first union was the Matsya Union of Alwar, Bharatpur, Dholpur, Karauli, at the eastern edge of the Rajputana Agency by March 18, 1948. Nine other states near Udaipur in the south east merged to form the Rajasthan Union by March 25, 1948. On March 30, 1949, Patel pulled in 4 states bordering Pakistan, Jodhpur, Jaisalmer, Jaipur, and Bikaner into Greater Rajasthan. The Matsya Union was merged into this state. In 1956 under States Reorganization Act Ajmer was added from federal rule and Abu Taluk was integrated into Rajasthan. ...

He sees this happening through monetary easing by Japan's central bank. At a rate of 85 yen to the dollar or above Japanese exporters would be in a position to become profitable and pay taxes. Abe says central banks around the world, including the U.S. Federal Reserve, are printing money to support their economies and increase exports. Switzerland and S. Global Foundries was created in 2009 when AMD spunoff its manufacturing operations, including its chip making operation in Dresden, Germany. It is now owned by Abu Dhabi based Advanced Technology Investment Company, after AMD gave up its 8.8% stake in the company and paid $425 million to Global Foundries to be able to source from other companies. The agreement waives a requirement that AMD source wafers based on the new production processes and technology from Global Foundries and allows negotiation of prices. Global Foundries had difficulties in making circuitry that measures 32 nanometres on silicon wafers.

Haruhiko Kuroda, 68 years old, a senior finance ministry expert who ran the ministry's currency policy as vice finance minister for 4 years in the early 2000's, is prime minister Abe's nominee for central bank chief. He lectured at Hitoshibashi University for two years before becoming the head of the Asian Development Bank. His book "Success and Failure in Fiscal and Monetary Policy," is critical of the Bank of Japan for mistakes in being first too accomodative in monetary policy to set up the 1987 crash, and then tightening too quickly leading to the deflation and recessions of the last two decades. By choosing an expert with a long experience in the field of monetary policy and a vigorous advocate of getting things right to shake off the deflationary trends, Abe is sending a strong signal to financial markets. Kuroda says he is looking at a shorter time frame to achieve a 2% target for inflation- about two years. In essence Kuroda is taking a page from the policy book of a small group of MIT trained economists, Bernanke at the U.S. Federal Reserve, Draghi at the European Central Bank, and Mervyn King at the Bank of England to boost domestic economies in the context of increasing global growth. The yen weakened to 94.77 to the dollar on Feb 25, 2013, after the announcement. Abe's nominee for one of two deputy governor appointments is Kikuo Iwata, a 70 year old economist who was also critical of Bank of Japan monetary policy since the 1990's. The Abe administration has also carefully communicated this message. Speaking at the Centre for Strategic and International Studies in Washington D.C. Abe said Japan's goal was to increase exports, but at the same time it will increase imports which should benefit the U.S., China, India and other countries. He described a recovery in Middle America from the Dakotas to the Carolinas and sees something like this happening also in Japan. Even the appeals to nationalist sentiment are also coupled with the message to China and S. Korea of not climbing up the escalation ladder and seeking good relations to promote mutually beneficial development. Abe's focus is on building the U.S.- Japan relationship....
