For doctors and para medical manpower a comprehensive network of AIIMS and modern health institutions is being setup, and one medical college is being setup for every 3 Lok Sabha parliamentary constituencies. A new anticorruption Lokpal bill is passed in parliament by the ruling Congress party. It does not include the Central Bureau of Investigation under its purview as proposed by Anna Hazare, leader of the protest movement for better governance. In a nationwide television address prime minister Modi of India calls for a Janata Curfew on Sunday March 22, for a test of people's self-discipline in fighting the coronavirus. He urged people to not go outside of their homes from 7am to 9 pm voluntarily in this curfew. The aim is to build public consciousness of the need for social distancing and staying away from crowds and people gathering, as an effective way to prevent spread of coronavirus. Only health care workers and people who provide essential services would be outside. He asked that at 5 pm on that day people ring bells to thank health workers and others who are doing what is necessary in the health crisis.

The prime minister said there should be no hoarding as the government will ensure that there are adequate supplies. He said an Economic Response Task Force has been setup under the leadership of the Finance Minister that will decide on an economic relief package.

India UK trade has been neglected over the years. In 2021 India accounts for less than 2% of total UK trade. During the period before the pandemic 2010 to 2019 UK exports declined by 3%. During that time the US increased exports to India by 79%, Canada by 62%, and France by 58%, says this report in The Guardian. This happened even though India is the leading country in the British Commonwealth and one would expect much stronger trade ties. This is one reason UK prime minister Boris Johnson is putting a high priority on building up trade with India during his visit to India. Indian exports to China declined in the covid pandemic years when China experienced little or no growth. This has worsened the trade deficit, yet this is temporary. Imports have worsened with Chinese dumping of products into the country. This should not alter India's policy of building close trade and investment relations with the US and the European Union as its main partners. This is also consistent with the prime minister's Atman Nirbhar Bharat policy. The author of this report in Hindustan Times says policy should integrate India with China and Factory Asia, yet this ignores India's growth trajectory as it is only now building up momentum and will for the next decade see the kind of growth Japan and China made in their peak growth period, even as China slows down and forms a smaller part of the global supply chain. US policy is for India to form the major part of the supply chain replacing China at some point as the leading supplier, even though it is moving gradually to get there. Telgu Desam Party (NDA)  won on the platform of a double engine government at state and federal levels to create jobs and modernize its rural agricultural economy. In the last 2019 election the Opposition YSRCP party won almost all the seats in the state assembly and in 2024 lost almost all the seats. In 1995 Telegu Desam Party joined Atal Bihari Vajpayee's BJP to form a government and during elections that followed for Vajpayee's 5 year term (1999-2004) he was part of the NDA. He has served three terms as chief minister of Andhra Pradesh, two terms before Telengana was formed and one term after Telengana split off from Andhra Pradesh. Andhra Pradesh is centered around the Vizag region on India's south eastern coastline and the cities of Vijayawada and Guntur with a 1000 kilometer coastline on Bay of Bengal. ...

Second action to make the kind of infrastructure that would set a new standard in the world. Third a "sabhi ke sapno ke aadhar," taking everyone along, be technology driven. Third action celebrate and build on India's vibrant demography, once seen as a weakness this will be turned into a strength. Fifth action be Demand driven - "demand or supply chain puri samtha ke saman karne ki jaruat che." The demand and supply chain  should be taken good care of. That also means be local and local manufacturing. Be vocal for local is the new message said Modi, because this is what worked and is saving us in the pandemic. As external supply chains failed countries in Europe and North America, it is the local supply chain for medicine, health care equipment, and food supplies, local technology for citizen id and bank accounts for direct deposit, agricultural supplies, strong and large national postal and rail networks and millions of employees spanning the country in all directions, that have proved of amazing value in this crisis. US and Iran accept Pakistan's mediation of the war with a 2 week ceasefire and opening of Straits of Hormuz- April 7 2026. The mediation by prime minister Sharif of Pakistan gave both sides in the war a way to back down. Both sides agreed to talks in Islamabad, Pakistan. As a partner of Pakistan, China may also have a role in setting up a settlement as China and Japan have the most to lose from the Straits of Hormuz being closed, oil prices rocketing up to $115 and higher, and even a prolonged shutdown of Hormuz Straits. Both China and Japan get 90% of their imports from Hormuz Straits. Oil prices drop to the $100 level from $115 after the announcement of talks in Islamabad. This is not a long term settlement. After the two weeks US president meets president Xi of China in Beijing shortly afterwards on May 14-15. It is likely that preparations for that trip will involve China and Pakistan working together to get the US and Iran to agree to an extension of the ceasefire. One outcome of this war is as Le Monde has noted- the unreliability of Hormuz supplies and shift to imports from US and Venezuela and other parts of the world for fossil fuels. And with this a renewed effort to reduce the fossil fuels needed by accelerating renewable energy supplies in Europe, India and China. More attention will also be focused on reducing the proliferation of nuclear weapons by all major powers. Removing US involvement in NATO may also turn out to be positive in some ways to bring Russia and US as nuclear powers to better working relationships, and reduce the nuclear arms race and weapons race. For Europe it means meeting needs of Ukraine and improving military capabilities. The overall result may be positive for all countries. The Middle East region will be seen as one in which no powers should get involved in and the Middle East will also find it has squandered its valuable oil dividend in five decades of wars and mismanagement and fall behind the rest of Asia and Europe, the US in economic progress and development. ...

Charan Singh, who is given the Bharat Ratna to honor kisans and farmers of India comes from a generation of leaders in Uttar Pradesh, India's largest state, that includes Govind Vallabh Pant and Lal Bhadur Shastri from agrarian communties in the Ganges plains. This group of younger leaders joined the movement for independence under Gandhi and was elected in the Assembly elections of 1937, the first attempt at self rule in India under the British. He served in the first government of the state under Pant as chief minister. As finance minister in the government he conducted reforms to help farmers, for zamindari (large landholders in the British system) abolition and land ceiling. He became chief minister of the state and was popular with farmers, including Jats, Yadavs, Kurmis and Gujjars. With the socialist movement in the state led by Ram Manohar Lohia creating a new mood in the state in the 1960's posing a challenge to the Nehru government, the first government of parties including the socialists and the Jan Sangh the predecessor to the BJP of today, was formed in 1979 with Charan Singh as prime minister.  ...

It took 75 years for a British prime minister to visit Gandhi Ashram on the banks of the Sabarmati river in Ahmedabad. George Bernard Shaw, the English writer, in a handwritten note at the Nehru museum in Allahabad after meeting Gandhi says "ask somebody 100 years hence" about Gandhi's contribution to the world. Today it is more clearer than ever. Mohandas Gandhi wrote Hind Swaraj on a ship from South Africa to London in 1910 after negotiating with the British government on behalf of Indians in South Africa. In 1915 Gandhi returned to India and used his savings to buy 110 acres of land for the ashram on the banks of the river Sabarmati in Ahmedabad. By 1923 Gandhi was questioning the expenditures of the British government that did little for the development of the country and a budget that was focused on military expenditures, in his magazine Young India, with nothing for developing the country except for railways and transport. Gandhi launched his non cooperation movement for self-rule or Swaraj from the Ashram. By 1937 elections were held and the first provincial assemblies were set up in an experiment for self-rule. In 1930 the Salt March for noncooperation in the British salt monopoly, salt seen as the common man's right, was launched from the Ashram. In 1942 the Quit India movement was launched in the middle of World War II. In 1945 after Labour party's Clement Atlee won the election in a landslide against Winston Churchill the path opened for Britain to start negotiations with Gandhi for independence. In 1947 India was free. Why 75 years for a British prime minister? Much of the period after 1950's was lost in the recovery from partition, wars on Kashmir, China's entry into Tibet and the invasion of India. The non aligned movement under Nehru and Indira Gandhi and successor governments to 2000 appearing more as voicing a grievance for being left out led to an ambivalence of the US and UK towards India, and reflected a period when India was small in economic terms and lacked the opportunity to find its place in the world as a country with the largest population in the world. Which today with with Bangladesh and Indonesia sharing a common history of Hinduism and Buddhism represents 1.6 billion people. In the Nehru home museum in Allahabad there is a hand written note by British writer George Bernard Shaw who visited India and the Nehru home. It says it would take maybe 100 years before the world realized the significance of what Gandhi had done and only at that time would the world truly understand Mr. Gandhi. Mr. Boris Johnson's effort to make up for 75 years that went by without UK prime minister's visit to Gandhi Ashram in Ahmedabad is one such moment that George Bernard Shaw had seen coming.  George Bernard Shaw's handwritten not at the Nehru Museum in Allahabad says- "What is the place of Mahatma Gandhi in political philosophy? President Trump says the terms set in the deal Boris Johnson negotiated with the European Union preclude any deal with the U.S. He says after looking at the agreement that "we can't make a trade deal with the UK."  Trump made similar comments for prime minister Theresa May when he said that May's strategy for Brexit would "kill" any chance of a trade deal with the U.S. Mr. Boris Johnson, UK prime minister, has promised to negotiate a free trade agreement with the U.S. after delivering Brexit. This could have an effect on Mr. Johnson's election campaign.

Shehbaz Sharif 70,  is the younger brother of a three term prime minister of Pakistan Nawaz Sharif. He ran Punjab province, the country's largest state when his brother was prime minister. In this way he brings substantial experience to the problems of the economy that now face many developing economies such as Pakistan.  First on the agenda is to normalize relations with the US, rebuild ties with India, and restart negotiations with the International Monetary Fund. Pakistan faces severe inflation of 14% and devaluing currency that makes imports costlier as the foreign currency reserves have dropped to alarming levels of $24 billion when annual import needs are at about $56 billion. This has a direct impact on cost of living, standards of living and on industry. Shehbaz Sharif understands the situation and has said restoring the economy "will take effort, effort and more effort." A similar statement has been made by Mr. Modi in Hindi "sab ka viokas, sab ka prayas" which also mean effort, effort and more effort, which all of South Asia and Bay of Bengal, and South East Asian countries needs considering the impact of Covid pandemic, and now inflation from the war in Europe hitting food supplies. The situation is grim in other parts of South Asia- in Myanmar, in Sri Lanka, in Thailand, Malaysia, Vietnam, Indonesia. The popular sentiment is also shifting as seen in the Indian part of the old British Punjab province. Mostly Sikh this part of old Punjab state in India made a complete change bringing in a new party Aadmi to improve the economy and provide good governance. WSJ's reporters Meichtry, L, Pokharel, and Soon look at the extraordinary rise of Gautam Adani through his efforts to develop reclaimed land at Mundra port in the state of Gujarat. Adani who started with a small family owned plastics maker in Ahmedabad developed Mundra port around 2001 with the help of the Modi administration. Modi saw the electricity shortages in Gujarat as an opportunity to tackle India's chronic electricity shortages. Adani's early development of a deep water port at Mundra offered both Modi and Adani the opportunity to tackle the electricity shortages by bringing coal in large ships to Mundra in the way that China was already doing by 2005 in its own efforts at industrialization. So deeply immersed was India under the Congress Raj of licenses and closed economy that India's established business failed to see what China was doing to break into the ranks of industrialized nations. India's first prime minister Nehru had build a command economy where not much happened without government licenses and approval often riddled unwittingly with corruption. Modi needed someone outside the established companies operating under the Congress Raj command economy and with a vision of an India with abundant electricity to take the risks Chinese companies were taking to build an entirely new economy. By 2005 Guangzhou was importing coal with large ships from Indonesia and Australia. State owned companies moved slowly and would take years to develop the port capacity. Using China's example Modi pushed ahead with Adani on a rapid time delivery making Mundra a Special economic Zone and helping to connect Indian Railways to the port of Mundra for coal deliveries. Adani Enterprises built the thermal power plants near Mundra and build electricity transmission lines on a rapid mission mode giving Gujarat abundant electricity supplies and giving Gujarat state in northwestern India a great leap forward in the way China was already doing right in front of everyone's eyes by 2005 with world class ports built at Guangzhou, Shanghai, Shenzen, Hong Kong and logistics connections set with the help of Maersk.  Maersk is now doing the same for modern logistics in India in collaboration with the Modi administration.  Modi and the younger generation of aspirational youth in India see a New India that can break into the ranks of the largest industrialized nations with world class infrastructure in the way China has done, and use new technologies with innovation that will speed up the process in a way that the world has never seen. A quick look at Mundra Port in Wikipedia shows the timeline, It starts in 1998 when Adani Port Ltd was setup and Mundra port work began, 2002 the port integrated with Indian Railways, 2003 when it was made a Special Economic Zone by the Modi government in Gujarat, 2007 when IPO of 40 million shares at price band of around Rs 400 was done.  The Biden administration and the Trump administration support India's efforts to build a new modern economy with a rapid shift to renewable energy. As India is building the ports and logistics with the help of Maersk and other companies in the European Union, president Biden is working with prime minister Modi to build a new supply chain that removes the overconcentration of manufacturing and supply chain logistics in China. This means new ports with the latest technologies in India to handle shipment to the US and the EU. Jake Sullivan set out the goals for president Biden to accomplish this task in meetings with his Indian counterpart Ajit Doval this week on iCERT. President Biden and Republicans, Germany and the EU, see India as a critical part of the Initiative on Critical and Emerging Technologies, and the new supply chain. For the Adani Group the IPO pause offers an opportunity to do what Nirmala Sitharman has done in the Indian Budget this week- build a stable growth path ahead for the long term in line with India's Amrit Kal the next 25 years to centenary of freedom in 2047. Nirmala Sitharaman set a goal of rapid capital spending and investment increasing capital spending in 2023 by 33% in 2023 over 2022, yet maintaining a stable fiscal path by keeping the deficit below 6%. ...
