This WSJ report says IRS is working on collecting $10.7 bill in taxes from Amgen for the shift of $14 billion in profits to its Puerto Rican subsidiary. Puerto Rico is considered a foreign country for US tax purposes, and by locating profits there Amgen paid much lower taxes than most companies. In 2013 this was effective tax rate of 3.5%. Now this is coming into careful scrutiny from the US government as president Biden plans to generate revenues to pay for the shift to renewable energy to combat climate change with COP26 commitments by the US, and to reduce pharmaceutical cost inflation for the US public. This is the idea behind the $369 billion Inflation Reduction Act of 2022, both a climate and a tax bill that is being passed in the US Congress.

This bill is the biggest climate change bill in history and yes it depends on revenues from fair taxation that has not happened till the Biden administration's resolute effort in this direction.

In the meeting in the Oval Office Biden and Modi had this to say about India US relations. Modi called it a "transformative" decade. Mr. Biden called it a "new chapter" in ties, taking on tough challenges in coronavirus vaccines for the rest of Asia outside India and China, tackling climate change, and ensuring rule of law in the Indo-Pacific region.  Biden's view- "I think that the relationship between India and the US, two of the largest democracies in the world, is destined to be stronger, closer, tighter, and I think it can benefit the whole world." A look at the US under the Biden administration shows a US that is very different from that of the US in the period of presidents since Harry Truman when he met Jawaharlal Nehru at the White House in October 1949. Biden sees the US needing renewal of its infrastructure, reviving worker incomes and families, regaining its leadership of the free world, for its role and place in the world. Throughout the period 1949 to 2020 for 70 years India was never seen as a modernizing nation of 1.2 billion people. For most of this period it lacked the good governance and speedy implementation of modernization of economy that is essential for a truly good relationship. By releasing the potential of the younger generation in a country where people under 35 years form the major part of the population, with good governance and development agenda, the Indian prime minister has changed the entire dynamics of the India US relationship. This is happening in the way China had done in its relationship with the US after 2000 by modernizing the country. India is now the country with huge potential and the country the US sees as helping it build its own role and place in the world. The sheer size of India and its population with countries around it in the east such as Bangladesh, Indonesia, Malaysia and Vietnam with shared values in south and southeast Asia bring together a population of close to 2 billion people much larger than China, to determine the direction of Asia.  This is the new chapter that president Biden has in mind, and it is also the "transformative decade" in the eyes of prime minister Modi as India finally puts behind it years of bad governance, and speeds up modernizing its economy.   ...

No one in Northern Ireland wants to go back to the sectarian clashes of the twentieth century says one resident of the region. Most people recall the divided barricaded border with watchtowers and helicopters with extreme anguish. All that was dismantled long ago. But Northern Ireland still looks to the outside for help. Starmer attributes his decision to go into politics to this experience seeing the changes he could make in Northern Ireland from the inside. Joe Biden was about 78 when he entered the presidency. Reagan ended his presidency at age 79 in 1989. It is about 35 years since Reagan, and advances of medicine are making it possible for people to work longer with retirement ages extended to age 65 in many countries. Mr. Biden looks healthy and brings much experience from his decades in the Senate of the US. His 36 years in the Senate are the longest for any president. Turning 80 should not be a hurdle in that sense if one is healthy and the country needs this experience. During a foreign affairs crisis with China and Russia this experience of 12 years as ranking member of the Senate Foreign Relations Committee is invaluable. More so as Biden reflects America's values. During his 36 years in the Senate he put forward the Violence Against Women's legislation in Congress. As Vice President he continued to advocate for working class and middle class and for families. One has to go back to Harry Truman to sense this kind of fervent and resolute action for workers and families, and for the American people. As president he passed the $1 trillion legislation for Workers and Families and to fight Climate Change. Building America Back Better is one of its goals and further investment in America and its people is being pushed forward.  Mr. Biden is living at a time when there is a struggle for the soul of the nation and he believes in his role in this struggle which gives him the energy he needs for his role in 2024 for continuing the work he has begun. ...

This inflation is different from anything that happened before as it is driven by both demand and supply side situation. Seeing it as only demand side and acting on that would only damage the economy, says Greg Ip in the WSJ. On supply chain shortages there is little the government or the central bank can do to fix this in the short term. This is also why the Families and Workers Plan and Infrastructure plan of president Biden with about $2 trillion dollars in spending is not expected to cause much impact on inflation. The Fed is carefully looking at the situation because of the unique nature of the problem in 2021 to avoid any missteps that hurt the US economy and US growth for the coming decade, on which so much of the hope of America and the world rests.

Japan's military budget will become the third largest after the US and China and take on offensive capabilities, under the new plan of prime minister Kishida. More than half of Japanese now support Japan taking on this role in defense against China and to ensure an open Indo-Pacific. The military buildup calls for $320 billion in spending over 5 years to deter China, and includes missile deployment. The national security paper released in Dec 2023 says- "The strategic challenge posed by China is the biggest Japan has ever faced." The sense that one gets from the confirmation hearings for Pam Bondi is that after Matt Gaetz pulled out, Pam Bondi with her relaxed and thoughtful manner, her experience as Attorney General of Florida, is a decent choice. Most Senators felt she had the votes for confirmation. She brings the same skills for Republicans as Susan Wiles, DJT's chief of staff- she brings a calm demeanor to balance DJT's penchant for speaking in a blunt manner.  Pam Bondi confirmed that if nominated as head of FBI Kash Patel would report to her. Chris Coon accidentally calls her "Attorney General," and says he looks forward with working with her. Coons is the Senator from Delaware that was closest to president Biden.  Senators questioned Pam Bondi, a former Attorney General of Florida who has done work for companies seeking to work with DJT, and defended DJT in the first impeachment hearing, at her confirmation hearing in the US Senate. The back and forth exchanges happened with Democrats Adam Schiff and Hirano. With Padilla Pam Bondi was not given the opportunity to respond as he insisted on a yes or no answer. Democrats Schiff wanted to know whether she would investigate Lynn Cheney or Jack Smith. Bondi said she had not seen the file and it would e improper for to say anything without studying the matter, and that she did not want to drag politics into the work at the Justice Department as had been the situation before. What has happened that makes it so hard for Democrats Biden who stood on a picket line for the UAW autoworkers union, Harris fighting for workers, that they cannot easily convince workers that they are on their side? It is because compared to 1980 not the lowest income groups but the "downwardly mobile" white and other groups without college degrees have taken the brunt of the loss of manufacturing jobs. It is why the "zero-sum" stories of the former president have appeal to some workers who have lost the most from deindustrialization of the US. Even though Biden, and Harris, have fought hard and are putting in place the policies for the fight to reindustrialize America by taking old plants and modernizing them one by one across the country. No one has ever done this before including years in which the former president was in office. In these visual graphs it is easy to see the sharp decline in incomes and status in society of workers without college degrees as the economy changed after 1980 sending steel, auto and other industries to Asia. By 2024 these workers lives had been upended by the loss of these industries and the hope for income and place in society that existed in 1980. Every US president from Reagan through Bush, Clinton, Bush, Obama, Trump had failed to address this. Biden was the first president to take this up but too much has happened with to reverse this in 4 years, the pandemic, inflation from loss of supply chains to Asia, and wages not keeping up with cost of living.  NYT's Badger, Gebeloff and Bhatia show analysis of the economy, incomes and jobs in 1980 vs the economy, incomes and jobs in 2024 for persons with a college degree and without a college degree.It shows the sharp differences in the eastern Midwestern states of Michigan, Wisconsin, Indiana, Ohio and Pennsylvania over 4 decades of job losses, loss of income status and self worth for men without college degrees. With their jobs in manufacturing disappearing also disappearing was the middle class lifestyle- of owning a house, having a cottage or boat in the countryside, and sending kids to college. ...

Mr. Trump saying wage negotiations not important as he visits Drake Enterprises, automobile parts supplier, in Clinton Township, Macomb County, Michigan. The Guardian reports most were small business owners, with  few autoworkers. Enthusiasm of small business owners high for Trump in this swing county in Michigan. In stark contrast to the 2016 campaign president Biden was seen the previous day with a bull horn at a UAW auto workers strike picket line, becoming the first US president in history to do this. Biden said "workers built the middle class." Trump said China was the enemy not low wages or incompetent bosses, saying "the current wage negotiations are not as important as you think," when workers had tiered wages from previous concessions on wages, with entry level wages starting at about $17 an hour. That is only slightly above the $16 minimum wage in California. America in the Clinton-Trump world had truly forgotten that workers in its factories built America, and workers families made America what it was for most of the century since Lincoln and the Industrial Revolution. ...

The editorial says the US Congress is not showing interest in the origins and the US president Biden has to take up this- some readers might have a question what would make the US Congress not interested in this when coronavirus has affected the US, India, Brazil, Europe, and the poorest countries on earth in unimaginable ways. Can such important matters as world public health fall under the authority of one person, such as Dr. Fauci and other health officials from one country or two countries, when other countries such as India, Brazil, UK, France, Italy, Germany, EU countries, are gravely affected. Global public health has suffered badly and billions of people around the world, in the poorest countries as well as the people in US and Europe have suffered unimaginably in 2020 and 2021 as a consequence of poor decisions. Much needs to be done to get the people themselves informed about public health and how it can be shaped in the future. ...

US House Speaker Nancy Pelosi will spend Tuesday night August 2 in Taipei, Taiwan. China has threatened severe consequences and Taiwanese forces are on alert. Yet with over $1 trillion in China's exports to US and EU in 2021 the response will have to take this into account as also the US and EU to redesign its supply chains. This is the first trip of a senior US official to Taiwan as Speaker Pelosi comes next to the Vice President to succeed the presidency. The US response to the Russian attack on Ukraine was made in Biden's word as a deterrent to China in its role in the Indo-Pacific region. The Pelosi trip may be a reflection of this policy that seeks to maintain the US position that Indo-Pacific is international waters, that US policy will continue as before undeterred by actions such as the Russian attack on Ukraine with the support of China. And that US will engage fully with allies in the Indo-Pacific- Indonesia, Singapore, Malaysia and Taiwan. And that is doing this with the cooperation of its allies in the region- Australia, Japan and India. US and EU imports from China are $541 and $522 billion over $1 trillion for 2022. Loss of even a significant portion of these exports from major tensions in the region would have a severe impact on Chinese economic growth. The US and EU are already engage in redesigning the supply chain and would also face problems in a transition similar to the gas rationing in Germany after cutoff of Russian supplies. The Guardian's Greenhouse says the UAW sees the tariff action with 25% tariff on cars imported into the US starting April 2 2025, as a positive step.  Shawn Fain of the UAW who had the support of president Biden during his term 2020-2024 says DJT's actions match those taken by Biden to help working class Americans and the middle class. Supporting the president “for stepping up to end the free trade disaster that has devastated working-class communities for decades”. “Ending the race to the bottom in the auto industry starts with fixing our broken trade deals, and the Trump administration has made history with today’s actions.” Greenhouse is concerned that the way it is being implemented can create problems with tariffs on one day and off the next. The reason for the on again off again action was to give Mexico, Canada, and China time to respond with action they have not taken on fentanyl flows into the US, and Mexico time to address migrant trafficking across its borders. The US International Trade Commission study in 2024 on the 25% tariff on US auto imports cited by BBC shows it would reduce imports by 75%, increase prices by a modest 5%, and increase revenues of auto makers in the US by 5%. Figures such as prices going up by $6000 may apply to BMW's that are imported from Germany and carry high price tags for a very small very affluent customer group unrepresentative of the US automobile market. ...

The vast Permian Shale Basin is becoming more of a factory with disciplined large producers in 2024. More than one third of the production is from three producers Diamondback Energy, Exxon Mobil and Occidental compared to 30 mostly wildcatter companies in 2014. These companies are not likely to increase production in the way smaller companies did over the last decade when they increased production by over 10%. 

Over the period from now 2024 to 2030 production increases will be limited by geologic limits, older shale fields. Most onshore basins outside of Permian in the US are actually declining in production and production there is at about 4 million barrels a day.

Total production is about 13 million barrels of oil a day under president Biden and will only reach 13.5 million barrels a day by 2030. Employment 200,000 at the peak in 2014 is now a little over 100,000.

Cost of Living action is No 1 on voter priorities. "Drill, Baby Drill," is the whole Republican party platform for cost of living action. What is the Harris Democrats policy plan for cost of living action? WSJ says it is spending blowouts that caused inflation, the Green New Deal, entitlement expansions and student loan forgiveness.The real reason for the increase in cost of living comes from the overconcentration of supply chain by American business in China, on which every president Bush, Obama, Trump, did little or nothing. The lack of an effective vaccination program and ineffective vaccines in China by 2021 and 2022 led to the loss of the supplies from China leading to shortages for automobiles parts and other supplies and surge in prices in 2021-2023. Powell and the US central bank correctly raised rates but cautiously and waited for this to correct, president Biden brought manufacturing home through huge investments called the "spending blowout" that brought down the inflation from 9% to 3%. Some of that "spending blowout" went to chips and science to correct the errors of American Business and Reagan-Friedman theory of the Republican party that created this problem with a culture of utter  indifference to the ultimate costs of who makes what and where. The Inflation Reduction Act also tackled higher health and other costs paid by American workers and families, and invested in public services and in repairing the dilapidated crumbling American infrastructure. Are Republicans saying let the roads, bridges, airports, built in the 1940-1960's heyday of American industrialization as China and India's is now, let them crumble? What do the educated minds of the WSJ Board say about coal in China and India and their effects on their massive use multiple times that of US and EU in history, is it not damaging to the environment and why the Chinese realized the health in North China with coal winter use was worse than in South China cut their coal use. Are they saying lets burn fossil fuels and ignore, and if investment has to be made in solar who is going to do it? Is it Ok for Republicans thet we just import from China all our solar panels indefinitely into the future. "Green New Deal" is just a perjorative term, policy has to be made thoughtfully and without prejudice or bias of any sort for the best that we can do for the American people, ignoring so called "right" or "left." Doing what is right, what makes sense, is a lot harder.     ...

The US is on track to bring back 350,000 jobs in 2022 that were taken overseas during the two decades of hyper growth in China, according to the Reshoring Initiative. A false idea was created mostly by economists and business that shifted jobs to China during two Democratic and one Republican administration, the Clinton, Obama and the Bush administrations, that this would benefit the American workers and families through lower prices at the retail level. It ignored the severe damage this would do to jobs, incomes and whole communities when factories on which they depended for a living were shipped overseas. It damaged labor in ways that destroyed much of the American working class and the families built during the years of FDR, Truman, Eisenhower, Kennedy and Johnson. Business failed during this period to meet the challenge of higher American wages and productivity issues by using innovation and other steps to keep manufacturing at home.  This led to the hyper growth that did not benefit China, because a moderate pace of growth would have helped China control the rampant contamination of its air, water and soil. It also was leading China to a dead end reached during the 2016 election campaign with the election of president Trump with deep discontent from workers in midwestern states. The pandemic simply underscored the need for supply chains that were close to home and reliable in crises. By 2020 president  Biden was committing to a restructuring of the supply chains and pushing forward with it with legislation in the $369 billion Climate bill, and SCIENCE and Chips Act, to make solar panels, semiconductors and other products in the US. Reports from China showed that growth was slight or flat during 2022 and youth unemployment at 20%. The policy was to shift people back from the cities to the rural areas and support the informal economy, a sense of nationalist sentiment, and preparing for a future where the supply chain for the US and the European Union had moved away from China. In the long run the policies now look as ones that benefitted neither the US, the European Union, India or China.  ...

How a deficiency in trust is affecting the US effort to vaccinate its whole population in 2021. The US government took steps early to build vaccine supplies, and was one of the first countries with the UK to begin its vaccination drive. Then after 6 months something went wrong. The deficiency in trust led to about 80 million people many of them young, to avoid getting vaccinated. US president Biden said the country was losing patience with these people. He setup a vaccine mandate and required all employees in private sector in companies with more than 100 employees to get vaccinated. This applied to about two thirds of American workers. All federal government workers were also required to get vaccinated. Yet even after the vaccine mandate the number of vaccinations has not exceeded 900,000 a day. By contrast India was doing 20 million a day. By September 2021 the US had fallen behind all nations in the G-7 in percentage of people vaccinated with one or two doses, behind Italy, France, UK, Germany, Japan, Canada. Trust was also needed, not just vaccine supplies to make a vaccination drive effective. By September the US passed the 675,000 deaths that happened in 1918 pandemic. The deficiency in trust leads one expert to call it breakthrough without followthrough. Other experts see the entrenched social forces that had diminished American health and life expectancy since the 1970's also affecting the vaccination drive. ...

Pipelines to Corpus Christi have reached capacity as US energy production reaches record levels says this report in WSJ. In the first half of 2023 2 million barrels a day passed through this pipeline. About half of the 4.1 million barrels a day the US shipped abroad were loaded onto tankers on this part of the Texas coastline. This oil helped Europe during the shortages after the closing of access to Russian oil supplies. Because Corpus Christi has terminals that make it cheaper to ship oil out it has become a dominant hub in the US for shipments overseas. It is the closest deepwater port to the Permian basin in West Texas and New Mexico. Corpus Christ is also transitioning to a future where hydrogen is produced for energy by applying for $8 billion from president Biden's renewable energy infrastructure package.

G-7 nations reach agreement for a global minimum tax of 15% a floor for taxes that the Biden administration finds acceptable. This agreement was reached at a meeting of the Treasury chiefs of the 7 G-7 countries in London on June 5, 2021. The G-7 countries are Canada, France, Germany, Italy, Japan, UK, and US. Next agreement from Russia, China, India and Brazil in the G-20 nations would establish new ground rules for the major economies. The G-20 meeting is in Venice July 9-10. The OECD is steering the international efforts to achieve that goal. For the agreement to be effective a number of small nations that use tax rates of below 15% to attract business have to be part of the new rules. One of these countries is Ireland with a tax rate of 12.5%. For the Biden administration in the US the goal is a significant one as president Biden seeks business to pay its fair share so that long neglected priorities for education, healthcare, infrastructure, post pandemic improvements can be met. France and other nations in the EU face similar needs in the post pandemic environment. By setting a floor the Biden administration is both creating a new cultural concept of fairness in taxation and making it possible to finance the $2 trillion spending programs for these priorities of president Biden. Behind this are important facts that have left the large tech businesses paying little or no tax depriving governments of the very revenues that are needed for infrastructure and services for a modern well run state. The Biden administration seeks to include the tech businesses as well as all businesses in the new tax rules so that a uniform idea of fair taxation applies across the whole economy for the first time in two decades. In this way it makes up for the missed opportunities in the OBC administrations of Obama, Bush, Clinton that have led to loss of faith in the state and institutions in the US. A similar situation prevails in the UK,  France and Germany where previous administrations failed to address this important issue of fair taxation and financing infrastructure and priorities in health, education, and critical needs of the people.   ...

He shows how today's Michigan, was home to Henry Ford's automobile plants that made it a major part of the industrial revolution in the US after 1910, when Ford's first assembly line manufacturing was set up in Highland Park, Detroit. Industrial growth till 1960 made the US the leading industrial nation in the world. Followed by Japanese imports and auto manufacturing shifting to Asia and Mexico, that led to deindustrialization and neglect in Michigan and the midwestern US.  Key aspects of resurgence today is coming from lessons learned in the period of deindustrialization. From labor and management not working together, from huge pension obligations and costs that had to be overcome, that made existing wage and cost structures uncompetitive with Asian manufacturing. Labor concessions in the last decade have made a rearrangement of cost structure possible, yet along with the financial crisis of 2008 further worsened worker incomes. The first steps of a return for Michigan to its role in the early industrialization of America, the new labor contract negotiated in 2023, the support of president Biden and the government, the investment in the new technology of electric car manufacturing by Ford, General Motors and Stellantis. Goodman shows how the state, federal government, community colleges and other educational institutions training workers and students, and car companies are working together to promote interests of workers and communities. There is uncertainty created about the fewer parts in the electric car manufacturing process, automation advances, and fewer jobs. Yet the process is a transition over many years and this is accepted by the Biden administration and by the industry as it responds to slower demand for electric cars in 2024. This report in WSJ looks at the Biden education, healthcare and climate change plan. It is part of the Families and Workers Plan put forward by president Biden for $3.6 trillion. This figure has now been lowered to $2 trillion and may drop crucial provisions for education such as the cost free community college which poses serious risks for working class families unable to afford community college, and skews education access even further to higher income families. It also lowers college attendance of American men, which is falling to alarming levels. The reason the plans are being whittled down is the 50-50 split between Democrats and Republicans in the Senate and the failure of Republicans and two Democrat senators Manchin of West Virginia, Sinema of Arizona to support community college access. Parts of the current bill support child care, access to affordable housing and in home care for elderly Americans. New elections for Senate and House of Representatives in 2022 would have to settle the issues related to financing assistance for families and workers as the Senate today is divided 50-50 between Democrats and Republicans. Companies would have to pay a minimum tax of 15% in 140 jurisdictions so that tax base shifting could not happen. Yet the US will not get the benefit of these increased taxes to invest more into R&D, manufacturing, infrastructure and strengthen its economy because Republicans have not supported it in Congress. The OECD countries, major EU countries from the EU, Japan and South Korea will get an additional revenue of $192 billion in 2024 as a result of the Global Minimum Tax. Yet even here the GMT is making a difference as companies see not much difference in the different jurisdictions for tax rates the shift is for companies to setup in the US especially for American companies who had always had their base in the US till the tax shifting began.
