Chinese experts in Hong Kong say the US and Europe deindustrialized their economies with pursuing of policies called "neo-liberal" but basically Reagan era policies that Democratic presidents Clinton-Obama imitated. As they deindustrialized it created disaffection among the struggling lower and middle income classes making $35,000-$106,000 that were big losers in the process, creating threats to democracy as financial and tech, plus pharmaceutical sectors took control of the economy. China's success comes from three decades of mastering the ways of practicing industrial policy that it can support private companies with low cost land, additional subsidies that reduce the cost of production and provide a buffer to absorb losses so that it could dominate key industries. Policies where textbooks and economists trained in the US failed utterly and completely leading to dangers to US democracy that we see as opportunities for good paying jobs in manufacturing disappeared for middle and lower income households from 1980 to 2020. These economists trained in the US always said see lower cost Chinese made goods means lower and middle income people pay less, never saying that this means all opportunities for better paying jobs in manufacturing will be lost for these classes in society. The tech and financial sectors had close ties to the new arrangement that turned manufacturing over to China from the Reagan era to the Obama and Trump era. Apple and Tesla and many industries benefitted from manufacturing mostly outsourced to China. ...

American Enterprise Institute, conservative think tank, supports Kiel Institute of the World Economy figures that say European Union aid is about double that of the US to Ukraine. Quite the reverse was stated in casual seemingly reckless fashion to 67 million viewers by former president Trump. Moderator David Muir should have had the facts right before him to correct this as this was a much anticipated topic and perennial Trump gripe. The US is not getting creamed- no way, the Europeans are paying up and keen on doing so $187 billion to the US $98 billion. Even with the best of intentions on fact checking this is not good enough from ABC News, or for that matter the rest of the television media - the CBS's, Fox's, NBC's, CNN's, not to mention the internet media, a disservice to democratic process that is built on facts not delusion.  To someone working 2 or 3 part time jobs, or the less literate who can't do quick fact checks that can be time consuming, or educated viewers who hav little inclination to check so much that is being thrown at them- what does it mean to have grievance and grudge thrown at them leaving the impression that the US is incapable when it is in fact greatly strengthening NATO alliance including Sweden and Finland and ties with Western Europe that were damaged over time since the Reagan period in the 1980's.   ...

The US is on track to bring back 350,000 jobs in 2022 that were taken overseas during the two decades of hyper growth in China, according to the Reshoring Initiative. A false idea was created mostly by economists and business that shifted jobs to China during two Democratic and one Republican administration, the Clinton, Obama and the Bush administrations, that this would benefit the American workers and families through lower prices at the retail level. It ignored the severe damage this would do to jobs, incomes and whole communities when factories on which they depended for a living were shipped overseas. It damaged labor in ways that destroyed much of the American working class and the families built during the years of FDR, Truman, Eisenhower, Kennedy and Johnson. Business failed during this period to meet the challenge of higher American wages and productivity issues by using innovation and other steps to keep manufacturing at home.  This led to the hyper growth that did not benefit China, because a moderate pace of growth would have helped China control the rampant contamination of its air, water and soil. It also was leading China to a dead end reached during the 2016 election campaign with the election of president Trump with deep discontent from workers in midwestern states. The pandemic simply underscored the need for supply chains that were close to home and reliable in crises. By 2020 president  Biden was committing to a restructuring of the supply chains and pushing forward with it with legislation in the $369 billion Climate bill, and SCIENCE and Chips Act, to make solar panels, semiconductors and other products in the US. Reports from China showed that growth was slight or flat during 2022 and youth unemployment at 20%. The policy was to shift people back from the cities to the rural areas and support the informal economy, a sense of nationalist sentiment, and preparing for a future where the supply chain for the US and the European Union had moved away from China. In the long run the policies now look as ones that benefitted neither the US, the European Union, India or China.  ...

Trade is just one aspect of the Biden Economic plan. It covers US manufacturing and jobs, Climate Change Action and Renewable Energy, Cost of Living and Wages for workers, Interest rates and inflation, and Capital Allocation with government partnering with the private sector in key industries such as electric cars, solar panels. It has the overwhelming support of most Americans- seven out of 10 Americans favor it polls show. What is described here in the Washington Post as a change from decades of trade policy since Reagan/Bush, Clinton/Obama, is also a response to the loss of key midwestern states by Democrats to Trump in thepresidential election of 2016, and the upheavals for democracy that Biden calls the struggle for the soul of the nation on the White House website. Biden is simply saying that the old policies were a mistake, a huge mistake, and Biden is correcting the Trump response which was loud but lacked the substance that is in the Biden plan through capital allocation in size and government actions to back this up. In this move he now has the support of both Democrats and Republicans. As Greg Ip has pointed out in the WSj no one during the Clinton administration when it engaged China with the World Trade Organization on trade imagined China would replace America as the dominant nation in manufacturing, the size and th scale also affected the climate, the environment in China, and created huge inequalities in the US and China that both nations are trying to correct, Biden in the US and Xi in China. It could even be said these policies were a failure because the size and scale simply overwhelmed everything else with growth rates in China of 12-14%, and the fallout in the near collapse of the economy in the years ahead from hypergrowth.  ...

Key aspects of the new tax plan of the Trump administration are a 35% top tax rate for individuals, instead of the current 39.6% top rate, and lower brackets at 10% and 25%. Standard deductions are to be doubled, other deductions except for mortgage interest and charitable giving, are to be eliminated. The deduction for state and local taxes will be eliminated, with this hurting residents of high local tax states such as New Jersey, New York, and California. Gary Cohn, head of the National Economic Council and Treasury Secretary, Steven Mnuchin,  have helped formulate the plan. Cohn sees a big opportunity here for a huge tax cut and simplifying the tax system. The corporate tax rate would drop from 35% to 15%, and future foreign profits would owe little or no taxes. Corporate tax rates are lower in the UK, Germany and Japan- closer to 20%, and France has a similar 35% corporate tax rate. The hope of the Trump administration is that this will generate 3% GDP growth rate and spur creation of jobs. Still to be decided at what level tax brackets for individuals will be set, and what level earlier foreign profits will be taxed, and the child care break. ...

Washington Post reporters Clement and Gushkin with research and polling experience at Pew Research Center give the results of the Post-ABC News poll taken before the State of the Union 2023 address by president Biden. It shows what president Biden has said about his  investment spending of trillions of dollars in America's crumbling infrastructure, in new manufacturing for chips, advanced technologies, R&D, electric charging stations, EV vehicles, renewable energy. "Folks we are just getting started." The investments are taking place quickly because today there many projects ready for investment. Yet it takes time for the manufacturing plants to be built, new expressways and bridges to be built. The poll shows not enough people know- only a third of people know about two thirds do not know. That Mr.Biden is aware of this is apparent. He says-"It is one thing to have passed it all- now we have to make sure we're on it every single day. Not a joke." And on Jan 26, saying "Implementing it so people can see what we've delivered and give it to them directly."  This is why president Biden used his State of the Union address to make the points directly to the American people. This is also seen in his recent speech to a union audience when he told workers- Mr. Trump used infrastructure as a punchline, Biden turned it into a decade only headline. Creating well paying jobs and doing this while cutting the deficit by trillions of dollars. To give the contrast Mr. Biden told workers and working families the spending cuts proposed by the Republican House of Representatives were according to Moody's likely to result in a loss of 780,000 jobs.    ...

The meeting planned between Xi and Biden is important for stable US China relations after the Trump administration angry rhetoric, the Covid pandemic, and when imbalances in the poorly managed trade relationship with the entire supply chain shifted to China with millions of its American jobs has shaken working class communities in the US. China's and Xi's views on Hong Kong and Taiwan have also affected the relations. After the Ukraine war this will be the first meeting between the two leaders, and follows a visit by German chancellor Scholz to Beijing. Under Bush America appeared to be distracted by middle east wars, under Obama and Trump America appeared weak or angry but not resolute. Under Biden America appears resolute and sure of itself. This makes a difference for US China relations. Following the Ukraine war both the US and Germany, and China, appear to have grasped the dangers of nuclear threats such as were made in recent weeks. India has also shown its serious concerns about wars for territorial gains, and the world community of nations has expressed this through the words and actions of UN Secretary General Antonio Guterres speaking for Europe, and the rest of the world.  Under Biden America seeks decent Competition with China and not conflict, and this is in the interest of both countries and of all the countries in the world. Neither China or America represent the largest share of the world's peoples, and in a world of advanced technologies other regions such as India, Europe, South East Asia and Japan, have just as great a determination and influence to seek a mutually beneficial peaceful coexistence in the interests of all the peoples of the world including the continents of Africa and Latin America. ...

Paul Krugman says in this column in the NYT that Biden's policies for trade reflect a stronger conviction for protecting American technologies and building its manufacturing base than previous administrations including the Trump administration. With less rhetoric and with quiet determination Biden has placed American domestic manufacturing as a requirement for renewable subsidies for new electric vehicles manufacturing and sale in the Inflation Reduction Act. In the Chips and Science Act Biden has placed US semiconductor technology promotion and manufacturing at the core of the Act. Krugman says this was the right thing for Biden to do. The renewable subsidy comes from ordinary Americans paying taxes who would benefit most from new jobs created in the electric vehicle industry. China has gained such a big lead in semiconductor chips manufacturing and materials by supporting its industry, that it is the right thing to do to give American manufacturers the same kind of support. Paul Ryan, speaker of the U.S. House of Representatives, wins the Republican primary in his house seat of Janesville, Wisconsin, defeating his challenger Nehlen, by 84% to 16%. The Republican nominee Donald Trump earlier had refused to endorse Ryan, and only reluctantly endorsed Ryan following the vice presidential nominee Mike Spence's endorsement of Ryan. Senator Susan Collins, senior Republican senator from Maine, joined other leading Republicans saying she would not support Trump. Paul Ryan has split with Trump on trade, immigration, Mexico, and other issues. He has insisted on decency and fairness in politics, and has won his seat in a working class town that had a closed GM plant in 2008 after Ryan voted to support rescue of the auto industry and worked hard to keep it open. Even though some of his policies have not directly helped working class families, he has won increasing support from his district as the economy recovered with unemployment down to 4.4% in Janesville, according to BLS for May 2016. Much of that support since 1998 has been based on Ryan's decency, faith and family. He made it a condition that he would go back on weekends to Wisconsin to stay in touch with people, when he accepted the position of Speaker of the House, and he listens to local concerns. Ryan said about the national discourse- "It's simple to prey on people's fears. That stuff sells, but it doesn't stick. It doesn't last. Most of all, it doesn't work." His job in today's deteriorated national discourse is as vital as ever, both for Wisconsin as representing the best in the national spirit, and for the country.   ...

The Blinken Wang Yi meeting at the G-2- in Indonesia is the first high level meeting between US and China since March when the Ukraine war started. In the press briefing after the meeting Blinken said "more than four months into this brutal invasion the PRC stands by Russia." He pointed to Beijing support of Russia at the United Nations, dissemination of Russian talking points through Chinese state media and joint military exercizes with Moscow. One aspect of the relations that is beyond the control or good intentions of the two countries top diplomats is the tit for tat response that began with the presidency of Donald Trump. Trump may have seen this as a way to talk to the voter base fed up with two decades of one sided trade with China with manufacturing shipped out to China and local communities of families and workers in regions across the US losing jobs and in decline. Much of this shift was done by US companies during the Clinton, Bush and Obama administrations over two decades. The strident tone adopted by Trump was met by tit for tat responses in Chinese media till the pandemic when it assumed a new aspect of Chinese origins of the coronavirus. The result is that Sinophobia in the US is met by a response in Chinese media and in the thinking of the Chinese leadership under Jinping that now sees the relationship as having already shifted during the pandemic. The paradox in this is that the US in its effort to get other countries on its side is only beginning to make an effort of get America's own companies and large business investors on its side. Most American companies are still continuing trade and business with China as before.  The same situation exists with the shift of manufacturing from Japan and the European Union to China, with the loss of jobs and decline of local communities that depended on manufacturing. Japanese and European companies are acting in ways that are similar to American companies. Having managed the shift of manufacturing from European Union and Japan to China these companies have done little to change this business situation in 2022 carrying on as before. This is the paradox of the current situation that business both in the US and EU, and Japan is not on the side of their governments, even as their governments attitude to China, particularly now after the pandemic and the Ukraine war has shifted drastically. Alongside this is the popular opinion that has shifted gradually over the last 10 years in the US and EU, first in these very local communities that lost manufacturing to China, and then across broader sections of the public, and now across whole regions of America, Britain, the EU and Japan. This shift in popular opinion has little interest in the way business conducts business overseas or governments conduct diplomacy in nuanced statements. As a result neither the governments of the US, EU and Japan or the business of the US, EU and Japan are in control of this shifting situation that has its momentum and pace operating quite independently of governments and business. And public opinion across America, Europe, Japan, and also in India is moving in an entirely new direction.     ...

 Harris's role for the Border was limited to telling Central American migrants to stay home. Much of the migration was a result of wars started in the Reagan years in Central American states of Nicaragua and San Salvador. This destabilized the region and led to gangs taking over parts of the country in San Salvador and entrenching Castro style regime in Nicaragua, leading to outward migration of young people. As this report points out Harris was supposed to take on decades of such misguided policies in Central America in a few months. A drought hit agricultural coffee regions of Guatemala increasing migration. Her role instead was to ensure several wins. Win No.1 to generate stability setting up the peaceful transfer of power in Guatemala, singling out corrupt regimes. Win No. 2 to generate jobs. US AID and IFDC loans were increased, foreign investment attracted to generate 250,000 jobs. Win No. 3 the increased stability led to gradually declining migration from Central America. What replaced it was Venezuela. And that is a repeat story of Reagan style wars in Central America. Under the Trump Administration the US did not take up the Monroe Doctrine and act directly to support a stable fairly elected government in Venezuela, an obvious solution. Instead going half way- destabilizing the government but then left it on its own. The result about a third of the population leaving the country in these years to Colombia and other parts of Latin America in a immense humanitarian tragedy.  In 2023 Venezuelans not Guatemalans entered at the US Border in large numbers, most of them middle class families that left Venezuela after hyperinflation and mismanagement of the economy. Realizing the danger by January 2024 Biden negotiated with Senate Minority Leader McConnell and his Republican representative Senator Lankford to pass legislation in the Senate closing the Border. All that was needed was the House to act and 30 years of Border problem would be solved.This was blocked in the House by new Speaker Mike Johnson on advice from former president Trump who chose to use the issue in the 2024 election. Biden then used his executive powers to close the Border leading to lower numbers of migrants under Biden by July 2024 than under Trump. Migration Border Czar was never a term used by Democrats in the Obama and Biden years. Biden who also served in a role given migration as one of the issues to handle under Obama, had this as only one of his assignments. Biden played more important roles in foreign policy with his experience as chairman of the Senate Foreign Relations Committee for decades. Border policy was made by president Obama and his advisers. The same is true of Harris, Border policy being done by president Biden and his advisers. Similar to Biden's role as VP Harris was given assignment to cover foreign policy and was the US representative at 3 Munich Security Conferences in 2021-2024 following the Russian invasion of Ukraine. Chancellor Scholz of Germany said of Harris last week that he had full confidence in Harris as both competent and experienced. ...

NYT looks at Judge Tanya Chutkan, the judge in the January 6 trial in the US, the first federal trial of Mr. Trump beginning March 4, 2024. She is a former public defender and civil litigator. Her strong presence in the courtroom reflects her extensive trial experience and her upbringing in a prominent Jamaican family, says NYT. Her great grand parents came to Jamaica from India to work on the sugar plantations during the British colonial rule and her father was selected to go to college on a scholarship. She no longer rides the 5 miles to the federal courthouse in Washington DC on her bicycle, she jogs different routes with US marshals and they drive her to work. On some days she can be seen toting a bottle in Lycra shorts and tennis shoes after a jog entering the courthouse with US marshals at her side.

Gerald Seib, executive editor of of the WSJ, attributes the divisions in America both on the left and the right to a deep skepticism among people about the intentions of the U.S. political and financial establishment to conduct the country's affairs in a way that benefits all people. Both the traditional Democratic and Republican establishments, the Bush-Reagan, Clinton-Obama politicians and the financial community were seen as self-serving and looking after their own interests. The right of center supply side economics and the the tolerance for immigration levels of 30% rise in the last decade were discredited. A much larger recovery program was seen as needed from the deeply bruising effects of the financial crisis of 2008, started by the reckless financial establishment behaviours, than either the Reagan supply siders or the Obama people had understood or planned. This opened the way for Mr. Trump to take up the cause of ordinary Americans with a message of ambitious infrastructure development, confronting China's use of trade adversely affecting American workers, and slowing down immigration. And within the Democratic party the emergence of Elizabeth Warren and Bernie Sanders with programs for a wealth tax that would finance Medicare for All and college education supported by the federal government. Both the traditional Republicans under Bush and Democrats under Clinton Obama were seen not upto the task, after the 2008 financial and economic crisis created deeper scars than were imagined possible. The lack of effective policies under Bush or Obama simply aggravating the situation further. The culture wars have split Americans down the middle with a breakdown of the traditional American family and social structures creating deep anxieties in America. Obama's comments unsettled people in the heartland when he said that economic decline in the Rust Belt had made people there to "cling to guns or religion or antipathy toward people who aren't like them."   The trillions of dollars spent in wars in Asia and the Middle East were seen by Mr. Trump as an enormous waste when much needed investment was deprived of attention at home. Mr. Trump hammered this point home till today it is well accepted across America.  Even as political divisions persist they are now on how to tackle the redevelopment and growth of the U.S. The new focus of agreement has shifted with agreement across the country that infrastructure development in the U.S. and defending workers rights to jobs and opportunities is the top priority. That trade relations need to be reshaped keeping this priority ever present in negotiations. As a result all parties could agree on infrastructure and the recently concluded agreement for trade with Mexico and Canada and phase 1 of negotiated agreement with China. In overseas affairs the U.S. under Trump seeks cost sharing with a 2% of GDP defense spending by other nations so that money can be diverted to use at home. In this sense the debate has already shifted in the U.S. and the UK to how to address the problems of uneven development and growth across the two countries and better allocation of scarce resources to needs at home. Which is for the U.S. a good thing in the middle of all the perception of divisions.      ...

President Trump reiterated his threat to place tariffs on $300 billion of Chinese goods in addition to earlier tariffs on $250 billion in goods.  The problem China faces is that it China imports less, far less than the U.S. does. China has only $10 billion in U.S. goods to place tariffs on. This is after placing tariffs on $110 billion in U.S. goods, mostly agricultural products such as soyabeans in retaliation for U.S. tariffs on the $250 billion of Chinese goods. China could place a ban on imports from Boeing or restrict the access for U.S. companies to the Chinese market. U.S. companies have invested billions of dollars in the China and employ about 2 million Chinese in well paying jobs. Concerns about unemployment would be uppermost to prevent these jobs being affected. Other concern for China is the loss of foreign investment as relations deteriorate. Already supply chains in some products such as clothing and consumer products is shifting other countries in Asia. In automobiles the regional hubs are expected to shift with India as a potential hub for Asia, and Mexico preserving its place as a North American hub following renegotiation of NAFTA. In media the dispute is leading to a shift from Chinese consumers buying Adidas instead of Nike and Huawei smartphones instead of Apple.  For an already slowing economy this hurts China more than the U.S. which is why the U.S. is pushing China to settle with an agreement that the U.S. can trust to bring down China's trade surplus. For the U.S. as most of the loss in exports is in agricultural products the solution has been to provide government aid to farmers, and for Mr. Trump to use the issue to point out that he is fighting for U.S. interests and for fairness. This is why the trade dispute poses more problems for China. Because the surplus is so wildly skewed in China's favor after the inaction of many U.S. presidents just as it was for Japan in the eighties, the situation appears to be headed towards a definite reversal of the lopsided trade surplus enjoyed by China. In the process the U.S. plans to build up the competitive edge it has lost to some degree.  ...

This report in the WSJ on a Gallup study with 87,000 interviews points to Trump supporters being affected more by racial isolation and cultural anxiety, health prospect anxiety,  than merely by being working class or in lower income groups affected by the shift in manufacturing jobs overseas. The report confirms previous observations that these Trump supporters are more likely to be whites without bachelors degrees. The information does'nt show that they face abnormally high degree of economic distress as those who have lost jobs in this recession, as they are shown to be less likely to be unemployed, more likely to be self-employed. The Gallup study does not show areas more adversely impacted by trade competition to have higher support for Trump. This is a critical finding.  An interesting finding is that Trump supporters are more likely to live in areas with higher mortality rates and poorer health outcomes, higher obesity rates, and lower rates of intergenerational mobility. This combines with living in much higher rates of being surrounded by whites, whiter and more racially isolated. Yellen held a Conference on Equality at a branch of the Federal Reserve during her time at the Fed, used strong language about the neglect of American workers but did little under the Clinton or Obama administration about the underlying structures of tech and shift of American jobs overseas that led to the destruction of America's manufacturing. This is a very informative interview with Joe Biden. So far Biden has given few interviews where he talks freely at length about how he plans to run his administration and what is most important to his heart. The title is very misleading in this respect. Unlike the inexperience of Obama with his "we won" we must be doing something right, Biden with his years of experience comes closer to Lyndon Johnson or Truman and the same drive to get things done. He says in this interview "there is no elation." He just wants to get somethings done as quickly as he can and he knows Congress as well as Lyndon Johnson did when he tried to get his vision of "the Great Society." It is almost as if the Biden sequel to the inexperience of Obama, is like the Johnson sequel to the inexperience of Kennedy.   To understand Biden is to know what hurts him most. Biden feels the pain that every rural county in America did not vote for him. He knows something is deeply wrong that this should happen as it has never happened before. It may be time to define diversity differently - people of diverse backgrounds not just ethnic or race but also whether with rural or urban backgrounds as they are today totally different. He also feels the pain that seventy two million Americans voted for Trump. He will judge his success or failure in winning over about half of them to bring this down from 47-48% to 25%. These issues will define and shape the Biden presidency. Can he deliver to the rural counties, health care, education, broad band connectivity, everything that has disrupted life in rural America from the way it was in the Truman and Eisenhower administrations when it comes to the social fabric. The China issue simply fits into this. European societies are feeling the pain of the fragmentation in their social fabric with starkly different opportunities for life in rural vs urban. Respect for fellow Americans comes before respect for China- or Japan, or India, or Europe. Biden understands what three decades of shift of manufacturing jobs to China and other countries have done to American communities, to small towns and the rural areas surrounding them in America. For this reason Biden does not plan to change the Agreement China made with the Trump administration for 25% tariffs on a portion of imports from China and China's written agreement to buy $200 billion of American products. For this reason his response to China's challenge emerging from trade policy set in motion by the Clinton administration, and allowed to continue by the Bush and Obama administrations with the addition of foreign wars that dissipated the country's finances urgently needed for infrastructure building and investments in education and advancing science and technology, is to reverse all the negative trends.
