Xi Jinping used the phrase "self reliance in science and technology" five times as the US and EU gradually close the doors to shipping out advanced technologies to China, and limit flows of capital to concentrate on development at home.  A new section was added to his report for "Science and Education."

Xi told the Congress- "We must regard science and technology as our primary productive force, talent as our primary resource, and innovation as our primary driver of growth."
