This is one of the reasons the S&P 500 is up 7.7% this year. Individual investments into money market funds remain at high levels, and there is less speculative investing. Saving for retirement remains a priority for investors. 401 (K) retirement accounts investments have held steady at 14% of income on average, including employer and employee contributions, according to Fidelity Investments. Younger investors shown in WSJ takes a conservative approach not taking a short term approach and maxxing out 401 (K) contributions, looking to the long run.

The inaction of the first President Bush during the Shia revolt in Iraq in 1991 is deeply embedded in the Shia psyche in Iraq. It is seen by the Iraqi Shiites as the original event of the Arab Spring, ten years before before the democracy movement in Tunisia. What is less known is that the revolt in Benghazi, Libya, faced the same fate of inaction by President Obama, and his administration. It was saved only by the decisive and early action of France and Britain, with French president Sarkozy leading the way. Only when the tide began to turn after the French-British action did the Americans reluctantly follow the Europeans. Germany did not participate in the NATO action and worked to slow NATO action.

The consumer price index, excluding gasoline and energy items, went up by 0.9% in 2009, the smallest increase since 1962. Annual growth for average hourly earnings went down from 3.5% in April 2007 to 1.6% in April 2010.

Efforts by China's Environment Ministry to control environmental damage after three decades of growth. The ability to control local officials who put growth above any environmental considerations is a key part of the struggle to minimize the damage to China's environment. Local officials are now evaluated by how well they do on environmental protection goals in addition to other goals. Promotions can be blocked by the environment ministry for officials who do poorly on environmental compliance. Vice minister Li Ganjie says the shift of dirty industries from cities to rural areas is leaving the countryside more polluted.

The Iraqi army takes over the Al Nuri Grand Mosque in Mosul, but what the mosque and the city itself lie in ruins. Corruption in the administration and weakness in the Iraqi army combined with alienation of Sunnis to create an opening for a militant group Islamic State in Syria and Iraq. As Iraqi units disintegrated Mosul fell, leading to a worsening of the refugee crisis in Syria and Iraq, increasing the flood of refugees to Europe, and the series of terrorist incidents in Paris, Berlin, London, rise of right wing groups in the European Union, in a chain reaction. The failure of the Obama administration to setup a "no fly zone" in Syria simply compounded the crisis into what it is today. At the root of the crisis - the failed efforts to reconcile Sunnis and Shiites in Iraq, and the sectarian conflicts in the region as a whole stretching from Saudi Arabia and Egypt to Iran.     ...

A second survey by the Indian Council of Medical Research shows an increase in the number of people estimated to be affected. The survey sampled people from 70 districts in 21 States in India. Overall prevalence using this method is high at about 21.5%. India has confirmed 10 million cases. Children and young are also affected.

Dr. Balaram Bhargava, Director General of ICMR, says "The message is that large proportion of the population remains vulnerable, Vaccines are necessary, and there can be no complacency with regards masks, social distancing and hand hygiene." India has so far not seen the kind of second wave happening in Europe and the US, yet the risks remain, showing the need for rapid implementation of the vaccine program for 300 million in the first part of the vaccination drive.

The lockdown is required to bring infections down, says German chancellor Angela Merkel. Mr Obama meets Mr Putin at his residence for breakfast which lasted 2 hours. Mr Obama said that he recognized "the extraordinary work that you've done on behalf of the RUssian people." And Mr Putin said, "with you we link all our hopes for the furtherance of relations between our two countries." As the head of one of the investment funds put it to a CNBC reporter about U.S. -Russian relations, the left does not like Russia, and the right does not like Russia. When asked about corruption in Russia, this businessmen said that he had worked in India, and sure he knew about corruption , "I'm from New Jersey." So with all the hopes and good intentions, and new leaders, Obama can get stuck on issues like Georgia, and political freedom, still agree on reduction of nuclear weapons stockpiles. He attended aconference on civil society and while stressing importance of freedom of expresssion and assembly, the rule of law, he brought ameasure of humility. He said" Icome before you with humility. I think in the past there has ben atendency for the United States to lecture rather than to listen. And we obviously still have much work to do with our own democracy in the United States. But nevertheless share common values and interest in building a strong democratic culture in Russia as well as the United States." ...
