Erdogan is a one time Mayor of Istanbul, and critics say the construction industry business interests and Erdogan have ignored zoning laws to move ahead with haphazard development of the city pushing out old time residents. The leaders of Republicans and Democrats, Senate Majority Leader Mitch McConnell, Speaker Boehner, Minority Leader Nancy Pelosi, and Minority leader Harry Reid, reached a budget compromise with the White House in October 2015 after long closed door negotiations, following years of deadlock in previous years. The compromise lifts sequester spending caps agreed to previously in a previous settlement of differences, and lifts the budget ceiling till March 2017. Speaker Boehner said it was time to "clean out the barn," as he did this over the opposition of Senators Rand Paul and Ted Cruz from the right wing of his party who opposed his efforts to compromise with Democrats. On October 28, 2015, the House of Representatives passed the two year budget agreement 266-167, and the following day Speaker Boehner passed on the Speaker's position to Rep. Paul Ryan of Wisconsin. On Oct. 29, 2015, the Senate voted 64-35 to pass the budget compromise agreement. The agreement increases discretionary spending by $80 billion over 2 years, giving half to defense spending with the increase in military threats overseas, and the other half to domestic spending programs. The domestic spending goes to limit premium increases for some Medicare Part B beneficiaries, and a prevents a 20% across the board cut to Social Security Disability Insurance benefits, set for 2016. This removes the uncertainty posed by threats of a showdown on the budget ceiling and threat of defunding Planned Parenthood posed by right wing Republicans in Congress, which were bad for the economy at a time when the U.S. and Europe faces increasing threats overseas. Without a budget agreement the U.S. Treasury Department would have seen its borrrowing authority expire on Nov. 3, 2015....

For the 1st quarter 2009, finance industry spent $104.7 million to lobby Congress and the administration, down 8% from the prior year, according to WSJ analysis of data collected by the Center for Responsive Politics. The health-care industry spent $127.1 million for lbbying, up by 12%. Lobbying can affect legislation in ways that can be for either good or bad in the public interest. Since 1990 the financial industry has spent $2.2 billion in political contributions to lawmakers, more than any other industry tracked by the Center for Responsive Poltics. Since 1998, the earliest available data, the finance industry has also been the highest spender on lobbying activities , with spending on lobbying lawmakers at $3.6 billion. Its significant that the financial industry landscape has been changed, the higher risktaking by banks enabled, and the reduced regulatory activity environment advanced by heavy lobbying. The banking industry lobbied for the 1999 repeal of the Glass-Steagall Act, a1933 law that kept banks out of the securities business. That effort led by Citicorp, J.P. Morgan,Bankers Trust took 20 years, many tries and more than $300 million in lobbying funds according to the WSJ. The Mortgage Bankers Association with a 10 story headquarters in Washington D.C. has 114 staffers, and SIFMA the Securities Industry and Financial Markets Association has 120 staffers and 14 people in its lobbying group. As a sign of how all this lobbying is viewed across the country, Rep, Barney Frank, chairman of the House Financial Services Committtee, frankly told Mr. Courson, the President of the Mortgage Bankers Association, "everybody hates you, and now they're starting to hate me for hanging out with you," a remark Courson recited at a meeting....

The plan to prevent foreclosures in Minnesota is supported by the state's Democrat- Farmer-Labor party which has a majority in the legislatre. The Republican Governor of Minnesota Tim Pawlenty is mentioned as running mate to McCain and he will be criticized in the election if he vetoes the bill. A 39% increase in foreclosures is expected for 2008 by Housing Link, a Minnesota nonprofit research group. with about 28,000 households affected. CEO of Toll Brothers, a luxury builder rates Minnesota a F- in assessment of regional housing markets. So what will this bill do? Under the foreclosure deferment plan loans closed from January 1, 2001 through August 1, 2007, when antipredatory lending law took effect would be eligible. Borrowers must be legal U.S. residents and have adjusted household gross incomes of less than $250,000. Second home are not covered. During the deferment period borrowers keep paying a portion of their mortgages. This is set at either the monthly payment of principal and interest when the loan was originated, or 65% of the monthly payment at the time of default, whichever is less. Rep Matsui of California introduced a similar bill in the House of Representatives May 13, 2008. Because the bill limits the benefit to those who are needy and worst affected it would appear to be a sensible approach. At this time there are so many proposals but with little Republican support and a public opinion that sees this as moral hazard or rewarding people for their mistakes with public money, there is little to help the most needy and deserving borrowers for whom a good case can be made for help on a bipartisan basis and with support of the public....

This story in the WSJ on the Biden White House says it always operated with a tight inner circle. During the Covid pandemic it limited contacts for the president, yet after the pandemic eased this protective layer was not taken down says WSJ. As the president's age advanced the tight inner circe remained sheltering the president form the outside. The debate with DJT was one point that this became evident. Biden in his last year in office is 82 years- the oldest president. He had accomplished much in passing the series of bills that funded infrastructure, chips, science and protecting workers using his skills with Congress acquired over span of 50 years. Limiting Biden's one on one's and to certain parts of the day had an unexpected result. The head of Armed Services Democrat Rep. Adam Smith says this happened during the 2021 withdrawal from Afghanistan. He could not reach Biden so he could caution him about an overly optimistic view of the withdrawal. As the withdrawal led to loss of 13 armed forces men the disarray was a topic for Republicans. Only after the withdrawal issues Biden called Smith. In 4 years Smith says he had this one call with the president when he had spoken to Obama several times. Simtih's view is that Biden White House was "more insulated than most." Senator Manchin says he had less contact with Biden than his closest advisers.  This WSJ report also says the contacts of cabinet members with Biden were limited and tightly controlled. This report says Yellen at Treasury had few one one's with the president and dealt with adviers. Austin at Defense in the last 2 years during the Ukraine and Gaza crisis had only rare direct contact with Biden. During the campaign this story says close adviser Donilon kept access limited for polling experts to the president to the point where Senator Schumer and others felt Biden was falling behind but the president was not aware of this. ...

House members frustrated and angryover high unemploymet and the rescue of Wall Street that is doing little for americans who are losing jobs and shrinking small business, traded insults with Secretary Geithner and some called for hime to quit. A measure calling for for Congression Government Accountability Office to conduct audits of the Fed that includes interest rates and lending to individual banks that was proposed by Ron Paul was passed 43-26 by the House Financial Services Committee. At one point a Hopuse Republican told Geithner "the public has lost all confidence in your ability to do the job." And Geithner shot back with "what I can't take responsibility for is the legacy of crises you've bequeathed this country." Rep. Fazio (Dem. Oregon) was one of the voices calling for Geithner's resignation and said in an interview that Mr. Geithner is too close to Wall Street: "Quite frankly, all the gamblig on Wall Street is doing nothing to put people back to work in America and rebuild our economy." Geithner is coming in for criticism for the rescue of AIG that indirectly rescued Goldman Sachs. Congressman Ron Paul is the author of a best selling book "End the Fed." Mr Paul says his amendment would not hinder the Fed pusuing an independent monetary policy. What he is concerned about is that "ther's plenty of political influence goig on now- presidential politics, influence by Goldman Sachs and the banking industry, and its all done in secret." It was in 1978 that a law was passed shielding the Fed from Congressional auditors reviewing the Fed's monetary policy operations, loans to foreign governmets and direct lending to banks. The Fed isn't disclosig interest rate deliberations and only agreed to do this with a5 year lag in the 1990's and Ron Paul/s proposal would reduce this time lag to 6 months for the GAO access to this information....

The mosque project of the first Islamist prime minister in the 1990's, Necmettin Erbakan, was seen by the secularists in Turkey as an effort to rewrite Turkey's history as a Republic. During that effort current prime minister Erdogan headed a local commission in charge of the project. Erdogan was Mayor of Istanbul. That project failed because of opposition from the military. As the current prime minister, Erdogan is making another effort to build a mosque in Taksim Square, Istanbul. Architect Ahmet Vefik Alp designed a modern mosque using materials, concepts and designs that reflect the twentieth century for Taksim Square. Erdogan has rejected this design and has promoted a design based on the Ottoman period architecture. The street protests in Turkish cities reflect this continuing struggle between the Islamists and secularists and the kind of Turkey each group wants to see.

U.S. House Speaker Paul Ryan, wins by 84% to his challenger's 16% of the vote in the Republican primary for his House seat of Janesville, Wisconsin. The challenger Nehlen, an executive at a water filtration company, adopted many of Trump's positions including building a wall and had the support of the group Tea Party Patriots. Trump lost to Ted Cruz in Wisconsin and lost in the 1st congressional district covering Janesville by 19 percentage points. Janesville, is a former industrial working class town that has lost many factory jobs over the years, and this election shows the trade issue is not the only issue on people's minds when they vote. That it is easy for a candidate to use it as wedge even when they do not mean what they say by outsourcing themselves, or have few real solutions- especially as public opinion in both parties is opposed to a shift of jobs overseas for the last decade. Ryan said about his win- "I'm a local guy, people know who I am, they know what I believe in and they know I mean what I say and I say what I mean and I don't do it in a mean way." Some Republican experts say Ryan's job of winning his seat very easily, protecting the congressional majority of Republicans, and dealing with Trump as the nominee, is the hardest job in politics. ...

Obama is not going to shy away from developing a solution for the 12 million estimated illegal immigrants in the country, for some form of path to legal staus. The issue will be taken up this year. It does not have the same priorities as health care and energy and education, but as a human issue it will be addressed this year. The lives of people who are doing a lot of the work Americans normally do not want to do is entertwined with the economic crisis, as the lives of these immigrants are likely to be made even more difficult by this crisis. The idea is to give those who are here, and as it appears are likely to remain here, and their families, the opportunity to lead normal lives. Not see families broken or torn apart as a husband or wife has status and the other does not, or lives worsen for those who have done the menial and labor intensive jobs in factories, agriculture and in construction, that Americans born to parents from an earlier generation of immigrants do not wish to do because they have better opportunities. As it is an issue that has drawn opposition and aroused emotions, it will be tackled by framing it as "policy reform that controls immigration and makes it an orderly system." Rep. Gutierrez, who is from Chicago, is building support for the cause by speaking at churches around the country, and having church leaders speak at these meetings, in a movement that is reminiscent of the civil rights struggles for black people. Mr. Obama will speak publicly on the issue in May, in the summer he will convene working groups, including lawmakers from both sides and a range of immigration groups, to begin discussing possible legislation by early fall. The plan would not add new workers but normalize the living conditions of people already here, and who information shows are not returning home. Its also supported by a key and growing constituency in American politics, the Hispanic voters. It was a campaign promise that Obama intends to keep, and if successful only draws the Hispanic vote closer to Obama....
