State owned China Harbour Engineering worked on the construction of the port. This report says the port can handle about 2500 ships initially to take some of the load off of Colombo port which handles about 6000 ships annually.

A major British and Indian collaboration and scientific achievement of both countries is not given the recognition it should get because of mismanaged communication of the results of clinical trials. Tom Whipple science editor of The Times says do not make the mistake of thinking oh Pfizer vaccine scores a 9 out of 10 and Oxford's a 7 or 8 out of 10. Pfizer vaccine says it 94% effective. But this is only part of the story. It is the first exam paper in a long number of exam papers and the final score will require scoring them all. "Oxford vaccine is complex, and we are happy with the complexity," says Adrian Hill, Oxford researcher and head of the Jenner Institute. It is not highly unusual in this complex field for a half first dose to work better than a full first dose in a two dose vaccine treatment. This happened with the Oxford vaccine. As a result the study results were harder to communicate. This happened by accident. Much of medical research and much of medicine's biggest breakthroughs in the last 200 years happened by accident, as one researcher looked for something and accidentally discovered something else profoundly useful. Whipple's points are turning out to be true now that Britain's medicine regulator has asked that Pfizer vaccine not be given to people with history of allergic reactions after 2 NHS workers had strong allergic reactions. A lot of questions remain for all vaccines. How long will the protection last? WIll it prevent transmission of coronavirus? Are there any other complications? Which vaccines can work without ultralow refrigeration storage? Ahead lie the prospect of billions of doses. Two are in final stages in India including Bharat Biotech request for emergency authorization. Johnson & Johnson has a competing one to Pfizer's in the U.S. As many as 30 are being developed in India and 100 around the world. Countries like South Korea say they will wait to find out which one works best and where cost overall combined with benefit is attractive. Some of the vaccines are coming out only weeks apart. The election in Catalonia leaves the region as divided as before. The pro independence parties won 47.5% of the vote and the parties opposed to independence won 43.5% of the vote, so that only 4 percentage points separates the pro and anti independence parties. By seats in the Catalan parliament the vote showed pro independence parties with 70 seats, a loss of 2 seats from the previous parliament. The party of Mr. Puigdemont won most votes by a small margin within the pro- independence parties. On the other side the Ciudadanos party which is strongly opposed to independence won about 25% of the vote. About 80% of 5.3 million voters cast ballots. Prime minister Rajoy hoped for a better result to preserve Spanish unity. Most Spaniards support a unified Spain. Pro union Spaniards are strongly opposed because they see the efforts of Mr Puigdemont for independence coming at a time when Spain was just recovering from a deep recession with millions unemployed. This is affecting the economy of Barcelona and the Catalan region. Unemployment is higher and tourist flow has slowed. Because the pro independence parties are themselves divided on how to proceed, and with the anti independence parties also winning a significant share of the vote, the negotiations between the Catalan regional government and Madrid will be protracted. ...

Indian oil minister Hardeep Singh Puri says India has diversified its sourcing of oil supplies to avoid dependence on the Straits of Hormuz. It has weeks of reserves. Saudis have 5 million barrel a day pipeline to bypass Hormuz waterway and UAE 1.5 million barrel a day pipeline to bypass Hormuz waterway, so that 6.5 million barrels a day could be added to meet Asian oil demand, in addition to convoys escorted by US warships  in Hormuz waterway to meet demand from China, India and Japan. This would mean China is itself dependent on American seapower to maintain it's oil supplies, a third of which come through the Hormuz waterway and keep important sealanes of navigation open. China, India, Japan, and other World are critical for the world economy manufacturing sector and comprise 3.5  billion or about half of the world's population. In addition Latin America and Africa are dependent on oil supplies and prices.  New pipelines, renewable energy, will become more important in the years ahead, and figure more in planner's minds after this Hormuz episode. ...

Viktor Orban's defeat in the Hungarian election in April 2026 comes after decades of his blocking policies that emerged from the European Union in Brussels and is a relief for the European Union and Germany as it takes on the responsibility of leading continental Europe in its stance of opposition to Russia in the war in Ukraine with help of France and Britain. Peter Magyar who is staunchly pro European Union wins Hungary's 2026 election in a landslide with 137 seats to 57 with 77% of electorate voting as Viktor Orban concedes. Magyar's Tisza party gets 57% of the votes to 40% for Orban. Peter Magyar 45 years was part of the Orban Fidesz party before he formed his own party with dissatisfaction about the extent of corruption under Fidesz. Orban as head of the Fidesz was prime minister 1998-2002 then again in 2010 to 2026 for a period of 20 years spanning the first quarter of the 21st century. Magyar is not a progressive or so called liberal and shares many of the same views on social issues of Orban but he is pro-European Union and reflects the views of the Hungarian nation as independent in Eastern Europe and the Hungarian Revolution of 1956 in an uprising against Soviet rule. In the period before the two world wars from 1600 Hungary was the place where in addition to Austria and Vienna, the Hapsburgs and other European armies pushed back the Ottoman Empire's expansion into Europe. Hungary was a key part of the Hapsburg Empire which ruled from Vienna, Austria, over most of Eastern Europe for 1600-1918. The Hapsburg Empire collapsed in World War I on the side of the Germans and a new nation Hungary emerged by 1921 but was much smaller than Hungary of the Hapsburg era. Today Hungary is a nation of 10 million with its capital on the Budapest on the Danube river in the heart of Central Europe. ...

Cem Ozdemir, Baden-Wurttemberg State Premier, with roots in Turkey born in Stuttgart area (parents came to Germany in the 1960's). Cem Ozdemir is exceptional in his popularity in an affluent German state. The 2026 state election campaign was run with focus on Ozdemir, and he did well in his debate with the CDU leader in the state. He led his party to over 30% of the vote. A third of working class voters gave the AfD their vote and it made it to 19% of the vote. The CDU came in second with a half percentage point below the Greens at 29.5%. Ozdemir was pre school educator and has a degree in psychology before he joined the Greens party. Under Chancellor Schroeder he was domestic spokesperson, and under Chancellor Scholz in 2024 he was Agriculture Minister.

Even though it appears much has changed with appointment of new Justices by DJT not too much has changed, except a fair amount of skepticism added and more questions asked about the real impact of decisions and how they play out in real life. In real lifer some things work out differently than intended. Amy Coney Barrett is one of the Justices with no particular leanings as shown in the interview on C-SPAN by Rubinstein recently even though she is from Notre Dame and appointed by DJT with an enriched family life.

The US envoy to Belarus responds to overtures from Belarus's leader Lukashenko for improved relations, release of hundreds of political prisoners including the husband of a opposition leader who is thought to have won the last Belarus open elections in 2020. Today it is not realized that politicians with lack of vision or foresight - Bush, Obama, Merkel, failed to grasp that in 2020 two events happened that were linked- the Belarus electons bringing another pro-EU government on Russia's border which was squashed before it could take office and the pro-democracy movement in Hong Kong also squashed in 2020 by China PRC. Crimea was made part of Russia in 2014 when Ukrainian protesters in Kviv and Lviv near Poland ousted the government of pro Russia leader Yanukovych in the Maidan revolution. Russia under Putin responded 2014-2020 with a simmering effort to take parts of eastern Ukraine that were close to and sympathetic to Russia. This was an effort to counter NATO or pro-EU countries coming to Russia's borders in the way JFK opposed pro-Russian regime in Cuba. Obama and Merkel never understood or grasped this or were too involved in the eurozone, migration crises (Merkel) or war in Afghanistan (Obama). The result was that in 2020 Russia helped squash the election results in Belarus with another pro-EU government impending. Within 2 years Russia under Putin with tacit Chinese support invaded Ukraine in Feb 2022. Belarus shares a border with Russia and it is closely allied with Russia in the Eurasian Economic Zone that includes former Soviet Bloc countries such as Kazakhstan. Gradually following the recovery of the Russian economy by 2010 the emphasis shifted to create something similar to the Soviet Union, a bloc of countries in central Asia and in Eastern Europe that are part of a Russian sphere of influence. For much of the period of the Obama/ Merkel administrations in US and Germany this was ignored as most of the politicians never gave Russia the importance it sought, not accepting that the economic power was not measured only in GDP- also in science and technology, nuclear technologies, space, in energy resources, and Russia's position in Northern/Central Europe and Central Asia since 1700.  It is this situation that the DJT administration faced with US challenges of the Mexican and Venezuelan drug and people trafficking in the western hemisphere has responded with the Monroe Doctrine to reassert American influence in Latin America by respecting Russia's effort to have some measure of influence on its borders, that the US seeks on it's borders. Without Russian or Chinese intervention in Latin America and with the the Monroe Doctrine in place America can protect the interests of the American people and the people of Latin America for free and good government. What Bush, Obama, Merkel lost sight of is that by each power having some strong measure of influence in their regions, and the tendencies for benevolent influence put in place, there is significantly more room for respecting the hopes and aspirations of people in their regions through democratic or other people oriented forms of government than by the situation in which economically the US was dominant after the fall of the Berlin Wall but other influences would lead to US decline- open but not free trade with China, and the recovery of the Russian economy, drug and people trafficking by gangs in Latin America where the Monroe Doctrine for US leadership had prevailed till the 1960's. ...
