The EU summit under the presidency of Germany completes its task for setting up the European Recovery Fund and providing nonrepayable aid to countries hardest hit by the pandemic that would otherwise have to spiral their already high debt levels to unsustainable levels or provide little assistance to their suffering public. These countries include Italy, Spain, Greece mostly in southern Europe. Also needing aid are eastern European countries Hungary and Poland. For the first time the European Union is jointly taking on this debt of nonrepayable aid to member states most in need. This is a historic step. The Dutch prime minister, almost ruined the solidarity of Europe with his continual effort to cut the amount of funds and place conditions. The Dutch have favored austerity in Europe but at what cost and at what does it say about the Dutch in Europe. Reports show the Netherlands have gained back billions of dollars that would have gone in taxes to the governments of France, Spain and Italy by setting up tax haven. The Netherlands population 17 million, Sweden population 10 million, Denmark population 7 million, together make up less than half the population of any one of the major countries of Europe, Spain and Portugal, France, Germany, Italy. The combined population of about 350 million people in southern, eastern, and western Europe was arrayed against these 34 million northern countries in the long negotiations, that show solidarity but are also a sign of the changes in Europe as these countries in northern Europe were always guided by their own personal or country interest. Rutte fought hard because of elections he faces a second time against the far right wing parties, for a second time since the 2017 election. It could not get more personal than that. Even Britain if it was still in the European Union is likely under Boris Johnson to have reversed policies of Cameron to support solidarity in Europe and aid for recovery, considering how the government has tackled the pandemic in Britain. Rina Bliss, a professor of sociology at Rutgers, says while AI can bring information to kids it cannot make them think. To truly learn children will have to do it themselves and in interaction with teachers, parents and other children. She took the approach of a scientist and let her two children try out AI tools and software and came to this conclusion. One reason she says is that AI is based on computational intelligence and the human mind and brain are not quantifiable. The brain is flowing like a river and always learning from its environments.  There is a social environmental piece says Marin, there is interaction, there is a drive to know and connect, curiosity and passion that are part of learning.  Basically AI is developed through taking vast amounts of information collecting it and ordering it in a certain way. How each originator of the AI orders it affects how it will work. And what is in the basket of information collected will affect how it will work. There is no thinking brain outside of the human originator who put a particular version together. Like every piece of software there are implicit or explicit instructions on how to use the basket of information collected that is put in by an originator who developed the AI software. For these reasons it will only do basic tasks and is not intended for complex tasks that involve thinking processes and social-emotional aspects of human behaviour. The risks of using it begin to grow as soon as it is used for tasks it was never intended to perform such as replacing the human thinking  processes and the socio-emotional aspects of these processes.  If it is used to do things it was never intended for, the larger the activities it performs, the larger the mistakes and risks it it is liable to make or create. If it is assigned the task of transportation for a country, it will at some point be asked to think and at that point it will fail to make the right decisions, making the risks grow exponentially, very, very fast, leading to disaster. ...

He had restored the automobile industry to the days when it was the leader in the world and when names such as Henry Ford, Alfred Sloan of General Motors, were the envy of the world, by bringing auto manufacturing back from places like Mexico, Japan and Germany. Back to America after years of reckless outshoring by American business under the Bush, Clinton, Bush and Obama administrations, on the advice of equally reckless economists and advisors to these administrations. The president did not say this but this restoration continued in a different way for labor under the Biden administration that followed DJT policies but focused on the other side of the coin for the auto industry - protecting worker's wages by Biden standing on a picket line for the strike by unions for higher wages. After these wages were restored from years of outshoring and pressure on wages, the need to do the work of bringing companies back through tariffs on imports as leverage in tough negotiations with Japan, South Korea and Germany was left to DJT and his administration. The president stated clearly that the economists and predictions were proved wrong on tariffs as none of these predictions of tariffs passed on to American buyers have come true. As DJT made certain the companies not to lose their business in the US decided to avoid taking that road and acted to reduce their profit margins and costs. As Scott Bessent, a veteran of Wall Street and now Treasury Secretary who conducted these negotiations for DJT, has repeatedly pointed out the tariffs were a way to get these tough negotiators and their governments from Japan, S. Korea and Germany to cooperate. It is nowhere written in the code of fair conduct of nations that the US should helplessly after decades of letting these countries benefit put its workers out of work and its industries get destroyed, when the US was taking on the additional burden of protecting these nations from hostile neighbors. ...

Pakistan prime minister Imran Khan visits the White House to meet president Trump. Mr. Trump welcomes Khan and lauds the Pakistani leader as an athlete and a leader. He tells him trade deals can be struck, future was bright and flow of aid can be turned on. Trump makes a casual offer to help mediate the dispute between India and Pakistan over Kashmir, even though it is certain that nothing comes out of this, because of India's position not welcoming other countries doing any mediation. At the heart of this reconciliation is Afghanistan and president Trump's conviction that Pakistan can get the U.S. out of Afghanistan. Trump stated this- "I think Pakistan is going to help us out, to extricate ourselves. Pakistan is going to make a difference." The idea is that Pakistan can persuade the militants, the Taliban, into a face saving settlement that will allow American troops to come home. Mr. Khan in turn stated that Pakistan had given up its policy of using Afghanistan to give it "strategic depth" against India. The army would not go behind the back of the civilian government to conduct a policy of its own. Mr. Pompeo and Mr. Trump are impatient to get this done. The deadline of Mr. Pompeo is September 1 and talks continue between the Taliban and representatives from Afghanistan. The U.S. effort is handled by Zalmay Khalizad. How Afghanistan is governed in the future is not determined and Pakistan has a key role to play in making a sensible solution take place if it decides that something new has to be tried.  In the past U.S. governments from both parties lacked the ability to take a good hard look at the facts the origin and evolution of this dispute. To tackle it directly with a willingness not only to call it for what it is but also to give the other side an incentive to try new solutions. The inventive style of the Trump administration to tackle the situation directly, but also come up with new and novel solutions is what is now being tried. ...

Schools, shops, restaurants, cafes and offices are reopening and people are getting back to work and outdoors. What are the ways to reduce chances of getting the coronavirus and what is the latest advice from public health experts.  More attention is now being given by CDC and other experts to the aerosols, the smaller particles that are airborne that can spread the virus to people unawares in breathing, talking and singing activities. larger droplets come down to the ground, smaller droplets can be airborne for hours. This makes masks wearing very important, call it essential protection. Air filtration and proper ventilation is also important. What about social distancing? Experts now say 6 feet is good, 10 feet is better. This is from Joseph Allen director of the Healthy Buildings program at Harvard School of Public Health. No magic number but 6-10 feet or more is good for safety. Can one start expanding one's social circle? The fewer contacts the better says Dr. Allen. You can he says expand the circle but this depends a lot on how serious the other family is in taking precautions. Are elevators risky? If one can one should take stairs but do not board a crowded elevator unless the lobby is more crowded. Do not touch buttons, if you do use elbow or use sanitizer from your shirt pocket after pressing. This is where mask is essential. Here a tip is useful. Talking does not help as talking emits 10 times the particles than when you are quiet and this is true for small spaces such as elevators. Continual talk is not a good idea such as a long time spent talking, here watch that habit of getting into long conversations face to face.  Is it good to take a summer vacation. Here the answer is yes, as no one really knows how the winter will be. And remember outdoors is good for renewal of health, and one can look for places that are not crowded where the 10-12 feet or more can be easily done. One tip here is to take your own food and supplies from home so there is no need to go to crowded restaurants. Swimming in a lake or ocean is fine. Camping outdoors is fine and actually a good idea if you are with your own family. Try to use an empty restroom and one that is clean and wear the mask. While camping keep the 6-10 foot rule with people outside your immediate family, do not share food and drinks and try not to touch each other's supplies, and sanitize your hands or wash if you do. When hiking keep the mask in your pocket so you can wear it when you see others passing on trails. In hotels skip the cleaning service, in a rented property ask the owner to keep the windows open before you arrive, and put a day or two between your coming and the last person who rented the place. Renting a car is tricky allow a couple of hours to elapse between you and the last rental, open windows. Public restrooms. Always wear a mask many are poorly ventilated. Open the door without use of hands if possible,or use a paper towel to open and discard. Do not use air dryers. Is it safe for your house cleaning person to return. Keep the windows open to let in fresh air. Make sure your cleaner wears gloves. And all should wear masks. How to visit grandparents? Experts advise keeping visits outside and wearing masks when not 6-10 feet apart. Anyone not feeling healthy should avoid the visit. And bathrooms should be sanitized after people leave even wait a day if there is another bathroom. Experts advise against sharing food and buffet type meals. Ten feet distance is better than six feet. Can one use a gym? Here the advice is to exercize outdoors or at home if one can. It says be cautious unless your gym is limiting the number of people or spacing the equipment adequately. Ask about open windows, air filtration systems, ventilation.  This is excellent advice from experts with the latest information. Over the last few months from March to May most of the information was during lockdown, and a lot can be forgotten or seen as not necessary as things return to normal, as shops schools and cafes, office reopen, and cases remain steady and under control. Being vigilant is good for safely navigating this period through the summer and into winter till a vaccine is found. Seoul is one of the cities that is shrinking in size during the pandemic. House prices doubled during the period of the pandemic. An average price of a home just 2 years before the pandemic was 341 million won or $252,000 now it is 626 million won in 2022. More South Koreans are moving to wide open spaces with more room and clean air. Seoul's population has dropped below 10 million and could reach 7 million in 2050 as population moves out to smaller more livable towns and cities. Says one teacher who moved out there is a higher quality of life, homes are bigger, prices much lower, and children can go outside and play instead of being surrounded by crowded places. Places at kindergarden are free and extra curricular activities are far cheaper. Another development is also taking place. The model of young people getting a degree and working at alarge corporation in the center of Seoul is now fading as young people start their own ventures or business as entrepreneurs. They can then use the flexibility of locating in places outside Seoul to attract talented employees who no longer like life in the big city compared to the outdoors and larger spaces in smaller cities. ...

WSJ and NYT, Wash.Post exaggerated defense of Denmark's claims to Greenland. DJT says there is nothing in writing that says Denmark owns Greenland. The NYT, WSJ cite 1916 Treaty that transferred Danish West Indies to US for $25 million.  The agreement in 1916 said Denmark would extend its economic and political arrangements across Greenland, which was the status quo, but this did not give ownership of the island to Greenland. In 1947 US president Harry Truman offered $100 million for Greenland. This was a generous offer and would be around $1.5 billion in today's terms. The agreement of 1916 is superseded by Admiral Perry leading the US Navy's exploration of Greenland all the way to the north of Greenland at the Arctic northern most points in Greenland. The US planted its flag on Greenland at the time. DJT on Truth Social planting the flag is nothing new. Admiral Perry is never mentioned by NYT, Wash Post and WSJ, the television media and Google internet other AI, which gives the Denmark government an opportunity to misrepresent US claims to Greenland since 1890's and leave out Adm. Perry's discoveries in Greenland. By comparison a few Danish boats and Norwegian boats landed in Greenland. Worse it sets up the Europeans for actions that Scott Bessent says are "unwise". It is mainly Denmark and the Nordics who are in opposition, the rest of Europe has no stake in Greenland and would be better off with the US owning Greenland. Danes were a colonial power and cannot bring up the Greenland Inuit population of 50,000 smaller that what would fit into a baseball stadium as they had never sought to help the Inuits. As recently as 1803-1848 Denmark was struggling to abolish the slave trade in its colonies in the West Indies- it is something that can easily be looked up. It was the US with it's Declaration of Independence by Thomas Jefferson that laid out the vision of a free people which also fought the Civil War under Lincoln by the 1860's with loss of millions of lives for a free and fair society, something the European colonial powers failed to do. Denmark should accept the offer of $1.5 billion from the US consistent with the US offer from Harry Truman in 1947, and not use the European Union to create dissension within Europe as it has done so far in a misleading effort that does not serve the interests of Europe. ...

After elections this week in Germany the CDU may be faced with forming a government with the BSW socialist party an unlikely pair. Germany's political leader Sarah Wagenknecht considers the policy of letting migrants in to be "highly problematic", and making it difficult to focus on help for workers and families. Wagenknect says - "Not because people don't deserve a better life, but because our country is simply overburdened as a result."  She pursues a social policy that follows common sense on behalf of the working class and unions, and follows socialist policies for better incomes and benefits for workers. This is new to Germany says DW.com, yet it is not true for the EU. Neighboring Denmark for example has prime minister Mette Hendriksen who has said the same thing about migrants, opposing entry because it leaves the workers worse off than before and presents both a burden and a huge distraction from the many issues the working class face today. The Democrats in the US also are coming to the same conclusion as president Biden and Harris have moved to secure the Border with Mexico and cut unlawful migrant flows to a trickle in 2024.  These shifts will affect Scholz and the SPD party in 2025, as well as the FDP and Greens as they lose popularity in the former East Germany.  ...

It is this optimism that America felt and reaches out for again. It is also a period of optimism in the US and the Free World, a spirit John Kennedy really captured. The FDR-Truman period laid behind the chapter of excesses of capitalism and Roosevelt's response, Truman set the Free World's response to the Soviets, Eisenhower period completed the Interstate Highway System but was stagnant in other respects. It is this Wisconsin campaign that put Kennedy on the map for the Democratic nomination in 1960 with a new feeling in the air about what America could really aspire to and aspire for. ...

The new Chancellor of the Exchequer in Britain, George Osborne, put forward a new budget that marks a big change from the past. In an effort to cut the budget deficit by $180 billon over 5 years, Osborne announced a cut in spending for the public sector and welfare spending. There will be cuts in the budgets of government departments of 25% by 2015 except for health and international aid. Reduced spending on public housing benefits, disability benefits and other costs in the $285 billion welfare budget is part of this budget. He announced a 2 year wage freeze for public employees, and new medical screeing for persons claiming disability benefits. On the tax side the value added tax on many goods and services goes up from 17.5% to 20%. Capital gains tax goes up to 28%. And overall the proportion of tax increases to spending cuts is 1 : 4. Osborne referred to rich people in Britain "paying less than the people who clean for them" in instituting higher taxes, and he removed entirely 900,000 of the poorest people in Britain from the income tax system. Corporate taxes will be reduced from 28% to 24% over a 5 year period....

EU president Von der Leyen says- “A new era is upon us. Europe faces a clear and present danger on a scale that none of us has seen in our adult lifetime … We are living in the most momentous and dangerous of times.” And it is has the room in its budgets and the willpower to back it up without US help. $30-$40 billion in EU aid to Ukraine when US aid to Ukraine ended this week by the DJT Trump administration. His remarks on the floor of the US Senate underscored the gravity of this moment in the Congress: "Make no mistake: Delay in providing Ukraine the weapons to defend itself has strained the prospects of defeating Russian aggression. Dithering and hesitation have compounded the challenges we face. Today’s action is overdue, but our work does not end here. Trust in American resolve is not rebuilt overnight. Alabama Senator shifted to a yes vote saying most of that $61 billion of aid to Ukraine will be spent in the US to hire American workers in defense industries. A $10 billion loan provision with forgiveness included was a way to get the former president to support it. On the third try America's Congress gets it through in a decisive manner with overwhelming support. This is not unlike the efforts before, when Aid to Greece and Turkey had to be passed through Congress under president Harry Truman in 1948 with both countries facing a danger of Communist takeover supported by the Soviet bloc with only US support keeping democracy in both Greece and Turkey. Even in 1948 to a war weary country Harry Truman had to persist and get the support he did from the US Congress as president Biden did today April 23, 2024. ...

WSJ points out that the wealthiest 400 billionaire families in America pay only 8.2% in taxes on federal individual income taxes between 2010 and 2018, not the 3% it says president Biden has said. The average income tax rate in 2020 was about 14% says the WSJ. For higher incomes it was about 25%. Reform UK is now leading party with 34% of the vote to Labour's 25% and Liberals 11%. The report in the WSJ on Augu 28 shows how the Labour government did not live up to it's talk on immigration. It also shows how the Conservatives and Boris Johnson failed by opening up non EU immigration from Asia on the grounds that it would bring in the brightest and yet dropped the basic colege degree requirement paradoxically. Lobbying from health care home care increased migration for this field under Conservatives and is only now being reversed by Labour. Labour has been too slow and the culture of Britain and Labour has not changed enough to grasp the problem. Their are vested interests in Britain such as universities and home care health care that have influenced the conduct of policy so that migration on non-eu has replaced eu migration after Brexit but not attracted the most qualified immigrants. The 4% of the British population that entered Britain after Brexit as immigrants, millions arrived and now when Labour is trying to bring this down faces a large number of dependent applications.University students are now bringing in their dependents at rates that have skyrocketed. ...

UAW's Shawn Fain's support of US 25% auto tariffs April 2, 2025. Fain says-“We applaud the Trump administration for stepping up to end the free trade disaster that has devastated working class communities for decades.” US president Biden supported the UAW, even standing in a picket line to support UAW negotiate a contract for fair wages for workers with the three US automakers, Ford, GM and Stellantis. For decades workers in the US faced the threat of outshoring to Mexico to reduce wages. This action on tariffs will increase depressed wages for American workers in the same way that president Biden's action helped negotiate better wages. In this sense both Biden and DJT are on the same track. In fact president Biden 2020-2024 decided to keep most of the tariffs put up by president Trump in 2016-2020. It is likely that a future Democratic administration will continue DJT tariff policies to achieve domestic goals such as fair wages for American workers, and for rebuilding American manufacturing in the way president Biden has done. This is in fact one of the singular achievements of the Biden administration for building the working class and middle class neglected by Clinton, Bush and Obama administrations. On this issue both Biden, Trump and any future US president will be on the same page, because it is about fair trade, to even the playing field, and is right by American workers and American values. History will show that this required courage and persistence on the part of Biden and DJT, and was done not on whim as is falsely portrayed but on the advice of people who had the experience, wisdom and sought the best for America such as Robert Lighthizer ,the US Trade Representative in 2016-2020 and his deputy Jamieson who is the USTR in 2025. Lighthizer is notable because he handled the unfair trade with the Japanese in the 1980's as Deputy USTR under Reagan, and knows fair trade and how to get it to build a strong American economy. ...

Gates experience one rainy night in March, at Dover Air Force Base in Delaware, welcoming 4 dead soldiers who lost their lives to a roadside bomb on a rutted road near Jalalabad, Afghanistan, provides an insight into what he sees as important for the US military. One is to address the realities of the war that is facing the US in the now, not some theoretical conventional war as the Pentagon is overly focused on. This war is fought in insurgencies in Iraq and in the Pakistan-Afghanistan area. And even the takeover of nuclear weapons by Taliban, is not ruled out with the collapse of the government in Pakistan. So he sees reason for doing things quickly. At Dover that night, Gates expressed his anger to his staff, "find out why they had'nt gotten their goddamn MRAP's yet (Mine Resistant Ambush Protected Vehicles). Gates went into the 747 carrying the draped coffins, and knelt alone and prayed for 5 minutes. Gates was President of Texas A&M University, before he took the assignment at Defense during the last 2 years of the Bush administration. He knows the ways of the bureaucracy, and is a persistent and effective when faced with lack of cooperation and delays. When the field commanders in Afghanistan said they needed 40 Predator combat air patrols instead of the 12 they had, Gates went around the bureaucratic delays and had his task force set up and and doing problem solving down to details. They went about getting more flying time, and pilots, and control stations in the air force to support this. He keeps presentations limited to 45 minutes, and inists all slides be turned in the day before, for him to look over carefully. And he is decisive in making changes. The Army Secretary was asked to come to Washington immediately, and fired on the spot, not Gates says for the appalling conditions at Walter Reed Army Hospital, but for not acknowledging that problems existed and taking quick action to fix them. And Gates is using the 2010 Defense budget to steer away from large scale conventional weapons programs, and get more money for the immediate needs of the field commanders in the wars being fought today. He makes it clear in talking with lawmakers, that "listening to our troops and commanders, unvarnished and unscripted, has from the moment I took the job been the greatest single source of ideas on what the department needs to do." In doing this he has to face up to the bureaucracy and set ways of doing things at the Defense Department, things that were never questioned under his predecessor Rumsfeld. In 2008 the generals who run the Army, Navy, Air Force, and Marine Corps formally "non-concurred" with the classified version of Gates's National Defense Strategy, which said it was necessary "to take additional acceptable risk" in the area of conventional war so that the military could improve its ability to fight irregular wars. Gates met with all the defense chiefs to listen to their objections, and decided to draw his own conclusion after thinking it over, that the reasons given "were non-compelling," considering the grave dangers that the military was facing in existing wars. Gates is convinced that its his job to give the troops in the field the equipment and resources they need, and he is not letting the military brass or officials block the way. He does not let the criticism affect him. Gates is very quiet when he listens to arguments presented on the other side that he does not share, responding in a thoughtful and controlled manner. Last week, Jaffe of the WPost says, Gates flew to Afghnistan to ask for the resignation of Gen McKiernan the field commander there, a man he had chosen 11 months earlier, but now felt was the wrong man for the job. During this trip he visited a new base being built in southern Afghanistan, and met four marines whose MRAP vehicle took the blast from a roadside bomb, all survived with minor scratches and injuries, and one broken arm. Bjorn Lomborg of the Copenhagen Consensus Center says about the decision by the Obama adminisration to stop contributing to World Bank financed coal power plants- including one in South Africa- does not take into account the simple fact that 1.2 billion people living in sub-Saharan Africa and Asia have no access to electricity. In the sub-Saharan region of Africa (excluding S. Africa) the entire electricity generating capacity is about 28 gigawatts, or about the same as Arizona with a population of about 9 million compared to 860 million in the region. He says China was able to lift 680 million people out of poverty with urbanization and industry powered by coal. There is no alternative to low cost fossil fuels for the poorer regions of the earth. This is why the International Energy Agency esimates fossil fuel generated energy to remain about the same percentage in 2035 as it is today- 81%. Shale based naural gas can make a difference for air pollution and China is begining to make the shift away from coal- for sub-Saharan Africa, South Asia, this goal will take time. ...
