For some time ahad of the summit talks in Hnoi the U.S. had already eased its position reports the WSJ, so that the U.S. was no longer insisting that North Korea largely denuclearize during Mr. Trump's current term in office. a full accounting of North Korea's nuclear programs was not required at the start of negotiations. North Koreans also came up with options to close the Yongbyon nuclesr complex. The sticking point was that major sanctions relief was expected without other nuclear facilities being listed for inspection and denuclearization. ...

President Obama's policy of not taking decisive action, reversed towards the end of the second term, had led to the rise of Islamic State and the refugee crisis in Europe as refugees left Syria and Iraq. NATO or the South Korean defense was not significantly weakened as feared at the beginning of the first year. Missile defense proceeded in South Korea with U.S. missile systems. The appointment of a senior senator from Texas, Kay Hutchinson, signaled that the NATO policy had not changed significantly. As a result it could be said that the year 2018 began with a bang about the risks internationally with president Trump's unconventional approach, and ended without some of the worst fears being realized. North Korea's trade with China has plunged 75% in 2020 and the economy has suffered the worst in a generation. Trade with China withered to $1.7 million in October for a 99% drop. A weak health system meant North Korea had no choice but to shut down completely. It locked off some provinces and shut down foreign tourism. Prices of food staples like sugar have quadrupled.

President Trump announces the U.S. withdrawal from the Iran Nuclear Agreement of 2015 signed by president Obama. Since the signing of the agreement the conflicts in the Middle East have increased and relations between the U.S. and Iran have deteriorated under the Trump administration. During the election campaign candidate Trump and Republicans had criticized the deal and deal never gained Republican support. It was also not initially supported by France which called for stronger safeguards on nuclear weapons development. The appointment of John Bolton as National Security Adviser, and Mike Pompeo as the new Secretary of State, who were strong critics of the Iran nuclear deal also influenced president Trump. He was also influenced say aides by the success of his policy with North Korea of imposing strong bargaining pressure with tough sanctions on North Korea including Chinese sanctions, which led to the talks between North and South Korean presidents and the planned Trump meeting with Kim Jong-Un of North Korea. Iran's president Rouhani says Iran will stay with the agreement as the EU countries Germany, France plan to support the agreement. This could also leave an opening for future talks with Iran on a new peace agreement as  president Trump talked about Iranian people deserving a better deal at the end of his 11 minute announcement. As Stephens points out in a op-ed in the NYT Iran's economy needs the removal of sanctions so that focus could shift to economic development, as the lifting of sanctions have yet to result in increasing living standards and building infrastructure neglected during the sanctions years. ...

South Korea's democratic form is recent. Since Sygman Rhee in the 1950's and student protest in 1960's three decades of military rule have weakened the country's democracy transformation efforts. Only since 1988 have free elections given Koreans a respite- just 36 years. Presidents are impeached and resign many times in these 36 years showing the fragility of the democratic forms of government in South Korea. The presence of a Communist North Korean regime and memory of the Korean War in 1950 add to the polarization in the country between right wing and left wing parties and politicians. Yoon is a clear example of a prosecutor becoming a candidate for president who was not anchored in a clear grasp of the limits of the power of the president and need to work with opposition parties. When he dabbled wildly in right wing politics that described the North Korean threat as close to home, this led to martial law and his presidency unraveling.

Britain has opposed Russia since 1750 as it saw Russia as the threat to an Empire it was building in South Asia, in India that financially supported its Empire worldwide for 200 years till about 1950. Britain engaged in the Crimean War against Russia so that along with the French it could control Turkey and its Ottoman states in the Arab Middle East under the guise of trade. This effort was pushed back by Kemal Ataturk in the 1920's when he founded the modern state of Turkey in Ankara. ...

South Korean president Moon Jae-in sees his popularity drop from a high of 83% with the outreach efforts to North Korea, to 60% by July 2018 with concern about the economy. Presdent Moon-Jae-in made a campaign pledge for $9 minimum wage by 2020. Recently the minimum wage was increased by about 11% for 2019 after a 16% increase for 2018. Job growth slowed from 836,000 in first 6 months of 2018 compared to 2.15 million for the prior year.

Critics say the increase affects mom and pop small business and results in slower job growth. Youth unemployment is at 9%.

Moon's 83% approval rating is still unusual for South Korea. The opposition conservative party has only 14% approval rating and the previous democratically elected presidents left office with 30% approval.

The same thinking will be going on in business in Asia- in China and established leader in solar, in India an aspiring solar power, and in Japan. Modular nuclear reactors are also a new way to go. This means even under DJT with his skepticism for renewables the technology and production of renewables will continue and pick up pace. People will also ask whether its worth all the trouble to get fossil fuel supplies at levels that make no sense through waters of Hormuz straits- China and Jpan getting a makes no sense 90% of their imports from Hormuz, and India nearly 50%. Their are moral considerations also whether a morally conscious China, Japan and India, South Korea with much of the industrial base in the world can justify missile attacks on the scale of tens of thousands in the region and bombing just to clear Hormuz. ...

The efforts of Senator Kyl to get committments of $4.1 billion in missile defense and nuclear warhead modernization from the Obama administration. This WSJ editorial sees the New START treaty with Russia as a footnote to the Cold War years, which does not confront the real world of today with nuclear proliferation to Iran, N. Korea and other states. It says this dangerous world requires not the largely irrelevant efforts of New Start, but more serious antiproliferation strategies and efforts. And anti-proliferation efforts that work, not the kind of effort that failed such as the 1994 Agreed Framework with North Korea.

The talks were held in Hanoi, Vietnam. Kim agreed to close down the Yongbyon nuclear complex, but the country has also 2 other facilities where uranium is enriched. Kim wanted to keep these other facilities and not offer the entire nuclear facilities.

The first summit in Singapore did not lead to any agreement.
