The probe into corruption at Petrobras, is known as "Operation Car Wash," because some of the payments were routed through a car wash company in Curitiba, Brazil, which caught the attention of a young federal prosecutor in that city. The investigation took a new turn with the arrest by Brazilian police of the heads of two large construction companies, Marcelo Odebrecht of Odebrecht SA, and the CEO of Andrade Gutierrez, on June 18, 2015. Investigators say construction executives in collusion with Petrobras officials inflated the price of contracts and made payments to politicians and political parties including the ruling Workers Party. The alleged amount is about $2 billion. The construction companies are active in shipbuilding, defense contracting, oil and exploration related work, and building the stadiums for the World Cup Soccer and the Olympics. This has damaged the credibility of the ruling Workers Party, former president Da Silva, and current president Dilma Rousseff, in power during the last decade. The companies and the Workers' Party denied any involvement. Federal prosecutor Carlos Fernando dos Santos Lima told a news conference in Curitiba- "We have no doubt that Odebrecht and Andrade Gutierrez headed the cartel scheme within Petrobras." Adding that the two companies "cannot pass themselves off as innocent given how much evidence we have."...

The Affordable Care Act or Obamacare gave families of 4 with incomes of less than 125,000 or single income less than $60,000 a chance to buy insurance with federal subsidies. When these subsidies were increased under the IRA Act of president Biden the enrolment has doubled in the last 5 years to $24 million. These subsidies expire in 2025. Under the One Big Beautiful Act the policy of subsidies for ACA is not being renewed when it expires in 2025. This shows the band aid approach of Obama to healthcare and the lack of a comprehensive approach. The policy on migrants during the Obama and Biden administration also stretched public funding resources. Insurance companies now plant to make up for the los of subsidies from the government by raising prices for this subpopulation in a broken healthcare system in the US by 15-20%. This report in WSJ shows a young woman on ACA insurance in Illinois with a payment of $590 a month to Blue Cross of Illinois facing a new payment of $678, almost the size of a mortgage. ...

Inflation in countries like Turkey and Romania. In Turkey inflation reaches 9.2% in March and looking to be worsening. Both countries have high foreign debt and export prospects worsening so their situation is getting difficult. Turkey's interest rate is at 15.25% and the central Bank is not about to reduce rates because of inflation even as growth is flat. Complicating Turkey's problem even further the Turkish lira lost 30% of its value in May 2006 requiring higher interest rates to support the currency and aslo because a further weakening of currency would mean higher price for imports and higher inflation. The corporate sector in Turkey has been on a hard currency borrowing binge so devt servicing costs would rise with further weakening of the currency. meanwhile growth is sputtering in Turkey.

An enormous achievement of president Joe Biden and of the Federal Reserve's Powell goes unrecognized with the highest growth of any the economically developed nations by far in the US, as groups stuck in old frayed concepts of economic orthodoxy and wanting to keep as FDR said "their place in the economic order," work to denigrate this achievement. They have sold trickle down economics, broken some common sense rules about failures in indiscriminate use of tariffs from the 1930's, which will put at risk this remarkable growth in the US economy. It is also standing up for workers and families even on the picket lines for higher wages, a better future for America. True it is that in 4 years the effects of problems that were unanticipated from the pandemic relief and the supply chain crisis with ensuing inflation and price gouging in groceries and essential items, have affected the most depressed groups in America including blacks and Latinos and rural White Americans. Not Kentucky as the title suggests but Denmark's Mette Frederiksen. Lara Spirit in The Times of London looks at Starmer and Labour in the month of Feb 2025 with the challenge it faces from Reform UK. Mette Frederiksen PM from the Socialist party in Denmark and her policy to tightly restrict immigration and oppose illegal migrants are of great interest to No. 10 Downing Street. This report says No 10 is interested in how Mette Frederiksen has for years pointed out that the only people hurt from socialist parties supporting migrants are the workers and families across Denmark.  There is a disconnect with history. In the US history shows that since the 1850's to 1960 the US vigorously opposed migration from Asia, and migration from Mexico was only supported during the war years 1940-45 because of the demand for labor and quickly  reversed under president Eisenhower's 1954 Operation Wetback. Today's situation of migrant and fentanyl flows following 490,000 deaths from fentanyl over 12 years is totally unprecedented in American history, and would be unimaginable to every president from Washington and Adams to Lincoln, TR, Wilson, FDR and Kennedy. How did this happen? Why are parties including Harris Democrats, Mayorkas Democrats, in contrast to Fetterman and  Ruben Gallegos Democrats who are asking serious questions about migrants finding themselves caught with Merkel and Scholz in Germany in this situation where the wellbeing of people in each country is obscured by lofty ideas that have no connection to the history of each country and to the situation of unease on the ground? ...

Jerry Brown Attorney General of California and Lisa Madigan Attorney General of Illinois led the negotiations on behalf of the states of California, Illinois, Michigan, Iowa, Ohio, Washington, Arizona, Texas, Florida and North Carolina, Connecticut, against predatory lending by Countrywide and obtained a settlement of $8.4 billion for homeowners. Shows that states efforts can be effective where the federal government failed. Brown expects loan modifications worth $3.4 billion in California. Congress has proposed various programs but none made it through the legilative process, so this is the largest most comprehensive mandatory loan workout program that exists. The program will be mandatory and will be monitored by state officials. Bank of America owns Countrywide which it acquired and it says that it had anticipated and made allowance for this kind of settlement. Borrowers whose first payment was due between Jan1, 2004 and Dec 31, 2007 can participate. The loan balance must be at least 75% of the current value of the home and the borrower must be able to make the adjusted monthly payments. It will focus on borrrowers who were placed int he riskiest loans because of Countrywide's misleading and predatory lending practices. Under the program Countrywide will reduce laon balances in some and cut interest rates in others. Rates could decline to 2.5% depending on borrowers ability to pay and remain at that level 5 years. Help is also provided for those facing foreclosure or are 4 months behind in their payments and homeowners already foreclosed....

Greece announced a speeding up of its privatization plans to sell 50 billion euros worth of state assets over 5 years after pressure from Germany and other EU members. Greece will sell 5.5 billon euros of assets in 2011 up from a target of 2-4 billion euros.It will sell stakes in a state owned bank, in Hellenic Postbank, in 2 state owned water utilities, in Hellenic Telecommuncations, and a state gambling monopoly.

The Economist magazine points out that the higher reserves in emerging markets (estimated at $7.7 trillion total by The Economist), flexible exchange rates, and smaller current account deficits, make this a different situation compared to 1997. Only countries like Argentina, Turkey, and Thailand pose higher risks because of political uncertainty and failure to adopt the lessons of the 1997 crisis. China, Russia and Brazil have large reserves to cope with the crisis. Emerging markets will have to adapt over time and the gradual tightening anticipated under an employment levels conscious Yellen would give them the time to make the changes needed.

The Journal editorial points out that the refusal to seriously look at the restructuring of Greece's debt is moving from the amusing to the dangerous. Greek 2 year bonds yield 20%, and credit default swaps are priced as though a default is likely. EU denials continue, but Greek, German EU and IMF officials are conceding in private the need to look at this option. The EU thinking was that openly discussing debt restructuring would lead to capital flight, and better to muddle through than to have Greek and European banks take losses and need further bailouts. The editorial emphasizes the importance of Greece restructuring its debt in an orderly fashion. Financial markets have already priced in the likelihood of debt restructuring. Better to conduct serious stress tests with sovereign default scenarios and let investors, taxpayers and governments respond in an orderly way to this situation. The worst possible situation is a Lehman Brothers type panic. The lack of clarity was the biggest problem with Lehman, and the resulting uncertainty led to the financial panic....

With yields on ten year Greek bonds reaching new highs, the Economist says it is time to go to Plan B. The German government wants to see something different from a continuation of the 2010 plan and merely loaning more funds to Greece. One option is for Greece to pledge privatization proceeds as collateral for new loans. Another option is the restructuring of Greece's debt, even though the German government is reluctant to impose losses on holders of Greek bonds. But Trichet and the ECB are opposed to any restructuring. ECB officials fear this could cause a crisis like that caused by the collapse of Lehman Brothers in 2008. And privately ECB officials say they could go so far as to refuse to accept Greek bonds as collateral for ECB loans if a restructuring goes through. The contagion from a Greece default could affect Ireland, Portugal, and impact the European banking system and the ECB's own balance sheet. Yet a sounder plan would be for European governments to come up with the funds to recapitalize hard hit banks, knowing that Greece will never be able to pay back its loans under the current plan. The IMF and the German government should push for an orderly restructuring of Greece's debt as the only workable solution, says the Economist....
