Toyota offered workers a bonus equal to 6 months of base pay- a 15% increase over 2012 bonus. Anna Fifield of the Washington Post provides this exceptional piece on Yuka Ogata, a 42 year old municipal assembly member of the Kumamoto Municipal Assembly. Yuka sat in the assembly seat with her 7 month baby in the front row to the men looking on in amazement. Ogata has a Masters degree in conflict resolution from George Mason University. Ogata was earlier reported to have created a stir by sitting while pregnant while asking questions.  Yuka Ogata says she wants to draw attention to the struggles of women as they seek to work so that they can raise a child and work happily. Japan's government has announced the key goal of "womenomics" to increase participation of women in the economy as a way to increase growth. Earlier Yuka had asked the Assembly authorites to open a day care center or let mothers bring their children to work. 11 Pacific Rim nations form the Trans-Pacific Partnership in 2018. The Obama administration supported the trade pact alienating supporters in its union base particularly in the midwestern states. Mr. Trump opposed the TPP in his election campaign and made it a significant issue for swing voters in midwestern states after job losses in the auto industry. With the opposition of president Trump the U.S. decided to withdraw from TPP.  The 11 nations agreeing to join a revised agreement are Japan, Canada, Mexico, Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore and Vietnam. So far six countries have formally approved the deal, Australia, Canada, Mexico, Singapore, New Zealand and Japan, setting the stage for two rounds of tariff reductions starting December 30, 2018. Agricultural products duties will be duty free within 3 to 7 years including for Japan and Mexico. Australia, New Zealand, Canada are major agricultural exporters. Japan supported the deal as a way to counter China's influence in the region. In the U.S. the gains would be in intellectual property rights but losses for workers in the auto and manufacturing industries, a point Mr. Trump recognized in his election campaign as he campaigned in the midwestern states. Mr. Obama pursued TPP over objections of workers organizations and unions including auto workers union, with his advisors suggesting this as a way to counter China's influence in the region. By 2018 the Democratic party support base fractured on this as one of the major issues.   ...

Japan's Business Federation Keidanren chairman, Sadayuki Sakakibara, says he "expects companies to make aggressive action" to increase wages. Keidanren says wage increases of at least 2.2% should be given. Prime minister Abe attended the new year's eve party hosted by Japan's three business lobbies and asked business leaders "to make a brave decision, when can you take action if not now?" Bank of Japan chief has talked to corporate leaders asking for wage increases. He also visited the new year's eve reception of the Japan Trade Union Confederation, as a way of supporting labor's demands for higher wages. BOJ's target is for 2% inflation, and Kuroda says wage movement is critical. About 17.5% of the total workforce are union workers at large companies who are affected by union-company wage negotiations in spring. Non-regular workers make up 38% of the workforce, and the wages for this group also need to be raised to have a serious impact on overall wages.

Japan is meeting a shortage of workers by bringing in workers from other countries including China. In jobs ranging from apple picking to airport baggage handling Japan is getting foreign workers, and making changes in its immigration laws. Prime minister Abe is pushing for these changes to increase growth of the Japanese economy. In the past 4 years the number of foreign workers has nearly doubled to 1.46 million and a new visa system will accelerate the process to bring in more workers. Out of 27 countries in a Pew Survey Japan is the only country where more people favor immigration to rise than those who think it should decline. The Chief Cabinet Secretary Mr. Suga says- " In my view that shows how real the labor shortage problem is." Immigration authorities say they gave visas to only 82 refugees in 2018, less than 1% of those applying, so that there is not a sense of recasting Japan as a nation of immigrants or fulfilling any obligation to accept people from war torn nations. The problem Japan is facing is that 3 in 10 people are over 65 years old. In 2018 the population declined by 430,000, causing a need for job applicants. In fact cities and towns are looking for new ways to hire older workers who retired by offering flexible hours. ...

Shinzo Abe had a vision of a broader Asia. In Abe's own words- " A broader Asia that broke away from geographical boundaries is now beginning to take on a distinct form. Our two countries have the ability - and the responsibility - to ensure that it broadens yet further and to nurture and enrich these seas to become seas of clearest transparence." He added "By coming together in this way, this 'broader Asia' will evolve into an immense network that will span the entirety of the Pacific Ocean, incorporating the United States of America and Australia. Open and transparent, this network will allow people and goods, capital and knowledge to flow freely." It is this vision that is taking shape today in 2022. And India's unique role in Asia was grasped by Abe. Abe reminded Japanese and Indians of the unique contribution of Vivekananda, calling him a great spiritual leader India gave to the world, and stretching back to many others way back in time to Bodhidharma, and then way back from that to one whose name all know.  During one of these visits to India Abe said- "Vivekananda came to be acquainted with Tenshin Okakura, a man ahead of his time in early modern Japan and a Renaissance man, Okakura was then guided by Vivekananda and also enjoyed a friendship with Sister Nivedita, Vivekananda's loyal disciple and a distinguished female social reformer. Many people are aware of all that." Praising India's spirit of tolerance Abe said- "From the reign of Ashoka the Great to Mahatma Gandhi's Satyagraha movement of non violent resistance the Japanese people are well aware of the unbroken spirit of tolerance in Indian spiritual history." Vedanta and Buddhism went from India through Bodhidharma to China and then from China to Japan with Dogen and other spiritual leaders from Japan bringing it from China then called the Pure Land in the 13th century. Vedanta and Buddhism now finds it way centuries later from India to Japan- from where it moves onwards to China and East Asia. ...

US president's sweeping powers to use tariffs as a tool for policy when American people's jobs, communities, health, is threatened by fentanyl and concentration of manufacturing jobs in China, unfair trade by EU and Japan, is the issue presented to the US Supreme Court. The US president presented it in this way- tariffs as a foreign policy tool, not a way to impose economic policy in the form of a tax on American importers or buyers which is the power allocated to Congress by the US Constitution. Justices who mentioned these powers called them sweeping powers but would not say the word fentanyl or look back at the recalcitrant behaviour of Asian nations Japan and China when it comes to unfari trading practices, where the US could literally negotiate forever and get no result, or to the enormous concentration of manufacturing power and supply channels in China that not only ships out American jobs but leaves Americans at the mercy of foreign powers for cost of living. Nowhere was this more evident as during covid years and now in rare earths export restrictions from China. The Justices assumed it was just alright to ignore this or leave it unsaid.  The cost to American buyers is small because most of the tariffs are borne by foreign suppliers in China, Japan and Germany, who as in the case of automobiles unfairly benefitted for decades and are now bearing most of the cost of tariffs. The large business in the US have increased their margins so much in the 2020-2024 period that they are now bearing some of the cost of the tariffs, as reported in WSJ. So that inflation in the US is at 3.0 % in the US less than anticipated, when average tariffs are at about 10% overall, not what the headlines say of 15-20% because of the product exceptions made in the tariffs for each nation. Justice Roberts may be right when he says more care should be exercized in the placing of a tariff, but even Roberts and Justices Barrett, Gorsuch, Kavanaugh and others know that the US has used this as a last resort, as a policy tool to protect the American people. Sweeping powers need care and caution as Justice Roberts stated- “power to impose tariffs on any product from any country in any amount for any length of time. It does seem like that’s a major authority."   ...

The trade figures for Dec. 2012 show the deteriorating picture for Japan's exporters. This supports the reasoning of the new LDP government of Shinzo Abe to keep the yen down to support exporters. Figures for the full year show Japan was able to maintain a current account surplus of 4.70 trillion yen only because of investment income from overseas. The merchandise trade deficit for 2012 was the highest since 1985.

This editorial in the WSJ says the reinterpretation of Article 9 of the Japanese Constitution to allow collective self-defense in no way brings Japan back to its militarist past. It reminds readers that Prime minister Abe faces the Japanese public's skepticism as a majority of Japanese in polls show they do not favor the collective self defense interpretation. The New Komeito party in the coalition government also restricted the interpretation. South Korea's reservations have also to be considered by Japan. The revised interpretation lets Japan fill some needed changes in its role in the new situation where China has taken a more assertive stance on territorial issues in Asian waters near Vietnam, the Philippines, Japan and South Korea. In this manner the restricted interpretations lets Japan fulfill a role necessary for the U.S. to continue its presence and strength in the Pacific and Asian waters needed to maintain peace in the region.

This Economic Times report provides details about the  remaining aspects of the Indian Mumbai Ahmedabad bullet train project using Japanese technology. The project is being expedited with the federal and state governments completing land acquisition and covering extra costs of the project. This was one of the projects coming out of meetings and close collaboration .between Modi and Shinzo Abe of Japan. The cost estimated at 1.1 lakh crore is financed for 81% of cost by Japan's JICA through along term loan. Some of the engineering work may be completed by Indian engineering firms to reduce the cost. Delays mean the project cost will increase and some of the cost can be adjusted by doing some of the work through Indian firms under Make in India. JICA or Japan International Cooperation Agency is a government agency that provides aid for development projects and technical cooperation with other countries. It is part of the official development assistance of Japan which was $16.1 billion in 2020, according to OECD. ...

Greg Ip says what a difference US policy under DJT has made for energy independence and for exports. US economic growth is affected only slightly as it exports oil and LNG. Forecasts by Citi revised for the US for economic growth by only 0.1% downward for the Iran War, for the European Union by 0.4%. EU spends 1-2% of GDP to get imports of LNG and oil. US gets 0.2% of GDP for the oil and LNGit exports.  The US is in a strong position with oil policies to increase production and there is also additional supplies from Venezuela that can be added to replace Persian Gulf supplies. Which is why DJT can tell the world and the Europeans, Japan and China to get their own oil and do the job of opening Hormuz because US does not get any of its oil and LNG from Hormuz straits. In 2025 EU gets LNG from Norway 89, US 81, and Russia 37 in billions of cubic meters of imports for total in 2025 of 207 down from 257 total in 2021 because of conservation. US LNG will increase as US sells more LNG to Europe in 2026 and 2027 and reduces the little it imports from Russia. EU is doing a good job of conservation that the US can adopt to export even more to India and Japan replacing some of the supplies from the Persian Gulf nations. ...

A Nikkei poll shows only 36% of people in Japan support a reinterpretation of Article 9 of the Japanese Constitution to allow "collective self defense," and 51% disapprove. Prime minister Abe cites the need for "thorough debate," and legislative moves in this area will be held back, to gain support for reforms in the agriculture and other sectors. Abe appears to have lost some goodwill for reform measures to launch the Third Arrow. In an address to the Australian parliament in English Abe made a committment to the principle underlying Article 9 by saying- "This vow that Japan made after the war is still fully alive today." He also stated that Japan woud never let the horrors of World War II be repeated. Japan and Australia have agreed to share military equipment, and Japan has a role in developing a submarine fleet for the Australian navy of 30 billion Australian dollars (US $28.1 billion). At about this time in Beijing U.S. leaders for the foreign and finance ministries, Lew and Kerry, met for the Strategic and Economic Dialogue sixth round in Beijing's Diaoyutai State guest house. China's president Jinping, probably aware of the waves created by its own assertive stance in the region and the response of neighbors and Japan, said that the Pacific was large enough to accomodate both the U.S. and China....

Korea and president Park's need to distance herself from her father who served in the Imperial Japanese Army when S. Korea was a colony of Japan, all serve to keep the two countries apart. Akio Toyoda of Toyota Motor praises prime minister Abe's "tremendous leadership," as Abe takes a drive in the hydrogen fuel cell Toyota Mirai in the front lawn of the premier's residence in Tokyo, Japan. Toyota benefits from the yen at 110 to the dollar as this generates higher profits from exports. Sales in 2014 were $230 billion, and net profit $18 billion. Prime minister Abe's economic program depends on companies and their suppliers increasing wages, especially companies with a supplier base as large as Toyota with estimated 1.35 million employees at suppliers in Japan. Toyoda says "both the government and the private sector are of one mind in fighting deflation." Toyota's wage increases in 2014 were only 0.8%. In 2015 hope are high that Toyota will take stronger action. Toyota has refrained from asking suppliers for price cuts in fall 2014, and is likely to do so in spring 2015, so that its suppliers can raise wages. Toyota's 65,000 employees are pushing for a 1.7% monthly base salary increase in April, with bonuses and seniority adjustments bringing the wage increase up to 4%....

Zelensky is going to Hiroshima to make his own case for support directly to all G7 leaders. The fact that G7 leaders are meeting in Japan also has significance as Japan unlike Europe with NATO faces Russian presence in its northern islands and China in the South China Sea and around Taiwan, North Korea, with only the American defense agreement in any conflict. Orange juice from Brazil, copper from Chile, electronics and pharma from India, and aircraft from EU, are part of broad exemptions in US tariffs plans. The exemptions are designed to give flexibility to US negotiators where it helps the US economy to import these items. 

This month negotiating teams from Japan, EU, South Korea and othere countries are trying to get exemptions for other items. BMW is seeking export rebates for exports of SUV's to EU from its US factories. And VW is seeking to use investments it says it will make in the US manufacturing as a way to get exemptions in tariffs or lower tariff rate similar to the way Apple has negotiated a tariff exemption for its Chinese exports to the US by saying it will invest $100 billion in the US manufacturing. US negotiators have to get the firm guarantees that these investments are going to be made.

This article on Emperor Akihito as he turns over the role of Emperor to his son in 2019, shows how he has defined Japan's postwar role in for over 60 years. On the 70th anniversary of the end of the war in 2015 Akihito went out of his way to reproach prime minister Abe for saying that Japan is what it is today because of the sacrifice of three million Japanese during the war. Akihito told the Japanese people on television that it was the hard work and sacrifice of the Japanese people after the war that made Japan what it is today. During the period of the Fukushima nuclear disaster Akihito broke tradition to visit homes of survivors from the disaster kneeling in Japanese manner and talking to people like ordinary citizens. From Jakarta to Beijing Akihito brought a message that showed Japan's resolve to maintain peace with its neighbors in Asia, and heal the wounds left after the war under his father Hirohito. He made a trip to China in 1992 and acted as the chief emissary of reconciliation.  He drew his greatest contentment knowing that Japan has not lost a single life to wars since 1945. As Mr. Abe and others shift Japan to move away from the pacifist constitution Emperor Akihito stands as a clear guide and symbol of what is the best way for Japan in these times 70 years after the war. His son is intent on carrying out the same tradition left by his father. ...
