This bridge in the Reasi district of Jammu and Kashmir is at an height of 359 metres, the tallest bridge in the world. It is expected to open by January 2024. Vande Bharat will run across the bridge and Vande Metro trains between Jammu and Srinagar, cutting travel time between the two cities to 3.5 hours. About 28,000 tons of steel went into building the arch of the bridge. Himalayan tunnels need a horse shoe shape of curvature, an elliptical shape that prevents loose soil from causing landslides. India is only now building the kind of infrastructure the region needs as most of this region remains isolated compared to countries in Europe. This is true of Nepal and much of the Himalayan region. The level of infrastructure building is taking on a new pace and vigor as more roads, highways and bridges are being built in the Indian Himalayan states under the Modi administration. This will increase the economic activity in the region giving new life to agriculture and industry in the region, raising incomes and providing a better life for the people in these states. Boosting vaccine production for the Indo-Pacific region that includes Bangladesh, Indonesia, Malaysia, Thailand, Philippines, Vietnam with production done through Biological E in Hyderabad will be discussed at the meeting with Biden. Japan will fund the project, and Australia will handle the distribution. This will be part of a followup to a March 12 virtual meeting of Quad leaders. This effort to meet the vaccine supplies challenge for the Asian region covering south east Asia and its population of 600 million will be one of the major outcomes of Quad countries collaboration, making it a peacetime collaboration that supports development in the region without burdening the financial position of any country.  The other part of US- Indian collaboration and Quad collaboration centers on two related themes after healthcare and pandemic. The immediate challenge is to tackle the breakdown in the supply chain for semiconductors. The US and Europe can no longer depend entirely on a supply chain based in Taiwan. The narrowest part of the Taiwan Straits which separates Taiwan from the Chinese mainland is only 81 miles wide, which makes continued dependence on chip production on Taiwan an unreliable option and the need to build a new supply chain for Japan, EU and US. Plans will be made to address this in the talks. The Biden administration has already taken action with Intel Corp making a U turn and bringing chip manufacturing back home to the US with $50 billion investment planned. India and other Asian countries may form additional options for semiconductor manufacturing. The third part of the Quad effort will center on US and Japan ramping up infrastructure building capabilities with India to build infrastructure across Asian countries and in Africa that will be financed in a way that will not have some of the liabilities of the Chinese initiative called Belt and Road. Loans given by Chinese state banks and contracts including manpower from Chinese contractors are now seen as not meeting the needs of Asian and African countries. These loans most of the time cannot be repaid as in Zambia, and other parts of Africa, and in Pakistan, leading to interest accumulating on debt and making future infrastructure development extremely difficult. The use of manpower from China also means no learning curve for infrastructure is formed for local companies and infrastructure comes without new jobs jobs being created.  For most of the period 1900 -1950 the British built Asian and African infrastructure. During the period 1950 onwards the US assumed a major role, as did the Soviets. This changed after belligerent Reagan administration policies and wars in the Middle East sapped the funds that could have gone to infrastructure building that would improved living standards in Asia and Africa. Mr Biden wants to see this change and this is what he meant when he said at the UN General Assembly today- " we want relentless diplomacy to take the place of relentless wars." He means every word of this and the diplomacy is between allies and also adversaries, but mostly with allies such as Japan, the EU and India to build a better world. That he has to do this quickly Biden is aware of that, which is why he said "the next 10 years will determine our future."   ...

It also frees up the US from other entanglements so that it can concentrate on both competition with China and negotiating win-win solutions on trade with China. US relations with Japan and South Korea are improved and both nations are taking a bigger role in their region with other partners India and Australia -so that the US frees up resources for tackling domestic and foreign problems that ensure US regains its position as a powerhouse for manufacturing, industry and world class infrastructure in the next decades to 2050. That is the surest way to a safer, better world for Latin America, Europe, Asia and Africa. ...

Bay Area Transit (BART) a San Francisco institution is at risk of big cuts in service closing 15 stations, closing at 9 pm,  as work from home pandemic period changes cut ridership from 389000 in Jan 2020 to 170000 in Jan 2024. It now has a $400 million structural deficit. BART management proposes a half percentage point additional sales tax on counties in the San Francisco area- Alameda, Contra Costa, Mateo, Santa Clara, 1 percentage point addition in San Francisco. This may not address the problem fully as the ridership is declining not only because of the keyboard post pandemic economy, the fact that downtown San Francisco has a 30% vacancy rate in buildings and the lifestyles have changed from before, but also because it is less safe, reported use of crack, and a less clean friendly ride on BART. This shows how life in the San Francisco area has changed decades after Silicon Valley took over the city, and how the state of California has changed. Silicon Valley and Wall Street though it had changed America and the World when right in its own backyard institutions such as BART are falling apart, and downtowns are less safe. New York City home of Wall Street has a subway system also in bad shape, and infrastructure badly in need of repair right in the backyard of Wall Street, decades behind in quality of experience from anything found in China or Japan- and now even India. ...

BBC is silent about the "cut culture" which means a percentage of every financial transaction goes from the public or business to corrupt politicians in government and their associates, destroying any chance of economic progress. BBC along with other media say little about the lack of business investment in the state, and an environment that is not investment friendly, which means industrialization and modernization is falling behind in West Bengal, Bihar, Orissa region with a population of close to 300 million people, about half the size of the European Union, located in northeastern India.In this attitude by the media including the BBC in the US and European Union one finds a feeling that is similar to that shown during the evolution of China into a modern state from the conditions of the 1930 with Japanese occupation, corrupt leadership and roadblocks to modernization and industrialization that mattered little to the world outside China and India. ...

There is a connection between crumbling infrastructure in Europe,US and India and tax evasion. Because it is massive with many large corporations not paying taxes in fair sharing of tax responsibilities, and some tech companies paying no taxes, it is how we got to this situation of crumbling infrastructure and not enough funds to rebuild our economies. In India digital solutions and a unified GST tax system,  introduced by the prime minister, are some solutions. A wider solution is a minimum corporate tax that is supported by US, Europe, and India. The Pandora Papers is just one more set of revelations of this problem of tax evasion. The more open and within the law insidious form of tax evasion is that of large corporations not taking on their fair share of responsibilities. Only a culture change where it is considered a case of honor and respect to take on a fair share of the tax responsibilities as citizens would work. For this to make sense money cannot be wasted in distant lands and foreign wars, in corrupt practices, or wasted expenditures, every dollar has to go into infrastructure so that citizens can see their dollars at work as soon as they step outside- new bridges, new roads, new childcare facilities, social services that work, climate change investments, competitive technology investments such as the one in semiconductors built at home. This requires measurement of infrastructure dollars spent, results, and grading of the work done, deficiencies spotlighted. ...

Modi refers to an ecosystem that continuously shrinks the pool of capital from government revenues, revenues intended to fund development roads, bridges and other infrastructure illegally siphoned away, that stalled and suffocated rapid development in India for 75 years. Without foreign investment there can be no rapid development in India. Without strong and efficient institutions foreign investment has not come to India in the last 30 years in the way it has come to China. These institutions of good governance that prevent such siphoning away of revenues enable 100% of every dollar or rupee of taxes to go into development essential for funding infrastructure, climate infrastructure, logistics and the other inputs of capital, labor, energy and land to build manufacturing capabilities. An ever widening pool of the inputs of capital, labor and land year after year- a process that Japan, then South Korea, then China has accomplished is possible. I It is only now taking place in India. What Mohandas Gandhi, Nehru and Sardar Patel failed to grasp in the 30's, 40's and 50's is that it was possible to have an independent India and still remain a backward undeveloped nation for a staggering period of 75 years or almost half of the period the British ruled India. What Mao failed to grasp in China and which was corrected by other leaders to make China an advanced economy able to fulfill the aspirations of the Chinese people, is also the situation that prevailed in India. Post independence leaders in China and India both isolated their economies, both limited human potential, both let institutions fail in good governance.  It is only now moving India into the process of developing an advanced developed economy by 2040, able to fulfill the aspirations of a youthful population of 1.2 billion people. ...

Prime minister Modi of India says India has take a step forward for bringing in the people of the Global South into G20 discussions. India, he says, has set a path for getting development to the last mile, the last person in the public who in previous years was left out. In this report in TOI, Vijay Gokhale, former foreign secretary, points out the big shift taking place in how Germany like the US is paying attention to its mistake of overconcentrating its supply base and investments in one country, China. This type of overinvestment in one country does not make sense for a country for its supply chain, until one accepts that China succeeded to a great extent in building next generation infrastructure, logistics, and ease of manufacturing in China. India is only now learning this lesson- and Modi's experience in Gujarat stemming from studying China's evolution as an industrial nation. Lessons that are now being applied all over India to do, to build the kind of next generation infrastructure and logistics that would make it attractive to make in India and invest in India for Germany and the US. Gokhale describes the intense discussions that are taking place in the inner circles of all three parties, Merkel's CDU out of power questioning Merkel's policies of building so much concentration of business in China, the SPD questioning why it went along, and the Greens knowing that India is their natural partner and the one partner that thinks and acts most like the Greens Baerbock and Habeck. Baerbock is critical of the sale of a stake in Hamburg port to China. No other German leader is like Baerbock, who feels really at home in India in a way that few German leaders have during her recent visit. There is so much change in the Biden administration and in the three major parties thinking about China and how the future of the western nations rests squarely on India's shoulders and its young aspiring population of 1.2 billion, that even India under Modi's leadership for technological change and infrastructure has not kept pace with these changes. This columnist opinion in Le Monde reflects the view in Europe that the US is in retreat, and in some quarters such as NYT that the new US foreign policy that sets the Monroe Doctrine as key aspect of foreign policy is a retreat- US setting the rules in the Western Hemisphere around democracy and governance. It says the US has set aside the ambition first proclaimed in 1945 and revived in 1991 after the fall of the Soviet Union. US administrations under Clinton and Bush took this posture after 1991 of dominant position but it did not reflect reality. US like Russia was dragged into many remote conflicts that had little to do with the standard of living, and economic advancement of the US. The US has a dilapidated infrastructure, broken healthcare system, and operates in a world trading system that has deindustrialized the nation and shipped out jobs and factories for 20 years, and worse is exposed to drug and people trafficking gangs in Mexico and Venezuela. The Monroe Doctrine 1823 asserted the US right to keep European colonial powers out of America, and it was possible only because the British also supported it in the 19th century till the US built up its Navy under TR and FDR. With Russia recognized as a European power the US is able to get its support for the US to tackle the situation in the Western hemisphere presented by drug and people trafficking gangs in Mexico and Venezuela. Tariffs are intended to get a new world trading system with new rules. Infrastructure building is underway on a scale that will far surpass China by 2030. This is not a retreat but an advancement for the Nation and the American people after three decades of failed policy. It lets the European powers Germany, France and Britain deal with Russia's requirement that NATO withdraw from its borders and recognition of Russia as a Northern European power. European history has shown that since 1700 that when faced with a majority of nations in Europe any dominant power in Europe is forced to negotiate a peaceful resolution of conflict because of it's limited resources to carry on a conflict. This should lead to a peaceful resolution in Ukraine, that allows rebuilding, and also gives the US an opportunity to rebuild its economy and standard of living for the American people. This will be a win-win for both the Russians and the Western Europeans, and both Latin America and the US, China and the US, India/Japan/Brazil and the US. ...

The issues related to India's borders all hinge on Tibet says the Council on Foreign Relations. Sardar Patel and Nehru had differences of their own on whether the McMahon Line set by the British in a treaty with Tibet as an independent country was the border with Tibet or the border with China.  Between 1913 and 1950 Tibet was an independent country, with an Indian High commissioner in Lhasa between 1947 and 1950. After the Cold War set in and China and the Soviet Union fought to defend the rights of colonial peoples the U.S. and Britain did not recognize Tibet as a part of China. Nehru simply remained with the British status quo of the McMahon line as the Indian border with Tibet, without any clear acceptance  of the invasion of Tibet in 1950 by China, yet accepting the new status quo after the invasion, differing from Sardar Patel on the issue. This is why no clear picture emerges from looking at the official positions of the two countries, and a better understanding can be gained by looking at the border issue from the Council of Foreign Relations in the U.S.   Essentially the border issue is not beneficial for what it gives back to each of the two countries. China sees itself rejecting the period of its weakness during the Japanese invasion so that it reasserts its position to borders that stretch outside where Chinese people live. India sees itself rejecting the weakness during the British period and the early post British period during which India was occupied with the issues relating to partition of British India and the partition of Kashmir. This is why the Council on Foreign Relations can provide a better understanding from and independent perspective.  Both sides have little to gain. China by being at the Tibetan border puts itself in a position where it has little to gain being on the border with a large rapidly industrializing country with a population of over 1 billion.  At over 4000 metres or 20,000 feet the territory and landscape is not one that humans can adapt too in any way, except for a few military personnel doing their term of duty of 6-12 months from India or China. China is even further away from the border as it is a remote border from Beijing, Shanghai, Canton or Chengdu, thousands of kilometres when it is just 8 hours from Srinagar by highway to Leh, Ladakh, and the Nepalese border very close to the Bihar state in India. The very distance suggests remoteness, with customs traditions in the region very different from that in China, suggesting very little connection between Beijing near Mongolia and Tibet or Ladakh very close to India by road or rail. To get some idea how close the Tibet border is to India consider that Rasuwagadhi Fort border point between Nepal and Tibet is only 127 miles by road from Kathmandu. The distance by rail from the Indian border in Bihar to the Nepalese border is only 34 kilometres with a new upgraded rail connection. Being this close India is likely to upgrade infrastructure throughout the northeast region as it upgrades infrastructure, roads and bridges and rail throughout India at an accelerated pace for economic development.     ...

Steps the Modi government in India is taking in the 2020 Budget to tackle slowing growth include relaxing the fiscal deficit target from 3% to 3.5% of GDO, selling public sector companies to generate more funds, so that additional investment can be done in infrastructure, rural development, education and health care. Growth of the economy is expected to drop to 5% for the fiscal year ending March 31, 2020.  A weak banking sector with sharp decline in credit, and decline in the auto sales by 20%, have worsened the decline in growth.  Ms. Nirmala Sitharaman, the Finance Minister, said that this budget is designed to "boost Indian incomes, and enhance their purchasing power." The Indian slowdown comes in the middle of a global slowdown, with China's growth expected to be 4.9% in the first quarter of 2020.
