In speaking about Indian democracy and human freedom not mentioned was the unprecedented food security or freedom from hunger that was offered to one sixth of the world's population in India since March 2021, year of the pandemic. Not mentioned was the unprecedented health security or freedom from viral epidemic that was offered to the same people in that period with 900 million vaccine doses. Not mentioned was the freedom of expression in 15 Indian languages including freedom to write about the government at local, state and federal levels in the country with a wider spread of language and regional dialects than Europe for 75 years since independence. Not mentioned was the struggle within this democracy to give the younger generation of people under 30 who make up the biggest part of the population an opportunity for the first time in about one thousand years to take charge of their own future. All this one can see with open eyes and open mind. These are also the young people who have the most to gain or lose from the wrong actions at the wrong time, as they take up the challenges of modernization of a clean and vibrant infrastructure friendly India of the future.  ...

With the gradual decline in the second wave of the coronavirus in India, Finance Minister Nirmala Sitharaman highlighted some of the progress and the plan ahead -to achieve macroeconomic stability in the face of coronavirus spending and needs, the progress in GST for formalizing the economy and getting tax compliance, the infrastructure investment and forward looking timely completion of projects, increasing foreign direct investment flows into the economy, and making India an important part of the renewal of supply chains of America and Europe. The highest ever GST, Goods and Services Tax collection, helps build the framework for revenue to support investment in new infrastructure. Ease of doing business in India was a key goal to increase new inflows of foreign investment. Coordination of domestic and foreign trade and investment policy was part of the effort to build the environment for partnering with US and European Union countries, and UK, so that implementation in supply chain renewal could take place. ...

There is a connection between crumbling infrastructure in Europe,US and India and tax evasion. Because it is massive with many large corporations not paying taxes in fair sharing of tax responsibilities, and some tech companies paying no taxes, it is how we got to this situation of crumbling infrastructure and not enough funds to rebuild our economies. In India digital solutions and a unified GST tax system,  introduced by the prime minister, are some solutions. A wider solution is a minimum corporate tax that is supported by US, Europe, and India. The Pandora Papers is just one more set of revelations of this problem of tax evasion. The more open and within the law insidious form of tax evasion is that of large corporations not taking on their fair share of responsibilities. Only a culture change where it is considered a case of honor and respect to take on a fair share of the tax responsibilities as citizens would work. For this to make sense money cannot be wasted in distant lands and foreign wars, in corrupt practices, or wasted expenditures, every dollar has to go into infrastructure so that citizens can see their dollars at work as soon as they step outside- new bridges, new roads, new childcare facilities, social services that work, climate change investments, competitive technology investments such as the one in semiconductors built at home. This requires measurement of infrastructure dollars spent, results, and grading of the work done, deficiencies spotlighted. ...

India lags way behind China in electric vehicles. About 1.35 million electric automobiles on Chinese streets compared to about 6000 on Indian streets. Where India is ahead is in the electric rickshaws, 3 wheeled vehicles that form an important part of public transportation in India. About 132,000 electric rickshaws are added each year and annual sales of $1.5 billion are expected to increase by 9% by 2021. These electric three wheeler rickshaws are cheaper to operate, cleaner and more profitable to operate, making it attractive for operators of gasoline rickshaws to switch to e-rickshaws. Kinetic Engineering and Mahindra & Mahindra are the largest manufacturers in India.  About 695,000 three wheeler electric vehicles were sold in India for the fiscal year ending in March, with a 24% increase over the prior year. India's Ministry of Finance is planning to invest 40 billion rupees or $600 million over the next 5 years to promote charging infrastructure and e-buses. The government's focus is on promoting electric vehicles for taxis, buses and two or three wheeler vehicles. This is expected to reduce air pollution in Indian cities. ...

Only about 7% in India by year end which Apple plans to increase to much higher levels by 2025, as some of the supply chain for Apple shifts to India from China. The Modi government is setting up new infrastructure and logistics centers in India to prepare for India becoming a key part of the supply chain for the US and the European Union.

Jurio Osawa talks to Toshiba Corp.'s CEO, Norio Sasaki about Toshiba's plans to increase investments in infrastructure businesses, including nuclear energy. Sasaki sees continuing need to use nuclear energy because of limited supplies of oil and gas to meet needs in emerging markets. He sees demand growing for nuclear energy in China, Brazil, India, Turkey and Vietnam. Toshiba owns Westinghouse Electric, a maker of nuclear power equipment, and acquired Landis+Gyr, a Swiss company which makes advanced power meters. Demand for Westinghouses' AP1000 reactors with safety equipment in China is expected to grow from the 4 being built today to 20 in 2020, and 70 in 2030. He says the consumer electronics businesses have suffered because of the strong yen, and for the failure of Japanese companies to taking strong action to improve their competitive position and staying ahead of market trends. At the same time the consumer electronics business generates cash because investment requirements are low compared to infrastructure businesses, which is why Toshiba will continue to operate in profitable parts of the consumer electronics business....

The US and the EU, China, poor developing countries are following diverging paths. The US in investing heavily in its infrastructure rebuilding under president Biden and its economy is growing, unemployment declining compared to Germany and China where the economy is slowing and facing hurdles. Poor and middle income developing countries in Africa and Asia, Latin America face the hurdles from high interest rates and rising debt burdens. India is also increasing growth by building  infrastructure and manufacturing capabilities.

India has opted out of the Regional Comprehensive Economic Partnership because of concerns that it would be providing relatively unrestricted access to its markets, particularly to China, without being able to capitalize on opportunities for market access in RCEP countries. Indian manufacturing and export capacity is only beginning to be established in a big way. Under Atman Nirbhar initiative India has the potential to increase the manufacturing capabilities of its own firms in all industries using the local market. This could generate a virtuous cycle of capital accumulation, more investment and modernization with acquisition and development of new technologies in the same way as Japan, South Korea and recently China have setup advanced manufacturing capabilities. To do this the government has to work together with private industry for a modernizing drive, and a parallel effort at building advanced infrastructure.

Nirmala Sitharaman, the Finance Minister, says India's approach to pandemic aid appears to be the right one because it avoided handouts that have in the form of large stimulus packages in the US and Germany, created high inflation. India's focus was on providing food for weaker members of society during the pandemic.  The basic idea behind the approach was to conserve capital, and use increased GST tax revenues in such a way that capital could be concentrated where it would deliver the most in projects that would take India forward in infrastructure and development for 2042. This is essentially the approach taken by first, Japan, then South Korea, then China, in becoming advanced industrial nations, increased revenues and capital concentrated on projects that would deliver in terms of industrial progress such as infrastructure, today in climate change renewable energy, and other actions. Gati Shakti integrates this into a Master Plan for the country for 2042. ...

Boosting vaccine production for the Indo-Pacific region that includes Bangladesh, Indonesia, Malaysia, Thailand, Philippines, Vietnam with production done through Biological E in Hyderabad will be discussed at the meeting with Biden. Japan will fund the project, and Australia will handle the distribution. This will be part of a followup to a March 12 virtual meeting of Quad leaders. This effort to meet the vaccine supplies challenge for the Asian region covering south east Asia and its population of 600 million will be one of the major outcomes of Quad countries collaboration, making it a peacetime collaboration that supports development in the region without burdening the financial position of any country.  The other part of US- Indian collaboration and Quad collaboration centers on two related themes after healthcare and pandemic. The immediate challenge is to tackle the breakdown in the supply chain for semiconductors. The US and Europe can no longer depend entirely on a supply chain based in Taiwan. The narrowest part of the Taiwan Straits which separates Taiwan from the Chinese mainland is only 81 miles wide, which makes continued dependence on chip production on Taiwan an unreliable option and the need to build a new supply chain for Japan, EU and US. Plans will be made to address this in the talks. The Biden administration has already taken action with Intel Corp making a U turn and bringing chip manufacturing back home to the US with $50 billion investment planned. India and other Asian countries may form additional options for semiconductor manufacturing. The third part of the Quad effort will center on US and Japan ramping up infrastructure building capabilities with India to build infrastructure across Asian countries and in Africa that will be financed in a way that will not have some of the liabilities of the Chinese initiative called Belt and Road. Loans given by Chinese state banks and contracts including manpower from Chinese contractors are now seen as not meeting the needs of Asian and African countries. These loans most of the time cannot be repaid as in Zambia, and other parts of Africa, and in Pakistan, leading to interest accumulating on debt and making future infrastructure development extremely difficult. The use of manpower from China also means no learning curve for infrastructure is formed for local companies and infrastructure comes without new jobs jobs being created.  For most of the period 1900 -1950 the British built Asian and African infrastructure. During the period 1950 onwards the US assumed a major role, as did the Soviets. This changed after belligerent Reagan administration policies and wars in the Middle East sapped the funds that could have gone to infrastructure building that would improved living standards in Asia and Africa. Mr Biden wants to see this change and this is what he meant when he said at the UN General Assembly today- " we want relentless diplomacy to take the place of relentless wars." He means every word of this and the diplomacy is between allies and also adversaries, but mostly with allies such as Japan, the EU and India to build a better world. That he has to do this quickly Biden is aware of that, which is why he said "the next 10 years will determine our future."   ...

This columnist opinion in Le Monde reflects the view in Europe that the US is in retreat, and in some quarters such as NYT that the new US foreign policy that sets the Monroe Doctrine as key aspect of foreign policy is a retreat- US setting the rules in the Western Hemisphere around democracy and governance. It says the US has set aside the ambition first proclaimed in 1945 and revived in 1991 after the fall of the Soviet Union. US administrations under Clinton and Bush took this posture after 1991 of dominant position but it did not reflect reality. US like Russia was dragged into many remote conflicts that had little to do with the standard of living, and economic advancement of the US. The US has a dilapidated infrastructure, broken healthcare system, and operates in a world trading system that has deindustrialized the nation and shipped out jobs and factories for 20 years, and worse is exposed to drug and people trafficking gangs in Mexico and Venezuela. The Monroe Doctrine 1823 asserted the US right to keep European colonial powers out of America, and it was possible only because the British also supported it in the 19th century till the US built up its Navy under TR and FDR. With Russia recognized as a European power the US is able to get its support for the US to tackle the situation in the Western hemisphere presented by drug and people trafficking gangs in Mexico and Venezuela. Tariffs are intended to get a new world trading system with new rules. Infrastructure building is underway on a scale that will far surpass China by 2030. This is not a retreat but an advancement for the Nation and the American people after three decades of failed policy. It lets the European powers Germany, France and Britain deal with Russia's requirement that NATO withdraw from its borders and recognition of Russia as a Northern European power. European history has shown that since 1700 that when faced with a majority of nations in Europe any dominant power in Europe is forced to negotiate a peaceful resolution of conflict because of it's limited resources to carry on a conflict. This should lead to a peaceful resolution in Ukraine, that allows rebuilding, and also gives the US an opportunity to rebuild its economy and standard of living for the American people. This will be a win-win for both the Russians and the Western Europeans, and both Latin America and the US, China and the US, India/Japan/Brazil and the US. ...

India's challenges in securing $1.3 trillion in capital over 5 years for infrastructure spending. This is needed including capital from the private sector to support government funding, so that India can build the infrastructure to create new manufacturing hubs that compete with China as the world's manufacturing workplace. The Biden administration's determination to compete effectively with China using is own supply chain in Asia, and the EU's plan to follow what the Biden administration does, is likely to create a new kind of environment by 2024-2025 that will create a steady flow of capital to India and other parts of Asia to finance this effort for rebuilding its supply chain. The Biden administration is seeking to build a culture change from the old culture pushed by Reagan type free marketers that delivered lost decades in manufacturing and jobs in manufacturing for the US. Biden's State of the Union message was clear- "Folks we're just getting started. We're just getting started." By 2024-2025 the Adani story may just be a footnote to this story as other manufacturers and investors pick up the infrastructure challenges facing the US, EU and India for a new supply chain for the Free World built around self-reliance. The Ukraine war and China incidents such as one that happened recently, will accelerate the rebuilding of the new supply chain on the part of the US and the EU with partners in Asia. And change decades old assumptions and trade relationships over months, not years. ...

India's development of the India Middle East Corridor with rail and infrastructure links is a plan that is pursued with cooperation of Saudis, UAE, Kuwait and Gulf region. This is an economic development plan that seeks to invest in the entire South and West Asian region. Just as Europe after 2 wars has emerged from that with the French, Germans, Spain, Italy and Eastern Europe forming  the European Economic Community that later became the European Union, the Gulf states and India which faces the Gulf states across the Arabian Sea are seen as one region that can trade with the European bloc and the US on better terms. A lot of the investments that were wasted in wars are now being channelled into infrastructure development and regional development with resources of manpower from India and with assistance from the US. For the country with the largest population in the world of over 1.2 billion people who had just gone through a once in a century pandemic would it have been right to import oil at prices that made it harder to invest what was needed in infrastructure and rapid growth? This is why president Biden and NSA adviser Jake Sullivan believe India has taken the right step to import at the lowest price possible to not divert funds that are so desperately needed for infrastructure to build the metros, fast railways, roads, bridges and airports the people of the country need. India's stand on invasions with millions of women and children turned into refugees is for an end to this war - Gandhi's position on a war such as this or Vivekananda's is not hard to read.

A revolution is taking place in the lives of rural families in India. Under the Jal Jeevan Mission put forward by the prime minister clean drinking water from tap water will reach every family in India. It was launched on Aug 15, 2019 and plans to do this by 2024. The impact is huge. Out of 180 million rural families only 33 million families have clean drinking water from tap water in the country. Clean water brings life to the countryside and access through individual tap water connection brings a revolution to people's lives in a country of 1.2 billion people. This report in the Economic Times tells us what most of us do not know that with the growth in population from about 300 million after independence in 1947 to 1.2 billion today and the drought conditions in parts of the country, the per capita water availability has fallen sharply today. Dropping from 5000 cubic metres of water per capita in India in 1951 to 1545 cubic metres of water in 2011.  The infrastructure capital to be invested is 3.5 trillion rupees or $ 50 billion. $50 billion in cement, pipes, construction, pumps, equipment, wages, conservation, skill building, knowledge in water management to revive the rural economy. Greg Ip says in WSJ that China turned to lender after 2010 and financed loans for development, for roads, highways and infrastructure in Asia and Africa. Between 1970 and 1990 the World Bank was extensively involved in infrastructure projects, by 1990 it retreated from this role and China after 2010 was lending at double the rate of the World Bank for it Belt and Road Initiative programs. At G20 New Delhi, India, Biden and Modi, leaders of Brazil, and South Africa, agreed on advancing the World Bank's loan capacity by $100 billion for next decade under leadership of Ajay Banga. For what a ruble buys in Russia , 2.7 times what a dollar buys in the US, Russia gets alot of bang out of its defense budget of $149 billion, about $401 billion (Purchasing power) compared to US $997 billion. Add to this Russia is now a war economy in the war with Ukraine and concentrates its forces in one theatre not four as the US spread out over Indo-Pacific, Europe and Middle East and Korean peninsula. This is the reason behind most of DJT's actions reflecting realities in defense. Shut down the Middle East theatre which is also what the American people want by moving everything in the direction of economic progress, turning down the revolutionary and sectarian ideologies that roiled Egypt of Suez, Iraq and Syria, Afghanistan and Pakistan in the 60's and dragged the world into costly insane wars.
