A sobering view is that the colonial powers Imperial Japanese Army, French and British policies caused famines in World War II leading to 6-7 million deaths in India, Indonesia and Vietnam which is 4 times the 1.7 million US and UK deaths. Views of China in the Context of the Ukraine War and Russia are very different in US than in France and Europe and are widening in differences in 2025. In the US as in this report in the WSJ China is seen as a trade partner and competitor with certain issues, many of China's university leaders and experts question the prospect of a long term alliance with Russia, and for DJT Russia is a nuclear power with which US seeks good relations and a political settlement of the Ukraine War. In France as shown in the article in Le Monde adjacent to this the European attitudes towards Russia throughout European history since 1700 of regional rivalry between France and Russia, Germany and Russia since 1900, Britain and Russia since 1700. FDR led the alliance with Russia against the Nazis and Imperial Japanese in the 1930's and 1940's. Herbert Hoover led the effort to bring relief supplies and aid to Russian in the period of the Civil War after the Bolshevik Revolution in 1917. With China America kept the government in China functioning as it retreated from the invasion by the Imperial Japanese Army in the 1930's and 1940's and the only hope with Gen. Joe Stilwell in China alongside Chinese leaders. ...

During this trip she spent time at the Pasteur Institute where her mother Shyamala Gopalan once worked. From Mexico and South Korea one has another side of Harris where she has used official trips to hold discussions with women's groups to take notes and ask questions to understand women's issues around the world. This makes her exceptional as a choice for women in 2024, not just for reproductive rights but for a person who will listen with profound interest to what they say and relate to them. There is a saying in India that prime minister Modi also cites which says society does well only when it gives women the best place to make their own unique contribution. FR24 points out that it is not that unusual to see prosecution of French former presidents and prime ministers for campaign financing irregularities or putting political party officials on public payrolls. It shows that this happened to president Chirac, president Sarkozy, and prime minister Fillon. In fact former prime minister Fillon was doing well in the elections after the presidency of Socialist president Hollande. The revelation that he had put his wife on public payroll as parliamentary assistant with little work led to Mr. Macron taking his place as the leading candidate. No jail terms were served for these charges under French law. Here it is important to note that French law limits spending on election campaigns to 22 million euros and Sarkozy exceeded that number. In the US and India there are no such strict limits. So are France's leaders that much worse than the American leaders who spend and collect money lavishly? Or in India where the campaign financing has the result of making it hard to build the infrastructure desperately needed by a young aspiring population. Framers of the Indian constitution including Gandhi and Nehru intent on getting the British out never realized that political parties would look to public funds as ways to finance their campaigns, leaving less for the intended purpose of building roads and bridges making the country a poor place to invest in and entrenching underdevelopment and poverty.  In the US tech companies in Silicon Valley or banks in New York and Silicon Valley, pharmaceutical companies and companies in other sectors, are able to gain monopoly positions or favored regulatory setups for their industries by funding election campaigns for Congress. When this results in egregious behaviour such as the 2009 financial crisis or the current banking crisis this behaviour causes severe damage to ordinary Americans much worse than what Mr Chirac or Sarkozy were prosecuted for.  South Korea has a long history of prosecuting former presidents. Three presidents have been prosecuted so far. One president served as much as five years for a jail term. ...

Britain recorded the most deaths in Europe. Brazil and Russia have over 10,000 cases of coronavirus each, and the U.S. records cases close to that in the peak in April. Cases were up worldwide for May 6 to 92,000 with a quarter of these cases or about 24,000 in the U.S. The jump in cases takes the total to 3.77 million with a third of them in the U.S., according to John Hopkins database. Russia and Brazil had a slow start but are now registering large numbers of cases showing that India and other countries with limited testing could face the same situation. Russia has ramped up testing, and so have the U.S. and the UK. Moscow's mayor Sergei Sobyanin says for example that about 300,000 of the 12 million people in Moscow have the virus based on sampling surveys, more than 3 times the confirmed cases. Restrictions remain in place in Moscow beyond May 11.  Countries that were hit earlier by the virus such as Spain and France are reopening gradually after May 11. A "Best Countries" ranking was announced in Davos forum by U.S. News and World Report and its editor-in-chief, Mortimer B. Zuckerman, in Jan. 2016. This is the first time this rating is being done. The rankings are in many categories including quality of life, cultural influence, heritage, entrepreneurship, citizenship, raising kids, green living. Canada takes the top spot for quality of life, followed by Sweden, Denmark, Australia and Netherlands. France takes top spot for cultural influence, Italy for heritage, Germany for entrepreneurship, and second spot for forward looking, Sweden takes top spot for citizenship, raising kids and green living. Japan takes the second spot for green living, Canada takes the fourth spot, with Germany in the third spot, the U.S. and the UK in the top ten for green living. India stands true to the principles of Mohandas Gandhi and joins Pope Francis in strongly condemning the killing of innocent civilians in the Russian invasion of Ukraine, as Gandhi would have done in his own way when he even paused the nonviolent struggle against the British after the burning of police stations in British India. Of no less significance is the danger of food insecurity caused by the war in Asia, Africa and Latin America which India is meeting. India is America's true partner in the free world in a way that even Germany, France, even Britain fail to be now that we know Merkel's policy "errors" and Macron's lofty ambitions for Europe, emboldened Russia in its invasion of Ukraine. American and German business integration of the American and German economies with China may also have emboldened Russia and China in their perceptions of world affairs that directly conflict with China's Buddhist history, Gandhi's view of the world, and India as the land of the Buddha.  Mr. Biden will talk with Modi about the invasion of Ukraine , the Indo-Pacific, and the building of strong India-US partnership. A major issue that has not been discussed at this level is the challenge India is facing and meeting of food security after the war in Ukraine. Pakistan, Sri Lanka and many developing countries are feeling the effects of the war with soaring food prices denying access to basic necessities in these countries. This extends to countries from Asia to Africa and Latin America affecting hundreds of millions of people.  India is providing food assistance following its effort to share vaccines in a remarkable effort that has not received the world's attention. Vaccination for over a billion people in India has taken place in one of the significant achievements during the pandemic. This was combined with food security assistance to hundreds of millions of people in India in India's population of 1.2 billion people. India is now in a position to meet some of the world's food needs with its own efforts in agricultural production. In this way the role played by the US since World War II for peace and security is being met by India as a significant partner in the free world, and in a way this is returning the kind of help the US offered India during the period of famine in the sixties. US president Biden understands this as he will discuss "mitigating the destabilising impact on global food supply and commodity markets" of the war in Ukraine. These are the hidden costs of the war that are not less painful than the gory war scenes unfolding today in the Russian invasion of Ukraine, and because they are about food they are of no less importance. ...

Following this in 1980 another 20 year term for a Spanish businessman Antonio Samaranch, whose son tried to run in 2025. In 2001 12 years for a Belgian Jacques Rogge, followed by another 12 years for German Thomas Bach.  In 20th century no one from France or Greece, no one from India or China has been elected IOC president and the election process is an insider's affair, even thought the games are watched in China, India and other parts of the world by hundreds of millions of people. ...

Germany and Denmark have reopened schools with no increase in infections with schools following specific policy including mandatory masks, air circulation rules, and careful preparation of schools to ensure social distancing rules are respected. Other countries reopening schools are Austria, Norway, Finland, Australia, New Zealand.

Schools in German states are reopen for about 1 month now, with a positive experience after careful preparation. Italy faces difficulty reopening its economy as people going back to work find it difficult, particularly women,with childcare provided by grandparents no longer an option, and lack of daycare. Opening of schools in Italy would help in reopening the economy, as well as provide relief to parents and children, when done carefully.

European Union countries, Britain and the US face the risk of a resurgence of coronavirus through the Delta variant and other variants. The Delta variant detected in India is 40% to 80% more transmissible than the Alpha variant detected in the UK, with the Alpha variant 50% more transmissible than the original coronavirus that originated in Wuhan.    Virologists in Italy feel they are flying blind at this time because of the lack of genetic sequencing in Italy, Spain, France and across most European Union countries. The UK has done genetic sequencing on 27% of recent covid positive tests. The figure drops to 1% for Italy and is tiny for most of the EU countries including Spain and France. Without genetic sequencing it is hard to predict and take steps. Another problem in the EU is that the southern economies Spain, Portugal, Greece, Italy, Croatia are dependent on summer tourism for the economy. The UK economy can handle a delay to a full opening for 6 weeks without serious impact to the economy, says WSJ. Southern European economies can afford only short delays to full reopening. Croatia acted as a door to spread of coronavirus into central Europe when Germans and Austrians went to vacation spots in Croatia in summer 2020. This situation could be happening again in 2020 with British and other tourists visiting vacation areas in Portugal, and Germans visiting Greece and other summer tourism spots. Portugal's national health institute says the Delta variant represents 60% of new cases in the area around Lisbon based on early data. The government of Portugal is facing criticism for letting a Champions League soccer final to take place in Porto, Portugal between two English teams. Thousands of English fans watched the game at the stadium. Other problems are in relaxing of mask rules in France and Italy, last week in France and in the coming week in Italy. French nightclubs open July 9 without mask requirement. Germany is maintaining some social distancing measures and this includes mandating medical masks in closed public spaces and on public transport. Half of French, Italians, Germans are vaccinated and quarter fully vaccinated. Yet the gaps of unvaccinated people is large enough to cause serious concern of another wave. The relaxation of mask rules- the entire stadium in Budapest was packed for a recent game between Hungary and Italy for a soccer Euro 2021 game with no masks to be seen. Stadiums played a key role for the spread of the original coronavirus in Italy with a game in Bergamo, Italy, in the area near Milan. Contact tracing apps in the U.S. Britain and France have failed. Contact tracing app in Germany was downloaded 12 million times in the first week. Yet much of the contact tracing in Germany and cluster isolation has been achieved using low tech methods- using a computer with database, and teams of people in district offices all over Germany calling people.

The NHS App in Britain failed to get the cooperation of Apple. In the U.S. Google and Apple planned to have a contact tracing app ready but failed to come up with one. Tech has failed to come up with solutions during coronavirus and low tech solutions have worked well as in Germany and in places such as Kerala, India, when implemented quickly with very little delay.

George Bush's administration passed healthcare legislation that allowed private pharmaceutical companies not to have to negotiate with Medicare on cost of drugs. It also passed the so called Medicare Modernization Act that created a huge opportunity for profits through Medicare Advantage Plans. The chart in WSJ shows profits it calls a bonanza. What it means is that instead of reducing the costs of providing medical care to elderly Americans it has increased the cost leaving less and less money for infrastructure for roads and bridges and airports that are dilapidated in the US, and less money for essential services in education and health care, transportation, housing. This has reduced the standard of living and quality of life in America. For healthcare it is providing less for higher cost when compared to China, India, Germany, France and the UK. India lags behind in the number of tourists visiting the country. Part of the reason was the lack of good infrastructure in the country. Indian Railways and new highways, modern river transport has opened up remote parts of the country from the jungles of Assam to deserts of Rajasthan, the mountainous regions of Kashmir, Sikkim, Bhutan and Ladakh, Arunachal, and the river regions of the Brahmaputra river and Ganges to tourism. Compared to France with 100 million tourists a year India has about a tenth of that.  Tourism is now seen as an engine for job growth as small handicraft industries can tap into the tourist market, hotels and restaurants can add to employment. The new budget for 2025-26 recognizes this by almost tripling the 95 million euros budget for 2024 to 283 million euros in 2025. Delhi with images of pollution is a distraction yet the tourist from Europe or America can find much to see in smaller towns and metros in the country from Buddhist and Vedic civilizations thousands of years old and recent history after invasions from Western Asia and Europe since 1600, and interesting cuisine, culture, language and regional influences. ...

Why China India Brazil see the old liberal order discussed at Davos Switzerland, based on the world in 1947 not reflecting growth of Asia in 2026, and not serving the working class or middle class. UK's Farage says it is about people at Swiss Ski resorts deciding what the world should look like. Today the Swiss cannot even take their trade arrangements with the US for granted after US tariffs on entrenched unfair dealings in trade with the US. There is a growing perception in the UK and US and many parts of Europe that this so called liberal order is not working for the people of these countries. China and India, Brazil, see that arrangements set in 1947 as part that order that is cherished by the folks at Davos, and not reflecting the growth of these countries in 2026. The attitudes at Davos may be the most at issue, with Swiss and French attitudes not reflecting the situation in France which is deeply divided between the rural parts of the country and the urban areas about the direction of the country and the need to make life better for the working class and the middle class. In many ways the people of the US and of Europe share this huge rural vs urban divide made worse by the deindustrialization and shipping of manufacturing overseas to Asia.  Looking back at US history provides better clues- many of the same improvements made by Lincoln as Republican, Theodore Roosevelt as Republican, Franklin Roosevelt as Democrat, JFK as Democrat have created the society Americans cherished for so long and was the beacon to the world, which is not about this so called liberal order but rational step by step corrections of course and improvement after improvement, and offer a pathway to the future better than the whole host of politics and politicians that failed America and Europe. ...

The full text of the letter is given here. In this letter the U.S. sets out some important facts about events that happened during the coronavirus crisis during the crucial 4 month period from December 2019 to March 2020. Every week lost in this time due to reasons of a lack of transparency, openness meant hundreds of thousands of people more infected and tens of thousands of deaths worldwide. There are questions of transparency, of openness and this raises questions about the manner in which the World Health Assembly operates with hundreds of small countries in Africa and Asia having votes equal to that of the U.S., India, Brazil, Mexico with votes taken of over 200 countries. The entire election process can now be seen as questionable, when over a billion people in one country alone such as India or hundreds of millions in Brazil and Mexico would have to bear the consequences of poor decisions made by small countries that can be swayed in one direction or another based on political bias and other considerations that have nothing to do with global health.  At the conclusion of the letter by the U.S. to the current WHO shaped by a controversial election in 2017 the following is stated about the standards set by Gro Harlem Brundtland and which helped the world prevent the SARS crisis which originated in China in 2003 from spreading to the large countries of the world India, Brazil, Mexico, and other such countries in Asia and Africa, Latin America, and the U.S. European Union. "In 2003, in response to the outbreak of the Severe Acute Respiratory Syndrome (SARS) in China, Director-General Harlem Brundtland boldly declared the World Health Organization’s first emergency travel advisory in 55 years, recommending against travel to and from the disease epicenter in southern China. She also did not hesitate to criticize China for endangering global health by attempting to cover up the outbreak through its usual playbook of arresting whistleblowers and censoring media. Many lives could have been saved had you followed Dr. Brundtland’s example." Even this does not come to grips with the flawed way in which the election of WHO head is done. It can no longer be relied on when there is the danger that lack of transparency can emerge in the WHO leadership itself because of a flawed process. It risks endangering the lives and livelihoods of hundreds of millions in countries such as India, Brazil, Mexico, as well as in the relatively small countries of Africa and Latin America where even basic water supplies are at risk but which could tilt elections at the World Health Assembly. Consider that a cyclone just hit the Indian state of West Bengal and Bangladesh on May 20 just as the coronavirus pandemic is spreading. That this region of 1.5 billion people had just 2 votes out of over 200 cast at the World Health Assembly in 2017 shocking. And even these votes cast based on old geopolitical considerations not how good the candidate is, and how good the country he is coming from is in terms of its record  on public health. The irony here is that private foundations in the advanced countries in the U.S. and Europe some of whom are major donors to WHO did not think that more experienced candidates in their own countries with a better record of public health such as in France or Germany are better qualified, in a flawed NGO support mentality left from the Clinton years. Basically the people in these large countries such as India, Brazil, Mexico were disenfranchised, when the austerity policies were consuming the European Union, and the U.S. had just elected a new administration itself groping for ways to reverse years of neglect of public services and infrastructure priorities. They would trust good leaders no matter where they come from, who have a record of transparency, leadership, and all the values we cherish together no matter where we come from. ...

Security is at the heart of India's foreign policy. S. Jaishankar points this out at Thiruvanathapuram. He says this was true of the effort at Balakot and even in the midst of Covid at the Line of Actual Control with China when India sent up enormous numbers of troops to defend the border. This is also behind the stand with China that security and LAC comes first in all relations with China. Trade and exchanges all come in the context of LAC, settle the LAC issues first then we can proceed with better bilateral relations, this is what India is telling China.  There are good reasons for this. India has a large border in the most formidable terrain of the Himalayas which is also close to the plains of India in the LAC with China. Any difficulties at the border would weaken India's secuerity and weaken development efforts in the same way that Japan sought to weaken Chinese development through invasion in the 1930's. Tibet looms out of the past. When China invaded Tibet Nehru's couple of pages in Discovery of India on China show that he had no idea of the China that had emerged with Mao and the CCP in its historical struggle against Japanese nationalists and imperialists. He had an idea of China that came from the Buddhist period and India's links from the past. The ruthless Japanese invasion that China confronted on its soil, and British colonial incursions before that, had already transformed the China of the past, which now under Mao in 1948 may have sought more defensible borders by extending them to Tibet as a buffer state. Historically the British had never tolerated Russian or other European or Japanese interference in the border states such as Tibet. There was also the question of capacity. By the time of the invasion of Tibet in the early 1950's China had already fought the Korean War with the US. India's army and defense forces were just coming out of partition and ill equipped for the task of defending the borders in Tibet region. Current governments in a more normal setting cannot change this part of history, yet can take full recognition of the facts that this has created. A strong defense has to be created for defending a border that extends for thousand of miles now that China has unlawfully occupied Tibet. On it also depends a strong and vigorous development effort that helps build the kind of modern defenses as the economy grows and absorbs new technologies rapidly. Both defense and development go together, one cannot have defense without rapid modernization and development, and one cannot have rapid modernization and development without defense. A weak defense would lead to distractions in development leading to the lack of rapid modernization and development as the intruding power interferes in insidious ways in the internal and external links of the country. This is the lesson of colonial interference of western powers in Asia. As Brendan Simms shows in his new book, Europe - Struggle for Supremacy 1500 to the Present, it is also the lesson of a different kind of colonialism inside Europe since 1500, where weaker states inside Europe fell behind with interference in turns by the imperial powers of France, UK, Austria-Hungary, Prussia and Russia. Poland, Finland, Czech Republic in the past and even Ukraine today are just some examples of what can happen when one loses sight of this principle. Poland and the Polish Commonwealth in the 19th century, Hungary right down to 1956, and China in the 1910-1930, India in the 18th and 19th century were weakened internally even after recognizing the problem, so that recognition of the problem is not an adequate condition to prevent countries from facing such foreign interference. ...

Zero covid lockdowns have added to the sentiment seeing China as a less attractive location for foreign investment. American companies are seeing staff resign due the lockdowns and zero covid policy. About a fourth of companies in a US Chamber of Commerce survey see a 20% drop in sales in 2022. A similar situation is being seen for European companies in China. The other area of growth from property sector is not working anymore as there is a 59% drop in demand for new property units. Investors in the property sector fear  another situation like that of property developer Evergrande's collapse.  Similar to Japan by 2000 a lot of the government infrastructure for roads and rail and automobiles has already been built leaving less room for this sector to kick in. Investments are possible in AI, renewables, electric cars, and advanced technologies, with limited potential to tackle loss of jobs in other sectors such as construction and government financed infrastructure spending and in retail stores. Retail sales are hit by inflation and high gas prices. The result is that China's GDP may fall by 1% according to one estimate for this quarter from the previous year. For growth and foreign investment look to India where a surge in government financed infrastructure in construction of roads and rapid transit, fast rail, construction of housing, and rapid increase in use of mobile phones, automobiles, and appliances is taking place. A new logistics system is being built with a Master plan for the whole economy under Gati Shakti creating a whole new place for foreign investment in a country of 1.3 billion. With Indonesia and Bangladesh closely related to India this is a market of 1.8 billion people far surpassing China and built on values of democracy ingrained over 100 years since the experiments under the British of elected state assemblies. This happened under limited Hind Swaraj since 1930's when India was led by Mohandas Gandhi in these early experiments with democracy. Germany, France and the US have a lot in common with India and the ground is being prepared with improvements for extensive German, US foreign investment by the Modi administration.  ...

Bill Gates resigned his seat on Microsoft Board on March 13, 2020. This report in the WSJ looks at the situation at Microsoft in late 2019 when members of the Microsoft Board hired a law firm to conduct an investigation in late 2019 after a Microsoft female engineer's letter. This was a company that Gates founded and which expanded through acquisitions of other smaller companies.  The same day he resigned his seat on Berkshire's Board led by Warren Buffett. Mr. Gates started Microsoft in 1975, was CEO till 2000, and chairman till 2014. He then turned to work with his Bill and Melinda Gates Foundation.   Microsoft has market value of $1.8 trillion, Apple a value of $2.1 trillion.  The Bill and Melinda Gates Foundation has assets of $37 billion income of $53 billion, and the personal assets of Bill and Melinda Gates have an estimated value of $130 billion. One of the mistaken assumptions is that any one foundation such as the Bill Gates foundation has the resources, knowledge, technologies, expertise and leadership to tackle problems that confront large countries such as the US, India, or a bloc such as European Union. Imagine some billionaire taking on the role of a Franklin Delano Roosevelt in tackling the Depression or a billionaire tackling the problem India faces today in public health. It is only governments of the US, India and large nations such as the UK that can pull together the resources needed and the cooperation needed between its industrial base companies to achieve goals for public health. This type of effort can pull together resources of trillions of dollars that no one company or billionaire or group of billionaires can put together, and pull together massive resources of engineers, scientists, and other people across hundreds of companies that cannot even be measured. This is one of the lessons of this pandemic because the WHO was left with the job of handling the pandemic and governments of US, France, UK, Germany, India, Russia and leading nations had retreated from their essential role as guardians of the public interest in people's health and left much of the task to others. The countries of Central and Eastern Europe are building closer relations with Taiwan. Central European and Eastern European countries trade less with China and see close relations with the US as essential for their security. This includes Poland, Slovakia, Lithuania, Czech Republic. Taiwan is increasing investments in Eastern Europe after investments by China failed to materialize in the last decade. Taiwan foreign minister is now on a visit to Slovakia and the Czech republic. For many Eastern Europeans the dominance of China brings back memories of the dominance of Soviet Union and the Cold War.  Taiwan says it is looking to deepen ties in the industrial, scientific and green energy fields with the region. Eastern Europe's perception of China has changed in the last three years as shared values of rule of law, democracy, and human rights with the rest of the world and the US are seen as important for the region.  Western Europe with France and Germany is also gradually moving away from its close dependence on trade with China. The French Senate is leading an effort to build closer ties with India by hosting Ambition India 2021 starting on October 29. Germany under Scholz of SPD and Baerbock of the Greens is moving away from the Merkel CDU era of close dependence on China in trade. ...
