A key figure in approval ratings is 46% with DJT getting 46% approval for the economy and on a range of issues including immigration. On tariffs the situation is steadily improving with new trade agreements with Japan, the EU, South Korea that were announced after or just when this WSJ poll was taken on July 20. Among Republicans 88% support the president and 66% strongly support him which says this report means more of them would turn out to vote. More significant is that the optimistic rating of the economy went up by 11 percentage points from April 2025 to 46% in July 2025. This is also the view of Fed chairman Powell. Each step of the way as DJT tariff actions result in tangible improvements in trade relations for the US and result in concrete real world trade agreements for a level playing field in world trade, the president's actions are seen in a different light. The first Trade Agreement with the UK, then with Japan and now quite possibly with the European Union. All this within 6 months of the president acting in February 2025. A major role played also by Bessent, Greer, Luttnick and others in the cabinet of ministers. This lifts perceptions of the president in the eyes of the American people in handling the economy, business and world trade, and protecting the interests of America's farmers, and rural communities. ...

Chinese president Xi Jinping is learning from the country's Covid experience in the way Biden and Democrats learned from their initial push for tighter restrictions in 2020-2021. Most covid restrictions, quarantines, testing is being lifted in China and efforts are being made to stabilize the economy hurt by frequent lockdowns, and a new path is being taken that responds to the Covid lockdown fatigue of the people.  This will lower Chinese growth below the central bank forecast of 3.3% for 2023, yet it also offers a learning curve for the Chinese leadership and new government that was put in place after the CCP party congress in 2022. This may be experimental in the short run but offer benefits for China and the world in the long term. For the first time it means China's trade tensions with the US are turning the corner in a way no number of tariffs and rhetoric could do between the two countries. The evidence- China's exports to the US have declined by 25% already in the last few months. Exports to the EU have declined as well by 11%. China's trade surplus in November 2022 showed a drop to $70 billion from $85 billion in October. ...

The Chief Correspondent of BBC News points out the dangers facing May and the British economy as the deadline of March approaches for invoking Article 50 to leave the EU and start negotiations. The possibilities of a "disorderly break" cannot be discounted, he says. There are many hurdles. The negotiations could get bogged down on the issue of settling outstanding obligations for which Britain owes 50-60 billion euros. Consumers will feel the effects of higher prices on their budgets as prices creep up. Already tech goods prices are reflecting the drop in value of the British pound. There is little solace to be found in the 6 months of steady economy following the Brexit vote as inflation has not hit consumers hard so far. Chancellor Merkel of Germany has said that there will be "no cherry picking" allowed in the negotiations. And the French right and former Gaullists have never concealed their views about Britain being on again and off again on the idea of Europe. The City of London, British business, and large parts of the Conservative Party do not favor Brexit, even the civil servants expected to implement it are skeptical, creating an additional layer of complexity and uncertainty and difficulty.Under a "disorderly break" Britain would revert back to the tariffs set under World Trade Organization arrangements. ...

The Trump administration's early proposal for NAFTA moves away from campaign pledges to completely renegotiate the treaty, instead taking the approach of working to improve the U.S. trade position in relation to Mexico and Canada. It includes seven objectives for tougher rules for labor and the environment favored by Democrats in Congress, and it also has support from Republicans with its effort to update NAFTA for changes in technology and in other areas since the accord was signed during the Clinton administration. The area in which U.S. and Mexican business are wary is one in which the Trump administration still seeks to keep the option of imposing protective tariffs, and a border-adjusted tax to level playing field for differences in taxes, as well as other measures to protect American jobs and interests. Because any renegotiated NAFTA also has to pass both houses of Congress this proposal took into account the different constituencies and interests for this issue. Robert Lighthizer, trade representative under president Reagan is likely to become the next U.S. Trade Representative and lead negotiator. We first profiled Lighthizer in a group in Lyrarc for pointing to the need for a level playing field in trade. Swiss face 39% tariff by US after "disastrous" call by Swiss president to DJT higher even than proposed 31%. Swiss surplus of $46 billion is the issue in US trade. Swiss say they can't import chocolates from the US, the US thinks they can take in oil and LNG. Swiss have not learnt from the UK, EU and Japan, South Korea which came up with solutions to cut deficits with the US, knowing the US was serious to cut it's trade deficits. India faces the same problem as the Swiss, the need to come up with solutions and think that this is a new system of world trade that replaces the old one that lasted for 50 years and is now gone- call it LPF -a level playing field for all countries.

How other nations will negotiate such as EU, Japan and South Korea, which are allies of the US to reach trade agreements remains unknown with the ITT ruling. Will it have an effect, or will other nations recognize that DJT will pursue the Nation's interest in avoiding dangers of $1 trillion trade deficits and loss of manufacturing knowhow to other nations. As DJT has the option to issue tariff orders under other legal authorites which have firm footing such as Sections 301 of Trade Acts which were used in the first term.

Nathaniel Taplin of the WSJ says the tariffs put on $50 billion high tech products by the U.S. and retaliatory tariffs on $50 billion products are not about a trade war but a way both countries will negotiate setting out their two positions.  A look at the role of foreign firms in China shows China has access to new technology using these firms as a conduit and these firms are also generating more jobs, being highly productive. These firms Taplin says will set back their investments if no agreement is reached or if it is harder to bring Chinese made products into the U.S. At this time China badly needs this investment and technology access because of their dynamism compared to inefficient state run firms as it struggles under a massive debt load with very high debt to GDP ratio.  A major issue is job growth as companies getting foreign investment are much more effective in jobs generation, delivering 10% of all urban job growth from 2007 to 2016, using just 5.5% of total investment. Return on assets at 9% compares to 4% at state run firms. If this dynamism is reduced or affected in some way China could have to provide more unproductive debt buildup stimulus.  For these reasons China has good reason to make concessions, says Taplin. Trump administration will ask for greater semiconductor purchases, much looser joint venture or foreign ownership requirements, higher Chinese payment for U.S. intellectual property. For all these reasons this is not about a trade war but about serious negotiations taking place so that there is a level playing field in the next phase of competition in high tech between the U.S., China and the E.U. changing the dynamics of the trade relationship in ways that reverse the trends of the past. ...

What US companies did not get early on is that as China's economy advanced local companies could make the same products for less and innovate to take a big share of the market. Ford exited China and GM took  $5 billion charge on its China business. Chinese makers of cars, EV's, laptops and cell phones have the major share of the market. In 2024 US companies chastened by their experience and failing to compete in China are reticent about tariffs impacting their market share in China. Other reasons China was growing at over 10% in the last year of Obama's second term. In 2024 China is struggling to reach 5%.  Following Covid, housing industry collapse, as US and Europe block China's exports, China's public is growing wary of spending. China drop in exports to US May 2025 YOY is 35%. China exports up 4.8% to World May 2025 YOY. It shows China is making up for loss of exports to the US with tariffs by increasing exports to the European Union and to South East Asia. 

China's trade surplus is still increasing, increasing from $96 billion in April to $103 billion in May 2025 with European Union and rest of the world picking up Chinese exports as domestic demand is still soft with factory gate prices dropping 3% in May 2025 YOY. China's plan was to increase exports with debt restricting stimulus for domestic economy, growth depends on exports. It now depends on the EU's taking in China's surge in exports.

Deteriorating China Iran relations as the oil imports from Iran for China face US tariffs of 25% on China's exports to US, and US economic relations far more significant for the Chinese economy. China gets somwhere between 1.4 to 1.6 million barrels aday from Iran (80% of Iran's oil exports) into Shandong refiners at $10 below Brent crude prices. Another 400 mbd comes from Venezuela to China. This means $30 billion comes to Iran from oil sales to China at $59 a barrel, and $8 billion for Venezuela from oil sales to China. This has financed much of the bellicose policies towards the US in the western hemisphere and in the Gulf region. Iran's bellicose policies in the Middle East, its nuclear policy, are now seen by China as a distraction and  detract from good economic relations with the US. China $400 billion oil deal 25 year cooperation agreement signed in 2021 was signed under the Biden administration and China today faces a completely different situation in 2026. Even China's relations with Russia are not the same as the US builds better relations with Russia. A wind down of the Ukraine war would change the situation completely and ensure peace in Europe including Russia, as the US works with the EU to meet future challenges having learned from this experience in Europe (Ukraine dividing Europe) and in the Western hemisphere (drug/ migrant. trafficking). When historians write this chapter of the inflows of capital from advanced West to Arab countries and the Gulf region they will write about the huge contrast between China/India's efforts to modernize and these nations where much of that capital was wasted in wars and conflicts and in grandiose projects that made no material difference to the standard of living and quality of life of the vast number of ordinary people. Once the oil dividend is gone with fossil fuels replaced with renewable energy by 2035-2040 this opportunity to advance is lost for the Arab and Gulf region. ...

As US tariffs is really about getting back its industrial base from the EU and China, China faces the challenge of adapting to this situation and loss of access to EU and US technologies for the next generation, and India with a smaller industrial base faces challenge of building a large enough industrial base for modernization with full access to US and EU technologies. This is then the study of change starting right here in Uttar Pradesh and in the city of Kanpur. New Metro in Kanpur, new power plants, and new manufacturing plants and infrastructure. PM Modi says- "There are two most essential conditions for the industrial progress of a state: first, self-reliance in the energy sector — that is, uninterrupted electricity supply; and second, infrastructure and connectivity. Today we have inaugurated several power plants: the 660 MW Panki Power Plant, 660 MW Neyveli Power Plant, 1320 MW Jawaharpur Power Plant, 660 MW Obra C Power Plant, and 660 MW Khurja Power Plant. This is a major step toward fulfilling Uttar Pradesh’s energy needs. With these power plants, electricity availability in UP will increase significantly, giving a boost to industries here. UK economy declines 0.3% in April 2025 as exports to US decline. The UK is one of the few countries that reached a trade agreement with the US. Also important to note is that the UK economy grew by 0.7% in the 1st quarter of 2025. The US tariffs are a negotiating strategy says Treasury Secretary Bessent to get countries  including the EU and China to have a level playing field in trade with the US, and not take the US for a ride. This has some costs but they are temporary and we are all better off that world trade can now be on a firmer footing than the imbalances of before. Bessent for instance told members of the US Congress in the last 2 days that US inflation is actually 0.1% and has come down, the 10 year yield in the US bond markets has come down, and the US is managing this transition without cost increases. He said Walmart had increased prices after tariffs, Amazon and Home Depot had not, and he sees American buying from sellers like Amazon and Home Depot. The British economy will also benefit with the certainty that it now has a clear trade agreement under fair rules that will promote bilateral trade with the US. ...

Already Japan, Vietnam and Taiwan are negotiating. India will join South Korea. Britain will follow. Only Canada and China are holding back because of the imbalance in trade heavily in their favor and a failure to see that it is about fairness. In the EU only Germany has a surplus many nations have a deficit, it seeks to start negotiating at the first opportunity. Contrary to what most of the American and British media says Lighhizer and Jamieson have thought this thing through for many years before arriving at the Tariffs advice they gave the US president as his 2 USTR. It is these two not the president acting on his own whim as the media like to show. And Lighthizer has done this before- as Deputy USTR in the 1980 with Japan on the opposite side and come out of it with winning solutions for the US and for the world.

As long as Vietnam could be used as a back door for Chinese products to be shipped to the US, US manufacturing efforts to make in the US or India were not going to work. WSJ looks at how the US 40% tariff on this kind of surreptitious shipment through a third country makes the goal of manufacturing in the US and in India possible. This is intended to address China's policy to continue to overproduce with huge overcapacity in most manufactured goods which it's domestic market cannot absorb. This report in WSJ by Mike Colias about personal politics exaggerates the impact of political party Republican vs Democrat in the switch to electric cars as most of the resistance comes from the lack of charging facilities and not enough technological breakthrough in cost and efficiency to make the switch. And much of the political resistance by a third of the population comes more from the idea that it supports China sourced materials. This comes from misinformation and old data as Biden has imposed 100 percent duty tariff on imports of China made electric cars and 50% on solar panels just last week. Americans including Republicans are realizing that the only way to compete with China's subsidized push for key industries is for America to do the same. This gives the American manufacturers the time and the support from the US government to compete with EV's made in China supported by Chinese government large not so visible subsidies over long periods. WSJ reports recently showed how China's prime minister supported building Tesla plants in China to observe American manufacturing methods and technology, in the process advancing its own technologies in EV's at a faster pace. Making Tesla's role contradict the idea that politics not misinformation and technological lag is causing resistance to EV's both of which will fade over time. ...

The U.S. Commerce Department announced in March 2012 that it would impose tariffs ranging from 2.9% to 4.73% on solar panels imported from China. China has about 47% of the U.S. market for solar panels- with Suntech at 17%, Yingli at 11%, and Trina at 10%. U.S. based companies have 29%, and other including EU countries 24%. The imports of solar panels from China were $2.65 billion in 2011. In the last 4 years Chinese lower priced products have reduced the cost of panels by two thirds. What this does is send a signal to encourage companies to manufacture in the U.S., and show that the U.S. government was taking action against illegal subsidies by China without disrupting the availability of lower cost imports.
