About 60% of Americans think the testing for coronavirus and getting medical supplies to health care workers is too slow, in a poll by Wall Street Journal/NBC News. On the economy president Trump is seen as being better at handling the economy 47% to 36% than Democratic nominee Biden, even though Biden has a nine point lead. This confirms the widespread dissatisfaction at the way medical supplies shortages are felt at hospitals, and the way testing for coronavirus is happening with not enough testing. President Trump perceived by business and the public as better at handling the economy is also confirmed in this survey. The dissatisfaction with the president for supplies shortages and testing lagging behind may also be tempered by a sense that the public has not taken aggressive action in supporting an early lockdown with many governors and people not supporting or following strict distancing rules till late March. The thousand billionaires in the US pay only 8.2% in taxes. At 25% tax what a firefighter or policeman or teacher pays this would cut the deficit by $500 billion over 10 years. The oil companies and other corporations are similarly only paying less than what ordinary Americans are paying. This at fair tax rate of a minimum of 21% instead of 15% would further cut the deficit by hundreds of billions of dollars after investing in the infrastructure and modernization of the economy that his predecessor has no plans for and instead given a tax cut to the corporations which studies show was really not paid for. Negotiating drug prices for Medicare with drug companies would save the country hundreds of billions of dollars. This could be reinvested in cutting child poverty, in free preschool education, in raising teachers wages. Sitting next to Jill Biden the First Lady was the prime minister of Sweden. What it told the US was that countries like Sweden and Finland in NATO had strengthened the alliance and it was for mere political reasons that Ukraine aid was prevented by his predecessor from being passed in the House after passage in the Senate by 70-30 with bipartisan support that also exists in the House. ...

Companies would have to pay a minimum tax of 15% in 140 jurisdictions so that tax base shifting could not happen. Yet the US will not get the benefit of these increased taxes to invest more into R&D, manufacturing, infrastructure and strengthen its economy because Republicans have not supported it in Congress. The OECD countries, major EU countries from the EU, Japan and South Korea will get an additional revenue of $192 billion in 2024 as a result of the Global Minimum Tax. US foreign direct investment to China goes down 40% in 2020 to 2022 compared to the period 2015 to 2020, for India this was up by 20%, according to IMF. India was the only G-20 country that received this level of foreign direct investment. This WSJ Editorial Board opinion says president Biden needs to get European partners to make key decisions at the G-7 meeting to support Ukraine.  On the level of support it says the US has contributed 42.7 billion euros in military and humanitarian assistance compared to only 27.2 billion euros from European Union countries, according to the Kiel Institute for World Economy. Cpuld the EU do more? Russia continues to keep frontline nations such as Estonia and Lithuania on edge. Separately from this NATO's Stoltenberg has announced that the NATO Response Force will now be expanded to 300,000. Mr. Erdogan needs to be persuaded to let Finland and Sweden join NATO to strengthen Baltic area defenses. WSJ says Erdogan is facing a tough election in 2023 and is objecting not because Turkish Kurds pose a threat at this time but to rouse nationalist sentiment for the election. WSJ Editorial does not mention what is critical for Ukraine's people, the refugees of women and children to return home and live normal lives - the stopping of missile attacks on civilian population and buildings. Separately Mr. Biden has announced that he will be sending Advanced Missile Defense Systems to Ukraine. Germany is sending an IRIS missile defense system that covers a space of 40 square miles enough to defend cities like Kviv and Lviv, Kharkiv. Here the question is how soon as this needs to be taken up immediately to protect the lives of the civilians caught up in this war, the women and children of Ukraine. Some are returning to their homes in Kviv, Kharkiv, other cities, that are already damaged, and are facing more missile attacks. This is the most difficult aspect of the war and hope can only return when this is prevented. It would also set the beginning conditions for the end of the war by removing this element of the war for the people of Ukraine and their homes and lives.   ...

It is that the company is run by executives trained in finance and accounting and have too little of a background in the workplace where the manufacturing and assembly components is taking place or grasp of what it takes to turn out quality products by workers on the line. The basic approach is flawed because it is not quality checks that build in quality into a product but the workers on the assembly line who have to be trained and the investment made in quality processes to turn out a quality product. This has long been a focus in the earlier days of America's industrial revolution till the focus shifted to finance in the US and the focus on manufacturing shifted to Asia, to Japan, China and now India. It will take a complete shift in America's company leadership to hands on CEO's who are with and understand the workers on America's assembly lines, who can live some days and nights with workers on the production line to see and feel the problems first hand. This will take a decade, and for America as Jake Sullivan said at Brookings for president Biden and his team- this is a fight we must, and we will achieve. ...

The recently announced Aukus defense agreement brought together 2 members of the Quad 4 the US and Australia, plus the UK. Aukus is designed to strengthen US presence as a naval power in the Indo-Pacific region in the Indian and Pacific oceans around India, Southeast Asia, China, and across the Pacific. After a futile engagement in Afghanistan the US is reorganizing its presence where it is strongest- in the oceans. In a way that Britain once did in the eighteenth and nineteenth century, the US is dominant in the high seas. US naval power far exceeds that of all navies in the world combined. This is meant to reassure India, Bangladesh, Sri Lanka, Thailand, Malaysia, Indonesia, Philippines, Vietnam, Australia and Japan, which together have close to twice the population of China, that the US has not diminished its presence in any way from that it had in the 1950's following the Second World War. With this new framework India enters discussions that will focus on health to deal with the pandemic and its after effects, with security and rule of law in the Indo-Pacific region, with trade, technology, new supply chain manufacturing structure in which India plays a key role. With this new focus and clearing past engagements made by other US  presidents, including some mistaken policies, the US emerges as a new force in the Indian ocean, China seas and Pacific ocean region.  On September 23 Modi meets Tim Cook for what could be new supply chain arrangements that Apple could be preparing as it and other US corporations build new supply chain structures to rebuild US manufacturing technologies capabilities that were lost to China over the period 2000-2020. During that period manufacturing technology knowhow was shifted out of the US in a mistaken policy that assumed design and invention were sufficient for the US to keep. The first step in this direction was a change of CEO's at Intel Corp with US president Biden pushing for new US technology reclaiming policy. Following that the new CEO at Intel Corp, Patrick Gelsinger, completely reassessed Intel's mistaken policies of ceding its entire semiconductor manufacturing technologies capabilities to Taiwan and China. Intel made a U turn and is now investing all or most of $50 billion in the US instead of in China or Taiwan.  On September 24 Modi meets Mr Biden to discuss trade, investment, defense, and security. On the same day the leaders of Japan, Australia, Mr. Suga and Mr. Morrison join Modi and Biden for the Quad 4 talks. On relations with China Scholz has not stated much. This report in the WSJ points to president Biden's speech to a joint session of the US Congress that providing two years of free community college would "change the dynamic" for education in America taking the first step to correct a dangerous drop in college enrollment for young men in America and ensuring working class families have access to college education. The last thirty years of skewed wealth distribution, loss of manufacturing in America, have created alarming distortions in  the access to college education for working class families. Mrs. Biden is a fervent advocate for community college access in today's America, as a community college teacher for 30 years. Biden's $45.5 billion 5 year plan would waive tution for 2 years of public community college. States would have to opt-in to participate, and federal government would provide 100% funding in the first year, decreasing contribution by 5% each subsequent year, with states picking up rest of the cost. It is quite shocking that this is being dropped from the Biden $3.6 trillion Families and Workers Plan that is now being whittled down to $2 trillion. Not because it is not badly needed for American economic competitiveness, and helping workers and families. A new generation of journalists, think tank authors, and experts, will soon replace the old. They, he says, will make a fair assessment of the Trump years and look at their forerunners as acting in crucial moments, as idiots. He offers an alternative view of lockdowns as hurting the economy and causing a sharp recession in which people had to go without income, and some even hungry. To support this he says many parts of the country did not lock down and managed to keep hospitals running fine. California and New York with Democratic governors and large numbers of Democratic voters have borne the brunt of the pandemic in America. He points out the changes in the Middle East with policy that has brought Israel and the Arab world closer. The wars in foreign lands that are no longer being fought wasting precious resources. Democrats and the news media acted to consider Mr. Trump's election as illegitimate and the result of collusion with a Russian president, says Swain, till the Mueller investigation proved this to be not true.
