Joachim Gauck is the first of 11 presidents of the Federal Republic of Germany who is not from a political party. His work in the German citizens movement, as a pastor in the former East Germany, and his guidance in difficult times lends authenticity and a sense of restoring Germany's place in the world. He stood for values- engagement, a balanced wise approach, courage when freedom was under attack, candor. During the 10 years after reunification he headed the authority investigating former files of the Stasi, secret police network of East Germany. His role in recent years also remained relevant and his words worth listening to. Early on in the refugee crisis, when he visited a refugee camp at the Turkey-Syria border in June 2014, he cautioned for a wiser middle approach that took into account both the humanitarian crisis and what was politically possible, and the need for a wider European solution- "a honest, pragmatic, and sober debate." Germany would have been well served says DW.com if his words were taken into account. Gauck also told Germans to take a more active role in defense, and adopt a posture of confidence in foreign policy, which is happening today.   ...

Common sense comes to the German Border with Merz and the national emergency rule at the border, just as has happened under DJT at the US Border. May 8-25 turned back at Germany's borders with 9 European countries about 100 persons- success of national emergency rule at the German Border. This relieves not only pressure on public services in German towns and cities, it also removes a source of anxiety in the people who experienced political divisions and random attacks in public spaces from migrants. It also removes the threats of extreme factions in politics that have used the migrant crisis for exacerbating political divisions. Merkel's policy was not workable from the beginning and based on assumptions that were not correct as Germany and the EU could do more to improve the modernization and improving health and education, industry and agriculture inside Asia, North Africa to help the people in these regions than by taking in migrants. Who has ever suggested migration to Europe or the US  as a solution to the problems of China and India in the 1930's and 1940's, from wars and even famines. The right solutions of decolonization turning back invasions into the 1940's, and providing technology and capital for modernization after 1950 and accelerating this after 2000 have created two modernized nations of 2 billion people. ...

On taxes instead of $100 billion a year increase in the deficit that the 2017 tax cut of Biden's predecessor cost the Treasury -which benefited average Americans only $750 a year studies show, and reduced corporate taxes from 35% to 21% shifting billions to large corporations- Biden proposed $500 billon cut in the deficit by putting a 25% tax on 1000 billionaires in the US. Biden's guarantee that no one making less than $400,000 a year would pay an extra penny in taxes. Everyone would be better off, no one worse off. His predecessor's 2017 tax cut did not increase investment spending by companies which remained same as before. "There are 1,000 billionaires in America.   You know what the average federal tax rate for these billionaires is? 8.2 percent!  That’s far less than the vast majority of Americans pay.   No billionaire should pay a lower tax rate than a teacher, a sanitation worker, a nurse!  That’s why I’ve proposed a minimum tax of 25% for billionaires. Just 25%.  That would raise $500 Billion over the next 10 years." Only some of it would pay for the following the rest to cut the deficit- "Imagine what that could do for America. Imagine a future with affordable child care so millions of families can get the care they need and still go to work and help grow the economy.  Imagine a future with paid leave because no one should have to choose between working and taking care of yourself or a sick family member.    Imagine a future with home care and elder care so seniors and people living with disabilities can stay in their homes and family caregivers get paid what they deserve!  Tonight, let’s all agree once again to stand up for seniors! MBZ Mohamed Bin Zayed's leadership in UAE, the exit from OPEC and recognition of Israel, that is changing the Middle East. India has close relations with UAE and there are 9 million Indians working in the Gulf region. MBZ and Saudi leader Salman were close until both leaders differed on oil prices. Saudis wanted to keep oil prices high to finance its ambitious projects which contrasted with the UAE interest in increasing production. Saudis have a less diversified economy whereas the UAE has tourism and finance as other business sectors. UAE has capacity to produce 5 million barrels a day, but is only allowed by OPEC to produce 3.5 million barrels a day. US president DJT says UAE's exit from OPEC should lead to lower oil prices. About 250,000 British nationals live in UAE and millions of Indians. Even though the Abu Dhabi and Dubai region of UAE is small it has a large population of 12 million with about 10 million expatriates from India. It is also amore advanced economy with the help of the British and India, and now Israel. Saudi population is about 35 million and Saudis were poised to recognize Israel in 2024-2025. Egypt, the largest Arab nation, has shifted policy to be part of a Middle East that seeks modernization and economic development after decades of war and has close relations with UAE, so does Morocco, another Arab country with close ties to Europe and India.    ...

The resurgence of the Pudong District of Shanghai, with large investments, an industrial base, migration to the cities, and favorable location at the mouth of the Yangtze River. Since 1995, 70 skyscrapers and 120 million square metres of floor space according to official estimates, have been built in Pudong. Real estate agency Jones Lang LaSalle says occupancy and rates compare favorably with Manhattan in New York. New York has 10.3% empty space compared to 9.5% for Pudong, and space is leased for $693 per square meter annually in Pudong, 10% higher than in midtown Manhattan. The migration to the cities and a growing middle class have proved skeptics wrong over the years about the ability of real estate developers to fill the space they created. Also helping is the central government's plans to focus investment on Shanghai as the business capital of China.

President Sarkozy on what the euro means for France. Sarkozy told employees of the Airbus plant in Toulouse, France, that the euro was good for France. The single currency had protected France during the economic crisis. "Alone, France cannot resist outside pressures. France is going to borrow 180 billion euros in the financial markets this year to finance 35 years of accumulated budget deficits. Thanks to the euro we can borrow at 3% or a bit more; at the beginning of the 1990's we were paying 10%," he said. He added that "dismantling the euro zone would be like dismantling Europe... I will do everything I can to preserve the euro. He also emphasized that "we can't share the same currency and have different economic strategies," and called for macroeconomic and structural convergence in economic policies.

The Cameron and Tory plan to cut the deficit quickly is a gamble, especially if fiscal cuts choke off growth. Cuts could have been made in the NHS which would have put less stress elsewhere. The huge budget deficit, at 11% of GDP, says the Economist, left Mr Cameron and his Liberal allies with few options. By generating three quarters of the savings through spending cuts, by cutting most government department budgets by 25%, Britain has taken a radical course. Chancellor of the Exchequer Osborne's focus is on slimming the government, and Cameron's closest adviser Hilton is looking at decentralizing government. A course certainly not expected from Mr Cameron's coalition with Mr Clegg's Liberals, and not in the first 100 days. Now it remains to be seen when Spain, and America look to Britain for ideas, says the Economist in this editorial.

Doctors face a 21% cut in the amount of Medicare payments for treating seniors having Medicare, though this cut will be delayed till 2011 under legislation in Congress. This issue goes back to 1997, when a budget law set spending targets, and stated that if they were exceeded formulas to reduce doctors payments would go into effect. The formulas seriously cut into doctor payments by Medicare in 2002, so the formula was put off. The result of this is that the cuts based on the formula now amount to 21%. The cuts are not expected to go through, but at the same time Congress has an headache on its hands with the growing deficit. In the Senate there is opposition to a $120 billion bill to extend long term unemployment benefits which lapsed in June 2010, for tax breaks, and other expenses. Senators want to pare down the bill's price tag, as $80 billon of this is unfunded and will be added to the budget deficit. For a primary care doctor in Washington state, Medicare pays about $95 compared to private insurers payment of $129, and a plan for state workers that pays $140....
