The Wisconsin Republican primary turns out to be the turning point for the Cruz campaign. Following his landslide win in Utah, Cruz wins in Wisconsin by about 14 percentage points, and begins the long journey to close a signficant part of the gap with Donald Trump. Cruz's organization, and the anti-Trump groups efforts, ad spending, helped Cruz in his win. Trump was handicapped by a series of gaffes including one on abortion- saying he would penalize women having abortions- alienating women. Cruz's margin for voters making up their mind on the day of voting, excluding early voting, was higher at about 17 percentage points. Closer media scrutiny of statements by Trump and policy implications, including foreign affairs, European policy, the nuclear issues, happened in the week before the Wisconsin primary. On the production side output has fallen to an estimated 1.6 million barrels a day(U.S. government and independent analyst estimate) from nearly 3 million barrels a day in 1998. But even this is an estimate, PDVSA says its daily output is about 2.2 million barrels a day, and plans to boost it 4 million barrels a day by 2012. Gerlad Seib points out that one should look less at what president Trump accomplished in the first 100 days and more at how he operated and learned during this initial period. This is certainly true because much of what happened in the first 100 days contradicts some of the tone that Trump setup during the campaign. When it comes to governing Trump has made an effort to learn and adapt and show resilience in the face of early setbacks on the travel ban and the health care bill, the Flynn episode. After this early period Trump took on a more disciplined approach, gave more room to and listened to more respected advisors- Tillerson on foreign affairs in shaping policy with Russia leading to Tillerson's presence at Lucca massacre memorial in Italy sending a clear signal about U.S. policies in line with its role in the past century in world affairs, Gary Cohn and Ross on economic policy and seeking Cohn's advice on tax plan, Ross's on NAFTA negotiations with Mexico. As a result the NAFTA fears were calmed down with statements by Wilbur Ross, the Commerce Secretary, that the goal was a win-win relationship with Mexico. Trump worked with his party in Congress to have the Supreme Court nomination of Gorsuch approved. Meetings with Merkel of Germany and Jinping of China were carefully planned and new relationships established as Seib points out, without ruffling trade relations. The appointment of Robert Lighthizer, as Trade Representative, also shows that efforts to give the U.S. a more level playing field in trade will be resolutely pursued in the win-win context. Lyrarc has profiled Lighthizer earlier in this decade after his op-eds in the media as he correctly anticipated the changing public mood on the need for fairness in trade relations. On relations with China and South Korea, Jim Mattis has taken the lead, and Pence's visit to South Korea also show deftness in handling what is one of the most difficult issues in foreign affairs. Mattis and Tillerson also have helped reinforce the Republican party policies on NATO and Europe, with the visit of NATO secretary general Stoltenberg to the White House. In the end it is how much you can learn in the first year, how much you listen, and the courage to act in difficult situations, the willingness to act contrary to one's instincts and self interest where necessary, that matters. Elelven of twelve Fed Governors support the U.S. Federal Reserve's decision to keep rates low till unemployment falls below 6.5%, as long as inflation remains subdued at 2-2.5% and inflation expectations are low. Only the Fed governor of Richmond expressed a dissenting vote. The Fed in its policy statement said it was addressing the problems of the last three years in housing and joblessness. Charles Evans of the Chicago Fed put it this way in a Sept 2011 speech- suppose the inflation rate was 5% when the target was 2%, then central banksers at the Fed would have acted as if their hair was on fire to tackle inflation, then why shouldn't the Fed do the same for unemployment. He succeeded in convincing Bernanke, Yellen and other Fed governors. Bernanke emphasized the enormous cost in human potential and productive capacity of the U.S. economy from high unemployment and people dropping out of the labor force.

When it comes to essential policy Republicans and Democrats in the US Congress can and will work together. A roughly $1 trillion infrastructure bill passed in the US Senate. Kentucky Republican Mitch McConnell says there are issues that are popular with both Democrats and Republicans.  He said in an interview with the WSJ - "The American people, divided, sent us a 50-50 Senate, and a narrowly divided House. I don't think the message of that was, 'Do absolutely nothing.' And if you are going to find an area of potential agreement, I can't think of a better one than infrastructure, which is desperately needed." The infrastructure bill passed this week 69-30 in the US Senate. McConnell thanked president Biden for getting the Democrats ready to compromise to pass the bill. Biden's long experience in the US Congress compares with another US president, when getting Congressional action from both parties was needed. Lyndon Johnson had this type of long experience in the US Congress which enabled him to reach compromise with Republicans to achieve goals in civil rights legislation and in passage of Social Security during the 1960's. In this sense Biden is right for the 2020's when national rebuilding is the task before America. ...

A sign of the growing people to people relationship of the US and India is the number of Indians in US graduate schools which went up from 68,000 to 102,000 in the 2021-2022 academic year, up 48%. There almost as many Indians taking the GRE exam for entry into US graduate schools in 2023 as Americans taking GRE in the US. Another sign of the expanding people to people relationship is the decision of the Biden administration to give 1 million visitor visas to Indians in the coming year. In India physical sciences and humanities for GRE exceed engineering by a wide margin, showing the shift in subjects. Under India's new education policy NEP the shift is to a more multidisciplinary approach and allowing students to mix science subjects, math with humanities. This approach is seen as best for India to produce a new generation that can think for itself better than the purely engineering science or medical track graduates of the past who had limited knowledge of the humanities. This overly engineering focus has prevailed in the educational approaches of Japan and China during their rapid growth period. India under the Modi administration is betting on a wider knowedge of different and contrasting subjects and disciplines for its future. ...

WSJ Editorial talks about so called "spending blowouts" of the Democrats in 2024. Are Republicans saying let the roads, bridges, airports, built in the 1940-1960's heyday of American industrialization as China and India's is now, let them crumble? What do the educated minds of the WSJ Board say about coal in China and India and their effects on their massive use multiple times that of US and EU in history, is it not damaging to the environment? And why the Chinese realized the health in North China with coal winter use was worse than in South China cut their coal use. Wellstone's unique contribution comes from his effort to work with rural poor and poor white farmers in the tradition of Minnesota Farmers Labor Party. This part of rural roots for the Democratic party since FDR and from the  time of Woodrow Wilson in 1900 was lost by 1980. After 1990 the Republican party set up roots in rural America that continued into the Obama period when the emergence of internet and tech companies as part of Democrats distracted and led to the loss of rural support in addition to the loss of union workers support. Tim Walz is from a rural small town America and bring the Democrats closer to their roots.  Paul Wellstone was  Senator from Minnesota in 1990 from the tradition of Farmers Labor Party in the state, and the period of FDR that followed the Great Depression and continued right into the 1960's with John F. Kennedy. He was for local community organizing during all periods not just campaigns, and public policy. He was educated at UNC and was a professor of political science at Carleton College from 1969 to his election as Senator in 1990.  He died in a plane accident in 2002 during an effort to run for a third term in the Senate.  ...

Everything you might want to know about coffee, where it comes from, how cultivation is changing with climate change and higher temperatures, and the effort to map the coffee genome. With higher temperatures the farming of coffee moves to higher altitudes in coffee growing countries in the tropics, but it is easier to cross breed the 124 varieties to produce a plant that can withstand the change in temperatures and one that can resist fungus.  A coffee fungus and higher altitude rains destroyed much of the crop in Central America including Guatemala. This led to increased migration to Mexico and U.S. of farmers leading up to Mr. Trump's plan to have the National Guard of Mexico police Mexico's border with Guatemala.  Coffee is a sensitive plant and needs cooler weather and water which is found more in the tropics. Growing it in California or in Italy makes it very costly leading to Frinj coffee being sold in California at $16 a cup. Climate change could reduce the area where coffee can be grown by about 50% in the tropical countries from South east Asia to African countries such as Kenya, Uganda, Tanzania and Ethiopia, and in south America Colombia and Brazil, says Climate Institute, Washington DC based climate change experts.   ...

At the conclusion of the summit of the G-8 the Obama administration had to drag along other countries to get to the $12 billion goal for 3 years of food aid to the rural poor and farmers, which is well short of the $15 billion discussed a few days earlier at the summit. Of this $4 billion a year, the USA will provide $500 million a year. THe $15 billion is itself a floor for such assistance in prior years. says Gawain Kripke, policy director for Oxfam International, "at this point the money is not looking all that good." Douthat offers insights into U.S. president Obama's thinking when he said at a National Prayer Breakfast, that Christians also had committed bad acts in the name of religion and reminded listener of the Jim Crow days when blacks were oppressed by church going Christians. The Crusades were a long battle against an advancing Islam over several centuries and many regions, says Douthat, and do not quite compare with the actions committed by an individual organization such as Islamic State in 2014-2015. The Jim Crow reference comes from personal experience during the fading days of racial discrimination. Yet says Douthat this reference to Christian culpability does little to bring the criticism back to self that the writer Niebuhr, Obama's role model, suggests, because it does not take the criticism back to self or political party to serve as useful introspection. It is almost like saying Christians are just as bad,(so why act?) without distinguishing from Christians and Muslims who respect tolerance and peaceful coexistence from those who do not. It also encourages one to remain a bystander in foreign and defense policy, leaving a younger generation with any future consequences. Ike does better by bringing self-criticism home to his own party and ideological wing by talking about the military-industrial complex and the problems it will create....

In the last year of his presidency Obama faces questions about his domestic and foreign policy. Here Greg Jaffe looks back at Obama in 2004 and cites the episode with Farr Curlin, a doctor who opposed abortion and taught at the University of Chicago. Curlin wrote to Obama asking him to consider Catholic teachings when using phrases such as taking away women's rights, at the time Obama won the Senate Democratic primary from Illinois in 2004. Obama came back to the email exchange with Curlin during the fight for the Democratic nomination for president with Hillary Clinton, in speeches and in his book Audacity of Hope, appreciating Curlin's views and calls for openness and understanding of others views. Curlin appreciates Obama's thoughtfulness and sincerity, but points out today in 2015 that Obama has in his actions accelerated the trends in societal change, deepening old divisions. Much of the rest of the article describes the president's anguish at the recent Charleston and other shootings in America, showing Obama as a Christian struggling with his faith. As the article points out Americans have become increasingly disillusioned by the difference between the rhetoric and policy- leaving America deeply divided not just on social issues, but on economic issues with widening disparity in incomes and shrinking of the middle class which some see as accelerating during the two terms of Obama's presidency, and on the issues of foreign policy where 2015 brings the largest number of displaced people and refugees worldwide numbering millions. The lesson of the presidency may be that thoughtfulness is not enough, that thoughtfulness has to be carried into clarity of purpose, that ideals have to be translated into action requiring courage and not avoiding elements of risk. ...

Taiwanese contract manufacturer Hon Hai is moving quickly to address higher costs for workers at its manufacturing sites in coastal regions of China. After extensive media coverage of conditions at Foxconn factories, a number of suicides, and Chinese government policy that encouraged higher wages for workers in foriegn owned plants, Foxconn has moved to sharply increase wages at its plants. By the end of 2011 production in cities in the interior of China- Chengdu, Chongqing, and Wuhan, where costs are one third less- will be 25% of production, up from 10% in 2010. By 2012, this will be up to 50% of Foxconn's production, according to Yuanta Securities of Taipei. Hon Hai is lowering dividends to finance the shift. Fourth quarter 2010 earnings of Hon Hai were $742 million, down 26% over the prior year, even though revenues went up by 56% to $33.1 billon- reflecting the higher costs. Hon Hai's stock is down 20% in the past year on the Taipei stock exchange. Other locations being considered by Hon Hai are Brazil, Turkey and Slovakia. Brazil's President Dilma Roussef, said that Foxconn is considering a $12 billion plan for Brazil. Hon Hai is the only manufacturer of Apple iPads and one of two manufacturers of the iPhone....

President Macron announces plans to bring a draft law that aims to fight separatist cultural influences in France through the education system and through children being educated at home. These separatist influences stem from France's colonial past in Arab North Africa and influx of Arab immigrants as well as immigrants from Asian countries practicing Islam. Macron said there has been a hardening of positions in Islamic communities worldwide which has created a crisis in Islam making it important to emphasize France's tradition of secular values. Macron says Islam practiced in France must be freed from foreign influence as part of France's long tradition of laicite or state secularism values set by a law first enacted in 1905 separating church from state. In saying this Macron said he accepted the failings of French policy in letting ghettoization of communities of Muslim residents happen in France. And added that "where we stepped away other stepped in." In referring to the colonial legacy he said "we have not unpacked our past. Prime minister Ranil Wickremasinghe has assumed the finance minister position as Sri Lanka completes one phase of negotiations with the IMF. The IMF says "Since Sri Lanka's public debt is assessed as unsustainable, approval by the Executive Board of an IMF supported programme would require adequate assurances that debt sustainability will be restored." Sri Lanka facing lack of capital to pay for essential energy and other food needs suspended payment on nearly $7 billion foreign debt repayment due this year with action taken under a new central bank governor. About $25 billion is due for repayment by 2026 and total debt stands at $51 billion. The IMF comments come after reports that Sri Lanka Monetary Board at the central bank and finance ministry in 2021 failed to address the debt sustainability issue even though the IMF in April 2020 had advised Sri Lanka to go for restructuring. Discussions IMF says "focused on restoring fiscal sustainability while protecting the vulnerable and the poor, ensuring the credibility of the monetary policy and exchange rate regimes, preserving financial sector stability, and structural reforms to enhance growth and strengthen governance." ...

Germany's Economy minister Zypries warned that Germany would take legal action by taking the case to the World Trade Organization if president Trump imposes tariffs above that allowed by WTO rules. She said this before a meeting at the White House between president Trump and Chancellor Merkel. The U.S. is Germany's largest export market with 107 billion in imports and the U.S. exports 58 billion euros of products to the U.S. Zypries accepted that the large trade surplus of Germany was "a problem," but that America "needs our machines and industrial plants" for the time being. Germany has insisted that it does not provide unfair advantages to its companies, and that German companies were simply more competitive. Trump has focussed largely on China for anti-competitive practices, though he mentioned BMW by name during the campaign. In the last 2 years the euro has depreciated significantly against the dollar giving German companies competitive advantage, largely as a result of the ECB- in opposition to German economic policy- trying to stimulate the economy of other southern eurozone countries such as Spain, Italy and France. ...

French president Hollande's approval ratings dropped to a new low of 12% in a survey by TNS Sofres. In 2013 Hollande's approval ratings dropped to 26% before increasing to 30% after the Charlie Hebdo terrorist attacks in Jan. 2015. The recent terrorist attacks, France's high unemployment rate, his appearance of being indecisive, and the new labor law, have increased Hollande's unpopularity. As a result his colleague in the Socialist Party, prime minister Manuel Valls, now plays an important role in the administration. Middle class workers 35-49 years are the group where Hollande does poorly. Former president Sarkozy's rating never dropped below 30%. Compared to Hollande, Merkel of Germany has an approval rating that is far better at 54% and Obama in the U.S. of 56%. Merkel has achieved this following the differences in Germany over letting in large numbers of immigrants, and Obama after 8 years in office and differences in the Democratic Party on trade and economic policy. Trudeau in Canada has an approval rating of 63%. ...

A major shift in foreign investment may be taking place as the 2014 St. Petersburg International Economic Forum takes place in May 2014. Russian policy in Ukraine and tensions with the U.S. and Germany could lead to a shift in investment to other emerging market countries. China's tensions with Japan could lead to a similiar shift of Japanese foreign investment. At the same time India has elected a new government with an absolute majority and an overwhelming mandate from young people to accelerate development. The new government under the BJP party's Modi has a decade of experience attracting foreign investment in western India. Indonesia, Vietnam, Africa and other emerging market countries, could benefit from the shift in investment. Investment could also return to the home countries with lower labor costs in Southern Europe, lower labor/energy/transport costs in North America. For Russia the debate at the St Petersburg Economic Forum was about pursuing one of three policy paths with some riskier than others, or some combination also risky and uncertain- depending on state banks and oil windfall funds, increasing ties with Asian countries, continuing on the current path with lower foreign investment and continued capital outflows. The failure to use the time wisely to diversify the oil based economy which could have been better accomplished in an economy not overly dependent on crony capitalism and centralized economy, both current characteristics, will affect future progress. A key weakness for Russia compared to China is the centralization under one person Putin, more so in the third term. In China the two man team Keqiang and Jinping is part of a larger team chosen by consensus and negotiation and part of a rotational scheme. It has senior leaders who initiated the changes to a market driven economy in the nineties determined to see China on track....
