Forero gives a detailed account of the setup of about 400 huge wind turbines larger than the size of a Airbus 380 in a windy area of Bahia state by a Brazilian company Renova Energia. It is an area that experts say is nearly perfect for the steady wind needed. Brazil has increased its wind generation capacity to 3% of its energy generation in 3 years since the first auction for companies seeking to build wind farms. By 2021 energy planners in Brazil see this going up to 10% of its energy generating capacity. New limits on the generation of hydropower is shifting the focus to speeding up the development of wind energy by the government of Dilma Roussef. State owned banks provide loans to companies like Renova Energia. New technology from French, Dutch, and Spanish companies with advanced sensors that shift the position of blades to adapt to wind conditions, the size of windmills of over 400 feet, and 1.6 megawatt turbines, make wind energy a realistic option for Brazil's expanding energy needs growing at 5% a year. French energy company Alsthom has a plant outside Salvador, the capital of Bahia state, to manufacture windmill components. This helps meet Brazilian government requirements for a certain percentage of local manufacuring of components....

Workers at Pemex are about half as efficient as workers at the Brazilian oil company Petrobras, and have one fourth the efficiency of workers at BP, according to a study by the baker Institute in Texas. Union leaders run the union in a manner reminiscent of feudal times with favors and patronage for workers and politicians. Once in power union leaders have run the union for decades, including shooting of rivals. Hernandez Galicia, a son of an oil worker, built up a system of patronage in the sixties and remained in power till he was arrested in 1989 on weapons charges by the government of president Salinas Gortari. The union formed part of the PRI party power base as the 200,000 union workers were expected to vote for the government. By raising above Parlament the direct democracy of a referendum, there is the risk of no-deal Brexit even with Parlament solidly opposing it, just by accident and a deadline. For the British Parliament to regain public trust then becomes a big issue.

He was Governor of Washington state, which has about a third of its jobs dependent on foreign trade and looks west to the Asia Pacific region for growth. Surprising as it may sound, India's independence in 1947, did not get the attention one would expect to see for a country with the second largest population in the world. Europe was still recovering from the Second World War and the cancellation of the debt of Italy made the biggest headline in papers such as the Chicago Daily Tribune. Its title was - Mountbatten named new Governor of Hindu India, Punjab riots rage 250 dead. A misperception as Nehru and Sardar Patel were the leaders of independent India, as prime minister and deputy prime minister. In fact the biggest headline in bold was that -Population was up by 9 million with California surpassing Illinois. A Kipling type picture complete with tigers and cobra was put alongside a departing British ship, adding to the ignorance about India.  The Washington Post title was much better- India achieves sovereignty amid wild rejoicing. But it competed with a Soviet threat on the Balkans, Mercury heat wave hitting 96 degrees, and Truman predicted victory in 1948. The New York Times headline was- Two Indian nations emerge on world scene before a map of India. And another headline India and Pakistan become nations, Clashes continue. Alongside were headlines about a price gouging inquiry from president Truman. To this day the coverage has not changed much with the NYT not truly recognizing the aspirations of the Indian people for a standard of living comparable to the western nations, the papers like the Tribune not having any conception of India except in a vague misguided way. And papers such as the Washington Post only somewhat better. None of the western media, much less the BBC, have any conception of the aspirations of the Indian people for a quality of life and the industrial infrastructure that would be comparable or exceed other countries in Europe or that of America.     ...

Sheila Bair says she fears the next crisis will start in Washington. Bair points to the need for urgent action along the lines recommended by the Bowles-Simpson Deficit Commission. Areas identified by Bowles-Simpson should be tackled as early as possible, she says - tax subsidies for housing and health care that lead to misallocation of resources, defense spending, special-interest provisions. She points out that the increase in the deficit is a result of the unwillingness of governments over the last two decades to make the hard choices necessary to control the structural deficit. Total federal debt doubled in the last 7 years, to almost $14 trillion, or about $100,000 for every American household. Bair, as Chairman of the FDIC, played a critical role in the efforts to control the US financial crisis of 2008-2009. Relentless federal borrowing she says, undermines the confidence private investors have in US government obligations. The cost for bond investors and others to purchase insurance against a default by the US governmet went up from 2 basis points in January 2007 to 100 basis points in early 2009, and is now at 41 basis points. With 70% of US Treasury obligations held by private investors scheduled to mature in 5 years, a decline in investor confidence would lead to higher government and private borrowing costs. She writes this just as the debt crisis in Ireland is taking place, following the one in Greece, and contagion to Portugal and Spain is feared. Bair fears a similar loss of confidence in US public debt. High and volatile interest rates could lead to losses for financial institutions holding Treasury debt and raise funding costs for depository institutions....
