THis week India's Hindusthan Construction Company signed adeal with Amec PLC, a UK engineering and project management company for taking up nuclear energy plants in India. About 500 engineers are eventually expected to work for the company.

This black carbon is generated from thousands of villages in the develooping world and from countries like India, where village women cook food over stoves that burn twigs and dung, not having stoves to cook on. If they are provided with stoves that use fuel these black carbon emissions can easily and quickly be cut. Yannis Stournaras, economcs professor at the University of Athens becomes the finance minister in the new administration of prime minister Antonis Samaras. He holds a doctorate from Oxford University in economic theory and policy, lectured at St. Catherine's College, Oxford and at the Oxford Institute for Energy Studies. He was special advisor on monetary policy to the finance minstry and Greece's central bank. His public official positions include vice chairman of the Greek natural gas company and board member of the public debt management agency. He is well qualified to lead the effort for Greece to remain in the European Union with modified terms that extend the achievement of deficit targets by 2 years to 2016, and offer tax cuts and other growth oriented measures to get the Greek economy back on the path to recovery and growth after 4 years of declining GDP. Indian finance minister Sitharaman announces a new stimulus package "Atman Nirbhar Bharat." This includes an effort to incentivize creation of employment opportunities for people making less than Rs. 15,000 a month ($215 a month), called "Atman Nirbhar Rozghar Yojana, for a period of 2 years. Sitharaman cited stock market rebound and foreign reserves reaching $560 billion to show that along with the government efforts and planned infrastructure the economy would make a robust recovery. Because of India's large informal economy help to street vendors and other small retail is critical in the Indian economy. The finance minister cited the "One Nation, One Ration Card" which allows street vendors and other retail merchants to access foodgrains from FPS of choice in 28 states and union territories in India. This is part of the effort to build demand and upward mobility in the economy. The names given for these efforts or yojanas are unique- PM SVANidhi stands for PM's Street Vendors Atmannirbhar Nidhi. Atmannirbhar is the overall plan for self reliance in the economy and the prime minister Modi has pushed for buying Made in India, to promote jobs and technology + capital accumulation in Indian manufacturing. India took a blow from the coronavirus with close to 9 million infected by the virus and lockdown in March. By September 20 the daily cases reached 100,000, and by November 10 the daily cases have dropped to 44,000. Social distancing and mask wearing are widely accepted in India. India has other advantages in the large pharmaceutical industry and access to drugs at government regulated and low prices as part of the planned effort after independence in 1947. Other aspects of Indian life are cultural preference for vegetables and fruits in the diet, and spices, herbs in cooking, yoga practice, which are anti-inflammatory and promote healthy living.  With the largest population in the world the region in the Indian ocean comprising the countries of India, Bangladesh, Pakistan, Burma and Indonesia, former parts of the British and Dutch empires, is a region where the coronavirus posed a great threat to human life. An early carefully orchestrated lockdown by prime minister Modi  helped with the message in March that India faced a singular choice - between going back 21 years in development or controlling the coronavirus in 21 crucial days. The setting up of the direct transfer of money to bank accounts  of farmers, urban street vendors and lower income people in rural areas by giving everyone a bank account under a government plan early in the first term of the current administration enabled it to send aid directly when coronavirus hit the country. Other schemes included cooking gas for women in rural areas who depended on firewood for cooking. These schemes and sanitation infrastructure setup under the Clean India campaign, helped India build an element of resilience when coronavirus hit.  The government plan to remove interstate barriers to commerce and integrate tax system collection at the federal level, bringing parts of the informal economy into the formal economy, have increased revenues that now finance an infrastructure plan that hopes to match the one in China over the next decade.   ...

Fisher and Taub of the NYT look at the populist politics in Europe and the U.S. following the French election first round. Trump won in the U.S. with the deep polarization of politics in the U.S.- leading to the Republican Party to decide to support him to avoid the result of four more years of an administration led by Democrats, and with the support of discontented voters in midwestern states with falling living standards. The situation in Europe is different as the mainstream parties have united in the past to block populist politicians with negative messages on immigration and an open economy. This happened in the Dutch election, by the co-opting of the nationalist message of populist politicians by mainstream parties and mainstream politicians, and is likely to continue in the French and German elections in 2017. Fisher and Taub point to another development that is happening- shifting the debate to ethnonationalism vs. open economies, which has happened with Brexit and the UK Independence Party. They cite the 2015 British elections in which UKIP won 13 percent of the vote, as having influenced prime minister Cameron to call for a referendum on Brexit, in a effort to revive the fortunes of the Conservative Party. In the end this resulted in the 52 percent vote supporting Brexit.  Another way of looking at the populist movement is that with Trump it called attention to trade and the way working class Americans were being marginalized especially in the industrial midwest. With this problem being addressed in a Trump administration and a reviving economy, the mainstream parties have an opportunity to reassert themselves. In Europe the AfD called attention to immigration issues, and the Merkel coalition government of CDU and SPD by making changes such as the deal with Turkey, and returning economic refugees, is able to assert the role of mainstream parties. In Britain the situation could be a result of a brash decision by a Conservative prime minister Cameron, in making a bad miscalculation, that has put Britain on a course that is likely not in its best interest. The Brexit referendum yes vote galvanized opinion by showing an endless stream of refugees in their advertising- a development following the opening of borders by Germany and Austria to address the plight of Syrian war refugees. That situation has passed and is unlikely to happen again as both the SPD and CDU parties in Germany have pointed out that this was a one time situation that they responded to following the exodus from Keleti rail station in Hungary under special circumstances. With this kind of perspective populist politics can be seen as reflecting other voices in a democracy, that are heard and responded to, yet keeping the sense of balance and openness necessary in today's global economy and societies. This is also the perception of Germany's outgoing popular president Gauck in his final address, pointing to the need to listen to other voices in a democracy, and the need for openness in a democracy, as well as democracies always in the process of Becoming and evolving to adapt to new situations in economy, society, and politics.     ...

The pandemic, the large increase in housing costs in the western states, and the cost of living have pushed many people over the edge, at an alarming rate for four years. Justices ask city attorneys of Grants Pass, and in effect other cities in the US, where are people supposed to go if no other shelter is offered by the city, that they have a right to sleep, and breathe. "Sleeping is a biological necessity- Justice Elena Kagan. "Are they supposed to kill themselves, not sleeping," Justice Sotomayor.  Justices Kavanaugh and Roberts questioned whether judges should be making decision that should be made by policymakers. US Supreme Court is reviewing a lower court ruling upholding rights of homeless people in the US  under the 8th Amendment that is opposed by the city of Grants Pass, Oregon. A small western town of 40,000 people facing a problem of a significant portion of its population, about 8%, having to sleep in parks and in open public spaces because they have nowhere to go. It has only 138 beds from the Gospel Rescue Mission for homeless situations with strict rules. It faces in today's America rising homelessness- affordability of housing affecting people in many states. In 2022 an three judge panel of the 9th Circuit Court of Appeals which covers western states Oregon, California, and Washington upheld a lower court decision barring the city of Grants Pass from enforcing a citywide ban on sleeping in parks at night if no other shelter was available with fines ranging $75 -$295. As a result of this decision encampments of the homeless are increasing in the western states because restrictions on public camping no longer play a deterring role. Spiegel Online's interview with Emmanuel Macron, on the TGV 8434 train from Bordeaux to Paris. He is joined by Mrs. Macron. Macron says he is aware that he does not have a bloc of core support like Ms. Le Pen, yet he says this means he will try that much harder for voters on the right and the left. He says their is no political renewal in the political class in France and that it remains closed. He says particular attention must be paid to rural France outside big cities like Bordeaux, Lyon, Marseille and Paris, where people have had a different encounter with globalization. On the European Union he sees the need to revitalize it by having a closer union focussed on countries that are interested in this. He sees the need for a joint finance minister and permanent head of Euro Group. This might be a smaller EU without countries such as Britain, and others who are not interested in a closer union. He does not agree with the idea that any member state of the EU can stop other member states from proceeding. Macron does not believe in moving to the right as in the Dutch election because he says people are "not idiots" and in France this has not worked for Nicholas Sarkozy, which has some truth to it as authenticity (and humility) matters to French voters. A personal approach worked for Fillon early on till the scandal over payments he received. Macron brings to this personal approach and relative youthfulness, his sense that he must appeal to all segments, rural and urban, educated and less educated, and at the same time be true to core values such as preserving the European Union, and authenticity in terms of views on Algeria. He also says he is aware he faces risks but that this is something he believes in deeply.   Macron has not hesitated to express his views on topics such as Algeria, calling it a crime against humanity, and later elaborating on what he meant. Macron says his movement En Marche is different in style and manner from the closed nature of French politics. He believes in transparency, term limits, and removing conflicts of interest in French politics, as a way to make a fresh start. The first round of voting is on April 23, 2017, followed by a second round of voting between two candidates.  ...

Britain's prime minister Johnson has gained approval for 16 billion military buildup for naval and other buildup for the next 4 years. It was apparent for some time during the administrations from Blair through the financial crisis driven by banks under Cameron, that Britain had lost its resolve to have a strong military capability. This was evident in its handling of Hong Kong, from the transfer to its weak response to the situation in Hong Kong as participatory democracy failed in Hong Kong. During the period after the second world war Britain failed to bring participatory democracy in Hong Kong under its rule. Labour and Conservative administrations made no effort even as participatory democracy was brought to large parts of Asia and Africa through independence, following democratic elected legislatures in the period between two wars in India and Ceylon. No such effort was made in Hong Kong leading to questions about its own commitment to the principles when China introduced its own government in Hong Kong by changing legal structures.  Britain lacked the military capability and its partnership with France and the U.S. was also weaker because of other distractions from middle east conflicts and internal problems. This is now changing with the military capability buildup for the next 4 years. This is happening as France under Macron takes a new posture in its battle to defend the ideals of its Republic, and rebuild its manufacturing capabilities. ...

By dropping most coronavirus restrictions including masks, social distancing and size of gatherings, and opening night clubs, England is risking the same sudden rise in new cases from variants that hit the Netherlands last week. Analysis of what happened in the Netherlands shows nightclubs and bars as the origins of 40% of the new cases in the Netherlands. Prime minister Rutte of the Netherlands apologized for this kind of reopening after a big jump in cases in Netherlands.Seven day average in the UK is at 46,000 for the last week. With 40% of the UK population not fully vaccinated, the new variants can spread faster and mutate in the unvaccinated population.  There is a basic difference in priority- getting to work and doing essential shopping compared to going to nightclubs. The Dutch government shut its nightclubs after reopening them in June. At this point England is split in how to reopen. The Mayor of London says masks will be compulsory in all public transit in London. And 55% of the UK public in a recent survey from YouGov think reopening in this way is the wrong thing to do. Another poll by Ipsos shows 70% of people surveyed saying they wanted mask wearing to be compulsory indoors for another month. One bar club owner says that he thinks what they are doing is wrong. Some students think that this is a recipe for transmission to happen quickly. ...

The local elections in Britain in 2019 show voter dissatisfaction with the mainparties. Both Conservatives and he Labour party each took 28% share of the vote. The big winners were the centrist Liberal Democrats with 19% of the vote. The Greens party also was a winner in the vote. About 8400 seats were up for election in this vote. Conservative party lost 1300 seats. The Labour Party disappointed because it was expected to win more seats as Conservatives did well in the last election in 2015, by winning 81 seats. The Liberal Dems and the Greens won 850 seats between them.  The stridently pro-Brexit Nigel Farage Independence Party did not put up candidates and a anti-Brexit party called ChangeUK also did not have candidates. Both will field candidates in the European elections causing the main parties to lose even more of their support that has dropped to 28%. This means Labour party leaders Corbyn and McDonnell might continue negotiations with Theresa May on Brexit plan. But as Rachel Sylvester reports in The Times today with May lacking support from her Conservative Party, her tenure as prime minister uncertain, there is little incentive for Labour leaders to go against the wishes of a majority of Labour MP's, voters, and members who are against Brexit. Corbyn also want to focus coming elections on austerity not Brexit. So this is not on Labour's agenda. Sylvester says a confirmatory referendum is looking like the only way out of the mess.    ...

Aadhar was started in 2009 as a way to help the poorest citizens and prevent leakage of fuel and food subsidies, and to fight corruption. Using biometric technology the government of prime minister Modi has extended the program as a way to build a database of digital fingerprints, iris scans of most of India's 1.2 billion people as part of a way to extend this into a national id card system for driver licenses, bank accounts, travel on Indian railways, making financial transactions. The government contends that privacy is not a fundamental right in a poor country where most citizens suffer from corruption and leakage of services and subsidies, given that basic safeguards against abuse are introduced. The Court's decision says privacy rights should be taken into account against surveillance by the state and for protection of data, and that it was part of the intrinsic rights of citizens to life and liberty. ...

Among ordinary people the fears are more basic- no one wants to go back to the old days and the sectarian strife and conflicts. For most people the open borders mean a great deal- an achievement that took a long, long time, and no one can see this being reversed overnight, which is why Northern Ireland voted 58% to remain in the EU. ...

A wide ranging interveiw by New York Times reporters Archibold, Cave and Malkin, with Mexico's President Felipe Calderon. Calderon tells the reporters that Mexico had to be cleaned up and it was upto him to do it. A Pew Research poll shows that only 45% of respondents say Mexico has made progress in the fight against drug cartels, yet 83% support the use of the military against the drug cartels. Calderon's six year term ends in 2012 and the opposition PRI candidate leads in the polls. Calderon is limited to the six year term by term limits. PRI candidate Nieto has a program that is not very different from Calderon's to fight drug gangs. Calderon says he should have taken on the task of buillding up the state and local police forces more aggressively from the very beginning, now that it is clear that corruption and lack of training have diminished their capacity to provide safety. Calderon points to the success in creating jobs, expanding health care, building trustworthy police and judicial institutions, and social programs to fight roots of crime, as achievements of his administration....

The issues China faces as it plans the next phase of massive urbanization. Urbanization is a major priority of prime minister Li Keqiang, which was also the focus of his postgraduate work in his student days. In the early 1980's about 20% of China was urbanized, this has changed over three decades to where the figure is 47%, plus 17% for workers working in the cities but classified as rural, a total of 64%. China's plan is to fully integrate 70% of the population or 900 millon into cities by 2025. In 2013 only 35% of the population has a urban residency permit, or hukou. The permit is needed for residents to register their children in local schools or qualify for medical programs in urban locations. One of the problems is the huge cost of doing this which it is feared could lead to inflation and higher debt levels. Currently local governments bear these costs using land sales, and central government transfer payments, but without added financing and unable to issue their own bonds, the local governments strictly limit the use of local school and health services to their own residents keeping out rural newcomers. Local government taking over farmer plots, often without enough compensation is highly unpopular in China. Other problems are- providing a steady stream of earnings for new urban residents from farms, if no employment can be found. So they can sustain themselves- especially as they get past 40 years of age when factory employment is harder to find. The government planners see the larger urban population as a way to shift from a largely export based economy and slowing growth, to a consumption based economy. But critics say the risk is that for this to happen new residents from the farming villages have to find jobs, something the government will have difficulty accomplishing. A permanent underclass of unemployed and other financially strapped citydwellers living around major cities, as has happened with the progress of urbanization in Brazil and Mexico, is something the government would want to avoid. ...

The Conservative Party under David Cameron won 330 seats in the British parliament, securing a majority in the 2015 general elections. The Labor party won 232 seats, losing 26 seats compared to the 2010 election. The Conservatives gained 24 seats. The Labor party lost very badly in Scotland, winning only 1 seat. The Scottish National Party won 56 of 59 seats in Scotland. Opinion polls underestimated the strength of the Conservatives whose campaign theme was jobs created under the Cameron administration. Austerity was a theme for the Scottish National Party and Labor, yet as Greg Ip reported in his column on the British economic recovery the Cameron administration adroitly managed this by relaxing deficit targets after 2012 forecasts on the deficit cutting could not be met with lower revenues. Labor was hit by the sense that the Tony Blair type liberal economics had failed to reverse the decline in real wages and jobs for working class people, and the Conservatives were taking on a tough situation with the deficit and the 2008-2009 recession that started under Labor. This hurt Labor in Scotland and in the rest of Britain. Labor leader Ed Balls lost his seat. The UK Independence Party fared badly winning only one seat and its leader Nigel Farage lost his seat. Prime minister Cameron promised a EU referendum for 2017 during the election, and he will now have to manage this issue as his party favors membership in the EU with some changes. The improvement in jobs was a strong point for the Conservatives, yet Britain faces wage stagnation with low productivity gains which will be a challenge for the new administration....
