The final settlement of the conflict in Georgia takes the lines of Russia pulling out of Georgia proper, and Russia in return making independent states with Russian assistance out of Abhkazia and South Ossetia. The border between these states and Georgia would be patrolled by 200 EU military personnel. And Georgia would sign an agreement not to use force against Abhkazia. And the EU takes over responsibility with Russia for seeing all this fall into place, the US leaving all this upto the EU. Interestingly Putin is not heard much from in the media and Medvedev and Sarkozy work out the details basically setting the Russian inhabited regions of South Ossetia and Abhkazia on their own course as independent states with Russian assistance. Considering the tensions and conflict and bitterness between the people in these small states after Georgian nationalism took root after the Soviet collapse the lives of people there would be more peaceful and secure except that a price is paid in terms of South Ossetian Georgian villages where the people were uprooted. But tensions there had reached a churning point and leaders there inflamed passions so that at some point something like this would happen. This puts this chapter behind and Russia can be glad that it got out of all this without sanctions from western countries and the EU can go out of this with the assurance that Russia would not interfere in Georgia proper. Over time Georgians themselves may have to ask whether their leaders acted responsibly by inflaming Georgian nationalism upto a point of damaging relations with ethnic minorities. Angela Merkel who has experienced life under Soviet dominated governments still thinks according to media reports that the Georgian leader Sashkavili can inflame tensions with his statements and style of operating. ...

Xi Jinping's 3 day visit to Russia and his meetings with Mr. Putin. China presents the trip as an effort to start peace talks between Russia and Ukraine based on its proposals. China is also affected by the war in Ukraine as it works against China's recovery from the economic effects of the pandemic. China sees Russia as a partner in what it sees as a multipolar world, yet it is too close to Germany and the European Union, relations which provide it with access to western technology needed for its continuing growth. China does not want to disrupt the relationship with Germany and the European Union over the war in Ukraine.

Hugh Schofield of the BBC gives this analysis of the televised national debate between Macron and Le Pen on April 20. BBC also gives a video of the debate. On the economy and cost of living- Macron said actions he has taken to put a cap on fuel prices and tax exemption for pay bonuses were fairer and more effective than Madame Le Pen's ideas. Le Pen said she would cut the VAT on energy. Macron said a cap on fuel prices was "twice as effective as dropping the sales tax." Le Pen said she will cut taxes, and no tax for under 30's.  On Europe and Russia- Macron said Le Pen was one of the first leaders to recognize Russia's annexation of Crimea. "You are speaking to your banker when you speak to Russia," Macron said referring to a bank loan from Russia. He also said that the French did not look to Russia for finance, when Le Pen said she was turned down by French banks. On the European Union- Macron argued that Le Pen's idea of "a Europe of nations" would spell the end of the European Union and that "you are selling a lie." Schofield says Macron avoided the trap of coming across as too arrogant or technocratic, sometimes even holding back.  ...

US Russia relations improve in 2025. The new national security document of US put out by the DJT Administration says that Russia is not a threat.  It sticks to migration and western identities when facing civilizational erasure over next two decades as key threats to the US. It poses questions for the European Union, Germany and France, yet also offers away out of the "mess" in Ukraine with the Russians saying NATO was too close to their borders as the real issue, and the US not aligning itself with NATO reducing big power tensions including nuclear arsenal expansion. Germany rebuilding the Bundeswehr and it's military offers a rebalancing of the military situation yet is not the long term solution to the Ukraine problem, NATO limiting it's role and the US limiting it's role in NATO offers a solution that preserves the long term interests of Western Europe(Germany, France, Italy, UK, Spain) and preserves world peace and dialogue. It also promotes integration of India and Russia into the world trade and world economy as it diversifies from the dominance of China in world trade and the world economy of the last 20 years of free trade that deindustrialized US and Europe. What this national security document does not say is that China's dominance in world trade and the errors of the US, Europe, Japan, Russia, India in world trading relationships and their economic approach that made this possible is the central issue and calls for diversification of supply channels in the world economy. This shifts the direction of the world in a peaceful direction where the US, Japan and Europe, India can compete in economic growth and trade with China on equal terms. ...

Andrew Kramer reports from the front near the city of Mariupol in eastern Ukraine with signs of a breakdown in the second Minsk accord. Following the breakdown of the Minsk agreement of September 2014 by February 2015, with fighting around the town of Debaltseve, leaders of Russia, Germany, France and the separatist eastern regions of Donetsk and Luhansk met again in Minsk, Belarus, on Feb 11, 2015. This led to the second Minsk Agreement and a ceasefire. This agreement called for release of prisoners, a zone to separate the soldiers on each side, constitutional reforms for decentralization in Ukraine giving autonomy to the Donetsk and Luhansk areas, and monitoring by the Organization for Security and Cooperation in Europe (OSCE). Minsk II agreement is under strain as the economic blockade by Kiev, and separatist violations of the ceasefire, have created a tense situation by June 2015. The second Minsk agreement was reached under pressure from the U.S. saying it would send arms to the government in Kiev if Russia continued to send troops into Ukraine, and Germany seeking to avoid a further escalation of the conflict. In the background the U.S. and the EU continued economic sanctions on Russia, and the Russian economy suffered from a decline in oil prices as a result of Saudi pricing decisions....

US aid to Ukraine shifts to the long term. Republicans ask the president and Democrats to leave Ukraine aid on a stand alone basis and not mixed with other health or budget requests where there are differences. Republicans want to move quickly on aid to Ukraine as the invasion on the east of Ukraine builds up. In comments earlier this week Mr. Biden told a national audience in a televised speech that he wants to make Ukraine aid to be ongoing as this could be a long effort to resist the Russian invasion. Ramstein now has a new symbolism - US Joint Chiefs head Gen. Mark Milley was clear about it- "The outcome of this battle, right here today, depends on the people in this room." The battle is one in eastern Ukraine. Defense Secretary Austin was clear about also clear- "the war had galvanized the world." About 40 countries were represented at Ramstein base, some virtually. There was a sense that the previous symbolism with Anglela Merkel and Mr. Steinmeier and Mr. Schroeder may have emboldened Russia into invasion of Ukraine. ...

The different views on Ukraine of the Republican party in the US are shown here in this WSJ report. The views range from Rand Paul, Donald Trump to Republican leadership in the Senate under Mitch McConnell. Mr. Trump is also seen as representing an older view of relations with Russia that may no longer exist after the full scale invasion of Ukraine. In this sense Russian tanks invading Ukraine is a watershed event like that of Prague in 1968 and Hungary in 1956. Old views no longer hold. The Cold War began with the Berlin Blockade in 1948- the response of president Harry Truman was the Berlin Airlift supplying the city of Berlin, and some such response is taking shape with the $350 million immediate aid to Ukraine that Biden promised on Feb. 26, within 48 hours of the invasion. The Hungarian revolution in 1956 set the stage for the Cold War after Soviet tanks entered Budapest. The Oxford vaccine developed in partnership with Astra Zeneca aims to be the vaccine for the world. The partnership has said it will make 2 billion doses and will provide this without making a profit at about $3 for one dose. Serum Institute of India was the leading supplier of vaccines to the world before the pandemic. Now it is preparing to make 1 billion doses of the Oxford vaccine. Already Astra Zenca has setup agreements for manufacturing  in other countries, with about 24 manufacturing facilities in countries such as Brazil, Japan, and Australia. Arrangements are also made with Russia and Mexico. The Russian partner has capacity to make 1 billion doses of the vaccine. In May the U.S. agreed to buy 300 million doses for $1.6 billion and manufacturing facilities are already being setup in the U.S.  The U.S. and other governments are sharing the risks as Astra Zeneca is hiring other companies to build the manufacturing capacity and working with them to install the new machines and supply the vaccine ingredients. For this the U.S. has Operation Warp Speed a $10 billion vaccine initiative and its organization, including the military. ...

The market for oil field equipment is tight with 90% utilization, making it harder for larger oil producers to drill more oil wells for shale oil in the US. Large US shale oil producers reduced production when oil prices plunged and did not come back leaving smaller oil producers to increase production as prices went back up in 2021. Oil prices are now expected to reach $100 per barrel for the first time since 2014.  Saudis and Russia are not expected to increase production say experts. The possible Russian invasion of Ukraine and shortage of energy supplies is also a factor. Oil demand in the US and Europe has rebounded with milder covid-19 from Omicron variant and fewer lockdowns. Automobile use is also up in the US with November showing 12% increase in miles driven over the prior year, according to the Federal Highway Administration. Low inventories and resilient demand, and low spare capacity will keep prices surging to $100 from today's price of Brent crude oil at $89 in January 2022.   ...

There’s a little bit of a problem there, and I don’t like it.” In Congress Senators Graham and Blumenthal have 85 Senators behind a bill to support Ukraine and place penalties of upto 500% tariffs on countries that support Russia in its war effort by buying oil -including China, India and Brazil. Graham says- "China, India and Brazil buy oil and petroleum products and other goods from Russia—that’s the money Putin uses to prosecute the war.” Graham adds- "the U.S. had reached a turning point regarding Russia.” ...

Exit polls showed a result of Putin winning by 58-59% of the vote over 4 other candidates. The title of this BBC report is a misnomer as the content of the report is that India and the US are actively negotiating a Trade Agreement after some disagreements on Indian oil purchases from Russia bumped up from 2% before 2019 to about one third to 40% of its imports by 2024. This is being rapidly reversed and some estimates by consultants CLSA show India only made $2-3 billion from Russian discounted oil sales, a miniscule amount. On American interest in agricultural exports India can take in some products other than grain which it sees as important to feed 1 billion people and food security.  DJT says the "special relationship" between India and the US is important, and says "there's nothing to worry about. We just have moments on occasion". India has much bigger stakes in trade with the US. In fact it's growth into the third largest economy in the world means doubling or tripling its trade with the US and the European Union in the next few years. This would narrow the difference in GDP and per capita between India and China, as India and China started at the same GDP and per capita in 1950. Only in 1990 with China's trade with the US has the Chinese GDP and per capita income increased to create the huge gap with India. ...
