With only 63 million metric tons of food storage facilities and 75 metric tons of foodgrains stocks after the 2012 harvest season, India faces an acute shortage of storage capacity. About 3-4 million tons of additional capacity are planned by May or June 2012, and 11 million tons in 2013, according to India's Food Ministry, but more capacity will be needed this year. If not corrected this could mean that about 8 million tons of foodgrains could rot out in the open or in makeshift conditions. This is a major problem as about 200 million people in India are considered to be food-insecure, and an estimated 42% of children suffer form malnutrition.

Here one can see the target of increasing capital expenditures for infrastructure and various development schemes by 11.1%. GST (one tax one country) tax revenues are expected to increase by around 12% which support this budget. Strengthening financial sector to bring investment back on track after the pandemic is one of the support pillars, so is deepening and widening tax base through the GST a uniform federal tax for the whole country. Another pillar is proactive inflation management- the story of how India tackled the cost of energy by accessing from different suppliers at the best price is told this week in Feb 2024 in the WSJ. A revolution is taking place in the lives of rural families in India. Under the Jal Jeevan Mission put forward by the prime minister clean drinking water from tap water will reach every family in India. It was launched on Aug 15, 2019 and plans to do this by 2024. The impact is huge. Out of 180 million rural families only 33 million families have clean drinking water from tap water in the country. Clean water brings life to the countryside and access through individual tap water connection brings a revolution to people's lives in a country of 1.2 billion people. This report in the Economic Times tells us what most of us do not know that with the growth in population from about 300 million after independence in 1947 to 1.2 billion today and the drought conditions in parts of the country, the per capita water availability has fallen sharply today. Dropping from 5000 cubic metres of water per capita in India in 1951 to 1545 cubic metres of water in 2011.  The infrastructure capital to be invested is 3.5 trillion rupees or $ 50 billion. $50 billion in cement, pipes, construction, pumps, equipment, wages, conservation, skill building, knowledge in water management to revive the rural economy. Hit hard by coronavirus it boosts the rural economy. The infrastructure project could be a model for other Asian, African and Latin American countries.  Cholera and other water borne diseases can never be eliminated without clean drinking water from tap water for all families in India. This report in DW.com looks at the problems behind the suspension of all operations at India's Jet Airways.  Jet Airways faced little competition in its early years in the early 1990's and was a success as a full service airline competing with state controlled Air India and Indian Airlines. By 2005 the emergence of low cost carriers operating on thin margins and using a cost efficient model of operation hit Jet Airways hard. It still operated as a full service airline failing to change its model to tackle a cost conscious growing Indian market. The $500 million used to acquire a weak budget airline Air Sahara was a costly move leading to a writeoff of the entire investment and a lost opportunity to adapt Jet Airways to the new cost efficient models roiling the airline industry in Asia.  It is difficult to operate in a environment where a depreciating rupee could add an additional burden from volatile oil prices for cost of fuel to operate. Airlines that operated on razor thin margins such as Indigo and SpiceJet used cost and efficiency parameters as key to flying passengers. Jet Airways failed to make this the priority, continuing to operate as a full service airline. The favorable oil price environment for a brief period in 2015 was not used by the airline to streamline costs.  Add to this the effect of Goods and Services Tax which increased costs by 18%, the effects of demonetisation in reducing passenger ability to buy with cash, and the 5% tax on jet fuel in 2018, creating a financial crisis at Jet Airways.  In the end banks decided not to extend further financing for the airline to operate and looked for a large buyer. ...

And Germany has removed its constitutional brake on spending that frees up $1 trillion in funding for infrastructure to replace much of its rail and other infrastructure built in 1900. One would not know this reading the NYT on democracy or the WSJ on tariffs or the Washington Post on assault on federal workforce, or the Atlantic, Politico, DW.com or FR24, Der Spiegel, nor Le Monde, much of the world media slanted on way or another. One does not hear about military exercises so often as the world realizes that so called large economies China, Germany, Japan and India all depend on American goodwill and willingness to give rather than take for most of the post war period since 1950. For the last 6 years in the latter half of the Trump administration and the 4 years of the Biden administration during the pandemic relations between China and the US deteriorated and China first retreated into its own then opened up a bit. The initial idea that it could manage the DJT trade actions evaporated as Biden continued the DJT first round of tariffs. Now Navarro, Lighhizer, and his deputy Jamieson are all back advising DJT for anew round of reciprocal tariffs and tariffs on Canada, Mexico and China for not stopping fentanyl flows.  In 2022 in eastern Ladakh China's PLA had a big standoff with Indian forces in eastern Ladakh at Galwan and Pangong Lake. The Quad was active with Australia India and the US in Indo Pacific and China conducted military exercises close to Taiwan.      ...

For the largest electorate in the world India is relying entirely on electronic voting machines. It is massive - 970 million voters over several phases in different regions taking place in May 2024. The Election Commission is monitoring the election and India's Supreme Court gives it's ruling to protect the democratic process. It is unlike anything in the world. It all started in 1945 with the negotiations begun by Labour's Attlee government - the most successful British government of the 20th century, Clement Attlee's government created the Bank of England and the NHS, and brought freedom to India and started decolonization in European empires. A new Constitution was written by 1947 with the guidance of Gandhiji (Mohandas Gandhi) who led the struggle for Hind Swaraj in 1905. The democratic process was established with elections that elected Nehru, a series of coaltiion governments and since 2014 a government focused on Vikshit Bharat, modernization similar to Japan and China that is taking place in India. Already 250 million people have been lifted out of poverty. And free food rations have ended hunger in India, Swacch Bharat has made sanitation modern and available everywhere, water and gas connections are now down to the last household to fulfill Gandhi's dream of reaching the last person in the line. Solar and renewable energy are being undertaken, along with fast modern transportation and cost effective digital connections. A target is set for 2047 for Vikshit Bharat. ...

This year 2025 is the 75th year since the invasion of Tibet by Communist China under Mao in 1950, and the 66th year since the uprising in Lhasa in 1959. The new book by Tibet Dalai Lama will be out in March 2025- Voice for the Voiceless: Over Seven Decades of Struggle With China for My Land and My People.  The Dalai Lama calls for preserving Tibet's Buddhist civilization and culture within China. Bringing China's borders to the borders of India was a serious mistake as the mountains of Tibet and Nepal acted as a buffer zone between China and India. The invasion was a result of seeing India as India under a colonial power the British and independent India still run in 1950 under a system modeled on Britain- what Mao fought against since the 1920's.  In 2025 India has emerged as distinctly Indian and China has emerged from the 1950's communist state into a market economy state. The old colonial period systems no longer exist and only a reversion to the old Buddhist periods since the 5th century in terms of borders makes sense. The Tibet invasion after millenium in which Tibet had relations with Nepal, China and India has created other issues in this region. In the centuries before the colonial powers entered Asia in the 15th century, the Portuguese, Dutch and the British, there was contact, commerce and other relations between India, Nepal, Tibet and China. The earliest contacts were with Bodhidharma prince from from India going to China through these Tibetan mountains to convert China to Buddhism in about the 6th century AD. China reverting to its Buddhist culture is a serious possibility because it is so intertwined with a sense of being Chinese and the culture of China. And with this the borders of times past.   ...

Air pollution over New Delhi, India, and Lahore, Pakistan, is at "hazardous" levels, with a large surge in respiratory illness for people in the region.Some hospitals in the region are seeing triple the number of patients with breathing problems. The problem is aggravated by burning of stubble from the paddy crops by farmers in the nearby region of Punjab and Haryana. The levels of fine particulate matter PM 2.5 that are bad for lungs are hovering at dangerous levels of 300.  World Health Organization guidelines say 25 is the maximum level of exposure over a 24 hour period. Delhi administration responded by increasing parking charges in the city, and banning entry of commercial trucks, banning construction activity. This is a constant part of the news with many commentators critical of the way the central government, the Punjab government, and the Delhi government are tackling the situation, unable to enforce the ban on farm burning of stubble in the fields. Lancet medical journal points out that about 2.5 million lives in India were claimed in 2015 from air pollution. WHO puts 12 Indian cities in the top 20 for air pollution worldwide. ...

Alex Frangos and Sudeep Jain's interview with Duvvuri Subbarao, the governor of the Reserve Bank of India, India's central bank. India's economy is slowing with higher inflation, higher interest rates, inability of the government to make firm decisions on foreign investment, a declining currency, and a growing deficit. Subbarao has come under criticism for keeping interest rates low for too long after the 2008 financial crisis, and then as higher inflation persisted making a number of interest rate increases in 2011, which reduced the credit flows in the Indian economy. Subbarao's defense of his policy of not acting earlier on interest rates and then raising interest rates repeatedly, is that the economy need stimulus in the years after the global financial crisis. He says the inflation in the early stages was a result of a supply shock in food prices and would not have responded to interest rate adjustments. Inflation declined from 9.1% in November 2011 to 7.5% in December. Subbarao says the interest rate increases are over and he is looking for the right time to increase credit flows in the economy. His remaining concerns are with the fiscal deficit, and he called on the finance minister to map out what he plans to do for the fiscal deficit. He expects the deficit for the current fiscal year to increase from 4.6% to 5.5%, as the cost of fuel subisides rises and tax receipts decline. He calls for the removal of subsidies on liquified natural gas and electricity, but concedes that this will be difficult in an election year. About 3 lakh crore or about $40 billion will be for support of the MSME enterprises. The MSME sector in India cover millions of micro, small and medium size businesses that support the economy. By increasing the size of the market by 2000 crores rupees through avoiding foreign tenders the government wants to give more scope for growth and investment to this sector. Some imports from China and other countries could now be manufactured in India as part of the push to be local and self reliant, as well as provide room for robust growth in the future after the blow from coronavirus.

Prakash and Ghosh in the Hindusthan Times remind readers that even though India has ambitious plans for renewable energy much remains to be done in shifting to clean coal technologies. An estimated 80% of India's coal plants use obsolete technologies, making this an obvious area for improvement. India plans to make solar the source of 100GW of 175GW it plans to generate in renewable energy by 2022. Yet it must not be forgotten that coal is a dominant source for the foreseeable future and shifting to clean coal technologies is an area that should get top priority from the government. Today India is the third largest in terms of carbon emissions after the U.S and China.

Local government elections in the Mumbai region show a strong win for the BJP party running the Federal Government  under PM Modi in City of Mumbai and cities of Nagpur, Pune and Pimpri, with about half of the seats contested won by the BJP Party. Key to winning the election is the voter trust in the Vikshit Bharat goal for a Modernized India by 2036 and 2047 in two phases. This is likely to influence the elections in West Bengal State that are coming up in April 2026 with the city of Kolkata. PM Modi opened several Rail projects for West Bengal and conducted rallies in the state which is governed by a party that has not worked to industrialize the state for two decades using a local linguistic and regional identity to win elections. Vikshit Bharat is likely to come to West Bengal as it has to the Mumbai region, giving the Federal Government run by the BJP Party an opportunity to form local governments and state governments that cooperate with the Federal Government of PM Modi. These 2 regions the Mumbai and Kolkata regions are the last regions that have fought central modernization efforts and promoted politics that are conducive to mismanagement and corruption, clanish arrangements for the 2 states Maharashtra and West Bengal. For India to compete with China, to catch up with China, and fulfill the hopes and aspirations of 1.4 billion people this is one more of the missing pieces that is being put in place for Vikshit Bharat. Seen from Europe and the US it shows how big the visit of Merz and the Modi Merz Kite Flying effort in Ahmedabad recently means for India as well as US and Europe. Merz has chose India as its leading partner, Germany has chosen this road, with lasting confidence in Modi's Vikshit Bharat effort for 2036 and 2047. ...

It is shocking to see the virtual lack of cultural or other people to people contacts between the two largest regions in Asia, and most populous regions in the world, India and China. There appears to be a near total lack of understanding on both sides at the university and government level of the importance of setting up these contacts, so that misperceptions do not exist on either side and better relations can be built using such contacts. Rana Mitter, a expert on Modern China at Oxford University, says in an interview in the Times of India, that India and the 1962 conflict occupy less attention in the Chinese mind because other issues such as the relations with the U.S., ASEAN and Japan, take up more space. Mitter says India should emphasize its pluralism, democracy, and peaceful engagement in its external relations.  Mitter puts less emphasis on the 50 day standoff between India and China on the border at Doklam, Bhutan region, when he responds to a question about the risks of a conflict. He points to a bigger problem that affects relations between the two countries- the lack of exchanges that bring Chinese students, faculty, and government personnel to India, the difficulty of obtaining visas. This lack of cultural exchanges between the two countries is a major issue, considering also that trade and business exchanges are taking place and growing during this lack of cultural exchanges.  As a result it appears that business and economic relations guide the China-India relationship today, with people in China's key ministries and government, in universities and local government, lacking an understanding of India. Mitter makes this clear that cultural exchanges need to be established. Even a search for China- India dialogue brings up little information with a location in Beijing but none in India. It is mind boggling that the relations between the two most populous regions in the world are based on a huge lack of contacts and exchanges that would improve perceptions and understanding.  Britain's effort offers a model to follow as Tsinghua University in Beijing, as part of China's C9, has set up cultural exchanges with British universities in the ongoing cultural exchanges between Britain and China. ...

Removing nuclear material has already been done for Kazakhstan and Georgia by the US in the past. The same methods and advanced technologies could be used to get all of the nuclear material out of Iran. Special operations set up for this purpose can also be used to get this done. This appears to be the only safe and certain way to avoid the nuclear proliferation. Despite what the media has been saying, even the Pope and others like Starmer and Macron are saying, who have never brought this up, but is the only way to tell the whole story,  the US and the world is safer without nuclear proliferation -especially in the most volatile region of the world for the last 5 decades. This is all the US is doing and getting more than its share of blame when all it is interested in is making it safe for the people of the world , including the people of India, Brazil, China and Russia, European Union and Africa, Latin America, whatever their leaders say.

Kamala Harris returns to Zambia after a visit to that country to meet her grandfather Gopalan almost 50 years earlier. At that time Gopalan, from the Indian Civil Service, was given as as an advisor to Zambian president Kenneth Kuanda, helping organize the settling refugees from Southern Rhodesia. This was the period of apartheid South Africa and Rhodesia (now Zimbabwe). Kamala as a young girl learned about democracy and political participation from these visits to both Zambia and India. During this visit Kamala Harris visits Zambia, Tanzania, and Ghana, parts of British West and East Africa. Not only is this visit a way to revive relations with these countries, it also marks the end of a period after the Cold War ended in 1990, when the US did not engage with Africa and South East Asia in the way it had done during the Cold War when democratic institutions modeled on the British parliamentary system competed with Soviet Bloc Marxist systems.
