Chris Buckley in the NYT today makes no mention of the Bo Xilai episode in 2012 and what this meant for Xi's future policy actions. Cheng Li calls it the most significant happening since the Lin Biao incident in 1971 and Tianmen in 1989. Brookings Institution offers this discussion of the Bo Xilai episode with Cheng Li, China expert on its economic and political elites. Cheng Li rejected the idea that China at the time in 2012 reflected "resilient authoritarianism," instead anticipating problems such as Bo Xilai emerging as a demagogue putting China in an ultranationalist and uncertain direction. This happened during the transition to a new team of leaders led by Xi Jinping in 2012. Xi could see the corruption in the CCP and the hypergrowth in China causing problems of irreparable environmental damage (now climate change), regional inequality, and offering an opening for demagogues to step into this mix of problems. Xi  acted devising policy shifts away from Hu Jintao and Wen Biao of the Bush-Paulsen era and pushing away from focus on rapid growth, shifting to counter inequality, unstable dependence on construction and housing, and excessive debt of that period. Little mention is given to this in NYT Chris Buckely's version of US-China relations in today's NYT (November 13, 2023). ...

Mr. Donald Trump paid little or no tax for several years, and reported negative income for four of the six years 2015-2020, says this report in WSJ. This is according to tax documents released by a House committee. The tax returns for that period shows adjusted gross income of a negative $53.2 million. The Trumps showed income tax liability of  $750 or less for three of the six years these documents showed, says the WSJ.

Fed officials at the US central bank say they are looking t getting to 4% from the current 2.5% for the federal funds rate. A third increase of 0.75% in interest rates is expected for 2022 from the Fed. Fed chairman Powell intends to keep inflation in check. Higher interest rates in the US is also good for savers and provides more stable sources of income for Americans, creating a new element of stability that was missing.

A Chinese diplomatic envoy goes to France, Germany and Russia to discuss ways to bring an end to the war in Ukraine. The US also looks for ways to bring a settlement to the war. Avril Haines, US Intelligence head, tells Congress she does not see Russia making concessions as it sees an advantage in a war of attrition in Ukraine. Ukraine gets continued support to use a counteroffensive to make some gains in the Kherson and other regions that could give it and Russia a chance to come to the negotiating table.

Kristine Tompkins donates 1 million acres, the Chilean government donates 9 million acres, together this is being used to create 5 national parks and expand 3 in Chile. Since 1994 she and Mr. Tompkins a founder of North Face, who made $150 million from selling his apparel company Espirit, have accumulated land in Argentina and Chile as part of a passion for conservation. Tompkins died in a kayaking accident and Ms. Tompkins has decided to give it all away in national parks. Their story is part of a new documentary "Wild Life," by Chin and Vasarhelyi.

Google ad policies and lack of transparent pricing are cited by media groups in Europe including Alex Springer in their $2.3 billion lawsuit against Google. It says this has the effect of reducing the revenues of the media groups that could have been reinvested to strengthen European media.

“Without Google’s abuse of its dominant position, the media companies would have received significantly higher revenues from advertising and paid lower fees for ad tech services. Crucially, these funds could have been reinvested into strengthening the European media landscape."

Jerome Fons rates the credit rating agencies F for failure, and says its time to leave out ratings language from financial contracts. Its time to rely on good judgement. He is former managing director of Moody's. The system is rife he says with conflicts of interest and the whole system has failed and is still in failing mode. The finacial system he says can function without letter ratings, regulators and investors should consider all the relevant information about an investment including market prices. And he says lets return to the tool we all used before we delegated responsibility to ratings agencis, and this tool is our better judgement of things.

Mexico's domestic market is growing and compacts are about half of Mexico's 1.13 vehicle market. The San Luis Potosi plant will be able to make 160,000 compact cars a year, an investment of $650 million. Some of this could go to Mexico's own need for compacts in the domestic market. Also this could supply the U.S. market where GM needs compacts to compete with Japanese and Korean models. One of the reasons Mexico is able to compete with the Southern United States is is its high quality work force at a fraction of the cost. When companies look at where to put a new plant, Mexico is starting to compete a lot more with Detroit, said Gabriel Renero, a consultant at Deloitte in Mexico City. Corruption is not a necessary factor for a market economy, it is one of its ills that if left uncontrolled or unregulated risks the downfall of the entire market system with loss of confidence among the people in a market system. This BBC report shows the staggering sum of $44 billion taken out of Saigon Commercial Bank. The report says 93% of loans  given by the bank went to Truong My Lan who set up the bank by merging 3 smaller banks, and shows the brazenness and the scale of the corruption. My Lan started with a market stall during Vietnam's shift to a state driven market economy in 1986 like China, and gradually acquired hotels and other property. Nguyen Phu Trong is the General Secretary of the Communist Party since 2011 and president 2018-2021. The risks to the Communist Party of such corruption have become evident and Nguyen Phu Trong as leader of the Communist Party in Vietnam started his campaign against corruption in 2016 after pro business prime ministers of the past had led to Saigon's economy being left unregulated after 1986 in then Doi Moi reforms. It is Vietnam- and China's- lack of familiarity or experience with the market system that has led to tolerance of outright corruption in the past. In no way does a market system need any corruption of any sort to function that damages the credibility of the system with the people. As it is insidious and can affect the whole economy it requires vigilance, oversight and regulatory checks. ...

With a divided Congress the US will not be able to implement the minimum tax negotiated by the Biden administration with other countries. Now the global minimum tax is moving ahead. The OECD spelled out how the minimum tax implemented in the European Union, UK and South Korea will interact with the US tax system. Under the minimum tax system negotiated by Janet Yellen of the US nations agreed to adopt the 15% tax on their home country companies. France for example would require a French company to pay at least 15% on its operations in the UK, US, or anywhere else.

Zero covid efforts and anti-espionage campaign has created some distrust. South Korea with 300,000 people in China has seen registration numbers drop to 200,000. Britain by half from 40,000 to 20,000, Japan by 10% from 100,000 to 90,000, and France by about 20% from 40,000. China gave out 711,000 residence permits to foreigners in 2023, a 15% decline over 2019, yet for short distance permits that include business travelers the drop was by about two thirds.

A hydropower dam in the Stiegler Gorge in Tanzania is being built at a cost of $4 billion. With an output of 2.1 gigawatts it will double Tanzania's electricity production. More electricity should result in less felling of trees to burn for charcoal to do cooking. According to UNDP only 10% in rural areas have electricity in Tanzania. At a practical level this means a child cannot have a light bulb at night to create the light in which to read. Darkness descends on villages in rural areas with bita and fragments of light - solar and lamps. German aid for the project was debated in parliament because of the work on the Rufiji river and disruption for the Selous Game Reserve used by tourists. The area for work to be done is 1000 square kilometres and the Game Reserve is covering 50,000 square kilometres so that efforts can be made to meet electricity goals and maintain the Reserve in its new form. President Magufuli is moving forward with the project with Tanzania's pressing needs for electricity. In recent years, Brazil, China and India have also placed these concerns as a priority in developing their hydropower resources. This also reduces the need to burn coal because of its effects on health.   ...

Remote learning has not fared well during the pandemic in the U.S. as seen by teachers, administrators and students. It may surprise one to know that 20-25% of the homes of students in most southern states in the U.S. including Texas, the west including California, New York in the east, and Illinois in the midwest do not have a relaible internet connection.  Remote learning was used with the idea that young people are tech savy. Not so say experts because being a digital learner is not the same as being a digital consumer. The self discipline of digital learning is not the same as what goes into games and other stuff on the internet for young people. Teachers say they cannot be sensitive to students the way they are in a live class and detect when some students are falling behind. Many students did not turn up online, and homework was not done regularly. As a result preliminary research shows the 50 million students in this experiment in the U.S. will return to school in the fall with roughly 70% gain in reading compared to a typical school year and less than 50% for math (NWEA, Oregon). ...
