UN projections show median age of Chinese citizens will overtake that of Americans in 2020. Yet China's median income is only a quarter of that in the U.S. Life expectancy in China today is 76, very close to that in America. In 1960 a Chinese person born that year had life expectancy of 44 years.  China is aging at the pace of Japan, and a bit slower than South Korea, but wealth per capita was three times higher in South Korea and Japan than China when the aging accelerated. A Chinese woman fertility rate today is 1.6 compared to 4.6 in 1973. A prominent Chinese economist says in a recent report that median age in China in 2050 will be nearly 50 compared to 42 in America and 38 in India. WSJ cites figures showing China will have gone from 9 working age adults per retired person in 2000 to just two by 2050. So how to pay for retirement of all these workers today? Government spending on retirement is a tenth of GDP, about half the level in older wealthier countries, and increase in spending will impact growth. Today this is about 6.2% potential growth rate. It also pushes wages up with a shortage of workers in cities such as Shenzen and X'ian even with the use of new technology and robots in factories.  Solutions are to raise retirement age currently set at 60 years, increasing labor force participation of women as Japan has done, and increasing productivity. China has transferred 10% equity stakes in four state owned financial firms to the national pension fund to shore up its finances as estimates from the Chinese Academy of Social Sciences show it running out of money in 2035. Traditionally children supported families in old age but the one child policy leads to situations where the child is working or in another city. In Suzhou near Shanghai, a retirement business sends 1800 helpers to private homes and 130,000 retired people, in a new trend. Germany's cabinet approved a bill that provides $190 monthly child care allowance for mothers who opt not to use day care centers provided by the government. This is supported by the Bavarian party, Christian Social Union, on the grounds that it gives an alternative to mothers to use private day care or nanny care. In practice many of the mothers using the allowance are expected to be lower paid workers who may decide not to work. The government has budgeted $500 million for the allowance for 2013. This is opposed by all opposition parties , and in a rare show of unity by business employer associations and unions, both say it "creates a false incentive to quit work." Axel Plunnecke of the Cologne Institute for Economic Research, says studies show low income families are among those who benefit most from early childhood education. About 100,000 lower qualified and lower paid workers could see this as attractive and quit working. The western part of Germany lacks enough child day care slots, so this is seen as not investing enough where its most needed, and Germany lags behind other countries like France in day care centers. The government is investing $15 million over five years to expand the number of child care centers. The goal is to have 750,000 child care slots by 2013, according to Ms. Kristina Schroeder, the family minister, herself a mother giving birth while in office. The measure was vigorously debated and controversial from the beginning because most many Germans see the $15 million years over 5 years as underinvestment in vital educational infrastructure. The $500 million is better invested in building modern day care facilities, they believe, especially because the children from lower income mothers not benefitting from daycare facilities will still need educational help, and German industry needs more women in the labor force to be competitive. According to analysts about 3.1 million workers across the USA work in auto manufacturers or related businesses. And every direct job at an automaker in the USA creates 5 other jobs according to the Center for Automotive Research, 2 of the 5 are related to suppliers or dealers and three are related to jobs a businesses where industry workers spend their paychecks. About 355,000 workers are directly employed by automakers, and the USA has 783,000 who make parts for automakers or the aftermarket including repair parts, says Debbie Menk project manager for CAR. Each of those supplier jobs has its own substantial trickle down effect. Another 1.97 million workers produce the steel, rubber and other materials to make the parts, or provide engineering, distribution and other support services, bringing the total to 2.78 million employees with jobs tied to suppliers. The spinoff effects spills into stores and restaurants relying on the incomes of those workers. Menk says that there are 1.7 million people who owe their jobs to the fact that the 2.7 million have jobs, getting the figure up to 4.4 million just on the supplier side. Factoring in some overlap in the retail spinoff from each supplier and automaker job, she estimates total employment in the auto industry at a minimum of 5 million jobs. She describes CAR's figures which are based on a study from earlier this year that used 2006 data, the most recent available, as conservative. Other experts like Anderson Economic Group using 2006 data come up with a higher figure of 8.7 million jobs. The auto industry spends spends more on R&D than any other industry except the government, $18.5 billlion a year says McAlinden, chief economist for CAR, with 85% of this done in Michigan. They also spend $15 billion in advertising. So why is this not registering in the minds of leaders around the country and in the minds of the public? Its possible that most people see only the 355,000 jobs at the automakers and not realize that the 355,000 direct jobs are assembly jobs which is what the automakers do and design and R&D, but there thousands of parts that go into this assembly, and the steel, rubber and aluminium that goes into the metal. And then there are the jobs to feed, clothe, and provide services to these workers. And its possible the arrogance and mismanagement at Detroit automakers, and failure to come up with innovative fuel efficient technologies at a time when the country was sending hundreds of billlions of dollars to the volatile middle east, and failure to come up with really appealing passenger cars, have soured the public mind and image of the Detroit automakers. Resulting in a public perception that the Japanese, Korean and other automakers could pickup where Detroit failed. In the process what is being missed is that the Detroit portion of the USA auto industry is a very significant part of the jobs and economy of certain states, and a big part of the economy of the midwestern states. And as CAR mentions most people do not realize that in the financial services industry one Wall Street job creates only 2.5 jobs elsewhere including spinoff jobs. Only high-tech comes close with 4 jobs including spinoffs for every direct job in Silicon Valley. ...

Justin Lahart of the WSJ says the positive news from the May unemployment report comes as a complete surprise. No one expected the addition of 2.5 million jobs, and the reduction of the unemployment rate from 14.7% to 13.3% for May, as reported by the Labor Department. Lahart says that even though the response rate for the Labor Department survey measuring the jobless rate had only 67%- instead of the usual 82%- it is broadly reliable. About half of the jobs bounceback comes from the leisure and hospitality industry. Some of this from the creative ways restaurants responded by doing an active takeout business and bringing in some of the workers.  Other businesses also responded in creative ways to keep running. As long as the reopening of the economy can be done safely, more people can be back to work. The significant relief from the government for small business could also help these businesses weather the crisis. The Global Vaccine Summit recently opened provided more positive news. Since 2000 about 2% of the vote goes to third party candidates such as Greens, Libertarian, and others, in 2016 this reached 6%. It hurt Clinton the most as the Trump lead in Michigan, Pennsylvania and Wisconsin was merely 5-10% of 200,000-300,000 votes for independent candidates in Wisconsin,  in Michigan and in Pennsylvania. Hillary Clinton lacked clear focus in her campaign and her years as overseas traveling foreign minister left her out of touch with the alienation of the working class and fragmentation as Silicon valley tech and financial interests intruded into the Democratic party. This had the effect of muddying the focus on the Democrats FDR/Truman working class base and also with America's rural voters suffering from a toxic mix of problems. In 2024 the Kennedy candidacy takes as many or more votes from Mr. Trump says the WSJ. The Biden focus on workers and families gives the Democrats a clear direction along with wage gains by union labor and a resilient economy with low unemployment. This suggests that the independent candidates may not find more traction than the 2% of previous elections since 2000. ...

The Boeing 767 makes a stop in Alaska before flying to Shenzen and completes the flight back to Logan airport in Boston. Melenchon supporters helped Macron win in the last presidential elections even though his policies have veered to continue policies that did not favor the working class. Macron hopes to bring the Republican right party back into French politics for the Assembly election. France has a presidential system so the July 7 assembly election would give Macron a chance to appoint a prime minister from the Republican party of Nicholas Sarkozy. A similar situation exists in the UK after Conservatives failed and a big shift to Labor is seen for July 4th. ...

Krugman says in NYT that inflation is receding and its causes lie mainly in pandemic related supply chain issues not fiscal efforts to fix dilapidated infrastructure, invest in fighting climate change, or help for needy workers and families.  He looks at Fed chair Jerome Powell’s discussion on inflation and this he says shows that fiscal policy or government spending to fight the pandemic and US needs for infrastructure and science/chips played at most a distinctly secondary role. What Krugman does not say is that this does not mean that inflation is not an issue for many families living from paycheck to paycheck. Harris clearly spelled out a Plan for housing costs and cost of food and this is the kind of effort needed to tackle this issue secondary or not in astatistical sense. Also not given recognition is that the government spending is changing the very nature of the US economy by creating more potential for it to grow till 2030 in a way that would not be possible if this investment by president Biden was not wisely made. One has only to look at Germany to see its crumbling rail system and failing infrastructure to see that what Biden did right and Merkel did wrong. ...
