Western nations including Europe, Canada, Japan and South Korea, are members of the International Enerrgy Agency, which has 1.5 billion barrels in reserve. The IEA will release oil from its reserves to support president Biden's plan to release 180 million barrels over the next 6 months. OPEC that includes Russia plans to increase production by only about 432,000 barrels a day.  During the Trump administration Saudi Arabia and Russia were at odds on production levels leading to Russia increasing production to higher levels than OPEC would allow. This led to a temporary collapse of oil prices to levels as low as $30. To help the US oil fracking industry which could not operate at these low prices president Trump brought the two sides together into what is now OPEC+. The Biden administration has ties with both Iran and Saudis, and aims to revive the Iran nuclear deal, withdrew support for Saudi air strikes on Yemeni Iran backed Huthi rebels. In this geopolitical situation Saudis are reluctant to respond to US calls to increase production as they have done in the past. With climate change and the COP26 agenda in Glasgow there is a plan to shift away from fossil fuels such as coal and oil that are supplied by OPEC and Australia. This means that a shift away from Russian or Saudi oil is also a shift towards renewable energy such as wind and solar which is needed to combat climate change. The Ukraine war and efforts to wean Europe away from Russia sourced energy will accelerate the changes needed to tackle climate change, even though the US fracking industry will step in to increase production at oil prices at $100+ in 2022. After 2023-2024 the push for conservation and renewable energy from today's crisis and Glasgow COP26 commitments, sharp slowdown in China and renewable focused India is likely to bring down oil prices to reasonable levels for a transition period to renewable energy. ...

For a change see parts of Tokyo you normally do not see, and way down in Kyushu island see the Kagoshima region. It is part of this trip to Japan for a 4 day break suggested in The Times of London. 1) Take the Toei streetcar- take the Tokyo Sakura tram running from Minowabishi station in Arakawa, where bits of old Tokyo still exist in narrow alleyways and pubs. Don't miss the woodblock print Under the Wave off Kanagawa, and the series Thirty six views of Mt. Fuji.  3) On Day 2 head to Kagoshima, a 2 hour plane ride from Tokyo. There are 20 flights from Hnaeda airport in Tokyo to Kagoshima airport. You will see Mt. Fuji from the plane at 11,000 feet. In Kagoshima take the airport bus to the city centre and get on the Sakurajima Ferry, about 15 minutes running 3-4 times an hour, 24 hours a day. It goes to Kirishima-Kinkowan National Park, with active volcano Mount Sakurajima, cedar woods, sandy beaches, azalea covered mountain slopes. Try the mineral springs or onsen for a serene atmosphere. 4) For Day 3 take the Ibutama train for an hour ride from beachside town of Ibusuki for sea views, and look for "Mystery Island." During the summer months a sandbar causeway appears for some time allowing one to cross and look at the uninhabited island amidst the sound of the waves and sea air. Then back to Tokyo after a zen period of serenity and calm.   ...

This report in the WSJ gives a detailed profile of Liu He, who as vice premier and top regulator is now a top economic official in charge of the financial system and the industrial sector. The appointment will be confirmed at the annual meeting of China's legislature in March 2018. Liu He is a classmate of Jinping at Beijing's Middle School 101, went to Renmin University for a degree in Industrial Economics, and studied at the Kennedy School of Government, Harvard. As the superregulator and overseeing the central bank, Liu He's team has set the goal of bringing financial risks in the Chinese economy under control in 3 years. This team also setup the 2018 economic blueprint that made "Xi Thought" the guiding principles for running China's economy. Financial risks in China's economy from the high debt to GDP ratio which worsened after the 2008 financial crisis and higher lending practices, are seen as a threat to the economy. Policy now is focused on stabilizing the economy and setting a long term path to slower but sustained growth, so that the entire country can share in the benefits of modernization that the coastal regions and parts of the country in the east have experienced during a period of rapid growth. Even the quashing of term limits for presidentcould be seen in the light of this economic blueprint as financial risks could lead to other serious problems if a stable path for the economy is not set and followed over the next decade. As part of this effort Xi Jinping has focused his efforts on corruption to improve perception of the party in the country. Liu He is the main economic official speaking for Jinping at Davos Forum. Another member of the circle advising Jinping is Wang Quishan, who has helped run the anti-corruption campaign. Both Liu He and Wang are expected to handle the future relationship with the U.S. Liu He's policy ideas are for strengthening the state sector with mega mergers, closing less profitable competitors, reducing industrial overcapacity, and making the remaining companies stronger and more profitable. This includes making firms more efficient, better run and more profitable- in the words of the economic blueprint to make "state capital stronger, better and bigger."   ...

The Economist magazine looks at the mess that Brexit has become and reflects on what this means. The first explanation is that Britons always loathed the evolution of the common market into the European Union. The second that Brexit was simply a result of a simmering civil war between the successful metropolitan  liberal parts of Britain and the provincial conservative parts of Britain. A third one is seen as equally plausible that the country's leadership has failed, that its model of leadership is coming apart.  It says the problem is the chumocracy with David Cameron made the poor decision to go for a referendum on the EU without thinking this through carefully, taking risks with the future of Britain for the sake of narrow party interests. 51% and you are out of the EU was never a fair option when major decisions of such type are handled with great care, even confronted with less momentous decisions other countries use two stage votes or call for super majorities. Basically the whole referendum was flawed to begin with and the people making the decision gambled with the future of Britain and the British economy.  The Economist magazine says the current candidates for Tory leadership, are all inadequate, one even suggesting that Britain should not balk at leaving the EU with no deal because it would create a temporary shortage of Mars bars. It looks at the leaders class in Britain as says it preserves many of the failures of the old establishment by being introverted and self-serving. It sees less expertise and more bluff in their backgrounds in public relations, journalism (Cameron, Johnson) and lighter experience (May as analyst), and sees a singular lack of self restraint because it believes it comes out merit based selection compared to the old establishment. What the Economist magazine sees is meritocracy transformed into crony capitalism for Blair in Labour party and Cameron, Osborne in the Conservative Party. One of the problems it says is the erosion of other ways to enter the leadership ranks from a range of places- business, unions, local government, working class talent, and other places- something that existed in the early postwar years to the sixties. Gradually a shift is taking place already to create new options and broaden the places from which leaders can emerge for broader more effective selection. ...

Germany's chancellor Merkel draws attention to Russia's human rights record in a meeting with Russian president Putin in Moscow, Nov. 16, 2012. The German chancellor tells Putin not to be so sensitive to criticism from the opposition, saying before the meeting: "I ask that not every bit of criticism is seen as destructive. Open a German paper and read what is written there. If I were always getting offended, I would not last even three days in my job." Germany's special envoy to Russia, Mr. Schockenhoff, has been especially critical of Russian suppression of dissent and opposition groups. Russia's response is that it will talk to other countries as trading partners but not about its domestic affairs. The Russian government sees the two way trade of $120 billion between Germany and Russia as "an air bag" to prevent any significant deterioration in relations. Siemens signed a contract for 675 locomotives with Russian Railways during the Merkel visit.

A hybrid gas-electric bus costs 60% more, but is 30% more efficient for the hybrid model and 65% more fuel efficient for plug-in models, says a Navistar executive. Navistar is the first U.S. maker to bring out a hybrid bus model. Experts say buses are ideally suited for electric versions because of short routes within city limits and predicatable routes. School buses also spend a lot of time in depots where they can be charged easily. Trans Tech Bus is planning to start production of a electric school bus in partnership with Smith Electric Vehicles. Trans Tech's president says the new electric school bus will be priced so that districts could recover the added cost- a $30,000 premium at this time- in fuel savings of 3-5 years. The savings for diesel are about $60 a day for a school district near Fresno with poor air quality. Recharging the battery costs about $17.

Tokyo Electric Power says that a total of 11,125 spent nuclear fuel rod assemblies were stored at the Fukushima nuclear plant. Experts say that this is 4 times as much radioactive material as in the reactor cores combined. Germany and China do not store these spent fuel rods at their nuclear plants for safety reasons. This is the practice in Japan, at Fukushima, and at some U.S. nuclear plants. The storage pools of water needed to keep these fuel rods has leaked because of the earthquake. And there are signs that some fuel rods have begun to melt and release extremely high levels of radiation. Richard Lafey, Jr., is a retired nuclear engineer who supervised General Electric's safety research for the type of reactor used in Fukushima. He says the zirconium cladding of the fuel rods can catch fire if exposed to air for hours, when the storage pool of water is lost. Zirconium, after it catches fire is so hot that its hard to extinguish.

BP makes a final settlement with the states and the U.S. government for the Gulf oil spill. Of the $18.7 billion settlement in July 2015, the Clean Air Water Act penalty is $5.5 billion, the Natural Resource Damages are $7.3 billion, the 400 local government claims are $1 billion, the economic claims to 5 states are $4.9 billion, according to BP. Most of the money goes to the states of Louisiana, Mississippi, Alabama, Texas, Florida, for environmental improvement and economic development. Louisiana gets $6.8 billion. The settlement comes after court rulings went against BP. BP chairman Carl-Henric Svanberg, says it provides -" A path to closure for BP and the Gulf. It resolves the last remaining legal exposures, provides clarity on costs." BP shares were up 5.1%, and Fitch Ratings say this strengthens its ratings. For BP this adds $10 billion in cost to $44 billion already incurred for legal and cleanup costs.

The capitalist system has to be made and shaped to human purposes, by responsible caring human beings who care for their fellow human beings, for the world they live in and for the environment of earth, its air, water and trees. And there are consequences in not living in harmony with the natural and human world outside and the spiritual world inside us. Could Levin with his knowledge and contacts in New York city done something for the very school system that has so much violence and poverty and difficulties with education, working with coworkers like Mayor Bloomberg,on improving the city environment of schools, homes and neighborhoods, as a way of healing the wounds and seeking redemption and quiet for the soul through others?

DJT's affection for the British royal family. Mark Landler of the NYT describes the DJT meeting with Prince William after the ceremony at Notre Dame cathedral reopening in Paris, France. DJT often invokes his mother Mary Ann Mcleod and how greatly his mother admired Queen Elizabeth. As prince Charles met DJT at Mar-a-Lago. Charles and DJT have different views on climate change. As King Charles will provide Britain with additional ways to maintain it's special relationship with the US, even as prime minister Starmer works to restore relations with the EU that were disturbed by Boris Johnson and Nigel Farage's Brexit, says Landler.  In the TV series "The Art of the Surge," DJT is shown displaying pictures of him and Queen Elizabeth, Prince Charles. In “The Art of the Surge” DJT loves to display a book of photographs of him with the queen and Charles, while they are standing near the honor guard at Buckingham Palace. Jimmy Carter rejected an ostentatious presidency and DJT is a beneficiary says the Editorial Board of the Washington Post. It was Jimmy not James. Beige wool cardigan sweater was OK for prime time address. No chaueffeurs or limousines for staffers. Thermostats were turned down to 65 degrees during the day. Daughter Amy was enrolled in a D.C. public school. He had his cousin Hugh Carter Jr pinch pennies by cutting out unnecessary costs in the West Wing. House Speaker Mike Johnson reminded the public of these virtues of simplicity and thrift. Jimmy Carter carried his own luggage into Air Force One. "Hail to the Chief" was not performed when he entered the room. The Nation appreciated this as is so evident in the final tribute and the heart felt gratitude of the people of America. One sees little division in the Nation when it comes to goodwill for Jimmy from Thune and Johnson in the US Congress whose tributes speak louder than the politics. Senator Thune should know, he grew up in a two room home in South Dakota and understands simplicity. What difference does it make if he is  a Republican or Carter a Southern Democrat. ...

ProPublica Report that shows taxes paid by Warren Buffett of Berkshire, Jeff Bezos of Amazon, Michael Bloomberg of Bloomberg, Soros of financial business, and Elon Musk of Tesla. This report put out by Americans for Tax Fairness shows tax rates of a group of 25 such business persons at 3.4% on wealth growth between 2014-2018 of $401 billion. This is not to say that Democrats or Republicans can be elected to solve this, which is basically a problem not of fairness but of how it enables underfunding of America's basic infrastructure of health, education, transportation, and public services such as parks, clean air, and renewable energy, energy grids, water supplies, heating infrastructure, on and on on the list. Why because the difference between a modern industrial base country and a backward, lack of industrial base country is just this list. Responding to criticism of the Clinton Foundation which has affected Hillary Clinton's ability to win voter support in her contest with Bernie Sanders, the Clinton family has decided to take action in August 2016. The Clinton Global Initiative will be discontinued in 2017. Bill Clinton and Chelsea Clinton will stop raising funds for the Clinton foundation. The Clinton Foundation will not accept funds from foreign donors. What started as a do-good effort to raise funds for worthy causes such as world health, poverty and hunger turned out -because of its very success in raising large amounts of money from corporate donors- into a distraction for the election campaign of Hillary Clinton in 2016. It opened up Hillary Clinton to charges of having conflicts of interest from outsiders Sanders and Trump. Hillary Clinton discontinued her association as a board member of the foundation in 2015 when she began her campaign. Bill Clinton continued to give paid speeches and raised $2.6 million. All that fund raising appears to have been a big mistake and not even fair to the candidate, as it gave rise to misperceptions about the candidate going far beyond what the Clintons ever understood about was happening. As former Labor Secretary Robert Reich put it, it gives rise to accusations of impropriety that may affect an election, without the voters getting a chance to evaluate the candidates on the basis of what each candidates program or agenda is. In this the Clinton family may have realized that in retrospect the entire foundation activity appears to be a small matter, when put next to the choices facing the U.S. and the world in 2016 for the next decade and beyond. The Clinton Foundation in future would be managed by people independent of the Clinton family and circle. The next step would be setting it up as a public foundation, a new board and professional staff. Was it all worth the problems it has created for voters being able to get a clear idea of what each candidate offered, an not acting as a huge and dangerous distraction which Hillary Clinton and the country and the world could do without, considering the significance of making good choices in a general election- very much so. The foundation and the fund raising made it possible for outsiders Sanders and Trump to turn this election into one of slogans and accusations, to which the Clintons were unprepared to respond, acting as a distraction  which was bad for the country and the world. ...

As only 8 out of 90 banks fail in E.U. stress tests, there is considerable skepticism about the rigor of the stress tests in July 2011. All the banks are relatively smaller banks, with five in Spain, two in Greece and one in Austria. The failed banks have a total capital shortage of 2.5 billion euros. Analysts had expected over 20 banks to fail and requiring tens of billions of euros of capital injections. The 2010 tests had experienced the same criticism, with seven lenders failing and a capital deficit of 3.5 billion euros. European Banking Authority officials concede the lack of sufficient rigor in the tests and attribute this to conflicting political pressures from regulators and banks. EBA officials say their main usefulness is in the added transparency and information it brings. In the 2010 stress tests each bank had to show 149 pieces of data. In the 2011 tests this went up to 3200 points of data about exposures from government debt to derivatives. EBA Chairman Andrea Enria put it this way: "There is this perception that there are things hidden under the carpet, this will help the market to make up its own mind." About 1000 pages of documents were released by EBA to analysts, investment bankers, and investors after the tests....

The failure at the British Broadcasting Corporation (BBC) to make the right critical judgements on fair journalistic practice after changes were made to place responsibility within the bureaucracy and chain of command for such decisions. In a classic case of such failures no one took responsibility to ask questions even as it was throughly "lawyered and complied." This involves the airing of a broadcast accusing a member of Margaret Thatcher's government of being a pedophile, which turned out to be completely false. Around the same time the BBC broadcast several tributes praising Jimmy Savile, a veteran BBC host, and made the decision not to broadcast other reports showing that he had been a serial chld molester. The BBC Trust's Chris Patten, said about the failure: the decision about a Nov. 2 broadcast passed through "every damned layer of BBC management bureaucracy, legal checks," and no one raised questions. As for the head of the BBC, Mr Thompson, now head of the New York Times, he was insulated from the decisions about which programs or broadcasts should be made after a 2004 scandal about reporting on Iraqi weapons of mass destruction. And the one remaining link between the BBC director general and the news division, a longtime BBC manager was let go in job cuts. ...

Brazil's currency, the Real, moved up to 1.7 per 1 US dollar, on the eve of the Presidential election in the first week of October 2010. Brazil's overnight interest rate of 10.75% attracts speculative foreign capital in the carry trade, where investors boorow cheaply in the US and Japan and invest it in Brazil. The central bank has kept these rates high to finance a current account deficit of $46 billion in 2010 -which is forecast to hit $60 billion in 2011- and to finance a high level of government spending. This spending is likely to continue with Ms Rousseff as the new President, as Rousseff plans to invest in infrastructure such as bullet trains and river dams, as well as the FIFA world cup and the Olympics. Government spending has increased by 18% so far in 2010. Exporters are affected by the artificially high value of the Brazilian real. Goldman Sachs economist, Alberto Ramos, says the real is overvalued by 55% compared to its fair value of 2.65 to 1 US dollar, based on a computer model that incorporates factors such as trade, inflation and productivity. Anger in Greece at the austerity measures was evident in the results of the April 2012 elections. The two major parties polled even less than the low poll numbers that they expected. The Socialist Pasok party of former premier Papandreou received only 13% of the vote and not the 15-18% expected, the New Democracy party of Antonio Samaras received only 18.8% and not the 25% expected. As a result the two main parties that have ruled Greece received less than one third of the vote combined. The second largest party after New Democracy is now the Coalition of the Radical Left or Syriza, which received 16.78% of the vote. It is led by young Alexis Tsipras, 38, who has said the bailout treaties witht the EU and the IMF were "not salvation, but a tragedy." Syriza opposes the austerity measures and prefers to exit the eurozone. A extremist far right anti-immigrant party New Dawn received 7% of the vote showing the desperate situation. New Democracy's Samaras tried hard but failed to form a government, and under the Greek constitution each party gets a few days to form a government. Spain accepts assistance from the European Financial Stability Fund with the EFSF committing $125 billion to the Spanish government for a fund specifically intended to recapitalize the banks. Some oversight will be provided by the IMF for Spain's banking system, but this is not a bailout in the sense of IMF conditionality or the EU imposing oversight of Spain's management of its finances and the economy. Instead a compromise was reached where only oversight over its banking system was offered in exchange for the loan. Spain has already committed to improving competitiveness in the economy, and reducing the fiscal deficit with some flexibility due to rising unemployment which has reached 25%. The problems in Spain's banking sector are focussed on the cajas savings banks which financed the housing bubble and not on all banks, with banks such as Europe's second largest bank Banco Santander which have intenational operations being in much better shape. The U.S. and the UK experienced a housing bubble at the same time as Spain, but the governments of both countries moved early on to recapitalize the banking system in 2008-2009. This move is significant because it helps stabilize the gobal economy by fixing the main problem facing Spain of recapitalizing its banks, this being the largest problem in the eurozone....

A Danish talk show host sees her as quite unemotional. When approached about this as a kind of toughness Vestager is taken aback, saying that she is just doing her job, and takes her responsibility to ensure competition is fair and open in the interests of consumers quite seriously. She has her lighter moments with knitting elephants, and is not hesitant to post a picture of the talk show host napping in a park in Denmark on her social media site. She comes across as a politician who is not so serious as to lose sight of enjoying her work, as she rises early and takes the morning jog to the IMF headquarters in Washington D.C. She says all the late night meetings her parents had as ministers with people going through difficult times from all parts of society gave her a sense of how an informed society should function....
