A professor from Harvard's Kennedy school describes the Hungarians failure to remember the 1956 Hungarian uprising crushed by the Soviet Union as migrants suffering enormous hardship make their way to Keleti train station in Budapest, Hungary. The Orban government in Hungary refused to let migrants take trains to Austria and Germany. Chancellor Merkel said the Schengen Agreement allowing free movement itself was being called into question. The Orban government later relented and put migrants on buses to Vienna. Throughout this crisis as media showed pictures of the hardships suffered by migrants, and chancellor Merkel assured asylum for hundreds of thousands of migrants, Obama and Harper were silent on the issue. The appalling numbers tell the story, says Ignatieff- with about 1500 for the U.S. and 166 for the UK, according to news reports. He is very critical of Obama, Cameron and Harper, representing the U.S., UK, and Canada, for doing so little.

Krugman points out that the federal tax rate for the top 1% is 34% in 2013, according to the Congressional Budget Office, because president Obama let the high end Bush tax cuts to expire. It is the number to remember says Krugman- 34. In 2008 the figure was 28.2. Under Hillary Clinton the average tax rate for the top 1% would go up by 3.4 percentage points, according to the Tax Policy Center. Some of this would help pay for the tution plan to provide access to the middle class to public universities. Under populist Trump, Krugman points to the elimination of the inheritance tax and tax rates going down substantially, and no such programs to promote the upward mobility that everyone is talking about, and no way to pay for a big infrastructure building effort for growth and jobs- upward mobility that is the focus of every candidate's election campaign including Sanders, Trump in appealing to older white working class families, Clinton, Ryan, Bush, and others in both parties.   ...

Krauthammer says President Obama has failed to come out openly in support of the Bowles-Simpson commission's recommendations on deficit reduction. The recommendations were made in December 2011. The President's February 2011 budget did not take up these recommendations. He gets a sense that there is too much electioneering in the Obama posture on deficit reduction- being in the best position for the 2012 presidential election rather than a sincere effort. He suggests the Republicans pursue a short term debt ceiling hike of $500 billion containing $500 billion in budget cuts by passing this in the House. And couple this with a call to follow the Simpson-Bowles recommendations which, in one option, cut $1.1 trillion of deductions, credits and loopholes while lowering tax rates across the board to a top rate of 23%. This would give enough time to come up with a thoughtful and open effort with public scrutiny, and is preferable to the current closed door negotiations without the deliberations necessary for decisions of such far reaching consequences. Failing this there is the McConnell Plan B. Boles- Simpson focussed on tax expenditures as a key part of their plan. Martin Feldstein and other experts also point to limiting or eliminating "tax expenditures" (the deductions and loopholes that reduce revenues) as a key part of the solution to the U.S. deficit problem....

David Leonhardt talks to Raghuram Rajan, Mr Obama, and other experts on how the government should act after the stress test results are announced. Has the government toned down the results of the stress tests, and is it paying too much deference to Wall Street. Leonhardt put this question to Obama, why he asked his advisers were key figures of Mr Rubin's inner circle, Mr Geithner and Mr Summers, who like Rubin are inclined to have too much deference to Wall Street. Obama's answer was that he had other advisers outside of Summers and Geithner. Which wasn not convincing for Leonhardt considering the key positions Geithner and Summers hold. Rajan of the University of Chicago who anticipated the crisis, was not too reticent to criticize Greenspan policies and was in turn criticized for that by Summers, told Leonhardt that certain things may be presented as holy cows not to be touched for fear of something bad happening, but until you find out you cannot be sure. This applies to the bank rescue plans. Should the creditors of banks be asked to take haircuts or swap debt for equity. This may be necessary as there just isn't enough money in TARP - $130 billion left in TARP funds versus the $1 trillion that the IMF thinks American banks may need for solvency in the next 2 years- to do the bank rescue operations. Should the administration consider this a holy cow as Wall Street is suggesting, or come to its own conclusions independently of what Wall Street is saying. Wall Street has to look at it from its vantage point out of sheer necessity, not from what is the best option for someone in the administration's position, considering all the facts without any preconceived ideas or notions....

In this article in the WP Hohmann points out a rule mentioned by Secretary Powell and Armitage, that "you brake it, you own it," a kind of Pottery Barn rule. When you have the majorities in both houses of Congress and the White House, then there is nobody to blame if you cannot produce results or things don't improve. This happened to Obama, Pelosi and Reid after 2008 when they lost both houses of Congress in the 2010 midterms. Now the Trump Republicans with Ryan and McConnell face the same situation.

The Ford Motor Company's effort to get president Trump to work on a compromise with California on fuel economy standards has failed. Leaving the industry split with Ford on one side and GM, Toyota on the other siding with president Trump on lower fuel economy standards than set by California and lower than the standards set by Mr. Obama. When Ford made a deal with California it got an antitrust inquiry, and led to the Trump administration speeding up its effort to strip California of its authority to set its own fuel economy standards. This WSJ report says the legal fight between Mr. Trump and California is likely to be long and drawn out with Ford and the auto companies caught in the middle. It also shows how the disagreement with the Trump White House can lead to unforeseen consequences and more uncertainty. Ford had originally expected that a deal with California which relaxed standards set by Mr. Obama but not similar to Mr. Trump's would show California would compromise. This is not how it has worked out. ...

Friedman highlights the importance of an interview with President Obama by Atlantic magazine's Jeffrey Goldberg. In this interview Obama gives a thoughtful understanding of what it means if Iran acquires nuclear weapons. The greatest danger is in nuclear proliferation. Obama brings to this an understanding of this issue from the time he focussed on this issue as a student at Columbia University, when he described the risks of nuclear proliferation in the Columbia student newspaper. There is the risk of an escalation in the development of nuclear weapons in the Middle East first, and then elsewhere. And there is the risk that nuclear weapons fall into the wrong hands. The situation would create problems like that faced in North Korea or in the India-Pakistan region, but increased by many times the current dangers. The entire nuclear de-proliferation effort and the efforts to de-nuclearize weapons stockpiles that took decades to accomplish with the Soviet Union could come undone- and it would then be necessary for all countries to invest in advanced technologies for defending against nuclear weapons, setting in motion another arms race. The current situation reminds people that the issues raised by nuclear weapons development will always be with us, and require a worldwide concerted effort, at official and public level, bringing in scientists, public opinion worldwide, and educating the public in all countries of the larger danger to mankind. The issues need to be put in the right context beyond nations and politics, beyond international conflicts and competing interests or ideologies, including Israel, Iran and any other nation looking for nuclear weapons as a solution for conflicts. Shultz, Perry, Kissinger and Nunn after a series of meetings at the Hoover Institution called for the update of the old policies of nuclear deterrance based on mutually assured destruction used with the Soviet Union, to reflect the new threat of terrorism- in an op-ed NYT 3/7/2011. The focus of this effort is on a new Fissile Material Cutoff Treaty, with all nations giving up nuclear material to an international nuclear material bank. Senator Obama strongly supported the efforts of Senators Lugar and Nunn in de-proliferation work after the collapse of the Soviet Union and joined the senators on one of their trips- Broad and Sanger, NYT, 7/5/2009. A major effort to reduce NATO, U.S. and Soviet nuclear weapons is called for to lead by example, providing a framework for other means of settling regional conflicts and educating public opinion in these countries, and moving forward the negotiating of the Fissile Material Cutoff Treaty. In many ways public opinion will have to lead the way in all countries as governments can lag behind- the efforts of Sam Nunn and Dick Lugar and the many unnamed people in the Soviet Union who aided their efforts show the importance of this....

A congressional oversight panel reported in October 2009 that fewer than 2000 of 500,000 loan modification applications in progressunder the Making Homes Affordable program of the Obama adminsitration had become permanent. When Treasury reports on the program in December 2009 its expected to report that the number of permanentloan modifications are in the tens of thousands out of 650,000 borrowers in the program. Mortgage companies are collecting lucrative fees on long term delinquencies so there is not enough incentive to make permanent loan modifications according to lawers defending homeowners.

This NYT report by Clifford Krauss cites senior diplomats in the Bush and Obama administration showing Rex Tillerson as a business executive with the skills needed to take a new approach to U.S.- Russian relations damaged by issues such as Ukraine and Syria that led to western sanctions. During Ukraine crisis and sanctions on Russia in 2014 Tillerson did not personally go to Russia, yet continued to negotiate through his exploration chief at ExxonMobil. Other experts such as Mr. Offenheiser of Oxfam America, see Tillerson as facing a quandary of transacting short term deals versus his responsibility to strengthen western institutions, human rights and economic hope for so many.

Kyodo News poll shows over half of voters under 40 years voted for Sanseito and Democratic Party of the  People, two nationalist parties started in the last 5 years. These parties base their appeal on "Japan first" and reject the idea that Japan should have to bring in so many foreign workers to run its industry and economy. They also oppose the country's quiet neighborhoods being overrun by the 40 million tourists in 2024 that the government wants to increase to 60 million to support small businesses that depend on tourists. Half of voters over 60 years vote for the LDP, and this is true also for the socialist party the Constitutional Democratic Party of Japan (DPJ) which is the opposition party. This makes the nationalist parties a new voice in Japanese politics. Part of the resentment in Japan is that figures like Shigeru Ishiba. the leader of LDP, are from an older generation that has for the 75 years since 1950 excluded others from party politics. The DPJ was around for just 24 months in Japan in 2009-2010 when its young leader prime minister Yukio Hatoyama was ousted. American leaders and it's party politics establishment before 2016 also encouraged this, with Obama making Okinawa an issue over which Hatoyama was ousted rather than work with the young Japanese prime minister. ...

Peter Baker describes Hillary Clinton's memoir "Hard Choices," about her days at the State Department as covering an enormous amount of ground about different countries but failing to bring the reader close to the events and how they happened. Clinton has written a politically safe memoir, says Baker, with an eye on the presidential election of 2016. There is little detail on her relationship with her rival for the Democratic nomination in 2008, U.S. president Obama. And on Clinton's struggles and hard times when faced with difficult issues the reader gets no more than a passing glimpse without inner details of the events. When compared to predecessor Dean Acheson's memoirs of his days at the State Department under Truman, this memoir looks rather tame, even in comparison with Defense Secretary Gates's recent memoir.

Wolfgang Ischinger, former German ambassador to the U.S. 2001-2006 and president of the Munich Security Conference, says that one thing that would make a difference in the current state of German and European relations with the U.S. after NSA spying on chancellor Merkel, is for president Obama to show contrition. The continuing dynamics are important, as is evident in the deterioration in relations in 2003 following the American intervention in Iraq when not enough was done, says Ischinger. His view is that the proposals to limit diplomatic personnel of the U.S. in European countries, or putting on hold the Trans-Atlantic trade talks, are not good ideas as they do not help restore trust. Simon Johnson and Peter Boone say not taking forceful action with the large banks- taking them through bankruptcy and restructuring procedures as advocated by senior Federal Reserve officials like Peter Hoenig- will only lead to irreversible damage. The current Geithner-Summers policy being followed by the Obama administration is simply to hope that by fiscal stimulus and economic recovery the banks may be brought to sustained profits and be able to muddle through their financial problems. This Johnson argues is not likely to happen and the cost will be higher debt levels for America, irreversible damage as America faces low debt and financially stronger countries in Asia and sees its position in the world weaken. The muddle through policies for banks of the Obama administration have little prospects in the face of an IMF estimated $275 billion shortfall in capital on balance sheets at large banks (from the IMF Global Financial stability Report). Without aggressive action on the banks America's recovery and renewal will only delayed....

Obama offered programs for 2 years of free community college and student aid, and other programs that have no realistic basis without the two parties coming to an agreement. House Majority Leader Eric Cantor rejects the McConnell plan for raising the debt ceiling. Senate Minority Leader McConnell says on a conservative talk show- "all of a sudden we have co-ownership of a bad economy. That is very bad positioning going into an election." McConnell's plan is to shift the responsibility for raising the debt ceiling to President Obama, by separating debt reduction talks from debt ceiling talks. Cantor believes its best to push on with cutting back spending. Obama's response was to offer $1.7 trillion in spending cuts, at which point he expected Republicans to support tax increases, telling Cantor in negotiations "enough is enough." The McConnell plan is supported by Senate Majority Leader Harry Reid and Republicans in the Senate. The details of the plan are being are being worked out, with one strategy being to add to it the $1.5 trillion in spending cuts identified in bipartisan talks with Vice President Biden. Both sides are looking at this jockeying for advantage for the 2012 election. At one point in the talks with Cantor, Mr Obama is reported to have told him- "Eric, don't call my bluff. You know I'm going to take this to the American people." Cantor for his part, wants to limit the duration of the debt ceiling increase so that it would be a short term extension and would come up for a vote before the 2012 presidential election....
