As she runs for president in 2016, Hillary Clinton faces a difficult challenge- to give Democrats a third term in the White House. Presidents elected for a third term such as Truman who followed Franklin Delano Roosevelt, and president George H.W. Bush who followed Ronald Reagan, were helped by the popularity of the president from their party who preceded them. Reagan's popularity rating was 57%, in the month preceding the election of George H.W. Bush, according to Gallop poll. Truman continued the popular policies of FDR, and took a strong foreign policy direction with the help of a capable team led by Marshall and Acheson in responding to the Soviets in the Cold War, before the 1948 election. In that election Truman upset political pundit predictions. He also brought an extraordinary tenacity in the rail tour across the U.S. and on the campaign trail. Hillary Clinton faces the 2016 election with president Obama's popularity rating at 46%, with only 32% saying the country is on the right track, in the WSJ poll. This means Clinton will have to distance herself from Obama to some degree. Other issues include her age 67 years, and the sense that she is somehow from the past in U.S. politics, offset by the experience she now brings. Hillary's popularity rating show 44% having a positive image in a WSJ-NBC poll of March 2015, down from 56% when she gave up her position as Secretary of State in the Obama administration. Her main Republican challenger, Jeb Bush, has only a 23% favorable rating in the same WSJ/NBC poll. Hillary's strategy for 2015 is to avoid large gatherings and try to meet people in small groups in this election campaign, so that she can bring a personal touch and come alive as a candidate relating to the everyday aspirations of working people. Hillary's election will depend on whether she can mount the kind of campaign Truman fought and relate directly to ordinary voters....

To understand the way DJT has selected key people- it follows a traditional Republican pattern getting the best qualified Republicans on board. Some of them may not be as good as the ones they replace but some may be better administrators with good judgement. Sheila Bair of Wichita, Kansas, ran the FDIC from 2006-2011 and was one of the finest at FDIC who also contributed to solve the 2009 financial crisis.  Gary Gensler was slow in acting on cryptocurrency and other regulatory matters. He is one of the first to go in the new DJT administration. At the SEC a former SEC commissioner now legal officer at Robin Hood, or law partner at Sullivan and Cromwell. At CFPB a law professor at George Mason University or a previous Comptroller of the Currency. To understand where DJT is headed there are opposing ideas cap credit card interest rates at 10% that no Democratic administration ever brought up, and discarding a rule challenged in courts that caps credit card late fees. The VP Vance's instincts also come into play as he has also fought to lighten the burden on consumers. The Comptroller of the Currency- A law partner at Jones Day, who was Deputy Comptroller of the Currency in the past. The five member FDIC can only have maximum of 3 members from one political party. For the FDIC to replace Martin Gruenberg who had to resign for not taking enough action to correct a toxic workplace that was unfriendly to women, DJT will consider the Republican Vice chairman of the FDIC, or one of the Republicans board members on the FDIC  ran an investigation into the FDIC.  ...

Sheila Bair, former head of the U.S. FDIC, points out flaws in the rules for capital adequacy ratios and risk weighted assets which allow banks to increase their capital adequacy ratios. The ratios show the financial strength of the banks and their ability to absorb losses, which makes their accurate calculation very important for the safety of the U.S. banking system, especially with large "too big to fail" banks. Bair says the 2013 U.S. Fed stress tests showed Bank of America as having a capital adequacy ratio of 11.4%, when it should actually be 7.8% without the risk weighted adjustment. The mortgage banking crisis showed how the risk wieighting can be flawed and give a distorted representation of the acutal risks facing the banks in its assets. For Morgan Stanley the 2013 stress tess by the U.S. Fed showed the capital adequacy ratio at 14%, taking out the risk weighting adjustment this drops to 7%. Bair says its not the idea of risk weighting that is the problem, but the way it is applied- for example considering sovereign government bonds in the eurozone as zero risk, or that only 20% of the accounting value of debt one banks buys from another bank is to be taken into account in setting the ratio. Go back to the drawing board she says, it makes no sense that Citibank debt be shown as having one fifth risk of IBM's. ...

The P5+1 countries in the Istanbul talks with Iran are the five permanent members of the Security Council and Germany. Catherine Ashton, the EU's senior foreign policy official is the lead negotiator. Saeed Jalili is the lead Iranian negotiator. By July the two groups have held three rounds of talks which proved inconclusive and were lowered to meetings at the deputy level in July, 2012. This was followed by bellicose statements from Iran and U.S. defense preparations in the Gulf of Hormuz. The Israelis described the situation as reaching a critical point, with the U.S. continuing to put its faith in tighter sanctions to persuade Iran to give up its program.
