A major British and Indian collaboration and scientific achievement of both countries is not given the recognition it should get because of mismanaged communication of the results of clinical trials. A lot of questions remain for all vaccines. How long will the protection last? WIll it prevent transmission of coronavirus? Are there any other complications? Which vaccines can work without ultralow refrigeration storage? Ahead lie the prospect of billions of doses. Two are in final stages in India including Bharat Biotech request for emergency authorization. Johnson & Johnson has a competing one to Pfizer's in the U.S. As many as 30 are being developed in India and 100 around the world. Countries like South Korea say they will wait to find out which one works best and where cost overall combined with benefit is attractive. Some of the vaccines are coming out only weeks apart. A quick look at the graph in this Times Report shows the carbon dioxide CO2 emissions for the US, European Union, China and the Rest of the World in 2020. For the EU it is about 3.0 billion tons of CO2 emissions, for US it is 5 billon tons, for China 10 billion tons and the Rest of the World 16.0 billion tons. What this tells us is that a lot will depend on not just China, but India and other countries such as Brazil, Mexico, Indonesia in the developing world for how much CO2 emissions can be reduced to tackle climate change and other environmental problems.  For that 16 billion tons in the rest of the world reduction will depend on renewable supply and technologies to do it, rapid growth of economies in India and other countries to generate the resources and technology initiatives to get a shift from coal. Meanwhile it is a choice between having electricity for homes in rural areas in India or not. This is where bright spots such as solar technology in India that are giving quantum leaps for renewable solar energy with new technology cutting cost in successive waves of development can play a part.  ...

To cut the deficit estimated at 5.5% of GDP, the Indian government is cutting fuel subsidies. It is reducing the $5.6 billion spent on fuel subsidies. About $4.4 billion is also is spent on subsidies by state owned energy companies. Prices for gasoline will rise only moderately by 3.5 rupees a liter to about 55.7 rupees a liter. This should improve the situation for state owned energy companies and for private sector companies like Reliance and Essar.

Montek Singh Ahluwalia, head of India's Planning Commission, tells a weekend business conference of the government's intention to move towards making the rupee fully convertible and lifting all restrictions on foreign exchange transactions. India's prime minister, Manmohan Singh also said the government "was far more comfortable" making this move.This would make India vulnerable to sudden foreign exchange outflows. India has foreign exchange reserves of $144 billion and is in a position to make the move, especially as it brings the advantages of attracting more foreign investment to the country. Another advantage is the opportunity to make Bombay a financial hub in Asia, especially as the Indian economy develops and India's strengths in the financial industry and its human resources in that area make themselves felt.

India's Foreign Secretary Ranjan Mathai says India will only give recognition to multilateral sanctions imposed by the United Nations. He said: We have accepted sanctions which are made by the United Nations. Other sanctions do not apply to individual countries. We don't accept that position." He was referring to the sanctions program of the U.S. government, under which countries would be granted exceptions and waivers from U.S. sanctions. Iran is the second largest source for India's oil purchases after Saudi Arabia. A multi-ministerial delegation from India is visiting Iran, and the delegation says Mathai will "work out a mechanism for uninterrupted purchase of oil from Iran and to work out a financing mechanism." South Korea which gets 10% of its oil from Iran plans to get an exception to U.S. sanctions under which it would reduce Iranian imports in 6 months from the date of a U.S. sanctions law.

Even though ambitious targets are being set by the government raising from 50 million to 80 million in 3 years the target for new LPG connections to shift rural households from firewood to natural gas use, more needs to be done. The head of the Economic Advisory Council to Prime Minister Modi of India. Bibek Debroy, asks questions about the Ujjwalla program in India to shift rural homes from firewood to gas use. Is the fixed subsidy of Rs 1600 enough? Is a 5kg cylinder what the market wants instead of the 14.2 kg cylinder? Are there externalities that favor use of firewood? Will rural households replace the cylinders at this subsidy level because the costs are still high?  The PMUY, or Pradhan Mantri Ujjwalla Yojana was launched in India in 2016 in Ballia, Uttar Pradesh under the Modi administration. The target for LPG gas use for firewood using households was 15 million in the first year and 50 million for the next 3 years. The government pays Rs. 1600 subsidy for a new connection reimbursing the oil company making the connection. The refill and cost of stove, is the rural household's responsibility. Separate guidelines were made for urban households. The government website mygov.in shows 41 million households have used Ujjwalla to get LPG and stop firewood use. The new target of 80 million means the goal post is moving higher. The 2011 Census is cited showing the rural household use moved up from 6% to 12% by 2011. For All India it was from 17% to 29%. About 100 million rural households use firewood, 62.5% of all rural households in 2011. A big issue is how this affects the health of women using firewood for cooking, and who collects this firewood. Firewood is still cheaper says Debroy, and there are negative externalities associated with firewood not understood enough. Changing the face of rural India is a project in motion, with new issues to tackle, new hurdles to overcome, every bit of progress showing how much more needs to be done. ...

In a effort to improve nutrition for the urban poor in India, the Indira Canteens formed in 2017 have already made substantial progress in Bengaluru (Bangalore). The canteens backed by the state offer subsidized meals, breakfast costing 5 Indian rupees or 7 U.S. cents, lunch and dinner costing 10 rupees or 14 U.S. cents. About 65 million Indians live in urban slums, a highly marginalized group, many migrants from nearby villages who now live in slums that are often near neighborhoods of the affluent and upper middle class. In addition to low income groups, rickshaw cab drivers, and laborers, this program has benefited school and college students who also use the canteens. More than 170 canteens have been set up in Bengaluru in a hub and spoke model with canteens located near colleges and hospitals and supplied from central kitchens nearby. An app gives the menu, nearby locations and takes feedback. It costs the state 16 million euros from a state budget of 26.4 billion euros, and is an imitation of a similar project Amma Canteens in neighboring Tamilnadu state. Nirmala Sitharaman, the Finance Minister, says India's approach to pandemic aid appears to be the right one because it avoided handouts that have in the form of large stimulus packages in the US and Germany, created high inflation. India's focus was on providing food for weaker members of society during the pandemic.  The basic idea behind the approach was to conserve capital, and use increased GST tax revenues in such a way that capital could be concentrated where it would deliver the most in projects that would take India forward in infrastructure and development for 2042. It shows a graph of where tax revenues had fallen to 9% of GDP making it impossible for the government to function and for essential imports to be financed. "Corruption, tax exemptions, and non-competitive procurement and allocation practices imply higher taxes and costs for everyone, hitting the most vulnerable hardest." This is where PM Modi has made a huge, huge difference in India. It also calls for prevention- "Prevention also requires providing a safe space for public engagement in governance." The British American concept of governance through elections has to be modified with emphasis on as Srinivasan and Beuer state correctly -creating a safe space for public engagement in governance. Only when the public and the young people of the country understand the basics of the economy and an educated informed mindset in created -as is the goal of Lyrarc.com- can the conditions be created for this good governance. This is true for India and is true for its neighbors Ceylon or Sri Lanka, Nepal, Bangladesh, Indonesia, with whom India has a long history of the closest relations. The SCHOOL survey by eminent researchers shows that that 37% of rural school children in India are dropping out- an alarming piece of information. Only 8% of rural school children have access to online classes regularly. The figure for urban areas in India is 24% of school children having access to online learning regularly. This could have serious consequences. Getting primary and secondary schoolchildren back into classes is an important goal during the pandemic. Online learning has only a limited reach at this time. Many households have no smartphone or only one smartphone that is used by adults. The SCHOOL survey covered 15 states and 1362 sample households. Between 51 and 58% of students had not met their teachers in the preceding month according to the survey.  This also affects nutrition as schoolchildren are missing the midday meals given at school. Midday meals were discontinued with the closure of schools. Overall this report says 97% of parents support reopening of schools. ...

BBC reports on Iran protests January 2026. Protests happened with students, with women periodically over the last two decades. Iran over the years since the monarchy in the 1880's and democratic movements (parliaments) in 1900's, monarchy in the 1930's and 1960's, socialist governments 1960's. Cold War and restored monarchy in 1970's, religious theocracy 1990's till today has gone through many different governments. It was part of the British Empire (that included India/Pakistan) and Russia's buffer region in the 18th and 19th century.  After economic sanctions from US and Europe the economy depends on sanctioned oil exports. Its defense operations divert much of the funding from oil based resources away from economic development . Much of that was a result of the anticolonial socialist ideologies that spread from North Africa (Algeria, Egypt) to Iraq and Syria that led to wars in Egypt, Syria, Iraq and Afghanistan- which also led to Iraq's version the Baathist ideology invading Iran. Russia and the US have extracted themselves at much loss from these conflicts by 2025 and are posed at a historic rapprochement in relations. For Iran there is today no danger from the region or from European powers, and like the US the people and the country are asking questions about the economic and living conditions from so much in resources now diverted to external conflicts- like the US the people in the region of Iran and the entire Middle East apart from a few small oil rich regions with a tiny part of the overall population- maybe 5% in Qatar and UAE, and Saudi- feel the impact of little investment in rapid economic development of the overall region. A region with a population close to the European Union of 500 million but a tiny fraction of economic development investment for the vast majority of people in Egypt and other parts of North Africa and regions of Syria, Iraq, Iran, Afghanistan, Sudan. Most of the investment of $1 trillion is concentrated in the 10% of the population of over 500 million people in oil resource Saudi Arabia, UAE/Qatar monarchies, the rest languishing in war, and now meaningless- in terms of living standards- of anticolonial ideologies or militant religious ideologies, or internecine/ethnic conflict. ...

The new national security document of US put out by the DJT Administration says that Russia is not a threat.  It sticks to migration and western identities when facing civilizational erasure over next two decades as key threats to the US. It poses questions for the European Union, Germany and France, yet also offers away out of the "mess" in Ukraine with the Russians saying NATO was too close to their borders as the real issue, and the US not aligning itself with NATO reducing big power tensions including nuclear arsenal expansion. Germany rebuilding the Bundeswehr and it's military offers a rebalancing of the military situation yet is not the long term solution to the Ukraine problem, NATO limiting it's role and the US limiting it's role in NATO offers a solution that preserves the long term interests of Western Europe(Germany, France, Italy, UK, Spain) and preserves world peace and dialogue. It also promotes integration of India and Russia into the world trade and world economy as it diversifies from the dominance of China in world trade and the world economy of the last 20 years of free trade that deindustrialized US and Europe. What this national security document does not say is that China's dominance in world trade and the errors of the US, Europe, Japan, Russia, India in world trading relationships and their economic approach that made this possible is the central issue and calls for diversification of supply channels in the world economy. This shifts the direction of the world in a peaceful direction where the US, Japan and Europe, India can compete in economic growth and trade with China on equal terms. ...

Pakistan's GDP growth is expected to be 4% in 2012, an increase from 2% in 2011. Foreign exchange reserves are up to $18 billion. In an WSJ op-ed, April 16, 2012, Michael Boskin,who helped negotiate the North American Free Trade Agreement for the elder President Bush, says it is time for a free trade agreement between India and Pakistan. Shaikh says he expects to see trade with India up from the insignifcant levels of $2.7 billion in 2012 to $10 billion by 2015. Boskin sees the potential for trade at $50 billion based on trade models. This would help change the landscape in the South Asian region after decades of neglect, strife and conflicts and is long overdue to benefit the billion people on the subcontinent....

Charan Singh, who is given the Bharat Ratna to honor kisans and farmers of India comes from a generation of leaders in Uttar Pradesh, India's largest state, that includes Govind Vallabh Pant and Lal Bhadur Shastri from agrarian communties in the Ganges plains. This group of younger leaders joined the movement for independence under Gandhi and was elected in the Assembly elections of 1937, the first attempt at self rule in India under the British. He served in the first government of the state under Pant as chief minister. As finance minister in the government he conducted reforms to help farmers, for zamindari (large landholders in the British system) abolition and land ceiling. He became chief minister of the state and was popular with farmers, including Jats, Yadavs, Kurmis and Gujjars. With the socialist movement in the state led by Ram Manohar Lohia creating a new mood in the state in the 1960's posing a challenge to the Nehru government, the first government of parties including the socialists and the Jan Sangh the predecessor to the BJP of today, was formed in 1979 with Charan Singh as prime minister.  ...

DW.com's Science section provides this report that shows detailed graphs, and information on the dangerous use of pesticides that lead to poisoning  for 385 million people in agriculture every year. Farm workers in countries like India are particularly affected. The Heinrich Boll Foundation of The Friends of the Earth, Le Monde, and Pesticide Action Network Germany, supported this 50 page report presented in Berlin recently. The business of pesticides is worth $35 billion for large companies, yet brings with it many dangers for food contamination, water pollution, environmental damage.  Prime minister Modi in India has shown foresight and vision in tackling the problems from plastics pollution in cities and from pesticides pollution in agricultural areas. He has warned farmers about its dangers and the need to use some of the traditional methods for agriculture that avoid extensive chemical fertilizer and pesticide use. The alarming use of pesticides leads to the highest pesticide contamination of water, soil and air in the world happening in Latin America. In Nepal and India alternatives to pesticides are found in a mixture of herbs and cow urine put on the plants. Pesticide prevention in organic agriculture is also done by banning synthetic pesticides, and crops rotated in a way to prevent monocultures while encouraging insects and birds to thrive. French farmers promote organic farming with many methods they have pioneered that also promote biodiversity, which can be copied in India and rest of Asia, Latin America, Africa. ...

China is building a port hub at Chancay that will have an initial 1.5 million TEU or twenty foot long containers capacity. It will be opened by president Xi in November. This megaport will cut the time it takes from South American coastline to Shanghai from 35 days to 25 days. Before this port China trade was conducted through Long Beach or Manzanillo in Mexico. China is now Brazil's largest trading partner and this port offers the possibility of connecting further from Brazil to Peru by land. This does pose new challenges such as crossing the Andes mountains and Brazilian jungle. The port will cost COSCO China's large shipping company $3.5 billion. China has invested in 100 foreign seaports with $30 billion over 2 decades. The port of Piraeus is operated by Chinese companies, and China has invested in a stake in the port of Hamburg, Germany which is the main gateway for Chinese exports into the EU. The US neglected Latin America and India during the three decades in which Reagan and Bush Sr, Bush Jr, engaged in wars in Iraq and Afghanistan wasting trillions of dollars, neglecting infrastructure investment in the US, and in Latin America and India. Over two decades the US has invested by comparison trillions of dollars in wars in Iraq starting with Reagan and Weinberger, Bush Sr. in the 1980's, and Bush junior in Afghanistan. Much of the oil dividend of the Middle East wasted by regimes in the region in wars. Not only the US infrastructure was starved of resources, Latin America, India and Indonesia did not receive the investment these countries needed for rapid development. Yet today Reagan and Bush are lauded for their contribution by Baker in WSJ today and by columnists in the NYT. The fall of the Berlin Wall was itself just an episode in the US relations with Russia as Russia and China are competing with the US. Germany itself of the Berlin Wall remains divided (with AfD popular in the East around Dresden), and Germany divided on pursuing policies that lead to worsening relations with Russia. Germany also maintains a strong trading relationship with China including a stake in Hamburg port given to China during the pandemic at a time when the supply chain over concentration in China was being questioned in US, EU, India. ...

After a good start the vaccination drive is slowing both in India and the US. Vaccine supplies need to be boosted in India and the government has given approval to the Pfizer, Moderna and J&J vaccines to boost supplies. The Sputnik vaccine from Russia has also gained approval with new supplies of that vaccine expected in India. Vaccine skepticism is a problem in the US and Europe. Supplies of the Pfizer vaccine will be boosted in Europe with the EU contract for 1.8 billion doses signed recently. This should give the slow vaccination drives in France and Germany a boost.
