Liz Sly of the Washington Post provides this exceptional account of the different phases of the war in Syria originating in 2011 with the Syria democracy protests, suppression of protests by the Assad regime, civil war by 2012 , Russian intervention by Putin, the U.S. under Obama and France under Hollande on the sidelines in 2012-2014. The result is a breakup of Syria by 2014 with coastal areas under the Assad regime supported by Russia and Iran, the Kurdish controlled areas, areas controlled by various rebel groups, and the control of other areas by Islamic State which also gained control of Mosul in Iraq. France conducting an air campaign in Syria in 2015 in response to terrorist attacks originating in Syria. With a number of foreign countries involved in support of Sunni and Shia factions in the conflict, the Turks opposing Kurdish autonomy, the U.S. supporting Kurdish forces after withdrawal from Iraq under president Obama, the situation by the beginning of 2016 was much more complex than in 2011. The five year period led to a situation where half of the population of Syria of 22 million is displaced or turns into refugees, about 2 million in refugee camps in Turkey, and 500,000 seeking asylum in Germany and Austria. In Iraq an additional 2 million are displaced or refugees with the Sunni-Shia conflict. Iran's new president is a moderate cleric Hassan Rohani. He won the presidential election in June 2013 with 18 million votes, or 50.7% of the votes cast. The second runnerup received only 16% of the vote, making Rohani the overwhelming choice of Iranian voters discontented after years of international sanctions over the nuclear development issue and the confrontational stance of the previous president Mr. Ahmadinejad. In a televised debate before the election Rohani summed up this discontent with the economic situation: "It's nice for the centrifuges to run but people's livelihoods have also to run, our factories have also to run." He contrasted the situation when he was the chief nuclear negotiator for Iran under president Mohamad Khatami, another moderate, when Iran avoided international sanctions, with the current situation. Currently even essential aircraft parts for Iran's national airline are difficult to source. Mr. Khamanei called Rohani "the people's choice." Khamanei and Rohani met to discuss the new government, which observers in Tehran say offers an opportunity for national reconciliation. The Revolutionary Guard Corps leaders also offered their support to Rohani. The Green Movement, Khatami and Rafsanjani supported Rohani before the elections. Rohani is known for his ability to reach out to all parties. He comes from a working class family in a small town in the province of Semnan, entered theological seminary later apprenticing himself to clerics at Qom, the main home of leaders of the Shiite religion. He then attended law school at Tehran University, becoming a student activist during the Islamic Revolution in 1979. Later Rohani studied in Scotland getting master's and doctorate degrees in law, which gives him a unique insight into concepts such as the rule of law for an Iranian cleric. He was member of parliament, deputy speaker of parliament and head of the management committee of the national broadcast service, and a member of the National Security Council....

Surveys of American, European and Japanese companies show souring of outlook for China investment. And Biden administration new rules leading to investment of China profits in the US economy. About $110 billion moved out of yuan denominated China bonds since 2022. There is a sharp decline in the profits of US and EU companies in China that are reinvested in China after China's sporadic lockdowns in 2022 and increase in interest rates in the US. WSJ Analysis shows $170 billion profits reinvested in 2021 to net decline in third quarter 2023 outflows of capital over inflows declining by $11.8 billion, the first ever since 1998. Unlike in the past profits are being repatriated back out of the country so that investments can be made in the US economy or in other countries in the supply chain. This is a fundamental shift as risk of doing business in China increases.

After the failure of 3 prime ministers selected by president Macron to form a functioning government and pass the Budget in 2025, it looks increasingly apparent that Macron has failed as president in 2025. He has hung on to power through one protest after another, yet has failed to bring together people with a plan to improve the living standards of the French people from all sectors and parts of society, including the lower income groups and rural parts of the country. France has become more fractured politically than ever under Macron, with the result that no one or two parties can form a viable government with enough support in parliament. Macron started out as Minister for the Economy under Socialist president Hollande, but never really supported the Socialist party, preferring to branch out on his own seizing a political opportunity to call all other parties part of the old system with a hastily put together Movement of his own. It has managed to win and hold power for nearly a decade for lack of better alternatives, yet today it is clear that this Movement did not have the power that comes from a genuine effort for the improvement of the lives of the people of France from all parts of society and all income groups, and both urban and rural parts of France. It is a missed opportunity for France and a failure of a president who failed to grasp the needs of France and of the French people. It has pitted different sectors and ideas, rural and urban, parts from neglected industrial development and thriving regions, against each other instead of pulling together the country into a coherent whole for improving the lives of the people. Tactical moves replaced a larger sense of strategy and purpose, and personal power replacing the interest of the nation as a whole for all parts of the country. ...

There is a clear difference between Biden and Trump on the Climate. Biden put the US back into the 2015 Paris Climate Change Treaty in fight against climate change after Trump took the US out of it. Trump supports coal and oil & gas. Biden is working to phase out of coal and fossil fuels in a way that still keeps the economy strong. There is place where the difference is so starkly clear. Expect climate change events, storms, fires, floods to grow under Trump, and storms, fires and floods to be made to recede under Biden with strong climate change action.

This report in The South China Morning Post in Hong Kong, gives insights into the Chinese position in trade war with the U.S.  China has its own internal groups which support China being able to take a leadership role in world affairs. Xi Jinping made giving China a prominent role in the world a feature of his presidency. China  has this internal audience and its own sense that China's resurgence was won with hard work and cooperation, plus dedication of the Chinese people. In the past Japan and South Korea also used state subsidized industries, and subsidies to gain leadership in key business sectors involving high technology. China would see this state subsidies model as its own model of development. From this standpoint the U.S. demands on subsidies as unfair competition could be seen as changing a key part of its economic model.  Asking China to put everything in writing and show tangible proof of enforcement as the U.S. insisted in talks, was too much for the Chinese side. China said trust us to do this, and lift the tariffs based on our verbal assurances. The U.S. having seen decades of no progress on this point, wanted tangible proof before tariffs were lifted. Added to the demands on subsidies were the demands for no more of what the U.S. calls stealing of U.S. technology through forced transfer of technology by U.S. firms as a condition to operate in Chinese markets. With the U.S. lagging in 5G technology and Huawei ahead the issue resonates on the U.S. side. Add to this Mr. Trump's key voter base includes the former Democratic party supporting workers who have shifted to him because of trade agreements and policies of Clinton and Obama that hurt American workers through seemingly endless closure of manufacturing plants from Chinese competition.   ...

When you remove the 7 Californians and 4 Independents  only about 9% of 264 Congressional Democrats, or 26 Democrats have reservations about the president running, 91% covering every part of the country, the vast majority of American states and congressional state delegations, have confidence in the president to make the best decision. The chances of California going Republican or Trump Republican are  very, very small. Wash. Post shows 37 members of Congress on July 19, 3 weeks after June 27 debate issues, saying don't run. This is of 264 Congressional Democrats. Aug 1 is only 11 days away for planned Aug1 roll call of delegates committed to Biden. Of this 37 only 1 each from Michigan and Wisconsin, and 2  from Arizona from swing states, none so far from Georgia or Nevada or Pennsylvania. What does this tell us? It says that 264 minus 37 or 227 Congressional Democrats think Biden should run only about 15% of Congressional Democrats vs 85% of Congressional Democrats. And of the swing states only 4 Democrats. Polls- 4 months before elections polls are not really useful and not meaningful, a lot can change. Congressmen in swing districts are likely to have questions, and it is not uncommon for this to happen before the election say people who follow Congressional history. The fact that 7 are from Republican states like Texas or Ohio and could be impacted may give some idea for their reasoning. Of the others 7 are from California and 3 from New York. Which suggests the largest group is from California, remove the 7 and take out the 4 Independents and 34 goes down to 23 or about 9% vs 91% of the rest of the country having faith in president Biden. In any case California is unlikely to go Republican or Trump Republican by a long shot. ...

Hardship withdrawals from 401(k)s reach high of 4.8% in 2024. Analysis of 3 million retirement accounts at Vanguard research for 2008-2022 shows higher volatility for hourly paid workers than salaried workers. Hourly paid workers have income swings of 15% compared to salaried and when they leave an employer often take out savings in 401(k)s- 42% with income $50,000 to $75,000 took out their savings compared to 28% in salaried group with same income. Many do so to deal with emergency needs. Thus income volatility hurts workers savings in the hourly sector.

A US law passed in 2022 lets employers automatically enroll employees earning less than $160,000 in emergency savings accounts that they can put in $2500 every year in a Roth type account and withdraw from it penalty and tax free. This is helping some employees avoid touching their 401(k)s.

About one and a half time of voters are more likely to be against voting for Mr. Trump for president in 2024 than for Mr. Trump, according to a WSJ poll taken after the four indictments, says this Editorial Board opinion in WSJ. Indian exports to US drop from $8.8 to $5.5 billion May to September drop of 37%. A trade agreement is likely and should be similar to Japan's or EU where with Japan it is now 15% and with EU it is 10%, both key allies of the US. India is also a key ally in Asia requiring the DJT administration -once it gets over Modi-DJT differences on the nuclear aspect of the India-Pakistan 48 hour conflict in 2025, and India reverts to getting oil and energy from non Russian sources as it did in 2019, and issues of agricultural exports to India- to drop this tariff of additional 25% for Russian oil and drop the basic tariff of 25% to 15% as the US did with Japan. At 15% Japan and India will still be able to compete with China's 47% (dropped from 57%) to export to the US.  The result can be positive for India as it improves it's cost effectiveness to export to the US and EU, with rapid investment to improve logistics, and streamlining import of technologies and machinery to rapidly cut costs of production. ...

Russian shadow fleet and about 80% of Russian oil now sanctioned after US sanctions on Rosneft and Lukoil- Feb 2026. This is putting more oil onto a fleeet of vessels operating under Comoros, Sierra Leone and third nation flags, or even two flags, which the Americans and Europeans are tracking and diverting. Russia seeks to put this oil on an alternative tanker fleet it owns and which is insured by Russia, that goes from the Baltic and Black seas to the Mediterranean to refineries in Turkey, India and China. What thsi does is increases risks for Russia in shipping and for the Euroepans and Americans when ships fly Russian flags with military convoy. The overall effect of cutting Russian oil exports in addition to India committing to buy American oil and Venezuelan oil instead of Russian oil in its trade agreement with US, is that Russian economy may be in risky territory. Inflation is higher than official 6 percent at 16% interest rates, and this increases the risk. Budget needs within Russia may not be met as this continues. It is in Russia's interest now to conclude a peace agreement with Ukraine, now that the US has moved away from NATO/Europe to peaceful cooperation with Russia and competition with China. ...

William Galston in the WSJ says outright for the first time in the WSJ that the years from the last term of Clinton, through the Bush, and Obama administrations were an outright failure for the American people. He documents the losses- 5.7 million job losses in 2000-2010 as Clinton opened China's entry into the World Trade Organization without any precautions taken to prevent abuse of world trading rules after the experience with Japan. Worse no help to the displaced workers which fed into the resentment of workers. Sex scandals weakened the presidency and acted as the major distraction during the last years of Bill Clinton. Over the administrations of Bush and Obama almost the entire US manufacturing base was dismantled and shipped to China. Pharmaceutical companies were allowed to charge recklessly when Bush disallowed Medicare to negotiate prices for pharmacueticals placing additional burdens on the American people. Bush started long wars in Afghanistan and Iraq that cost the US dearly in lives and resources wasted with no vital US interests at stake as in Europe. This distracted attention from problems simmering at home. Obama continued these wars preferring to focus on reelection. The migration crisis, the neglect of infrastructure worsened during this period. The Bush deregulation of banks led to the 2009 world banking crisis that led to large layoffs worsening a bad situation from outshoring and creating a class of unemployed, and shrinking household wealth and savings. The Biden administration, the first Trump administration and now the second have started the process of revival of the US. And yet Biden, DJT are relative outsiders who came to the presidency and were not favored in the established order of the 1990-2016 period. One can say about Blair, Cameron, Boris Johnson in Britain, about Clinton, Bush, Obama in the US, and Schroeder, Merkel in Germany that the leadership was mediocre and failed the people of Europe and the people of America.     ...
