Tourism is boosting the economies of southern Europe. The tourist economy is ultra competitive in places such as Lisbon and Madrid because the  debt crisis of Spain, Portugal, Greece has led to devaluing their currencies with the US dollar. There are more American tourists in Portugal than Spanish tourists who are attracted by lower cost vacations. Europe now generates $500 million dollars from tourism one third of total tourist dollars worldwide. Portugal's economy is growing at 8%. This WSJ report looks at tourism in Portugal. It also raises questions about Southern Europe's overdependence on tourism industry which is cyclical.

Analysts say the large growth in orders for Boeing and Airbus is likely to slow with lower oil prices. Access to cheap financing and high oil prices at $100-$120 a barrel led to a surge in orders. With oil below $50 in Jan. 2015 this is likely to change. A study by Ascend, an aviation consultancy, shows about 50% of the orders in the last 5 years were for replacement aircraft compared to the longer term trend of 43%. Airlines are likely to hold on to older aircraft for longer with lower oil prices. Boeing's head of market analysis, says the airlines will still benefit from fuel efficient aircraft such as the Boeing 737 max and the Airbus neo with 20% less fuel cost, even at current fuel prices. Airlines will still need to plan for growth. And Airbus executives say the fuel price levels could go up in the future as inventories fall. In the Asian market overcapacity is a problem with falling airline prices and reduced profitability of Asian carriers.

Under new lending facilities the U.S. Federal Reserve will buy $500 billion of short term debt of U.S. states, counties with more than 2 million residents and cities with more than 1 million residents. This is intended to ease funding strains for cities, counties and states in the U.S. that are seeing large revenue drops and rising expenses from simultaneous economic and health crises. Two other changes from the Fed. New classes of debt are included under the Term Asset Backed Securities Lending Facility or TALF. The Fed will now accept triple A rated tranches of existing commercial mortgage backed securities, and newly issued collateralized loan obligations. $100 billion is available under that program. To help business with less than 10,000 employees or revenues of less than $2.5 billion loans will be made through the Main Street Lending Program. This will initially fund up to $600 billion in loans, with restrictions on stock buybacks, dividends, and executive compensation. The emphasis is on helping businesses that were doing well before the crisis hit. Some that were carrying A ratings and were investment grade but downgraded to B after the health pandemic hit are considered "fallen angels." The Fed will also support new debt issuance by these firms in its corporate program.   ...

The legislation in the U.S. Congress includes $425 billion for U.S. Treasury Department Exchange Stabilization Fund. Treasury has used this fund to cover losses on new lending facilities launched by the Federal Reserve. The new lending facilities include $300 billion in financing for corporate credit markets, and consumer and business credit markets, with Treasury covering losses of $30 billion from the Exchange Stabilization Fund.

The proposed EU financial transactions tax of 0.1% on stock transactions and 0.01% on derivative transactions gains support. It would generate about 100 million euros for Estonia and about $10 billion for Germany. About 53% of the world's lithium is mined in Australia and shipped to China, says this report in the NYT. At the Pilbara mineral mine in rural western Australia the ore is turned into spudomene that is 6% lithium, and is sold at $5700 a ton to China where it is refined into lithium that goes into batteries for EV cars. Australia is changing its mindset to refine more of it in Australia for battery supplies and how and where lithium is exported says this report.

WSJ points out that the wealthiest 400 billionaire families in America pay only 8.2% in taxes on federal individual income taxes between 2010 and 2018, not the 3% it says president Biden has said. The average income tax rate in 2020 was about 14% says the WSJ. For higher incomes it was about 25%. All this happened while infrastructure, education and health remained woefully underfunded, with Tech companies egregious behaviour in not paying their fair share of taxes and massive misallocation coupled with low productivity of capital invested compared to infrastructure.

Argentina faces severe inflation of over 70%. The central bank raised its main interest rate to 75% to rein in inflation. In December 2022 the International Monetary Fund approved $6 billion, in a 30 month program that is expected to reach a total of $44 billion. The government of Pedro Sanchez has announced additional $10 billion in cost of living aid to take the total to $45 billion. It comes through reduced VAT and $200 one off payments to households making less than 27,000 euros a year.

By multiple standards Greece had the deadliest rail system in Europe with neglect of basic safety features. The European Commission has given $700 million to Greece for modernization of railways. $117 million was given for safety for the Athens to Thessaloniki route alone. Yet little was done. The European Union Agency for Railways says it had an action plan for safety for Greece but there was little action from the Greek government. Even basic automatic braking was not operational at the time of the collision of two trains on one track.

France's Macron introduces a three step plan for reopenings after lockdown, with dates of December 15 and January 20 for reopening the economy. Shops will be allowed to open under strict social distancing rules for Christmas sales. If cases per day drops below 5000 the government will lift the lockdown on Dec. 15 and replace it with a 9 pm curfew. " After saying that spirits can be low, debates get heated, Macron said "we need to do everything to prevent a third wave, a third lockdown."

Vaccine passports play an important role in tackling the pandemic. France and other countries in Europe have increased the percentage of people getting vaccinations by requiring EU vaccine digital certificate for entry into pubic transportation, restaurants and large events. Vaccine digital certificate helps reduce the the need for lockdowns. Us president Biden has also moved in this direction with the new vaccine mandate in the US requiring all federal government employees and employees of companies with more than 100 workers to get vaccinated and show digital proof of vaccination.

The price of gas powered cars and EV's is closing, to about $5000 according to Cox Automotive. Tesla is cutting prices because of new competition from Japanese, Korean and German models in the US market. China's BYD is also in the global market with new battery technology that cuts cost. Batteries make up 40% of EV car cost. The cost of making EV's will drop to becoming the same as gas powered models by 2027 as companies get more experience in the new technologies, says Gartner.

Only 38% of Germans polled want to see Germany involved in an international crises. Germans including chancellor Scholz are hesitant to take up confrontational role with Russia for the long term says this report by David Sanger and Steve Erlanger of the NYT. Even as the Ukraine crisis reaches a stalemate chancellor Scholz is careful not to put Germany into a difficult position beyond his earlier commitment to spend 2% of GDP on defense with $100 billion invested in defense that has been fulfilled. Germany's goal of becoming climate-neutral by 2045 will be achieved by the city of Freiburg in 2038. Freiburg's new city hall has 800 solar panels on the facade and the new soccer stadium has a solar installation on the stadium roof.  Green Party and Economy minister Habeck's motto is "Ready- because you are," well suited to Freiburg. Baden-Wurttemberg's requirement for all commercial buildings to be fitted with solar panels could soon be a requirement in Germany.

NYT looks at the $19 billion renovation of Kennedy Airport in New York. Smart ways are being adopted to avoid tying up the highways around the airport with trucks by sending stone and other supplies from quarries 125 miles away by water up the Hudson river to a waterside dock on the 5000 acre Kennedy campus. The executive director of The Port Authority of New York that runs the Kennedy Airport, one of the busiest in the world, says this avoids 300,000 truck trips spanning 1.5 million miles.

The Inflation Reduction Act has $8.8 billion for heat pump rebates and assistance. Heat pumps are more efficient than existing furnaces or air conditioning units. Only 22% of Americans know about the heat pump rebate compared to 32% who know about the EV vehicle rebate of $7500. The Zeitenwende speech by chancellor Scholz in the German parliament came 3 days after Putin launched a full scale invasion of Ukraine. Zeitenwende means turning point in history- and Scholz's speech changed the mood in Germany to take on responsibilities for defense of Europe with a $100 billion fund. Chancellor Merz has expanded this and Germany's defense budget is expanding to $160 billion a year. Share of US Counties where 95% of Kindergarteners are vaccinated against Measles drops to 28% from 50% in Washington Post Investigation of 44 states December 2025. 95% vaccination rate is what experts say is needed for "herd immunity" or overall protection in a class. Washington Post examination of data shows marked deterioration from 2018-2019 school year to 2024-2025 school year data and public records. That is 5.3 million children are exposed from lack of herd immunity from measles now compared to 3.5 million children earlier increase of 1.8 million children. This Wash. Post investigation shows 19,000 schools are exposed and one can go to this article to find on a map how your school district and country are doing in the 44 states. A big problem is emerging from public skepticism and politics in vaccination. For generations schools required vaccination proof- by 1980 all 50 states had laws covering students first entering school. And caught in vaccine politics legislatures are creating religious and other exemptions that have weakened laws. Wash. Post says it's examination shows not a single County in Idaho, Louisiana, Oregon Tennessee, Utah, and Wisconsin meet the 50% vaccinated requirement for measles required for herd immunity. This could mean more of these diseases will be brought back home including whooping cough to affect elderly and infants. Democratic districts such as in St Louis and Chicago also see drop in measles vaccination rates. In the sense that newly decolonized countries since 1950 such as China and India have emerged with good health systems and mandated vaccination , other public health action, there is a great need for the US to focus on bringing back the public awareness that existed after the 1940's in the US that resulted in significant advances in public health in the US in the FDR, Eisenhower, Kennedy, LBJ and Reagan administrations. It shows there is no victory in public health. A lot of work needs to be done, as much of the gains can get undone by events and public awareness is necessary. As pharmaceuticals, chemicals and plastics and bad nutritional habits took over American lives there is an effort under Kennedy at HHS to tackle that health crisis, but it brings with it challenges that date from the pandemic and different responses in different parts of the US to mandatory vaccination which also have to be met through education not social media. ...
