Anglo American responds to declining commodity prices and the slowdown in China with deep cuts of 53,000 jobs from its 151,000 workforce. Some of the jobs will be layoffs and other job cuts will be through sale of mines. In Australia mining employment is down 13% in the 2d quarter of 2015 over prior year. Anglo American plans to sell over a quarter of assets in the downsizing. BHP has spun off over ten mines into a separate company called South32. American Pittsburgh based company Consol Energy says it will no longer provide guaranteed health insurance to retired workers. Anglo American is one of the hardest hit companies. It had losses of $3 billion for the first half of 2015, and needs $1.5 billion in cost cutting to become profitable again.

In the past market forces pushed the US out of the chip business to highly subsidized chip companies TMC and SMIC in Taiwan and China. US cannot have it both ways. It cannot compete with China in chips and allow temporary market forces do the job of decimating its chip industry.    Market forces are rags to riches and mostly short term ignoring long term. Nvidia now valued at $1 trillion under market forces would not exist today. WSJ showed recently that only with the help of a loan from a Japanese Sega videogame executive Iramijiri to Nvidia founder Jensen Huang was Nvidia able to survive market forces in 1998. Qualcomm a maker of phone chips has made a takeover offer of Intel in 2024. Intel shares dropped 60% this year and is valued on share basis at $90 billion- yet was recently at $290 billion closer to its true value as America's chip pioneer and leader. Qualcomm is at $185 billion. Yet share values can be rags to riches as Nvidia story of going up to $1 trillion in 2021 and $3 trillion in 2024 shows. Such a deal draws anti trust concerns with too much control under one company. A deal for takeover of British owned ARM by Nvidia was stopped by regulatory authorites in UK and the EU in 2022. The US government is giving $8.5 billion to Intel to build up its chip making technology in competition with China. The Gelsinger plan is for manufacturing to be boosted up, so is the effort of the Biden administration. It may take time yet it is the right approach for the US. Fed's Powell sees only a temporary slight effect of DJT tariffs on inflation to 2.7% in 2025 that he says can be "looked through without action by us." Fed will wait for clarity in coming days and weeks. Powell says in March 2025 “It can be the case that it’s appropriate sometimes to look through inflation if it’s going to go away quickly without action by us. And that can be the case in the case of tariff inflation.” Tariffs are intended as they were in the first term of DJT and retained by Democrats led by Biden to create a level playing field after hidden subsidies by China, and to rebuild American manufacturing. New investments in manufacturing and in infrastructure supported by both DJT and Biden have brought new hope and vigor to comunnities and towns across America. For far too long as Powell understands textbook economic theory at Ivy League universities that had no connection to reality was used by American business to turn its back on communities and towns across the 51 states and the Nation. ...

Fears that India may be falling behind China, Mexico and Brazil in healthcare for the people. A planned budget increase was never implemented. Today the Indian government spends only $20 billion on healthcare for a population of over 1 billion people. Annual spending on healthcare is about 1.4% of GDP. Now the Indian government is planning to increase this to 2.5% of GDP. One senior health official Amarjeet Sinha, says other emerging economies such as Brazil, Mexico, Malaysia, now have better public health indicators than India. In 1990 India's public health indicators were similiar to those countries. Another serious problem in India is malnutrition with an estimated 4 of 10 children malnourished. Underinvestment in healthcare is a significant problem as needs grow but there is a shortage of resources and trained healthcare personnel. Arvind Singhal, chairman of consutancy Technopak, says India needs an additional 1 million doctors and 2.5 million nurses to meet the needs of the current level of the Indian population. To do this 600 new medical colleges and 1,500 nursing colleges are needed. The child care advocacy group Save the Children UK, points out that just to meet India's committment to reduce the infant mortality rate by two thirds of the current level by 2015- to meet India's commitment to the UN Millenium Development Goals- India will need 2.6 million additional trained health workers. This shortage is most acutely felt in rural areas, especially in the large states of Uttar Pradesh and Bihar....

She says first China pushed too far resulting in earlier Hong Kong umbrella protests followed by today's protests.

Now that Carrie Lam and Beijing have backed down and withdrawn the extradition bill, the protests having made the statement, would continuing unrest and pushing Beijing too far be in their interests. Would it be in worldwide interests if that would worsen tensions from trade frictions, reducing levels of trust. 

This also applies to Mr. Johnson and Mr. Cummings in Britain's minority government. Having lost their majority are they pushing too far asks Noonan.

Prime minister Modi's visit to the US comes at a time when US president Biden is eager to show the US is fully engaged in the Indo-Pacific region with its allies in the Quad 4 countries- Australia, Japan and India. The recently announced Aukus defense agreement brought together 2 members of the Quad 4 the US and Australia, plus the UK. Aukus is designed to strengthen US presence as a naval power in the Indo-Pacific region in the Indian and Pacific oceans around India, Southeast Asia, China, and across the Pacific. After a futile engagement in Afghanistan the US is reorganizing its presence where it is strongest- in the oceans. In a way that Britain once did in the eighteenth and nineteenth century, the US is dominant in the high seas. US naval power far exceeds that of all navies in the world combined. This is meant to reassure India, Bangladesh, Sri Lanka, Thailand, Malaysia, Indonesia, Philippines, Vietnam, Australia and Japan, which together have close to twice the population of China, that the US has not diminished its presence in any way from that it had in the 1950's following the Second World War. With this new framework India enters discussions that will focus on health to deal with the pandemic and its after effects, with security and rule of law in the Indo-Pacific region, with trade, technology, new supply chain manufacturing structure in which India plays a key role. With this new focus and clearing past engagements made by other US  presidents, including some mistaken policies, the US emerges as a new force in the Indian ocean, China seas and Pacific ocean region.  On September 23 Modi meets Tim Cook for what could be new supply chain arrangements that Apple could be preparing as it and other US corporations build new supply chain structures to rebuild US manufacturing technologies capabilities that were lost to China over the period 2000-2020. During that period manufacturing technology knowhow was shifted out of the US in a mistaken policy that assumed design and invention were sufficient for the US to keep. The first step in this direction was a change of CEO's at Intel Corp with US president Biden pushing for new US technology reclaiming policy. Following that the new CEO at Intel Corp, Patrick Gelsinger, completely reassessed Intel's mistaken policies of ceding its entire semiconductor manufacturing technologies capabilities to Taiwan and China. Intel made a U turn and is now investing all or most of $50 billion in the US instead of in China or Taiwan.  On September 24 Modi meets Mr Biden to discuss trade, investment, defense, and security. On the same day the leaders of Japan, Australia, Mr. Suga and Mr. Morrison join Modi and Biden for the Quad 4 talks. Indian infrastructure capabilities and Indian economic growth would be key goals to strengthen India along its land borders along Tibet occupied region and Himalayas as part of the overall effort to build a new US and allied presence in Asia.  On September 21 Modi attends a Covid Summit that will look at the way forward in the aftermath of the pandemic and ways to vaccinate the remaining unvaccinated population in the world, as well as vaccination passports.  ...

She is from a tribal community in the state and brings a new face for development through "sab ka vikas sab ke sath" new India's slogan today of development for all Indians through their own efforts, as it brings to the forefront the tribal communities all over India. The tribal communities in India have a population of 106 million or about 9% of India's population. In Orissa percentage of tribal is over 25%, in most of the northeast it is at least 25%, and in borders areas with China Arunachal 70%, Sikkim 34%, Jammu & Kashmir 12%. In key states of Madhya Pradesh 20%, Gujarat 25%, Rajasthan 13%. The strategic nature of the decision for the unity of India can be seen on how the tribal communities are critical parts of the northeast, the border areas,  and even of the central, eastern and western regions of India which most people are not aware of. While automakers are trying to stall legislation on higher fuel economy in Congress they are already planning large investments in engine systems that will raise fuel economy. Nardelli states Chrysler's three goals as boosting quality, improving fuel economy, and overseas presence. A $3 billion investment in engine systems is planned by Chrysler with the goal of improving fuel economy. Note that similiar investments are planned by the German companies and some of the new products are to be shown at the upcoming Frankfurt auto show. There the pressures for reducing auto emissions are building up with a strong environmental consciousness in Europe. Phil Murtaugh who headed GM's China operations before becoming Executive VP at Shanghai Automotive Industry recently will join Chrysler's team as head of Asian operations. He will stay in China and report to Michael Manley Executive VP of International Sales. Chrysler plans to export Chery cars made by Chery Automobile Company in China under its Dodge brand. Note that LaSorda and Press will both share the titles of President and vice chairman and split duties which will be a new arrangement being trued out by Cerberus....

Did you know that SUV's are the second largest source of emissions after Power. We hear a lot about aviation which is much smaller but little about SUV's in the impact on climate change. SUV's make up about 40% of cars in Britain, and higher in the U.S. at 43%, 40% worldwide an astounding sixfold increase from 32 million to 200 million since 2010. People may even be driving an SUV and talking a lot about climate change.

Any savings from electric cars expected to grow from 2 million to 20 million by 2030  will be offset by more SUV's on the road. This is the view of the International Energy Agency in its recent report. Again all the talk about electric cars as a way to address climate change misses what is really happening in automobiles. Even in China the SUV's make up 42% of sales, and in India 30%. It is more profitable to make SUV's and they are harder to electrify adding 25% to energy consumed compared to cars.

PM Modi will meditate for 3 days and nights at the Vivekananda rock in the Indian Ocean on May 30 to June 1, 2024. In 1892 Swami Vivekananda meditated on a rock in the ocean at the tip of India in Kanya Kumari, as he set India on a path to modernization for the next 100 years and beyond. Many Indians including prime minister Modi have Vivekananda's mission for India's modernization as their clear objective, and this is behind the everything the PM does including the vision of Vikshit Bharat, a developed country by 2047 on the 100th anniversary of independence. Gandhiji read all of Vivekananda's writings and his freedom struggle against British rule was based on Vivekananda's ideas for India's regeneration and renewal leading to his book Hind Swaraj in 1905. The Bhagavad Gita was translated by Swami Swarupananda, a disciple of Vivekananda, and formed the basis for Gandhiji in the freedom struggle against the British.  Europe faced colonization on the Iberian peninsula and invasions right up to Budapest and Vienna by the 14th century, India faced the same and this was followed for India and China by the expansion of the British into Asia when China and India failed to grasp early the importance of science and technology and the new ideas that happened in Europe by the 18th and 19th century. Vivekananda wanted to see science and technology and the advances of modernization brought to the people of India a process happening as India modernizes all aspects of its economy. Vivekananda was also the inspiration for Indonesia's freedom struggle by Sukarno against Dutch rule. India and Indonesia today make up the largest population in the world larger than China and Japan combined, with a common culture and heritage and are together modernizing every aspect of the life of people.  ...

Leaders of Africa's development banks and the president of Kenya make this plea for adjustments on debt repayments and a moratorium on debt servicing before the annual conference of global finance at Marrakech, Morocco. The problems are: a 35% increase in debt repayments to $62 billion for Africa with increase in interest rates. The total debt of Africa now at $1.8 trillion. The neglect of education and health when countries such as Zambia and Ghana default on debt. The complexity of debt renegotiation with 40% of debt in private hands and 31% with China which is not part of Paris Club. It took 3 years for Zambia to negotiate its way out. And 23 nations in Africa are near default out of the 52 in the world facing this situation.

Of NYT's decades old indifference, an almost Churchill like distance and indifference to the aspirations of the people of South Asia it can be said- indifference to the aspirations of 1.4 billion people to modernize the country with the same infrastructure that Europe and the US, Japan, and now China take for granted. Indifference to the problems in creating a nation  with 13 languages and 1.4 billion people that has a freely elected parliament never before done in history, one which also delivers on banking accounts, health care, infrastructure, for all its  people, of all races and religions. This indifference runs counter to everything that Indians admire about America. And a lack of awareness of what Indians admire today about the Biden administration's promise to make the words of Jefferson true in America as the Modi administration does in India- "We hold these truths to be self-evident that all men are created equal, (created equal) and that they are endowed by their Creator with certain inalienable rights, among these are life, liberty and the pursuit of happiness." The NYT's indifference to this inequality both in the US and in India run counter to the founding principles of Jefferson and of India's saint from Wardha, Mohandas Gandhi, who both fought the British empire at the height of its prominence.  ...

This report from Taiwan in DW.com points out that German opinion has changed significantly in recent years and is not reflected in Merkel policies. With a change in government to Greens, SPD coalition under Scholz of the SPD and Annalena Baerbock of Greens, German policy towards Taiwan is likely to change. Scholz is seen as having different views from Merkel and is likely to reflect public opinion more closely which is reflected in polls that show 58% of Germans not in favor of Merkel's China policy which moves away from the US. Germany also needs to consider NATO alliance and relationship with US which will be difficult with Merkel policies now that president Biden has made Indo-Pacific  with Aukus and Quad alliances critical to his administration. France has moved closer to India, which will mean pressures from the US and France and German public opinion for Scholz to  come closer to US and France in his policies. A sense that the Merkel period had serious issues and was "grotesquely" backward in childcare, education, digital modernization, infrastructure, climate change, as one German expert puts it, also will make SPD and Greens reconsider Merkel's policies.  After the election there could be a fuller reassessment of the Merkel years and further change in German public opinion as Germans see how much was lost in the later Merkel years in the lack of much needed change inside Germany in addressing the social and economic problems. Merkel may also be seen as having a sensitive relationship with the Biden administration which the SPD and Greens in their different orientation may not see in the same way. Biden's families and workers plan has much that Germans are looking for from the SPD and the Greens and on a scale of $3.5 trillion that the SPD and Greens may see as changing everything.  Population of India combined with South East Asia, Australia and Japan is also about twice that of China, which Germany will feel sets the path for a new policy that reflects a different Europe and a different Asia for the future. ...

Toyota is reducing its dependence on the US market by growing in China, Russia and the Miidle East and with plans for growth in India with a lowcost car. The market in China and Russia has grown by 40% for example and this should mean there is room for overall global growth even with the slowdown in the US. In China Toyota is falling short of demand as its consistently underestimated the growth in the market. When Toyota thought the Chinese market would hit 8 million vehicles by mid 2007 it actually hit 8.5 million. So in many countries like China, Russia and the Middle East and India Toyota may be scrambling to meet demand in the future which suggests that in the long term Toyota may be less affected by the ups and downs in the US market. The US manufacturers like GM are following a similiar strategy. Competing with Toyota overseas the US makers have none ofthe liabilities they face in the US market, years of sloppy service and image, pension and health liabilities, union rules and restrictions, and they are moving some of the best technology and design into overseas markets so the competition there should be on more even ground....

Even though volatility is high in stock markets, the U.S. stock market has rebounded to levels in August 2019. The level on March 10, 2020 after effects of the coronavirus on the global economy was for the DJIA average in the U.S. to be at the level it was on August 14, 2019, as shown on the graph in the WSJ, in the neighborhood of 25,000. In the last quarter of 2019 there were steep gains in the Dow Jones averages that could not be fully explained, these gains have disappeared. Considering the suddenness of the crisis from the coronavirus in China, and the double whammy of impact on global manufacturing supply chains of first the tariffs on Chinese exports to the U.S., followed by the coronavirus, the impact on stock markets seen in this overall context is comprehensible. Particularly the sharp gains in the last quarter of 2019 which now appear to be muted. There is also some good news for economies such as China and India, which are large oil importing countries, and the rest of Asia, in the sharp drop in oil prices that helps cushion some of its impact on the global economy. For the U.S. this also happens at a time when the economy is in much stronger shape than at any time in the last ten years. ...

In August 2023 the Ukraine war is reduced to small unit tactics after a stalled Ukraine offensive. The results of the war over the last 2 years is a broadened NATO with Sweden and Finland inside NATO increasing the borders of NATO with Russia. On the Russian side some of eastern Ukraine on the Black Sea and the Dnieper river are now part of Russia in addition to the Crimea. The Ukraine offensive is stalled. Russia's economy has shifted from its western European orientation for energy exports and auto other imports to a Chinese orientation.  These changes are likely to remain with a shift of supply chains back from China and its suppliers to the US and the EU. This acts to restore the factory bases in the US and EU and revive communities built around factories in small towns across the region. This will bring back regions in the EU and the US that suffered from the loss of factory jobs and public services they supported. Overall this is a healthier situation for the people of Europe and the US. For China also the situation reverses to better quality yet slower growth, and a pause to take stock of the immense changes that happened with explosive growth in trade- the damage to the environment, floods and heat waves from climate change, the explosion in debt to three time its GDP, higher unemployment, rural poverty, and devise solutions to these problems. The war has accelerated the unraveling of the existing economic, social and trade arrangements that had stopped working for many years. ...

President Macron of France puts forward the basic building blocks for an agreement to reduce tensions with Iran. In a speech to the General Assembly of the United Nations he says that there should be negotiations between Iran, its regional neighbors, the U.S. , European countries and China. The Obama period nuclear deal of 2015 failed because of a lack of a comprehensive settlement and including Iran's neighbors in the region. Macron pointed out that the U.S. approach under president Trump of "maximum pressure" with tighter economic sanctions has produced a response from Iran of maximum pressure on its neighbors, including the attack on Saudi oil facilities with drones that took out half of the Saudi oil supplies. Macron put forward five issues for negpotiations to focus on: certaity that Iran never acquires nuclear weapons, solution to the Yemen civil war, a regional security plan that addresses other conflicts, ensuring security of maritime navigation especially in Straits of Hormuz, lifting of economic sanctions. He pointed out that "today we have a risk of serious conflict based on miscalculation and disproportionate responses." Mr. Trump even alluded to this when he told reporters after the dismissal of John Bolton as National Security Adviser, saying Bolton made Trump look like a voice of moderation. A lot depends on who are the advisers and whether moderation is exercised on all sides.  Macron, Merkel and Britain's prime minister Johnson met with Rouhani on the sidelines of the UN meetings to encourage dialogue. Countries likely to be severely affected by oil shutoff through the Straits of Hormuz are Japan, South Korea, India and China, and are quietly pushing for an easing of tensions.  ...

Jawaharlal Nehru was leader of the party under Gandhiji which fought for independence in the 1930's. Under the India Act of 1935 India was given the opportunity to setup state assemblies and free elections  for local self-rule that prepared for eventual Dominion status similar to Canada and Australia. Rab Butler as India Secretary fought hard to get it passed through the British parliament. See Rab Butler in the adjoining articles gist. This is very important as none of what happened in 1947 the task of writing a new Constitution and a Constituent Assembly to do this for India would  have been possible without India Act of 1935- the initial training for elections and assemblies. Some good work was done for example in Tamilnadu Chief Minister Kamaraj under Nehru changed that southern state with progress in education, health, and industry over 15 years 1950 to 1964. By the seventies to the 2010 period the progress ran into serious problems first with one party followed by weak coalitions that led to poor governance, corruption and economic progress stalled. After the experience of China's modernization India is attempting a similar effort with Vision 2047 for modernization of infrasructure and development in speed and scale with one difference- the legacy of Rab Butler who no one knows about in India and forgotten in Britain, the simple document Hind Swaraj written on a British steamship from South Africa to England in 1912 by Gandhiji that asked Indians to self-reflect on their part in letting the British in "who made the Company Sardar?", the post 1950's leadership of Sardar Patel who like Rab Butler was also forgotten till 2014, Jawaharlal Nehru who won a third term in 1962 but was followed by a series of weak governments unable to steer economic progress of scale similar to China or Japan, Lal Bahadur Shastri cut short like JFK, and Narendra Modi who is bringing to the task the hard work and discipline that made it possible for first Japan and then China to modernize infrastructure and emerge as dominant manufacturing nations. Like Japan and China India with its own stumbling periods is making its way in the world today. Both Shastri and Modi are in the direct tradition of their Master, Gandhiji, in the words of Shastri "hard work is equal to prayer." ...

American corporations lost faith in the American worker with a series of missteps by labor in the US by 1999 which were also failures of top management and engineering for quality on the assembly line and wages to compete with low cost outshoring. In losing this faith in the American worker America's corporations lost faith in their own country, in their own people- the people of America. Larry Summers was mentored by Treasury Secretary Rubin from Goldman Sachs. Deputy Treasury Secretary under Rubin, president Clinton. Following Rubin in 1999 as Treasury Secretary. Several key events happened that damaged America and the working people of the Nation -and each time Rubin and Summers are seen as giving wrong advice. The first deregulation of financial markets setup by Clinton-Rubin-Summers in 1999 led to financial crisis of 2009. The second setting up China's entry into the World Trade Organization without safeguards that caused China to use unfair practices to destroy much of America's manufacturing base. The 2009 financial crisis-  The support for repealing the Glass Steagall Act in 1999 and for deregulation of financial markets by Rubin and by Summers led to deregulation that caused the financial crisis of 2009 with overleveraging of US banks and faulty mortgages. This was the first blow to the social and economic fabric of America, to America's workers and families. The second body blow came from decisions made by president Clinton with advice of Larry Summers as Deputy Treasury Secretary and Treasury Secretary in 1999.  Advice that Clinton regrets  and sees as wrong and which have shaken American workers faith in the traditional Republican and Democratic parties of Bush, and of Clinton-Obama 1992-2016, a 20 year period which saw almost the entire industrial base of the US shipped to China  by American corporations working with China. American corporations lost faith in the American worker with a series of missteps by labor in the US by 1999 which were also failures of top management and engineering for quality on the assembly line and wages to compete with low cost outshoring. The U.S. and India face difficult trade negotiations as India moves to build its Make in India campaign, building capabilities of Indian manufacturing companies for global supply chains. Mr. Trump will sign a $3 billion defense deal with India for supplying helicopters and other equipment to India. Indian policy on trade is to ensure local content and transfer of technology to build capabilities of local companies. The goodwill generated by the visit by Mr. Trump to India, and deals on defense could lead to agreement on other trade issues, as India and the U.S. balance other considerations such as the rise of China into the picture.
