Black Rock is buying Vanguard Renewables, a company that does this in Vermont for $700 million and investing another $1 billion for RNG production. Trapping methane emissions is part of the program put forward at COP26 Glasgow.

Putin's statement that Nordstream would resume supplying gas after maintenance in July but could have cutbacks with further maintenance, leaves Europe where it was before the statement. EU has no choice but to prepare vigorously for a complete cutoff of Russian gas supplies now when there is time than to be caught in serious trouble in the winter. The EU plans to require 15% reduction in gas consumption over 8 months and detailed plans have to be shown to the EU Commission by each member country. Some of this will be conservation in use including better insulation, turning down thermostats in winter, and some of it will be cutbacks of industrial use. This is considered to be enough to meet the needs in an event such a complete cutoff of supplies of gas from Russia. Russia has reduced supplies on Nordstream pipeline of natural gas to 30% of the average sent in the last 5 years.

New EU guidelines require cutting gas consumption by 15% over the next 8 months, and set priorities for which industrial sectors are required to cut back. The EU plan also includes switching from natural gas to nuclear or coal.  EU's Russian gas supplies in June are already less than 30% of what was received on average for the last 5 years. The new guidelines should ensure that Europe gets through the winter with adequate gas supplies in a complete cutoff of gas from Russia. The guidelines for 15% reduction in usage become mandatory in an emergency, and if the new guidelines are slow in being adopted they will also become binding. The safety, security and stability of society will be considered in allocating gas to sectors in the economy and to households. Industrial sectors such as glass and aluminiums would suffer damage to equipment with shutdowns, and chemical industries affecting the operations downstream through shutdowns, new factors that will have to be considered. ...

The Naval Innovation and Indeginization Organization of the Indian Navy, NIIO, sets. a new pace and direction for the Indian Navy and its mission in the Indian Ocean. The goal is to use the idea of the Gati Shakti plan to bring together industry, academia, research organizations, government in partnership for adopting 75 indeginized innovations in a few years. In the last year 54% of the Indian defense budget was given to companies within India for product and services, and in the coming year the plan is for it to go up to 70%, according to defense minister Rajnath Singh. This means even aircraft carriers will be be developed and built in India at Indian shipyards using Indian technology.

The NYT's Motoko Rich and Hikari Hida look at the relationship between Shinjo Abe and Fumio Kishida of Japan. Both entered parliament at the same time in 1993, and both are sons and grandsons of members of parliament. Mr. Abe took the lead and when it resigned in 2021 Kishida was not his first choice to succeed him in the Liberal Democratic Party, Kishida sees increasing defense spending as on of the realities of the changing situation in Asia and the Japanese public now supports this. Kishida is pursuing a different economic policy with an effort to reduce economic inequality which he sees as a problem similar to the US and Europe.
