This report in NYT looks at the Barbados debt crisis. Barbados spends 55% of its budget to pay interest on debt (servicing the debt). That leaves about 5% for health and climate change. Years of borrowing that ignored basic rules of financing have created serious problems that were compounded by the pandemic and hurricanes. This report shows that the total deb of Barbados was not known to the central bank. Borrowing was approved at exorbitant interest rates. One loan with Credit Suisse for $150 million is shown here with interest rates that lead it to become a catastrophic amount owed. Many such loans without any checks and supervision of total loans taken, lack of financial prudence rules followed, lack of transparency and alerts on borrowing and spending tend to create this kind of situation in many poor countries. About two thirds of developing countries are in this situation owing one third of their budget for debt service or paying interest on the loan. The situation is unstable to begin with. Then on comes along a hurricane or natural disaster such as the pandemic and the unstable situation becomes a catastrophe. Sri Lanka, Pakistan, the Caribbean nations, nations in Africa, face debt crises that are getting worse. It is not inevitable or destiny for nations today, consider the examples of large nations such as Japan, China, South Korea and India, Malaysia, Indonesia, and one can see that development finance can be prudent and responsible, so that situations such as the pandemic can be handled without going into disarray. ...

About a third of Conservative party members of the 10,000 who will be voting soon for a new leader still like Mr. Boris Johnson. Some say he has his faults, but who doesn't. Mr. Johnson has a flamboyant carefree bouncy style that has endeared him to supporters, and had he taken the public more seriously to be consistent and steady he may well have remained a prime minister. He is the only leader of the Tories who could convince traditional Labor voters to vote Tory. Ms. Truss, who has unstinting support of Mr. Johnson will continue to see Mr. Johnson as a respected leader if she is elected. Truss sees Johnson getting a well earned break, as she put it in a debate, like his hero Churchill who lost elections in 1945 only to come back in 1951 with more experience, restraint and wisdom. In a recent debate she stood by Mr. Johnson saying he did not need to resign. Today's Tories are leaderless and not recognizable as a single entity without the prime minister. With a little restraint, awareness of his inexperience, openness and respect for the British public, Mr. Johnson may well have remained prime minister. He now appears to be seeking a second opportunity, says this report in WSJ. It is hard to imagine Brexit without Boris Johnson. He defied the established reasoning through common sense observation. He once said that the only thing Britain would lose from Brexit is that there would be a shortage of Mars bars. Ms. Truss is somewhere between Labor and the Conservative in her life long convictions, yet has taken the Brexit cause to heart. Italy's political scene is fragmented with two far right parties one the League under Matteo Salvini with a base in the north and the other called Brothers of Italy, under Giorgia Meloni with a base in the south. In Italian politics of the last decade popularity of a party lasts on the right or the left remains for 3-4 years before fading. In sequence after the fading away of Berluconi's party, voters swung to the socialist party, then the party of Beppe Grillo a comedian called Five Star Movement, followed by the League and Salvini on the far right, and now Brothers of Italy. At no time is any such party having at the height of its popularity having more than 20-25% support. Brothers of Italy under Meloni is the newcomer with 23% support mostly in the south, Rome, Palermo, Sardinia.    Brothers of Italy is different from Salvini's party as Meloni is staunchly pro-EU and supports Italy taking a strong stand on Ukraine. The withdrawal of Salvini from the national unity government led by Mr. Draghi, former head of the European Central Bank, and formed during the pandemic, led to its collapse last week. Meloni benefited by being the main party in the opposition during that time, so that it is not clear that if she forms a government after the September election whether Italy will still have a stable government. The difference between Salvini's League with connections to Russia and Meloni's EU positions means far right politics is itself fragmented and the socialist parties are within a point of the Brothers of Italy. Mr. Berluconi's Forza remains a fringe player with 8%. With 200 million euros of EU assistance Italy decided to form a government under Mr. Draghi in a kind of national unity government during the pandemic so that these funds could be managed effectively, and to tackle pandemic related problems. Some of Meloni's appeal may come from broadening her appeal by policies that support nurseries and mothers, the family, and from her working class background in Rome at a time when the pandemic has created serious economic problems for families. Like France Italy is divided with Meloni playing the kind of role Le Pen has in France of being for working class yet facing competition for working class votes from the socialist parties that are close rivals for support. The Five Star and League parties in northern Italy have their own local support base. ...

The problems 900,000 Ukrainian refugees in Germany are facing are shown here in DW.com. 350,000 are registered as looking for work. Ukraine refugees are given 3 year protection status, access to health insurance and the labor market. This report says many of the problems come from the lack of German language skills. There is also a lack of English language skills for people from eastern Ukraine who learned Russian, rather than English. Ifo Institute estimates a third of Ukraine refugees are led to taking jobs below their qualification level because of the lack of these language skills. All this is happening even as Germany is facing a severe shortage of workers with 1.7 million open jobs in 2022.
