Efforts to secure greater autonomy under a decentralized framework for the central government in Libya. The eastern region which contains most of Libya's oil was left out in the sharing of resources when the Gaddafi regime centralized power in Tripoli. Because of this the sentiment is strong in the area around Benghazi for a decentralized government. Benghazi also led the fight against Gaddafi's forces. Under the Ottoman Empire the country known of Libya today was governed as three provinces. It was only after Italy invaded Libya in 1934 and put the three provinces under its control that Libya wa created. The federal monarcy created in 1951 by the UN also provided for relatively independent provinces under a national government. The transitional leaders in Tripoli are gradually accepting the older framework of decentralized government as the right approach for the future Libyan government.

Jim Krane of the Judge Business School at Cambridge University, points to an important development- the increasing consumption of oil in Saudi Arabia that is shrinking its ability to be a reserve supplier in the Middle East when a Iraq, a Kuwait or a Libya's oil supplies are cutoff. Saudi population and industry is growing and is using up a quarter of its oil production. Consumption is at 3 million barrels a day, more than the oil consumed in Germany, and is growing at 10% a year. Use of oil is subsidized by the government and with social spending up in Arab countries a cut in subsidies is not expected anytime soon. Projections by Jadwa Investment of Riyadh show that the reserve margin will disappear by 2020. By 2038 Chatham House in London predicts Saudi Arabia will become an importer of oil. This is important because America's sanctions against oil imports from Iran require the Saudis to step up and act as the reserve supplier. This happened with Libya, and 1.5 million barrels a day were cutoff after the revolution. Iran exports 2.2 million barrels a day. This will keep supplies tight and keep pressure on oil prices in 2012-2013....

Of the estimated 14,400 candidates for provincial elections in Iraq, about 4000 are women. And security improvements have enabled women even in Basra to stand up for elections. In the current Iraqi constitution there is amandate for 25% of seats in Parliament to be reserved for women, but there is no such provision for provincial elected parliaments. This does not imply that years of lack of representation in the last 50 years under dictatorships, and the rule of religious parties and militias, is going to be easily overcome. Many qualified women simply don't want to risk standing for election because of threats to their safety and the male dominated culture that prevails. Its the courageous ones who are standing. The hope is that women can also put adent in the deep corruption that prevails in government and bring a new perspective and better representation of society.

France's president Hollande says about Greece during a visit by Greek prime minister, Antonis Samaras, that the Greek government must move forward with economic reforms, "while making sure that it is tolerable for the population." He also said he was "saluting the Greek people for their painful efforts of the last two and a half years." Public opinion experts in Israel say President Obama's policy in the Middle East is seen by a majority of Israelis as reflecting a sound judgement. Obama's approval ratings in Israel are up 13 percentage points compared to 2010. It is now 54%, according to December opinion polls by Mr. Telhami, a University of Maryland professor who supervised the surveys on Israeli opinion. Only 19% of Israelis now support Israel attacking Iran's nuclear facilities without U.S. support, according to the University of Maryland survey by Mr. Telhami of 500 people, that was annouced last week.

Friedman describes the lack of decisionmaking, initiative and courage in the Eurozone, India and China to tackle difficult problems. During his visit to India he describes the problems India faces. A serious problem with lack of good governance within the democratic framework. India also has a growing population that will soon surpass China's population, which makes the task of development that much harder, with the small steps India is taking to move forward not making a serious impact. Azim Premji, chairman of Wipro, described it this way: "There is a complete lack of decision-making among leaders in the government. If prompt action is not taken, the country will face a setback. You must appreciate how serious it is." Friedman sees a similiar situation in the eurozone countries as new governments are being formed in Greece and Italy by Papademos and Mario Monti, both technocrats from the European Union. This has the added complication because these experts have not been elected. The fact that they have support and goodwill is because of the failure of the political class in Greece and Italy.
