Investors put in $136 billion into startup companies in 2018, and $141 billion in 2019, as reported in this WSJ article on startups. Before this it peaked at $75 billion in 2000 and did not recover after the 2009 financial crisis till 2014 when it reached about 75 billion dollars.  Much of the increase in money that did not go into infrastructure at low interest rates below zero appears to have been wasted as the ideas for startups declined in quality in the years 2014-2019. Softbank put up a Vision Fund which has run up billions of dollars in losses including a disastrous investment in WeWork. The resistance to shifting all the money at low interest rates to infrastructure has faded with the election of president Trump supported by a Republican party that puts the American worker first for job retention and expansion, and America first in world trade. The pandemic has changed the environment for startup companies as most startup companies are not likely to survive the environment they are in. The big ones such as Uber have built up losses, and ones such as Airbnb are borrowing $2 billion at 10 percent interest in emergency funding. Experience and sound thinking for investments were left behind as capital was wasted in many projects. Brent crude prices March 3 are up to $79 a barrel. Iran And Qatar Energy have stopped production of oil. Oil has more flexibility than gas supplies for alternative sources. There are also many tankers and ships inventory on the oceans that has built up which will help big importers like the Chinese who get 5 million barrels a day through these Straits (almost a third of the total 16 million barrels a day China uses). US has offered to insure shipping through its financial institutions and escort tanker traffic through the Straits of Hormuz. It is also taking action to reduce the risk in the Straits.

The injection of billions of gallons of salt water from shale oil producers in Texas into the ground contaminating ground water. Salt water and other kinds of waste water are byproducts of shale oil production at the rate of 6 wastewater gallons for 1 gallon of shale oil produced. This is becoming a huge problem in west Texas and the Permian Basin. When huge quantities of such water is injected back into the ground it comes back out of the ground in other areas and contaminates groundwater. About half of the US production of oil comes from the Permian Basin. Geologists at the UT Austin say that the pressure in the injection reservoirs in west Texas is now at 0,7 per square foot- at 0.5 per square foot the pressure is enou to have the salty toxic water seep back up to the surface of the ground. This is keeping water management personnel up at night and raising questions about the environmental damage in red hot shale oil production that taxpayers will be in the hook to pay years from now through clearing up the environmental damage. Judge Carl Barbier's ruling on Jan. 14, 2015 against BP which increases its exposure to a maximum penalty of $13.7 billion under the Clean Air Act. Judge Barbier's decision was that BP was liable for 3.19 million barrels of crude that spilled into the Gulf of Mexico in the 2010 Deepwater Horizon rig disaster. Judge Barbier's ruling said that BP acted recklessly in the events leading to the rig explosion an oil spill, giving the company exposure to the maximum penalty of $4300 per barrel. BP asked for a smaller penalty of $3000 per barrel.

China's GDP growth for the second quarter of 2012 was 7.6% from the prior year. China set a target of 7.5% GDP growth in March 2012. About half of the GDP growth in 2011 was generated from investment spending. As part of a new Stimulus China is increasing bank lending and moving forward development projects in energy and infrastructure. Bank loans showed an increase from 793 billion yuan ($124 billion) in May 2012 to 920 billion yuan ($144 billion) in June 2012.
