This WSJ report says IRS is working on collecting $10.7 bill in taxes from Amgen for the shift of $14 billion in profits to its Puerto Rican subsidiary. Puerto Rico is considered a foreign country for US tax purposes, and by locating profits there Amgen paid much lower taxes than most companies. In 2013 this was effective tax rate of 3.5%. Now this is coming into careful scrutiny from the US government as president Biden plans to generate revenues to pay for the shift to renewable energy to combat climate change with COP26 commitments by the US, and to reduce pharmaceutical cost inflation for the US public. This is the idea behind the $369 billion Inflation Reduction Act of 2022, both a climate and a tax bill that is being passed in the US Congress.

This bill is the biggest climate change bill in history and yes it depends on revenues from fair taxation that has not happened till the Biden administration's resolute effort in this direction.

Critical to move forward in making investments for growth in the Indian economy are the government debt to GDP ratio and GST revenue collections. FInance minister Sitharaman tells parliament that the government debt to GDP ratio is 56.2 % and considerably less than many countries of the leading economies in Europe and the US, less than France and the US, Canada which are in triple digits. GST collections are at 1.49 lakh crores for July 2022, the second highest in history. Inflation is at 7% or below that.  Non performing assets of commercial banks are at 5.9%. BBC News looks at the Judge who will be handling the Trump New York indictment, Juan Merchan. He began his legal career in 1994 after graduating from Hofstra University School of Law. He worked in the Nassau County District Attorney's Office before becoming deputy assistant attorney general for Nassau County in 1999, and assistant attorney general for Nassau and Suffolk counties. He has served as a justice in the New York County Supreme Court since 2009. Merchan is described as a serious jurist, smart and even tempered, and a no-nonsense judge who is always in control of his courtroom.

Merchan has already handled a case against the Trump Organization and Mr. Weisselberg. In that courtroom he is reported to have said that he would not in any way allow anyone to bring up a selective prosecution claim, or claim that this is some sort of novel prosecution, that Weisselberg was somehow being targeted because of his association with Mr. Trump.

A question about perceptions of the  of Indian Muslim communities is asked at the Peterson Institute in Washington D.C. Nirmala Sitharaman, India's Finance Minister, responds by comparing the situation where India's Muslim communities have grown from about 10% of the population in 1947 to 15% today compared to Pakistan where Muslim communities were not protected and dwindled from 15% of the population to about 3% today. She did not mention the inclusivity in policy where sab ka vikas sab ke sath is national policy, development for all with the participation of all. And that Muslims benefit equally with other communities in the rapid growth of the economy and GDP in India. This positive story for Muslims and for all communities also stems from the ideals of Vedanta, respect for all religions in Vivekananda's idea including Buddhism, Christianity and Islamic faiths. It also comes from India being rooted in Gandhi's and Vivekananda's ideas since independence. ...

About one third of cars in China will be electric cars by the end of 2023 from one fourth today. Compare this with 6% of cars being electric in the US. EU, US and Japan are far behind. Toyota has only now ramped up EV's with a new CEO. In the domestic Chinese market 80% of EV's are made by Chinese auto manufacturers, And this could go up to 90%.  This means the share of the Chinese market for German and US manufacturers is actually shrinking. Chinese buyers now prefer Chinese brands over foreign brands. Over 4 decades says Keith Bradsher in NYT the US and European auto manufacturers trained a whole generation of Chinese auto engineers who now work for Chinese electric auto makers. This is one market in which China has built a formidable capacity. This is also a big contribution to cutting emissions from fossil fuel powered cars after China's massive use of fossil fuels over two decades worsening climate change.

During the first wave with the origins of the coronavirus in Wuhan, China, focus shifted to selected countries without much attention to Europe next door to Britain. Much of the mutated virus strains from Europe, from Italy, Spain and other countries cause the epidemic to get out of control. This is being repeated in the second wave.

When the epidemic surged in Kent British health authorites conducted genome sequencing for the virus to find out that there was a variant, a mutation of the virus that was causing a surge. This has helped Britain prepare to tackle the pandemic as it changes with new strains of the virus.

This Times leading article on UK government's coronavirus policy says it is inconsistent, and a muddled effort just as the third wave is accelerating. It asks the public to be cautious when going outside and still opens nightclubs with covid passports not required till the end of September. By August cases could reach 100,000 say experts so that the nightclub and bars reopening can only fuel the rise in cases. The British government must be aware that the Netherlands opened nightclubs and bars in June and this led to a sudden jump in cases with 40% of new cases coming from nightclubs.  The policy is undermining public confidence. It is doing this at the same time as it is asking people to self isolate for 10 days. The policy also does not require covid vaccination pass for all events and for shops and restaurants as is being done in France and in other countries on a regional basis as in Germany.

Gerald Seib in the WSJ gives 3 reasons for reluctance of president Trump to get involved in wars in the region on behalf of the Saudis- the U.S. is less dependent on Saudi oil with its increased oil production, China, South Korea and Japan depend on Saudi oil making it necessary for these countries to pay for the conflicts not the U.S. Other reasons are the U.S and Mr. Trump's opposition to endless wars that lead to neglecting U.S. priorities such as infrastructure and building its economy.  If the wars cost trillions of dollars the U.S. expects the Saudis or Asian countries to pay the U.S. for the cost of these wars. Japan is the most dependent on Saudi oil and it is playing a constructive role to reduce tensions between Iran and the U.S. Mr. Macron of France is playing a role because the EUropean Union also imports oil and wants to prevent the Iran nuclear deal from being ditched or at least for it to be renegotiated.

The rollout of the world's first malaria vaccine is taking place in Malawi, Ghana and Kenya. The Glaxo developed vaccine requires 4 doses over 18 months. Gavi is a partnership that brings UNICEF and WHO in partnership with private companies to  buy vaccines in bulk and distribute them where it is not affordable. Gavi supported 66 million vaccines in 2018 for children, yet about 20 million children in Nigeria, Congo and other parts of Africa lacked routine immunizations in 2018. UPS and health service workers are joining in the effort for administering this vaccine correctly.  Software that tracks the taking of the vaccines by children is essential for success and this is being implemented with Ghanian authorites. Abdulrazak Gurnah who left Zanzibar for England in the 1960's was given the Nobel Prize for Literature in 2021 for his "compassionate penetration of the effects of colonialism and the fate of the refugee caught between cultures and continents." In his acceptance speech Gurnah says in his writings he engaged in a refusal to accept the attitudes, the stereotypes and disdain towards people of British colonies that he met daily. He says that after a prolonged period of poverty and alienation in England it became clear to him that there was something he needed to say. Gurnah says he came to the "deeply unsettling realization that a new simpler history was being constructed, transforming, even obliterating what had happened." Strong hiring and consumer spending is propelling the US economy forward in 2024. With 4th quarter growth at 3.3% the year 2023 ended with the US economy growth at 3.1% for the year. Contrast that with economists projecting 0.2% growth in 2023 in 2022. In 2022 the growth was 0.7%. Much of this growth can be attributed to the Biden administration going all out to support American industry and bringing jobs and factories home, supporting wage increases which in turn supported consumer spending into 2023 and now into 2024. The most eco-friendly Athletes Village of any Olympics is finished in time in the poorer suburb of Ile-St-Dennis in Paris, France. French president Macron opens the Athletes Village facility in this video in FR24. 40 lowrise tower blocks are shown and they will house 14,000 Olympic athletes. This is the first time a 'sober' model is being used by reducing the cost- using existing facilities, recycling, re-use, and putting climate change low carbon technologies. The organizer Nicholas Ferrand says the project was done by using the best know-how in France on how to best respond to the challenge of urbanization in 21st century. It uses low carbon concrete, wood structures and geothermal heating to cut carbon emissions in half compared to conventional methods. It is located by the river Seine in a regeneration effort in the economically deprived suburb of Seine-St-Dennis. The suburb also holds the national stadium and is the poorest and most crime ridden of France.

Key points are that now 37% approve Biden handling of inflation up 7 percentage points, and 40% approve his handling of the economy up 4 percentage points. The public perception of the economy had diverged so much from the actual strength of the economy under Biden that this was hard to understand in 2023. This is changing in 2024 as there is now a clear sense that the better reading on inflation and unemployment is not temporary but is only the beginning of a surge in economic progress. The public has not yet grasped the extent of the change for the first time in 3 decades of the scale of the reinvesting in the economy under Biden and a bipartisan Congress of trillions of dollars being invested and the speed of execution of projects. This leader article in The Economist refutes the notion in an article by Greg Ip in the WSJ that Britain would benefit by being self reliant. Self reliant on what it asks? Self reliant on British selves for people outside of London by limiting contacts with mainland Europe and keeping out people. It points out that it is not just a rejection of Europe but also of London, the main financial centre of Europe before Brexit. It refutes the notion that the decline in the value of British currency, the Pound, would automatically lead to higher exports by saying that this was always one of the "inanities of Brexit"- that with supply chains spread out in many countries Britain which was integrated into the supply chain in Europe could suddenly integrate into supply chains far away in Asia. It predicts pain from Brexit, and sees the "hard Brexit" as a bad choice for Britain, as announced by Theresa May in October 2016 and planned for 2017.

One of the leaders who has emerged with solid skills and with patience, firm resolve is Olaf Scolz, former mayor of Hamburg, finance minister and deputy chancellor. He is leader of the SPD and has a shot at chancellor in coming years. Investors sold UK government debt for short term cash holdings and invested in U.S. currency holdings as the safest asset they could find, as the economic effects of the coronavirus epidemic hit capital markets. Andrew Bailey, the Governor of the Bank of England stated that it was the government's job of preventing temporary "dislocation" becoming permanent economic "destruction." Business failures are expected as a result of the coronavirus impact and also layoffs resulting in a temporary jump in unemployment. Coronavirus testing is being ramped up in the U.S. as the Food and Drug Administration new regulations allow commercial labs to manufacture and distribute  coronavirus tests. Now many players can now acquire and conduct tests including state and local governments, hospitals, universities, and private companies. so that tracking nationwide distribution is still difficult. Deborah Brx the response coordinator of the White House task force on coronavirus says U.S. has completed 220,000 tests in last 8 days.  In New York the scaled up efforts in a region with over half the coronavirus cases in the U.S., 13,000 were tested on Monday, March 23. Some hospitals in New York such as Mount Sinai expect to do double or triple the tests a day in a scaling up effort by March 30. In Los Angeles a city councilman negotiated with a South Korean company for delivery of 100,000 tests a week, having already secured 20,000 new tests.
